IMO의 대기오염규제에 따른 기술적 대응전략에 관한 연구 (A Study on the Technical Strategy on the IMO Air Pollution Prevention)

  • As conservation of global environment has becoming a major outstanding issue of the world, the International Maritime Organization(IMO) has been legislation a convention for prevention of air pollution from ships. By the new convention, use of air pollutants such as SOx, NOx, Freon and Halon Gas shall be restricted. In this regards, analysing these requirements of the convention is required as the convention will also be applied on restriction of discharging exhaust gases from ships by establishing a requirement of SOx and NOx discharged. The purposed of this study is as follows ; 1) Introducing of the backgrounds of legislating the convention for prevention of air pollution from ships and major contents of the convention and a countermeasures on the convention by Korea. 2) Reviewing by analyzing the influence on domestic industies concerned by restriction of SOx, NOx in exhaust gases and sulphur content of fuel oil. 3) Preparing a countermeasure on the convention properly.

국제해난구조협약의 개정 및 문제점 -사법적 문제를 중심으로- (Some Issues on the Rivision of the 1910 International Salvage Convention and in Particular the Question in Private Law)

  • According to the report prepared by Legl Committee of IMO, 1978, since the disaster of motor tanker Amoco Cadiz carrying approximate 220, 000 tons of crude oil was wrecked on the coast of France and damaged the largest oil pollution accident in shipping history, Legal Committee of IMO has studied and discussed a new Salvage Convention with assistance of CMI. CMI has prepared a new draft convention under the chairmanship of professor Erling Chr. Selvig and adopted it as a report of CMI to IMO in the 32 Internaltional Conference of CMI, Montreal, May, 1981. This paper has been written to study comparatively andinterprete the questions and/or considerations of the new draft convention by the delegates participated in the Legal Committee of IMO in particular on the private legal view of it. This Salvage Convention Draft has not yet been deliberated thoroughly to agreed the revisiion of the 1910 Convention in accordance with CMI Report 1981 until session 54, March 1985. Therefore this paper has been prepared in the light of the comments made at the Legal Committee in order to interpret the legal questions and contents of the new draft.

퍼지 TOPSIS&AHP를 이용한 IMO 정보관리시스템 예비과제 우선순위 평가 (Priority Evaluation of Preliminary Cases for IMO Information Management System using Fuzzy TOPSIS and AHP)

  • 본 연구는 퍼지 TOPSIS법과 AHP법을 이용하여 IMO 정보관리시스템의 예비과제 우선순위를 평가하기 위한 것이다. 이러한 평가를 위해 먼저 24개의 예비과제를 추출하여 FSM법을 이용하여 대체안을 구조화하였고, 최종 4개의 주요 예비과제를 도출한다. 또한 평가항목간의 가중치는 의사결정자의 일관성을 유지하면서 평가가 가능한 AHP법을 이용한다. 그러나 AHP법은 비교대상의 수가 증가하면 쌍대비교의 횟수가 증가하고, 평가에는 수많은 애매성이 존재하기 때문에 최종 우선순위 선정에는 TOPSIS에 퍼지이론을 도입한 퍼지 TOPSIS법을 이용한다. 그 결과 IMO 기준정보관리, IMO 정보기준전달, IMO 통합데이터베이스, IMO 지식허브 순으로 구축되어야 하는 것으로 나타났다.

21세기 국제만재흘수선협약에 따른 선박설계의 연구 (A Study on the Ship Design of a new ICLL for the 21st Century)

  • ICLL 66 is the most widely ratified instrument of the IMO and is, along with the International Convention on Safety of life at Sea (SOLAS), the primary document setting forth internationally agreed ship safety standards. ICLL 66 set freeboard requirement based on experience gained from the first Load Line Convention in 1930 and on contemporary developments in ship design. Reexamination of ICLL 66 is indicated by the proliferation of novel ship designs for which it lacks adequate regulations and by significant advancements in analytical seakeeping and deck wetness prediction techniques now available to the designer. In this paper, the Freeboard Advisory Group reviews these issues against the changing climate of the marine industry and maritime administrations, discusses the state of the art in analytical seakeeping programs, and outlines a series of recommendations for the establishment of a new international load line convention for the next century. The steps needs for an international program at IMO are discussed and a new convention is proposed.

현존선에 선박 평형수 처리장치를 설치를 위한 위험도 평가 분석 (Risk Assessment for Retrofitting a Ballast Water Treatment System on an Exising Vessel)

  • Since Ballast Water Management Convention has been adopted, Ballast Water Management Convention is not effected yet. This convention will only enter into force 12 months after its ratification by 30 states, collectively representing 35% of world merchant shipping tonnnage. Morocco, Indonesia and Ghana have ratified this convention during last 29th IMO Assembly meeting which was held in November 2015. In 2016, Belgium, Fiji, Saint Lucia and Peru have become the latest countries to ratify the convention. As of now, 51 states and 34.87% combined merchant fleets are being calculated. BWM convention will be applied to not only new ships but also, existing ships after it is effected. Thus, existing vessel will be retrofitted a Ballast Water Treatment System according to D-2 Requirement until first IOPP nenewal survey after date of entry into force of the convention. Currently, about 65 BWTSs certified by Administration will be reported to IMO, even type of BWTSs is very various. Thus, a risk of each BWTS can be existed, and this existed risk can be also effected to ship's crew safety and protection of ship's own property. Therefore, we have evaluated a risk assessment for an existing vessel retrofitting an ultra violet type Ballast Water Treatment System which is mostly developed in the world. And we described the procedure of selecting a sample vessel, consequently, bulk carrier is selected because this vessel kind is mostly charged in the world. Especially, DWT 175K size is selected. Risk Assessment is using a HAZID and HAZOP method, evaluation method is referred to IMO Document "Considerated test of the Guidelines for Formal Safety Assessment (FSA) for use in the IMO rule-marking process(MSC/Circ.1203-MEPC/Circ.392)". The Risk Assessment Section is decided to 3 Nodes, Consequently, total risks have evaluated 51 items.

  • 인도, 방글라데시 동의 저개발 국가에서 해체되고 있는 선박에 의해 해양환경 및 근로자의 안전에 문제가 있다는 지적이 오랫동안 제기 되어 왔다. 이에 따라 IMO는 선박 재활용 관련문제를 해결하기 위해 1998년부터 노력해 왔으며 최종적으로 올해 상반기에 국제적 강제수단인 선박재활용협약을 채택할 계획이다. 주요 내용은 선박의 운향효율과 무관하게 친환경적 선박의 설계 구조 운항, 근로자의 안전 및 친환경적 재활용시설의 운영, 그리고 선박재활용을 위한 강제기준을 설정하는 것이다. 따라서 본 연구는 친환경적으로 선박을 재활용하는 규제가 강화되는 가운데 협약의 주요내용 및 발효시점과 관련 당사자들이 이행해야 할 사향을 분석함으로써 사전에 충분히 검토되어 효과적으로 이에 대처할 수 있도록 하는데 그 목적이 있다.

평형수처리장치 성능기준 및 시행시기 차이에 의한 관련 당사자들의 대응전략 연구 (A study on the strategy of concerned parties with regard to the performance standards and implementation schedule of ballast water treatment systems)

  • 평형수처리장치는 고가이며, 현존선에는 설치시 기술적으로 고려할 사항이 많고 설치시간 또한 많이 걸린다. 더불어, 평형수관리협약이 발효되지 않은 상황에서 총회 결의로 탑재시기를 조정하였으며, 미국의 캘리포니아주 및 뉴욕주에서는 IMO D-2 규칙보다 엄격한 평형수 배출 기준을 적용하고자 하고 있으며, 그 시행시기도 협약보다 조기에 시행하고자 하고 있다. 이러한 상황에서 평형수처리장치 제조자와 선주의 이해가 상이한 부분의 고려가 필요하다. 이 연구에서는 선박 탑재시의 고려사항, 미국의 강화된 기준 및 협약의 시행시기 유예 사항을 검토하여, 앞으로 다가올 선박평형수관리협약의 발효와 미국의 강화된 기준 시행에 대비한 각 이해 당사자들의 전략을 제시하고자 한다.

Electro-Cleen 선박평형수 처리장치의 실선 설치 및 선상시험 (Installation and Shipboard Tests of the Ballast Water Treatment System Electro-Cleen)

  • 선박평형수를 통한 수중생물의 이동을 막기 위해, IMO에서는 2004년 2월 선박 평형수와 침전물 관리 국제협약을 제정하였다. 이 협약을 위해, 각국은 협약 비준과 법제화를 준비하고 협약의 성능기준을 만족시킬 수 있는 처리장치 개발을 촉진시키고 있다. Electro-$Cleen^{TM}$ 처리장치는 2006년 3월 IMO 기본승인을 받았고, 2008년 10월 최종승인을 받았다. 형식승인은 한국 정부로부터 2008년 12월에 발급되었다. 본 논문은 Electro-$Cleen^{TM}$ 처리장치의 기본 원리, 구성 요소, 실선 설치 및 선상 시험 내용을 검토하였다. 선상 시험은 8300 GT M/V Yokohama와 27,000 DWT M/V Greenwing으로 수행하였다. 이들 선상 시험을 통해 Electro-$Cleen^{TM}$ 처리장치가 IMO 기준을 만족시키며 신조선 및 현존선에 설치하기가 적합함을 확인하였다.
