여객선의 복원성 평가항목의 지수화 연구

  • 여객선은 다른 선종에 비해 많은 사람들이 이용하기 때문에 선박의 안전에 더욱 주의를 기울어야 한다. 복원성은 선박의 안전을 판단하는 대표적인 특성으로 IMO에서는 관련 규정을 만들어 준수하도록 하고 있다. 하지만 IMO 복원성 규정은 각 항목에 대한 기준만을 제시하고 있을 뿐 복원성을 종합적으로 확인할 수 있는 방법은 부재한 상황이다. 이를 위해 본 연구에서는 복원성을 하나의 값으로 표현하는 지수를 개발하였다. IMO에서 규정한 선박의 10가지 복원성능 평가항목을 검토하였으며, 대상선박의 적재상황에 따른 복원성을 계산하여 평가항목 간 관계를 분석하였다. 이를 토대로 지수산정식을 개발하였으며, 대상선박에 지수산정식을 적용하여 복원성능 평가지수(Stability Index)가 IMO 복원성 규정을 적절하게 설명함을 확인하였다.

  • All ships should ensure stability in accordance with IMO regulations. However, GM is only used to determine ship stability because it takes a lot of time to validate all regulations. This is a problem given that the safety of vessels cannot be guaranteed, potentially leading to accidents. There is a need for a more intuitive and comprehensive method of confirming the stability of ships. This study developed a stability index that expresses ship stability in one value. An index equation is defined based on the 6 stability criteria for ships prescribed by IMO and the result of calculating the ship stability of a model ship. A stability index has been derived for each loading condition by applying the index equation to the same ship. It can clearly be seen that this stability index appropriately explains the criteria. In other words, it is possible to assess ship stability with one value and confirm whether the ship stability satisfies IMO regulations. This index will help masters and officers more easily and accurately check ship stability.

  • This study evaluates the stability of a 4.99-ton small coastal fishing boat using data interpreted according to the second-generation intact stability criteria of the International Maritime Organization (IMO). The focus is on the ship's behavior under surfriding/broaching conditions during sea navigation, ensuring compliance with international standards. The data processing procedures presented apply stricter criteria than the first-generation intact stability standards to assess the ship's intact stability in waves. However, if the vessel deviates from its standard condition, a separate intact stability assessment based on actual loading conditions is necessary. The surfriding/broaching data processing procedures utilized a program developed by the Shipbuilding and Ocean Equipment Research Center at Kunsan National University. The results were analyzed and compared in detail according to the conditions, parameters, and criteria used for the calculations. Additionally, the study presents the results of Level 1 and Level 2 assessments according to IMO regulations, providing a parametric analysis of the small coastal fishing boat's stability. This allows for the evaluation of intact stability in hydrodynamic motion scenarios.tract.

Analysis of Domestic Fishing Vessel Stability Regulations and Research on their Criteria Amendment for Improvement (국내 어선 복원성 규정 분석 및 개선 기준안 연구)

  • According to an investigation performed on shipping accidents, the number of domestic shipping accidents has been increasing despite the decrease in global shipping accidents. Therefore, to reduce domestic shipping accidents, the present study investigated the criteria for the stability of fishing vessels. The IMO, foreign, and domestic regulations regarding fishing vessel stability were investigated, and a comparative study was conducted. The results showed that domestic regulations were the most relaxed regarding vessel stability. Finally, we proposed five items for the KOREA FISHING VESSELS STABILITY CRITERIA AMENDMENTS on the basis of the comparative study.

  • 본고에서는 1912년 타이타닉호의 침몰사고 이후 도입된 구획 및 손상복원성규칙의 개정현황, 1987년 herald of Free Enterprise 호와 1994년 Estonia 호의 Ro-Ro Space 해수유입으로 인한 침몰사고 이후 도입된 잔존 복원력 요건 및 Ro-Ro Passenger Ship의 강화 규정을 요약하였다. 또한 IMO 혐약 내의 모든 손상복원성 류칙을 확률론적인 방법으로 통합하기 위하여 IMO SLF (복원성, 만재홀수선 및 어선안전 소위원회)에서 진행중인 HArmonization 작업과 이에 중대한 영향을 미칠 것으로 예상되는 EU(유럽연합) Consortium Project 인 "Harmonization of Rules and Design Rationale(HARDER)" 에 대한 현재까지 의 동향을 요약하였다. 그리고, 부록으로서 방화 및 구명 설비에 대한 협약개정동향을 수록하였다.동향을 수록하였다.

Calculation of Probabilistic Damage Stability Based on Grid Model (격자모델을 이용한 확률론적 손상복원력 계산의 전산화)

  • The studios on the stability of damaged ships have been carried out continuously to prevent frequent damages or sinkings which cause large loss of life and fortunes. For dry cargo ships, continuing losses have resulted in new legislation of the probabilistic damage stability. IMO has developed requirements for the subdivison and damage stability of dry cargo ships based on probabilistic concepts. The calculation of the probabilistc damage stability is a complicated and iterative job hence development of computer programs is indispensable. In this research, programming of the probabilistic damage stability according to new requirements has been done and the results were compared with those carried out by the other foreign packages. New algorithm using a grid model in a transversal section was introduced to reduce efforts in preparing input data for damage scenarios and as a result, has brought significant improvement in efficiency and performance.

Alteration of the Stability in Training Ship Pusan 403 (실습선 부산403호의 복원성 변화)

  • M/S Pusan 403(GT 243, 1000ps) was originally built as a research vessel on skipjack pole and line fishing in 1972. She had begun to serve as a fishing training ship of National Fisheries University of Pusan from 1974, since the interior structure has been remodelled and some weight articles have been removed, her stability is in doubt. The authors carried out an inclining experiment by using two pendulums at fore and aft with two weights on both sides. Each value obtained was compared with the IMO safety code for fishing vessels and safety regulation for fishing vessels of Korea. 1. The GZ value, being 0.207 m under light ship condition and 0.325 m under departure condition with full load, can be assumed as no impediment on her stability, 2. Under the light ship condition, GM decreased by 0.046 m and KG increased by 0.141 m, compared with the values determined at the time of official sea trial. Therefore, no impediment on the stability exists. 3. The GM decreased by 0.163 m and the KG increased by 0.173 m, compared with the values determined at the time of official sea trial. In no consideration of the free surface effects of liquid in the oil and fresh water tanks, no impediment on the stability exists. But, in consideration of the free surface effect, it may be regarded that some impediment exists.

  • Recently, the Session of MSC $80^{th}$ has adopted the new harmonized requirements of damage stability for Passenger, Ro-Ro Passenger ship and Ory Cargo ship based on the probabilistic analyzing method reflecting the study of IMO for more than ten years. This paper introduces what have been changed in the SOLAS requirements about SDS (Subdivision and Damage Stability) and the results of investigation for design effects according to the new rules.
