  • In 1994, the International Maritime Organization (IMO) adopted the International Safety Management Code (ISM Code) as SOLAS convention to ensure the safe operation of ships and to protect marine environment from pollution In December 2002, the IMO adopted the International Ship and Port Facility Security Code (ISPS Code) in the Chapter XI-1 of SOLAS to ensure the security of ships, crew, cargo and port facility. With 1 July 2004 being the coming into effective date of ISPS Code, there is a sense of urgency among the shipping companies and port authorities to accomodate the ISPS Code. Although both the ISM Code and the ISPS Code are based on the management system concept introduced in the ISO 9001, two Codes pursue different objective. Accordingly, it is meaningful to compare and analyze the requirements of three standards. In this article, the backgrounds, principles and requirements of three standards are analyzed and presented to offer several suggestions on the establishment and implementation of security measures in compliance with the ISPS Code to the shipping industry in time.

  • The marine safety investigation inquires and concludes the facts and causes of the marine casualties and incidents with the objective of preventing similar roses in the future. Thus, IMO and most states adopt and revise marine safety related conventions and national laws based on the results of marine safety investigation. In particular, IMO recently adopts mandatory IMO Casualty Investigation Code to identify the precise cause of rose with states' cooperation, to report the result of investigation, and to establish new international safety standard helping prevention of similar cases based on the report. The Judgement of the Korean Maritime Safety Tribunal system based on the 'Act on the investigation of and inquiry into marine accidents' is used for the purpose of marine safety investigation in Korea to prove cause of marine accident and to improve marine safety. Therefore, this study examines the Code and compares the Code with the Act to reflect the contents of provisions in the Code into the Act. The study would also be the basic references in relation to revising of marine safety investigation system in Korea Specially, the contents in relation to the independence of investigation authority and mandatory counselling system, and guarantee of seafarers human rights to ensure fairness of investigation would be included.

A Study on the Cabin's Noise Levels of Cargo-Passenger Ships plies South-West Coast line (서남 연근해 운항 정기화객선의 선내 소음에 관한 연구)

  • The noise levels on board ship recognized at Europe in the early 1970s and the noise regulations on board ship began to put in a statutory form. After that, in 1982 "International Code on Noise Levels on Board Ships" adopted by IMO and it became standard to the newly built ship and remain so to this day. Especially, the ship engine room, which have huge main engine and various kinds of subsidiary machines, is under an extremely loud condition and so the worker who works in it is easy to lose his hearing. Recently, each nation regulates the allowable noise exposure time by law to protect the industrial employee from the occupational hardness of hearing. In our country, the allowable noise exposure time is regulated by the labor standard law but the international provisions regulated by IMO have been applied in case of the ship engine room. In this paper, the cabin's noise levels of cargo-passenger ships plies south-west coast line were investigated.

  • Treatment of Emulsion is very important to development of Bilge Separator for new IMO Regulation. It is too difficult to demulsify the emulsion in the bilge waste water, so we use chemical treatment to break emulsion stability. Broken oil particle is treated by flotation. Bilge Separator on the Ship doesn't have enough time to treat Bilge waste water because of small space in the ship. For the solution to this problem, we experiment to find primary factor as coagulator, pH, and amount of coagulator. As the basis of test, we decided coagulator, pH and quantity of coagulator.

  • A use of Asbestos onboard was banned by the provisions of SOLAS since 1 January 2011. And this provision was also implemented by the Rule for Ship's Facilities in Korea. However, these provisions were only declaration and there were no detailed measures for detect, removal and confirmation. In this study, by reviewing the Ship Recycling Convention, IMO circulars and Asbestos Safe Management Act, the following strategies for each concerned parties were proposed. The administration and class society should establish the provisions for appointment of subject vessel which to be inspected for asbestos, criteria for asbestos management and appointment of handling expert. The shipbuilder and equipment manufacturer should make written confirmation that asbestos was not used in their product. And shipowner and ship manager should establish procedure for onboard control of asbestos in the ship's safe management system.

우리나라 배출규제해역(ECA) 도입 방안 연구

  • 2020년부터 전 세계적으로 IMO 선박연료유 규정은 한층 강화될 것으로 예상되며, 일부 지역은 배출규제해역(Emission Control Area; ECA)를 지정하여 선박으로부터 배출되는 대기오염물질을 통제하고 있다. 우리나라는 항만도시의 대기오염 정도가 높으며 대기오염물질의 주요 배출원은 선박으로 밝혀지고 있어 이에 대한 대책으로써 ECA 지정을 위한 검토가 시급하다. 본 연구에서는 국내 항만을 대상으로 ECA 지정 필요성을 검토하고 우리나라 여건에 적합한 ECA 지정방식과 절차 등 종합적인 도입방안을 제시하는 것을 목적으로 한다. 연구목적 달성을 위해 우리나라 항만도시의 대기환경 현황을 분석하고, 해외 ECA 지정 사례 분석을 통해 그 지정현황, 규제 수준 및 효과를 파악하였다. 또한 ECA 도입 타당성을 제시하기 위해 항만도시 거주민과 업계 종사자를 대상으로 수행한 설문조사 결과를 활용하였다. 결과적으로, 우리나라의 ECA 도입은 필요하며 향후 5년을 목표로 단계적으로 추진하는 것이 바람직하다. 우선적으로 자발적으로 영해 내 ECA 도입을 추진하되, 선박 통항량이 많은 주요항만구역을 대상으로 한다. 제도의 초기 장착을 위한 인센티브 제도 마련, 관리인력 확보 및 법 제도 구축을 통해 실효성을 확보하도록 해야 한다. 장기적으로는 IMO 승인을 통해 ECA가 이행될 수 있도록 타당성 조사가 선행되어야 한다.

Analysis of Domestic Fishing Vessel Stability Regulations and Research on their Criteria Amendment for Improvement (국내 어선 복원성 규정 분석 및 개선 기준안 연구)

  • According to an investigation performed on shipping accidents, the number of domestic shipping accidents has been increasing despite the decrease in global shipping accidents. Therefore, to reduce domestic shipping accidents, the present study investigated the criteria for the stability of fishing vessels. The IMO, foreign, and domestic regulations regarding fishing vessel stability were investigated, and a comparative study was conducted. The results showed that domestic regulations were the most relaxed regarding vessel stability. Finally, we proposed five items for the KOREA FISHING VESSELS STABILITY CRITERIA AMENDMENTS on the basis of the comparative study.

  • 최근 ECDIS 보급 및 사용이 확대됨에 따라 주요 항구에서 ECDIS 가 설치되어 있는 선박에 승선하는 항해사에게 ECDIS 자격증을 요구하고 있으므로 항해사들은 국제규정에 맞는 ECDIS 교육 과정을 이수하여야 한다. 이러한 국제적 추세에 맞추어 한국해양대학교 학교기업 마린에듀텍에서는 IMO MODEL COURSE 에 맞추어 항해사에 대한 ECDIS 교육을 수행하고 있다. 본 논문에서는 한국해양대 마린에듀텍의 교육현황 소개 및 마린에듀텍에서 ECDIS 교육을 이수한 항해사들을 대상으로 실시한 ECDIS 의식에 대한 설문 조사 결과를 소개하고자 한다.

  • 국제해사기구(IMO)에서는 인적과실의 예방과 항해사의 업무부담 경감을 위하여 e-navigation의 도입을 추진하고 있고 전략이행계획에 따라 2019년까지 e-navigation의 구현을 위한 관련 지침의 개발과 협약규정 제 개정작업이 활발히 진행 예정이다. 해양사고에 취약한 소형선박이나 어선에 e-navigation적용위해서는 사고예방에 관한 시스템의 개발과 구축이 필요하다. 본 연구에서는 IMO의 e-navigation 솔루션과 현재 정부에서 추진중인 한국형 e-navigation 구축사업 내용을 바탕으로 향상된 개념의 소형선박의 선박충돌예방지원시스템을 연구하여 제시하였다. 이 연구가 e-navigation이 실질적인 해양사고 예방에 효율적으로 활용되는데 정책적인 측면과 실무적인 측면에서 기여할 수 있다고 보며, 특히 연안선박과 소형어선의 안전증진에 기여할 수 있기를 기대한다.
