  • 본 연구는 IMO 문서 및 지식정보의 관리를 위한 정보관리시스템 구축을 제안하였다. 이를 위해 본 연구에서는 문서정보관리시스템 및 정보화와 관련하여 국내 외 시스템 구축현황을 살펴보고 시사점을 도출하였다. 또한 유사사례 분석을 통해 IMO문서 및 지식정보 관리를 위해 필요한 컨텐츠 및 세부 시스템 등을 제안하였다. 한편, 이러한 시스템 구축을 위해서는 해상교통안전법 개정과 시스템의 유지 및 관리를 위한 관련 세부지침의 제정이 필요할 것으로 판단된다.

Priority Evaluation of Preliminary Cases for IMO Information Management System using Fuzzy TOPSIS and AHP (퍼지 TOPSIS&AHP를 이용한 IMO 정보관리시스템 예비과제 우선순위 평가)

  • This paper is aimed to priority evaluation of preliminary cases for IMO -IMS(International Maritime Organization- Information Management System) using fuzzy TOPSIS(Technique for Order Performance by Similarity to Ideal Solution) and AHP(Analytic Hierarchy Process). To this solve, therefore, this paper extract 24 preliminary cases and select 4 major preliminary alternative cases after analysing the structure of its alternative cases using FSM(Fuzzy Structure Modeling). Also, the weights of evaluation factors determine using AHP which able to keep the consistency when decision-makers assess. In AHP method, but, the numbers of paired comparison incerase as much as the numbers of the comparison items increase and because this evaluation have the many of vagueness, the decision of final ranking is used to fuzzy TOPSIS method which is included TOPSIS and Fuzzy Set Theory. The result are developed as order as Management of IMO Convention Information, Delivery of IMO Convention Information, Total IMO Database, Knowledge Hub of IMO Convention Information in IMO-IMS.

  • The Ministry of Land, Transport and Maritime Affairs(MLTM) constructed the IMO Korea homepage to owned jointly IMO information when establishing a international standard in about marine transport and the shipbuilding, in order to speak for the profit of Korea in IMO and it was double renewal since 2004. But the newly re-opened the IMO Korea homepage is also operated to the level which simply keeps IMO documents because of limited H/W sizes. This study investigated and analyzed the domestic and similar foreign homepages to provide effectively about the IMO informations At the result, these homepages were serviced to the meeting resultants using the various contents such as Semantic search, Thesaurus search, establishment of web accessible etc. Therefore, the existing IMO Korea homepage must be re-constructed as IMO Information Portal Site to provide better information.

스마트 항로표지 정보 서비스 플랫폼 개발 방안 연구

  • 항로표지의 효율적 관리와 연계/수집 정보의 서비스를 위해 스마트 항로표지 정보협력시스템이 요구 되었고, 항로표지 관리, 선박 사용, 육상 정보 활용을 위해서는 서비스 플랫폼이 반드시 고려되어야 한다. IMO e-Navigation 전략 이행을 위해 16개의 해양 서비스가 식별되었고, 해양 서비스 개발을 목적으로 해양 서비스 정의, 기술표준 개발에 관한 표준이 개발되었으며, 정보 교환을 위한 S-100 데이터 모델 적용이 논의 되었다. 해양 서비스 플랫폼 개발과 관련하여 서비스 인증, 검색, 메시지 전송에 관한 MCP가 개발 되었으며, 서비스 플랫폼 평가에 관한 기준이 개발되었다. 본 연구에서는 스마트 항로표지 정보 서비스 플랫폼 개발을 위해 서비스 내역과 정보협력 시스템의 구조를 분석하고, IMO/IALA/IHO 국제기구의 최신 기준에 따른 해양 서비스 플랫폼 구축 방안을 제시 하였다.

  • Collection and management of various information related to the ballast water are the essential components for the efficient implementation of the IMO Ballast Water Management Convention. Based upon the ballast water risk assessment and information system developed by other states, regions or even at global level, an integrated information system has been established to be applied to our domestic ports. The integrated information system is composed of four DataBases (DB) which are the Shipping DB, Ballast water DB, Port Environment DB and Species DB. The Shipping DB has been established based on the data collected from the Port Management Information System (Port-MIS). For the Ballast water DB, Ballast water has only been estimated by the loading/unloading of the cargoes as the convention has not come into effect yet. The Port Environment DB and Species DB are being established based on the reference documents and existing and newly collected monitoring data. From these DB, the integrated information system will be able to provide a base for the information search, statistic analysis and risk assessment of ballast water. Once the convention comes into effect, this integrated information system will be applied to manage the domestic ballast water discharge and also the port management.

리스크 기반 신조선 사이버 설계보안 접근 방식

  • 국제해사기구(IMO)는 2017년 해사안전위원회(Maritime Safety Committee, MSC)에서 안전관리시스템으로의 해상 사이버 리스크 관리 결의하였다. 또한 국제선급협회(IACS)는 선박 사이버 사고가 인명, 재산 및 환경에 심각한 영향을 미칠 수 있음을 인식하여, 사이버 이슈를 체계적으로 논의하기 위한 사이버시스템 패널을 2016년 신설하였다. IACS 는 2022년 4월, 신조선 사이버보안 통합 요구사항(UR E26) 및 기자재 시스템 사이버보안 통합 요구사항(UR E27)을 배포하였다. 이 규정은 2024년 건조 계약을 체결한 신조선에 강제 적용될 예정이다. 본 논문에서는 신조선에 대한 리스크 기반 사이버 설계보안 접근 방식을 제안한다.

Consideration of the Procedure for IMO Approval of Ballast Water Treatment System that Make Use of Active Substances (활성물질을 사용하는 선박평형수 처리장치의 IMO 승인 절차 고찰)

  • The Ballast Water Management Convention provides that ballast water treatment systems which make use of active substances shall be approved from IMO according to the procedure developed by the IMO. The Convention described that active substance means a substance or organism, including a virus or a fungus, that has a general or specific action on or against harmful aquatic organisms and pathogens. The Marine Environment Protection Committee of IMO gave basic approval to 13 ballast water management systems and final approval to 4 systems until October 2008. This paper considered the matter of procedure and documents of the basic and final approval based on the "Procedure for approval of ballast water management systems that make use of Active Substances (G9)" and "The Methodology for information gathering and the conduct of work of the GESAMP-BWWG" and summarized the specifications of the treatment systems which was granted the basic or final approval from IMO and raised several points.

  • 국제 무역의 활성화와, 운송수단의 기술적 발전은 국가 간 교역을 증대시키게 되었다. 특히 해상 무역 물동량의 증가는 국제항을 다양한 재화 및 여객 소통의 중심으로 만들었고, 경제적 관문으로써의 중요성이 높아지고 있으며 점차 국가 주요 기반 시설로 자리 잡고 있다. 즉, 원활한 교역을 위한 물류 효율화 달성과 안전한 항만 운영을 위한 보안 제도 강화의 필요성이 증대됨에 따라, 이를 효과적으로 관리 유지할 필요가 있게 되었다. 이에 본 논문은 자동화 고부가가치 서비스가 가능한 정보 중심의 u-Port(Ubiquitous Port)를 국가 전략적 차원에서 육성한 대한민국 사례를 기반으로 효율적인 항만물류를 위한 기반 시스템으로 활용될 수 있도록 해운물류표준화 기구인 IMO(International Maritime Organization)에 선진 사례로 소개하고 활용할 수 있는 방안을 제시하고자 한다. u-Port는 수출입 화물 관리가 용이하며 항만 보안을 강화하는 등 항만 업무 효율화를 제공할 수 있다는 장점으로 향후 개발도상국 또는 후진국의 항만 업무 생산성 및 투명성을 높일 수 있는 기반을 지원할 수 있을 것이다.

  • Recently, there have been cases in which counterfeit foreign ships have entered and left domestic ports several times. Vessels have a ship-specific serial number given by the International Maritime Organization (IMO) to identify the vessel, and IMO marking is mandatory on all ships built since 2004. In the case of airports and ports, which are representative logistics platforms, a security system is essential, but it is difficult to establish a security system at a port and there are many blind spots, which can cause security problems due to insufficient security systems. In this paper, a port security system is designed using deep learning object recognition and OpenCV. The security system process extracts the IMO number of the ship after recognizing the object when entering the ship, determines whether it is the same ship through feature point matching for ships with entry records, and stores the ship image and IMO number in the entry/exit DB for the first arrival vessel. Through the system of this paper, port security can be strengthened by improving the efficiency and system of port logistics by increasing the efficiency of port management personnel and reducing incidental costs caused by unauthorized entry.
