A Study of Railway RAMS Application (철도 RAMS의 적용에 관한 고찰)

  • The interests about railway safety have been highly increased. Early railway safety was widely studied in Europe and Japan, and safety standards were established in 1990s. EN 50126 of CENELEC, Railway applications - Specification and demonstration of RAMS, became IEC 62278 in 2002. This standard provides Railway Authorities and railway support industry with a process which will enable the implementation of a consistent approach to the management of RAMS. IEC 62278 will be often referred to in the field of railway system. This paper examined the application of railway RAMS on basis of IEC 62278.

  • As a railway is receiving attention as an environment-friendly transportation mode, many high speed, inter-city and urban railway are constructed and remodeled in the world. With this trend, railway RAMS was included in the international standard IEC 62278 in 2002. RAMS activity in domestic market is also increased with this international trend. However, IEC 62278 does not describe the methodology of substantial contents like how reliability target is set although it can be used as an overall guideline when RAMS requirements are included in the purchase specification. That is because RAMS requirements should be set with the specific railway condition. It is required to fully understand the meaning of railway RAMS parameters and apply those correspond to the specific railway system and environment condition especially when a quantitative RAMS requirement is set. In this study, the meaning and characteristics of RAMS parameters applicable to the development of quantitative RAMS requirement of rolling stock is described. And the basic concept of RAMS and the definition of failure that IEC 62278 describes is modified and suggested in order to make more suitable to the development of quantitative RAMS requirement.

  • IEC 62278, a standard for Railway applications of RAMS, was established in 2002. This IEC standard is based on CENELEC EN 50126 and covered overall railway fields. Activities that had to be performed from concept to decommissioning and disposal of railway system life-cycle, were contained in this standard. On the flow of internationalization, our Railway Authorities and railway support industry need to understand and apply this standard to railway fields. In this paper Railway RAMS in IEC 62278 is introduced.

  • 도시철도시스템은 차량, 전력, 신호, 선로구축물 등이 유기적으로 결합된 복합시스템으로 고장 또는 사고가 발생하면 원인규명이 어렵고 사고에 따른 영향이 매우 크기 때문에 시스템의 신뢰성과 안전성은 매우 중요하다. 본 논문에서는 철도에서 적용되고 있는 신뢰성관련 국제 규격을 분석하여 국내에서 개발하고 있는 무인운전 도시철도시스템에 이러한 규격들의 내용들을 충족하는 관리체계를 제시하고자 한다. 즉 기존에 적용하고 있는 신뢰성 관리체계인 IEC 60300, IEC 62278, MIL-STD-785B 등의 특성과 장점을 비교분석하여 도시철도시스템에 구체적으로 적용할 수 있는 신뢰성관리체계를 제시하고자 한다.

  • RAMS(Reliability, Availability, Maintainability, Safety) analyses are particularly important in the railway engineering sector and are increasingly required the specialized procedures. The RAMS analysis is performed to meet the high safety and quality standards. The RAMS standards were established in 1990s. EN 50126 of CENELEC, and IEC 62278 provide railway authorities and railway company with a procedure which will enable the implementation of a consistent approach to the management of RAMS. IEC 62278 will be often referred to in the field of railway system. This paper represents the RAMS procedure to apply to the EMU (Electrical Multiple Unit) based on the referenced RAMS standards.

  • As RAMS becomes an international trend in the railroad industry, it is also generalized in the domestic railroad industry. This research is performed to present a criterion of the RAMS plan for the next generation high speed rolling stock. The criterion is developed based on IEC62278(EN50126), the international standard for railroad RAMS and CLC/TR 50126-2, 3, the guide to the application of IEC 62278. It is necessary for the export of the rolling stock. The criterion describes the RAMS targets and the contents to be included in the RAMS plan to meet the RAMS targets. Through developing the RAMS plan, we can identify RAMS activities and documents to be done in the total life cycle which includes design, manufacture and operation. It will help to accomplish synthetically the system targets of the next generation high speed rolling stock.

  • This paper presents the methods to acquire the Safety Certificate from Independent Safety Assessment based on the IEC or EN standard which is commonly applied to railway system for Automatic Train Protection (ATP) system in accordance with ERTMS/ETCS Level 1 system. This also shows approach methods and relative activities for project lifecycle to accomplish and ensure the system requirements of ATP system, RAMS and system quality activities. These kind of activities for quality assurance of ATP system to obtain Safety Certificate could improve the quality of domestic railway system based on On-Board system of ERTMS/ETCS Level 1 and also contribute to the growth of railway business.

  • This paper is a study on the reliability management of onboard signaling equipment for the Koran Tilting Train (TTX) to run the existing railway to express railway. For safe running of tilting train which operates at Automatic Train Protection (ATP) and Automatic Train Stop (ATS), a reliability management plan for TTX onboard is proposed for preventing train safety from driver oversight and malfunction by establishing braking curves based on movement authority and speed limit, according to preceding train location and rail conditions. Also, reliability of TTX onboard equipment on the basis of proposed plan was estimated, and actual case studies based on the international requirements IEC 62278 (EN 50126) were provided to verify its reliability.

  • The increase in hazard level is attributed to the industrial hazard environment; complete national environmental hazards to human health include climate change. The damage level in Korea from 1993 to 2009 has exceeded the Increase In adverse environmental conditions. Priority areas of concern will include those risks that are most likely to occur and are expensive when they do take place such as accident or injury at a community pool. Therefore, in this paper, we suggest the System Engineering method for application to the railway RAMS. Recently, the requirement of high-integrity level of infrastructure has been deemed important. The systems level approach is defined through the assessment of the RAMS interactions between elements of complex system applications.
