Characteristics of ICT-Based Converging Technologies

  • The rising pace of technological change in information and communications technology (ICT) has provoked technological convergence by providing a new mode of diversification. This paper investigates the nature of ICT-based converging technologies by examining comparative empirical evidence on converging versus nonconverging technologies in relation to the following issues: patent application trends, concentration across technologies, the concentration of patenting activity across firms, R&D efforts, and a technology impact index. For this study, a new operational definition of ICT-based converging technology is derived, and a massive quantity of patents, up to around 600,000, is analyzed. This study follows the International Patent Classification as well as the modified European Commission's industry classification system for the classification of technologies and industries, respectively.

Quality Indicators of ICT-Related Support for Blended-Learning in Traditional Universities

  • Campus-based universities have provided face-to-face instruction traditionally. But recently, it is becoming a trend that they provide blended learning which combines e-learning and f2f instruction. Therefore, traditional university has been installing the ICT related convenience for the faculty and students to use easily to their classes. The purpose of this study is to develop quality indicators of ICT-related support for proper blended learning in traditional campus-based universities. This indicators are used for measuring the quality of ICT-related services at university level for quality education. To this end, first, we reviewed literature about quality indicators of university evaluation and e-learning. Second,we did case study. We selected and analyzed one university for a case, And we identified what elements are perceived important to faculty for more efficient use of technology to their class. Third, we summarized all this data and established the quality indicators framework of ICT-related components for blended learning in campus-based universities. Then, these indicators were revised after the expert evaluation. And then 10 experts and practitioners scored importance rating. Finally, we sum them up to 17 indicators and 48 sub-indicators in three phases (input, process, output). Among them, e-learning related organization or body, usability of Learning Management System, and quality assessment system got the highest scores. These indicators are supposed to contribute to measure the quality of ICT-related environment for blended learning and to provide informations about what is required for efficient blended learning in the campus-based universities.

  • ICT convergence has attracted attention as a major means of corporate innovation. In this study in-depth interviews was had to analyze the success factors of ICT-based companies that created a performance through the convergence. The success factors of ICT convergence were analyzed by differentiating your company's products and services through the integration of ICT skills, securing convergence technologies with enhanced R&D investment, and the strong leadership of CEO and collaborative relationships at home and abroad for convergence. It is a positive impact on success of ICT convergence to try the innovations in products, to invest R&D aggressively and to construct a global partnership network. As these results, they was proposed as a policy direction for the diffusion of ICT convergence.

A Study on the ICT Standardization Strategy for realizing the Green New Deal (그린뉴딜의 실현을 위한 ICT 표준화 추진 전략에 관한 연구)

  • Countries are promoting Green New Deal policy to cope with global warming and climate change as a result of economic growth and overcome the economic crisis caused by the coronavirus 19. The role of ICT technology is crucial in realizing the Green New Deal policy, and standardization of ICT technology should be preceded. This paper examines domestic and foreign Green New Deal policies and analyzes trends in ICT standardization activities. Based on the analysis, we propose standards that should be developed for the eight major projects in order to successfully realize the Korean Green New Deal. A strategy to promote ICT standardization for the zero energy project in public facilities as an example was proposed. In addition, we present ways to resolve difficulties in realizing ICT standardization policies related to Korean Green New Deal. Through this study, it is expected that the Korean Green New Deal policies, which is being promoted at the pan-government level, will be effective based on ICT standard technology.

A Study on Development of Collaborative Problem Solving Prediction System Based on Deep Learning: Focusing on ICT Factors (딥러닝 기반 협력적 문제 해결력 예측 시스템 개발 연구: ICT 요인을 중심으로)

  • The purpose of this study is to develop a system for predicting students' collaborative problem solving ability based on the ICT factors of PISA 2015 that affect collaborative problem solving ability. The PISA 2015 computer-based collaborative problem-solving capability evaluation included 5,581 students in Korea. As a research method, correlation analysis was used to select meaningful variables. And the collaborative problem solving ability prediction model was created by using the deep learning method. As a result of the model generation, we were able to predict collaborative problem solving ability with about 95% accuracy for the test data set. Based on this model, a collaborative problem solving ability prediction system was designed and implemented. This research is expected to provide a new perspective on applying big data and artificial intelligence in decision making for ICT input and use in education.

Mapping of Education Quality and E-Learning Readiness to Enhance Economic Growth in Indonesia

  • Purpose: This study is aimed to map the provinces in Indonesia based on the education and ICT indicators using several unsupervised learning algorithms. Research design, data, and methodology: The education and ICT indicators such as student-teacher ratio, illiteracy rate, net enrolment ratio, internet access, computer ownership, are used. Several approaches to get deeper understanding on provincial strength and weakness based on these indicators are implemented. The approaches are Ensemble K-Mean and Fuzzy C Means clustering. Results: There are at least three clusters observed in Indonesia the education quality, participation, facilities and ICT Access. Cluster with high education quality and ICT access are consist of DKI Jakarta, Yogyakarta, Riau Islands, East Kalimantan and Bali. These provinces show rapid economic growth. Meanwhile the other cluster consisting of six provinces (NTT, West Kalimantan, Central Sulawesi, West Sulawesi, North Maluku, and Papua) are the cluster with lower education quality and ICT development which impact their economic growth. Conclusions: The provinces in Indonesia are clustered into three group based on the education attainment and ICT indicators. Some provinces can directly implement e-learning; however, more provinces need to improve the education quality and facilities as well as the ICT infrastructure before implementing the e-learning.

Effects of Student- and School-level ICT-related Factors on Computer-based Problem Solving: Focusing on Korea and Japan (컴퓨터 기반 문제해결력에 영향을 미치는 학생 및 학교 수준의 ICT 요인: 한국과 일본을 중심으로)

  • The purpose of this study is to explore the differences between Korea and Japan in terms of the effects of student- and school-level ICT-related factors on computer-based problem solving ability in PISA 2012 achievement results. PISA 2012's computer-based problem solving assessment included 5,033 students from 156 schools in Korea and 6,351 students from 191 schools in Japan. A 2-level hierarchical linear model (HLM) was employed to analyze data. Both of Korean and Japanese students, students with the earlier use of computer and the Internet, higher socioeconomic background and higher openness to problem reported better problem solving scores than their counterparts. Also, accessibility to ICT equipment provided by home or school was found to be a negative effect on problem solving in both countries. Differences in the effects of purposes and attitudes for ICT use, teacher-student relationship, and creative out-of-school activities on problem solving ability were found between two countries.

Empirical Research on Application of ICT for Reduction of Energy Consumption of Hospital Buildings (ICT를 활용한 병원건물의 에너지 절감방안 연구)

  • Increase in oil prices and building energy consumption has been a great burden for Korea which has significant energy dependence on foreign energy sources. In this context, reduction of building energy consumption, which comprises 40% of total energy consumption, is a very important issue. This research therefore empirically analyzed a hospital "P" that implemented ICT-based energy consumption and cost reduction initiative. The hospital first replaced existing water absorber for heating/cooling air and boiler for heating water with water heat storage heat pump system. This was accompanied by subscribing to different electricity price plans to maximize cost reduction. Secondly, the hospital additionally applied ICT-based optimized control algorithm that considers surrounding factors (external temperature, changes in energy demand). The analysis of these mechanisms indicate that the ICT-based energy consumption and cost reduction initiative for hospitals can reduce energy consumption by 53.6% with replacement of low-efficiency equipment and additionally by 18.2% with optimized control algorithm. The mechanisms will provide energy consumption reduction opportunities for other hospitals and buildings with high energy consumption.

ICT-based Smart Farm Design (ICT 기반의 스마트팜 설계)

  • In this paper, we propose an ICT-based smart farm design. At present, the decrease in rural population is naturally inevitable due to the decrease of the total population. The economic burden on each farm grows with increasing labor costs. As a solution to this, the necessity of spreading smart farms using computing resources is emerging. The proposed system utilizes the ICT technology emerging from the Fourth Industrial Revolution. We will use big data analysis to collect a large amount of data and propose a platform for managing collected data and providing efficient services. The proposed platform consists of SOA service layer, middleware layer, resource pool layer and physical resource layer. ICT-based smart farm service can reduce costs and be easy to install and manage because ICT-based smart farm service provides only necessary functions from the user's point of view.
