Since the 1990s, the notion of governance has been introduced as an alternative way of understanding the new trend of public administration. Then, it was followed by the emergence of the concept, e-governance (electronic governance) with the development of information and communication technologies. E-governance means an approach to understanding how to manage state affairs. It emphasizes the notion of governance where various actors (government-market-civil society, etc.) adjust and cooperate through mutual collaborative network, not a unilateral decision-making form of government, in order to solve common problems. It also carries the notion of 'electronic' in the sense that it operates on the basis of utilizing information and communication technology (ICT). This study systematically attempts to analyze research trends and methodologies of e-governance in major Korean journals and proceedings in the field of public administration and policy studies over the last 15 years. Some of the findings are worth noting: first, e-governance studies in Korea are in large measure concentrated on the government-centered perspective. Also, past studies tend to focus on problem-solving by suggesting policy alternatives. Past studies, thus, seem to pay relatively less attention to explanation of the phenomena through rigorous analysis. Under the circumstances, this review is expected to shed light on some of conceptual or methodological issues related e-governance studies, thus, to provide significant implications for future research of e-governance.

Recently, there is a need to introduce a Korean-style restriction sandbox system that exempts or suspends existing regulations so that new products or services based on new technologies can be commercialized without restrictions. In response, the government reorganized the relevant statutes to promptly check regulations centering on four fields, including industrial convergence, ICT, FinTech, and regional innovation growth, and to allow experimental, proof and market releases by setting certain conditions(zone, period, scale, etc.). However, despite the same regulatory sandbox application, depending on the nature of the field applied, differences in application subject, whether application of regulatory specifics, system of push ahead decision-making and whether support of financial and taxation are shown. This research is intended to present efficient operation measures for successful settling of Korean-style regulation sandboxes by comparing and analyzing, centering on the Industrial Fusion Promotion Act in the Industrial Convergence Field, ICT field's Information and Communication Convergence Act, FinTech field's Financial Innovation Act and Regional Special Zone Act in the Regional Innovation and Growth Sector.

Electronic commerce (e-commerce) has seen as the potential to improve profitability and productivity in many areas as well as gaining notable attention in many countries. Despite, there has been some uncertainty about the e-commerce impacts for developing countries. The sufficient basic infrastructural deficiency, socio-political, economic and the lack of government public ICT policies have formed the significant barriers to the adoption and e-commerce growth in developing countries. Even though there are many researchers have found the common barriers to e-commerce in the developing nations, all business models targeting those countries are not equally successful. Small companies' persistence failed to challenge the e-commerce barriers in Cambodia because the firms didn't know the correct business model to succeed in this country online market. Therefore, this study will discuss the existing barriers which lead to limit e-commerce growth in Cambodia and the suggested solutions with the suitable business model for the e-commerce business in the country too.

The growth of the number of places where technology standardization takes place, and the complex relationships among them, pose challenges for participating actors such as companies and governments. Additionally, it takes considerable resources and capabilities to participate in all Standards Development Organizations (SDOs). Some SDOs have been more effective and efficient in standardizing technologies than others. For this reason, actors need to evaluate and analyze different SDOs to select the appropriate SDO(s) for them and to strategically position themselves in standardizing technologies, so that they can gain more competitive positions in the ubiquitous market. However, it is surprising that there have been relatively few studies analyzing different SDOs. Thus, this study aims to gain insight into the differences and similarities between the methods used at four important international SDOs - IEEE, IETF, OMA, and ETSI - and how these methods are judged by participants. These insights can help governments and companies to develop policies and strategies for SDOs in this changing environment.

Mobile financial services with incorporated into IT are actively introduced and being operated worldwide. Meanwhile, a relationship setting of industrial capital and financial capital has a close connection with development process of the financial markets and the economic development. If the relationship setting of industrial capital and financial capital are right, it will be good opportunity to ensure economic development, positive economic effect and global competitiveness of the financial industry as other developed countries. In order to expand the positive effects of these mobile financial services, a ICT companies, etc. should ease regulations to allow entry to the mobile financial services market. That is, the separation of banking and commerce should be abolished.

Purpose: Quality management has significantly contributed to the productivity revolution in the past century. However, the argument that quality can be an impediment to innovation in the age of industry 4.0 has intensified recently. Possible solutions to this controversial issue are discussed. Methods: The research papers and magazine articles which described quality as an impediment to innovation are reviewed, and the industries in which this particular problem arises are examined. Results: Conventional quality management is as effective as ever when technology changes quite slowly. However, strong 'quality first' culture serves as an impediment to innovation when technology changes quickly as in the ICT(information and communication technology) industry and platform business. Conclusion: When the technology changes rapidly, faster time-to-market is much more important than variation control and continuous improvement. Moving from a productivity focus to a creativity focus is also required in quality management.

This paper studies on securing parking spaces and improving parking performance, by use of vehicle license plate investigation for parking turnover ratio. It is easy to test whether a parking lot is effectively used and its traffic flows smoothly or not.

In this paper, we propose a novel tangible interface system whose system does not use the expensive hardware is introduced. This proposed tangible interface is used on the table top capacitive multi touch-screen. The tangible interface apparatus which is called smart puck has sanguine arduino compatible board. The board has a Cds photo-sensing sensor and the EPP8266 WiFi module. The Cds sensor decodes the photometric PWM signals from the system and sends corresponding information to the system via TCP/IP. The system has a server called MT-Server to communicate with the smart pucks. The tangible interface shows reliable operation with fast response that is compatible to the expensive traditional devices in the market.

본고에서는 스마트폰과 스마트TV 등과 같은 커넥티드 디바이스(connected device)에 관한 ICT 생태계(이하 '스마트 미디어 생태계')에 대해 알아본다. 스마트 미디어 생태계는 플랫폼을 중심으로 가치가 창출되는 생태계라는 특징을 가진다. 특히, 양면시장(two-sided market)에서 관찰되는 직/간접적 네트워크 외부성(direct and indirect network externality)에 의해 작동된다. 또한 단일 기능요소보다는 여러 사업자로부터 제공되는 기능요소들의 복합체인 플랫폼 연합체(platform coalition)로 출발한다. 이에 따라 생태계 초기에는 생태계 간 경쟁과 더불어 생태계 내에서 메타 플랫폼(meta platform)의 지위를 획득하려는 지배구조 경쟁도 전개된다. 스마트 미디어 생태계의 특성과 진화과정 및 운영원리에 대한 이해는 생태계 참여자들의 전략과 생태계 활성화를 위한 정책방향에 시사하는 바가 크다.

모바일 시장의 급경한 성장세와 기존의 복잡한 결제방식 절차 간소화에 대한 사용자 요구의 증가는 ICT 기반 금융산업에서 최신 기술과 융합된 핀테크 기술을 등장시켰다. 핀테크에 대한 관심도가 높아짐에 따라 핀테크 기업에 대한 투자규모, 핀테크 기업 수, 핀테크를 기반으로 한 모바일 결제의 세계시장 규모가 빠른 속도로 증가하고 있다. 이에 핀테크 기업이 서비스를 함에 있어서 하나의 운영 요소로 취급되던 보안 기능이 보안을 위한 처리 기술 자체로 하나의 서비스 유형으로 부각되기 시작했으며, 핀테크 내 보안 분야에 대한 시장규모의 비중, 업체 수는 꾸준히 증가할 것으로 보인다. 본 논문은 이러한 추세에 맞춰 핀테크 보안에 대한 기술로드맵을 수립하여 기술의 추세를 전망하였으며 시장 추이 분석을 하였다.
