A variety of SME ICT support programs has been very great significance and performance for Improving national competitiveness and constitution strengthening in Korea's industry. However, it could not solve ICT gap between each SMEs. In this qualitative study, we analyzed ICT support programs for SME and collected requirements from the perspective of the consumer. Then we designed ICT policy strategies and detailed support program for SME in Digital Economy.

Purpose: The purpose of this study is to analyze factors affected by the ICT utilization with perspectives of employees (Study 1) and customers (Study 2) that are rarely approached in previous studies. In particular, this study examined how proposed factors on ICT utilization affect employee satisfaction, organization performance, customer satisfaction, and purchasing decision making. Research design, data and methodology: This study conducted an online survey to measure the effects. Cronbach's alpha was applied to test reliability and factor analysis was applied to check validity. Multiple regression analysis and ANOVA were applied to test hypotheses. Results: The results of this study found that the effects of self-development and organizational innovation on employee satisfaction were significant for study 1, while the effects of product satisfaction, promotional offers, and customer communication on purchase decision making were significant for study 2. Conclusions:This study provides managerial and policy implications. At the management level, it is necessary to make specific strategies to improve employee and customer satisfaction and organization performance associated with the utilization of ICT. The results of this study suggest that better policy should be prepared by government to foster utilization of ICT infrastructure and to enhance better relationships with employees and customers.

This paper attempts to present critical issues of the information society and an alternative research addressing the challenges of ensuring that ICT is applied in ways that are enabling and responsive to social contexts in which people live their lives. Drawing the question of why insights arising from the mainstream vision are rarely useful in policies, the study highlights some developmental paradigms linked to ICT. It explores how ICT is seen as a means to development, and elaborates on the limitations of how current issues are related to the quality of life. The results indicate that ICT reduces quality of life while economic growth entails the opposite. The research framework here involves some meaningful components of cultural residues: independence, risk-taking, government responsibility by mapping how the level of ICT is distributed in the topology of values around the world. Moving to the next phase, ICT policy design and implementation need to be set up practically in a broad perspective that can be pursued by those concerned with social and technological innovation.

The study investigated the Integration of Information and Communication Technology (ICT) to the Library and Information Science Curriculum: The Practicum in Library Schools in Rivers State. Descriptive survey design was used with a population 374 comprising 21 LIS educators and 353 Four Hundred Level Library and Information Science Students from University of Port Harcourt, Rivers State University, Port Harcourt, and Ignatius Ajuru University of Education Port Harcourt. Census sampling technique was used to select the LIS educators and purposive sampling technique was used to the select the Four Hundred Level LIS students. Questionnaire and checklist were used for data collection. 90% and 97% responses were found valid for analysis for LIS Educators and LIS students respectively. The study was analyzed using mean rating, standard deviation and simple percentage. The study revealed that ICT courses were integrated into LIS curriculum in Library schools in Rivers State but LIS educators lacked the ICT skills to teach ICT practicum consequently, the students were not properly taught ICT practicum. However, students had positive perception of ICT practicum. Notwithstanding, lack of ICT skills, poor policy implementation, lack of state-of-the-art infrastructure and nonchalant attitudes of staff towards the adoption of ICT constituted the challenges faced in the implementation of ICT practicum. The study therefore, recommended that the management of library schools in Rivers State should implement ICT practicum by hiring competent staff maybe from computers science department to teach the practicum for the interim. Subsequently, recruitment of librarians should include strictly ICT compliant.

빅데이터가 이전의 대용량정보와 비교하여 어떠한 개념적인 의미를 지니는지 정책설계과정에 따라 이론적으로 논의하고, 이 시대 이슈가 되는 데이터 주권에 대하여 저작권과 CCL을 사례로 ICT정책의 설계방안을 제시한다. 사례분석의 결과 빅데이터 시대 데이터 주권에 대한 정책은 법, 시장, 기술, 규범 측면에서 균형 있게 설계되어야 하며 기술구조를 기초로 사회문제에 대한 규제구조를 설계하고 정책을 집행해야 한다.

ICT is still lacking relevant studies and efforts even though it needs to be accompanied by character education. Against this backdrop, this study has developed and operated an education program that combines ICT with character education and conducted surveys on its accomplishments. The research findings are as follows. The analysis of theme-based correlations has revealed that individual's character has not significantly affected character for others and global character and that building character for others have made a significant impact on establishing global character with a high level of correlations. Therefore, I have found that a program involving a group of people together such as team-based task has a positive effect on fostering problem-solving talents with global leadership. It is hard to obtain tangible results in character education in a short period of time but I would like to contribute to laying the foundation for cultivating and fostering talents equipped with global leadership while respecting oneself and caring for others in everyday life through these classes. There is a study on convergence of character education and different subjects, left behind of this study.

The purpose of this study is to examine the concepts and types of cross-cultural collaborative online learning that enhance the utilization of advanced ICT in education and contribute to the promotion of educational exchanges between countries, and suggest exchange learning design models necessary for the active introduction. For this study, previous studies related to cross-cultural collaborative online learning were examined. As a result, cross-cultural collaborative online learning is an educational method based on constructivism that explore and construct knowledge by interacting and collaborating with students, teachers, and field experts who are linguistically and culturally heterogeneous based on advanced ICT. The type of cross-cultural collaborative online learning could be divided into synchronous exchange learning centered on remote video classes and asynchronous exchange learning centered on website based tasks. A PPIE learning design model considering the characteristics of each type is presented.

Purpose: This qualitative study examined the participation in ICT-based management from the perspectives of patients with chronic diseases. This study was conducted as one of several studies evaluating the effectiveness of chronic disease management in the Ministry of Health and Welfare. Methods: Focus group interviews were used as its guiding methodology. Group interviews with 16 patients were carried out using semi-structured interview questions developed from a literature review and discussion with researchers. Content analysis was used to analyze the data. Results: A total of 11 sub-themes were extracted through a comparison of the concepts and semantic analysis, and finally, four themes were derived: "Satisfied with systematic management of health care", "Leading in health care", "Understanding the pattern of blood pressure and blood sugar change" and "Adherence to existing health care habits". Conclusion: This study is meaningful in that it used qualitative analysis through FGI to evaluate the effects of an ICT-based chronic disease management project. Based on this study, a mixed-method design study and an intervention study among patients with metabolic syndrome is proposed.

Recently, the value of ICT-based medical devices, equipments, software and service development are is increased according to strengthening the convergence among ICT, medical technologies and services. This paper presents the new convergence business models by applying cloud service to medical industry. In order to develop the new convergence business models, we checked the validity and feasibility through analyzing the medical market environments such as medical data backup, medical regulation etc. and present the new convergence business models and the direction of commercial business models for customer acquisition, market expansion and competitiveness improvement. This study is to provide the guidelines for establishing the core capacity strengthening strategy and partnership cooperation strategy when we design a new convergence business models in various industrial fields.

The purpose of the study is to investigate the development of institutional repositories in university libraries in Nigeria. The study adopted a survey research design. Online questionnaire, IRs investigation, and interview methods were used to collect data from the 21 university libraries that have developed IRs in Nigeria. The study revealed that only few universities have successfully developed open access IRs to preserve and manage their intellectual outputs emanating from their universities. Contents such as journal articles, theses/dissertations, and conference / workshop papers were found to be the most popular contents that are hosted in the IRs. The interview revealed that although few respondents mentioned having IR policy statements in areas such as access policy, submission policy, preservation policy, content policy and copyright policy, the majority mentioned not having any defined policy in their IR. Also in the interview, inadequate fund, challenge of collecting contents for the IR, shortage of skilled ICT personnel, and inadequate facilities were the most mentioned challenges encountered in the development of IRs in Nigeria. Findings from this study will inform University Librarians, university management and policy makers on the need to provide the necessary infrastructure and formulate policies for smooth development of institutional repositories to make research visible globally. The results will therefore provide important data and insight into the development of institutional repositories in university libraries in the context of developing countries.
