  • The purpose of this study was to identify the factors of ICT literacy in the primary school students in South Korea and to examine the gender and city size difference on the factor of ICT literacy. To accomplish this goal, we have analyzed the data of Korea Youth Competency Measurement and International Comparative Study I: ICCS 2016 which is nationally collected from the primary school students, currently on the 5 ~ 6th grades in South Korea. 1,188 samples were used in the study excluding missing samples. The participants were 584 5th grad and 604 6th grad students, 620 males (52.2%) and 568 females (47.8%). The mean age was 13.49 years (SD=.52). The result of the study reveals the four factors of ICT literacy through cross-validating exploratory factor analysis and confirmative factor analysis; pleasure of using ICT, perceived usefulness of using ICT, learning ability with using ICT, and operating ability of ICT. This study found that the leaner differ in gender on learning ability with using ICT and pleasure of using ICT. The female students were significantly larger than male students on learning ability with using ICT. However, the male students were significantly larger than male students on pleasure of using ICT. This study found that the leaner differ in city size on the factors of ICT literacy excluding pleasure of using ICT. The students living in the big size city were significantly larger than the students living in the middle and small. That is, over all, female students were more learning with ICT, male students were more interesting about ICT, and the students living in the big size city were more ICT use for learning. Based on the results, some strategies were suggested on the proper use of the factors of ICT in education.

  • The purpose of this study is to investigate the directions of information and communication technology(ICT) education in K-12 based on the analysis of ICT accessibility and utilization levels of Korean students. To this end, we analyzed the trends of Korea and OECD countries by survey period, focusing on the OECD PISA 'ICT familiarity survey' conducted in 2009, 2012 and 2015. The surveyed subjects were 15 year-old students and the analysis method was calculated based on the sampling weights. The results of the analysis of Korean students are as follows: First, ICT accessibility at home increased from 2009 to 2015, but was consistently lower than the OECD average. Second, the overall Internet usage time was lower than the OECD average. The Internet usage time on weekdays increased from 2012 to 2015, but on weekends decreased. Third, the ICT accessibility in schools decreased from 2009 to 2012, and increased in 2015, but was lower than the OECD average in 2015. Fourth, the student age ratio of first time computer usage increased from 2012 to 2015 and the average age for computer usage began before age 6, but was below the OECD average. Lastly, student use of digital devices for items such as Internet searches for entertainment and SNS activity has increased from 2012 to 2015, but the level of everyday use such as e-mail, online chat, program downloading, and reading Internet news has decreased. Based on these results, this study suggested policy plans for the improvement of ICT education for elementary and secondary school students in Korea.

  • To improve access to the learning opportunities of students with disabilities, this study is to identify the potential of the information communication technology in education for the disabilities and to suggest the policy reforms for the special education technology. To answer it, the related literatures of other developed countries and Korea were collected and analyzed by desirability and feasibility as criteria. From the view of the desirability, this study found that the policies of special education in Korea were still regarded as subsidiary and separated from the general students. Moreover, from the view of the feasibility, the law and financial support was relatively insufficient than other countries to implement the policy more effectively and stably. To solve these problems, this study suggests the policy reforms in Korea as five areas and seven tasks.

  • This study is to investigate the effecting factors on using ICT ability, and using computers for learning through PISA 2009 Korean data. Multi-level analysis is adapted to hierarchical nested data. Results show as follows: First, using ICT ability is affected by variables on the student level, but not on the school level, except in ESCS. Second, using computers for the purpose of learning at home is also affected by variables on the student level, but not on the school level, except in ESCS and in the size of region. Third, using computers for learning at the school is more influenced by variables on the school level like ESCS, the size of region, the ratio of computers, and the student-teacher ratio. The results suggest planning a computer education policy with considering both personal and school differences based on the multi-level approach.

  • The Moon administration has proposed three major directions for startup growth: the creation of a new environment, active investment, and the creation of a virtuous cycle in venture investment. The policy is progressive but not sufficient to create a startup innovation boom in the current Korean economic environment. ICT Startup support policies must pay more attention to the product release stage. For growth of startups and small businesses it is important to establish a close value chain to secure competitiveness in the global market. It is necessary to secure a bridgehead to advance into the global market, including technical cooperation with large companies and joint advancement overseas. The final goal of the startup policy should be the continuous growth of the national economy and the expansion of employment. The establishment of fair trade and the strengthening of the startup ecosystem are important to foster a startup-friendly environment. Funding programs requires a shift from general support to enhanced choice and focus.

  • As the importance of ICT use in education grows, this study analyzes the differences and characteristics of perceptions of educational fields and industries on the use of Edutech, and proposes policy suggestions for revitalizing Edutech by deriving requirements. Accordingly, a survey was conducted on 201 teachers and 100 companies, and IPA analysis, Borich's needs, basic statistics, and t-test were conducted to find out the necessity and utilization of Edutech. As a result, they were highly aware of the need for the use of Edutech, and perceived that the support or accessibility for Edutech was insufficient. Accordingly, direct exchange between on-site teachers and companies from the product development stage to utilization and follow-up management, professional support for the introduction of Edutech, simplification of the purchase process and deregulation, customized support and training programs according to the characteristics of teachers are required. In the future, it is necessary to consider the changes in education that will occur after COVID-19 and establish appropriate product development and spread strategies.

  • This paper attempts to empirically verify the theoretical assumption that ICT factors actually affect national economic development. To this end, this study uses a research model, 'balance model of supply-demand', which consists of IT supply, IT demand and IT policy dimensions. Also, this paper employs several socio-economic factors such as 'size of population', 'consumer price increase', 'national transparency', and 'education'as the moderating variables. The result through the panel data analysis finds it statistically relevant to relate the ICT capacity to each country's economic growth. Also, the study finds that moderating variables were highlighted as important elements of national development: these variables actually moderate the ICT capacity's effects on each surveyed nation's economic growth. Finally, this paper suggests policy implications that nations should consider when developing national informatization policies to drive national economic growth.
