This study proposes a developmental policy direction for the online platform industry, moving away from the regulatory-centered discussions that have predominated thus far. To offer policy directions, the PEST-SWOT-AHP analysis model was employed. The study first categorizes the issues of the domestic online platform industry into political, economic, social, and technological aspects, which are then further categorized into 16 strengths, weaknesses, opportunities, and threats. The relative importance among these factors was measured, leading to the derivation of four final strategies. The analysis indicates that policy directions should prioritize addressing weaknesses, with 'improving regulations that hinder innovation' being the most important factor across all categories, while technological factors were consistently rated highly in importance apart from this. Accordingly, the policy direction for the domestic online platform industry suggests avoiding excessive regulation and instead emphasizing policy support centered around technological development. This study is significant in that it presents a macroscopic developmental direction for online platform policies that have not been discussed in existing academic research, and it provides professional and objective indicators through consensus among scholars and researchers. In the future, it is hoped that research will continue to propose detailed policy strategies and implementation systems based on a macroscopic perspective.

In January, 2019, the Ministry of Science and ICT announced the third edition of Master Plans for Radio Wave Promotion, effective from 2019 to 2023. The focus of this plan is to implement market based radio wave policy and horizontal regulatory framework. Although it appears to be past due, such change in the radio wave policy is not only fair and structured, but also unprecedented and ground breaking in legality. In order to successfully implement market based radio wave policy and horizontal regulatory framework, we must implement identical radio wave license based on license with consideration and time-limited usage. Through this, efficient distribution of finite radio wave resource may come to reality. Furthermore, there must be an effort to include life style regulation on license into radio wave act in the future.

We have carried out the development for hydraulic breaker which can be operated by optimal mode with ICT convergence technology. This developed system can predict the rock properties. Moreover, this system can maximize the energy efficient with intelligent control of hydraulic system. In order to provide the optimal impact force, this system can measure the descending depth of piston with the proximity sensor and discriminate the rock properties with the measuring data and control the piston stroke using solenoid valve eventually. In addition, we have developed the controller, display module and operating device for cascade (multi-level impact) system and applied the module which can communicate each system by wireless communications. In conclusion, the control system which can control the multi-level impact in accordance with strength of rocks has been developed and approved by several field tests.

국제교역의 확대에 따라 선박을 통한 물동량의 증가와 이에 따른 선박의 고속화/대형화, 해양자원 개발 및 공간 활용을 위한 해양구조물의 증가와 대형화, 삶의 수준 향상에 따른 해양 관광 및 레저 활동이 급격히 증가하고 있으며 대형 해양사고의 위험도 급격히 증가하고 있다. 아울러, 인류의 미래 삶의 터전인 해양환경 및 자원의 보전을 위한 전 지구적인 요구도 증가하고 있으며, 국제해사기구(IMO) 등 국제기구를 통한 안전 및 환경보호를 위한 규제가 지속적으로 강화하고 되고 있다. 그러나 이러한 국제기구 및 관련 국가들의 지속적인 노력에도 불구하고 대형 해상사고가 지속적으로 발생하고 있으며, 그 피해도 대형화되고 있다. 본 논문에서는 지속적으로 강화되는 안전 및 환경보호에 대한 국제적인 요구에 효율적으로 대응 하고 우리나라 해양 산업의 미래경쟁력 강화를 위한 수단으로서 위해도 기반(risk-based), 정보 통신기술 기반 (ICT- based), 인적요소 (human element)를 기반으로 한 새로운 개념의 해양안전 기술의 기본개념 및 핵심기술요소를 정의하고 이를 확보하기 위한 방안을 제안하였다.

핀테크는 금융과 기술을 결합한 용어로 글로벌 ICT 기업이 폭넓은 사용자 기반을 바탕으로 송금, 결제, 대출, 자산관리 등 각종 금융서비스를 결합하여 제공하는 새로운 유형의 금융서비스를 말한다. 핀테크의 등장은 스마트폰 이용의 보편화로 소비자의 소비행태가 모바일 중심으로 변화하고 있고, 빅데이터 분석 등으로 소비자에게 맞춤형 금융서비스가 가능해진 환경에 기인한다. 핀테크는 전자상거래와 금융서비스가 새롭게 만나면서 자연스럽게 나타나는 현상이다. 핀테크는 기술을 핵심 요소로 하는 금융서비스 혁신으로 파괴적 혁신이라는 특징을 지닌다. 본고에서는 서론에서 핀테크의 정의, 발전 배경을 살펴보고, 본론에서 시장동향과 주요 기업의 사례 분석과 핀테크에 의한 금융 혁신 및 금융회사의 대응 동향을 살펴보았으며, 나아가 핀테크 성공요인 및 주요국의 핀테크 정책을 살펴 보았다. 결론에서는 우리나라의 현황 분석 및 대응 방향을 제시하였다. 정부는 올해 들어 창조경제의 일환으로 '핀테크 육성'을 금융 개혁의 핵심이슈로 선정하고 개혁을 추진 중에 있다. 정부는 핀테크 창업을 통해서 청년문제 등 일자리 문제를 해소하고, 중위험/중금리 사업모델인 인터넷전문은행의 선정, 각종 규제의 개선 등으로 우리경제가 저성장의 늪에서 벗어나 재도약하는 디딤돌이 되길 기대하고 있다.

모바일 혁명으로 대변되는 제2의 인터넷혁명시대의 도래에 따라 방송통신산업에도 큰 변화가 나타나고 있다. 구글, 애플 등 플랫폼 사업자를 중심으로 생태계 경쟁이 심화되면서, SW 콘텐츠 개발자 등에게 새로운 성장기회가 형성되고 있고 정보의 생성 및 유통속도가 가속화되면서 클라우드, 빅데이터 등 신산업이 부상하고 있다. 또한, 인터넷 중심으로 방송통신망이 융합되면서 스마트TV 등 인터넷 동영상서비스가 확산되고, 방송시장 내에서도 유료방송서비스간 경쟁이 심화되고 있다. 스마트 생태계 구축경쟁과 인터넷 중심 융합으로 특징지워지는 새로운 방송통신 패러다임은 기존 방송통신산업구조와 규제체계의 전환을 촉구하고 있으며, 방송통신 융합을 촉진하고 방송통신산업을 육성하기 위해서는 C(콘텐츠)-P(플랫폼)-N(네트워크)-T(기기)를 아우르는 종합적인 접근이 요구되고 있다. 본 고에서는 우선 방송통신 분야의 정책환경 변화를 살펴본 후 네트워크 고도화, 방송통신 R&D, ICT 중소 벤처기업 육성, 방송통신콘텐츠산업 경쟁력 제고 등 방송통신 산업이 한 단계 더 도약하기 위해 필요한 주요 정책과제들을 살펴본다.

가상화폐는 법정통화가 금융위기나 통화정책 등에 심각하게 영향을 받아 발생하는 문제점으로 시작하여 국가나 신용기관에 독립적인 전자지급결제시스템을 갖추는 것을 목표로 등장하게 되었다. 대표적인 가상화폐인 비트코인은 국제적인 유통수단으로 활용되고 있으며, 일부 국가에서는 납세 및 기타 법률과 같은 규제를 통해 관리되고 있을 정도로 영향력이 있는 가상화폐이다. 본 연구에서는 비트코인의 개념 및 현 상황에 대해서 분석한 후, 모바일 환경에서 채굴되는 M-Bitcoin을 제안하였다. 그리고 M-Bitcoin이 암호통화로써의 가치를 가질 수 있도록 신뢰성 확보를 위한 기술을 적용하고, 차후 현실에서 서비스되는 과정에 대해 연구하였다.

As the importance of ICT use in education grows, this study analyzes the differences and characteristics of perceptions of educational fields and industries on the use of Edutech, and proposes policy suggestions for revitalizing Edutech by deriving requirements. Accordingly, a survey was conducted on 201 teachers and 100 companies, and IPA analysis, Borich's needs, basic statistics, and t-test were conducted to find out the necessity and utilization of Edutech. As a result, they were highly aware of the need for the use of Edutech, and perceived that the support or accessibility for Edutech was insufficient. Accordingly, direct exchange between on-site teachers and companies from the product development stage to utilization and follow-up management, professional support for the introduction of Edutech, simplification of the purchase process and deregulation, customized support and training programs according to the characteristics of teachers are required. In the future, it is necessary to consider the changes in education that will occur after COVID-19 and establish appropriate product development and spread strategies.

Platform finance is emerging as an alternative finance for SMEs by suggesting a new funding source based on a new technology named FinTech. The essence of this business is the adapting ICT challenges to the financial industry that can adequately reflect risk assessment using Big Data and effectively meet individual risk-return preference. Thus, this is evolving as an alternative to existing finance in the form of P2P loans for Micro Enterprises and supply-chain finance for SMEs that need more working capital. Platform finance in Korea, however, is still at an infant stage and requires policy support. This can be summarized as follows: "Participation of institutional investors and the public sector," meaning that public investors provide seed money for the private investors to crowd in for platform finance. "Negative system in financial regulations," with current regulations to be deferred for new projects, such as Sandbox in the UK. In addition, "Environment for generous use of data," allowing discretionary data sharing for new products," and "Spreading alternative investments," fostering platform finance products as alternative investments in the low interest-rate era.

There is no internationally accepted codified definition of digital trade because of the wide variety and scope of related industries and transactions(product + service + data) in general. Recently, innovative changes are taking place in digital trade due to the development of technologies such as IT due to the 4th industrial revolution, and advanced countries such as the US, EU, and Japan are including digital trade issues such as data movement liberalization in the negotiation agenda of the digital trade agreement. The issue with the liberalization of cross-border data movement is that freedom of data movement is necessary to vitalize digital trade, but it also increases the risk of information security and privacy violations. Looking at the directions of advanced countries, the US favors minimization of regulations, Europe favors regional single marketization, but passively opens up to the outside world, and China promotes independent markets through regulations. Therefore, measures to strengthen restrictions on cross-border data movement are an issue that has recently been implemented by each country or an international aggrement is scheduled to be reached soon, and Korea also needs a close response.
