Suggestion on Korean Internet governance system by multi stakeholder approach and Introduction of Korean Internet address law (한국 내 인터넷 거버넌스 형성과 인터넷주소에 관한 법률)

  • This article consists of 3 parts. Part I is multi stakeholder approach on Internet governance system. Part II is analysis of the Korean Internet governance system. In this part, I explain relevant laws in Korea, including Korean Internet Address Resources Act. Part III is my suggestion on Korean Internet governance system using a multi stakeholder approach. First of all, the keyword of the Internet governance system is decision making process: that is, consensus based versus top-down approach. Then who are major players in Internet governance in national level? Government, or Private sectors such as business and civil society. Korean legal system for Internet governance shows a top-down decision making process. Major players are the government (that is, Ministry of Science, ICT and Future Planning) and KISA affiliated with the government. Other players include Internet Address Policy Committee, Korea Internet Governance Alliance, and NGOs. The key statute for Internet governance in Korea is Internet Address Resources Act of 2004. Articles 3 and 5 require the Ministry of Science, ICT and Future Planning to take a proactive role in Internet governance. The government shall consult with the Internet Address Policy Deliberation Committee for Internet governance. Yet this Committee is established under the control of the Ministry of Science, ICT and Future Planning. All members of this Committee are also commissioned or nominated by the Chairman of the Ministry. Meanwhile, there are also non-official organizations, including Sub-committee on Address & Infrastructure of Korea Internet Governance Alliance. I suggest to reform decision making process of Korean Internet governance system based on BOTTOM-UP process for CONSENSUS BASED DECISION. My suggested system includes the following: (1) The government hands over a major role in Internet governance to INDEPENDENT Internet policy organization. And the government participates in such organization as ONE of the players. (2) Nomination of this committee member must be bottom-up process for a genuine multi-stakeholder model including civil society, commercial organization, end-users and experts. (3) The government should establish plan for supporting the private sector's international activity on the long-term basis.

  • This study investigates the problems resulting from the Internet addiction policy management in South Korea and discusses a direction for rational policies by developing a system that facilitates interactive discussions among interest individuals and groups. The Korean society has experienced conflicts of interests among the government, the private sector and civil society in the policy. In addition, heightened competition among government ministries has led the Internet addiction policy management to be susceptible to how citizens respond to the claims of interested parties, thereby having the rationality of the policy management less count. To address these issues, this study investigates the current Internet addiction policy and explores the potential of new governance from a perspective of new institutionalism. This study suggests that the system of the Internet addiction policy should be restructured to transfer control over the policy from the central to local government and develop governance centered on the consensus of the government, the private sector, and civil society.

  • Recently, ICT environments have been increasingly developed and the pattern of the war also has been changed to NCW. The development of communication and network technology, for example, C4I and TDL(Tactical Data Link), has been prosperous and rapid. But the geospatial intelligence field which is the basis of the network frames relatively has not been developed. The purpose of this paper is to foster the geospatial governance in terms of the defense perspective. In order to do that, this paper deals with the U.S. Intelligence Community(IC) and the U.S. Army Global Information Grid(GIG), LandWarNet and those could be good examples of roles and statuses of geospatial intelligence. IC has been produced essential intelligence which is required for policymakers and military leaders. IC has several stove-piped intelligence process systems which have been separately developed and competed. And so as to complete GIG, the U.S. Army adopted LandWarNet. The U.S. Corps of Engineers organized the Army Geospatial Center(AGC) on 1 October 2009 to support LandWarNet. In order to develop NCW, we should recognize geospatial intelligence as the basis of network framework and make a central leading organization of defense geospatial intelligence. The mission of Korea Defense Geospatial-Intelligence Agency should be changed from producing GEOINT to a strategic GEOINT agency. The Army should organize a laboratory of geospatial intelligence field. The mission of producing GEOINT should be transferred to a geospatial intelligence battalion which is newly organized.

  • All industries has expanded their research investment for development and secure of new technology, following application of ICT technology and rapid growth of industrial technology. Therefore efforts to protect the new technology have strengthened. Several governments have conducted a variety of industrial security activities with interest because these efforts are considered not only business problem level but also national level. In this paper, we research the industrial security related organization that performs the activities for industrial assets protection and technology drain prevention. Furthermore we discuss problems with the industrial security performance of government and emphasize the necessity of industrial security department in government.

  • The Headquarters for Earthquake Research Promotion (HERP) represents the upper-most level of Japan's earthquake disaster prevention governance. Its policy committee establishes the national earthquake investigation research promotion plan. The earthquake investigation committee of HERP collects survey geo-data and evaluates the research results of each earthquake disaster prevention agency. The establishment of an earthquake-related geo-resilience research strategy is both necessary and desirable for Korea. The concept of geo-resilience entails the ability to improve disaster resilience through the application of research results and the convergence of geoscience with science and technology (S&T) including the humanities and social sciences. The achievement of geo-resilience requires a national long-term roadmap and strategy for earthquake prediction research, the development of earthquake disaster prediction and prevention technology, Geo-ICT convergence technology development, implementation of a geocyber physics system (Geo-CPS), the use of geo-mimetics, and geoscientific R&D as it relates to local communities. Through such efforts, the national research institutes of Korea will be able to develop earthquake prediction capacities in relevant fields, reinforce proactive response capabilities, enhance community-level confidence in geodata and its research results, foster next-generation geoscientific manpower, and expand geoscientific infrastructure.

  • IT governance in order to achieve the strategic goals of the organization, leadership, organizational structure, and the process is defined. In order to achieve IT governance, organizational structure, leadership for spindle formation, maintenance, and standardized processes to specific and an effective ITIL (Information Technology Infrastructure Library) management model is needed. In this study, the K Authority Management Model of IT Governance ITIL - based research on service delivery and customer satisfaction through the effective information for ITSM (Information Technology Service Management, IT Service Management) building measures, information for business planning and performance management PMS (Project Management System, project Management System), survey on ICT service levels established through the process of planning and construction management models such as ITIL future research on the public portion of the proceeds from the ITIL management model can be utilized as a guideline when establishing a theoretical presents a base.

  • IT산업은 항상 끊임없는 '혁신'을 통해서만 성장의 자양분을 얻는다. 기술적 또는 개념적 진보가 없다면 IT산업은 당연히 산업으로서의 존재가치가 없다. 그렇다면 2007년, 한국의 IT시장을 주도할 '10대 핵심 IT기술'들은 어떤 것들일까. 국내 통신 및 네트워크, 솔루션 업계가 가장 관심 있게 지켜보는 IT기술등 중 10개를 선별했다. 10대 IT기술에 포함된 것들 중에는 개념적으로는 10년전부터 출현해 알려져 있지만, 그동안 단순히 개념에 머물렀을 뿐 아직 상용화가 안 된 것들도 일부 포함돼 있다. 참신성보다는 실질적인 의미와 중요성에 무게들 둔 때문이다. 2007년에 주목할 만한 10대 IT기술로는 먼저 'IP 멀티미디어 서브시스템(IMS)이 꼽힌다. 유무선을 비롯한 다양한 네트워크를 자연스럽게 연결해주고 여러 서비스들의 다양한 조합이 가능해 고객맞춤형서비스를 가능하게 하는 '멀티미디어 멀티캐스트 컨트롤(MMC)도 10대 IT기술에 포함됐다. 이와 함께 100Mbps 초고속 인터넷 서비스를 가능하게 하는 ETTH (Ethernet To The Home), 차세대 보안이슈인 네트워크접근제어(NAC), 금융회사나 이동통신회사의 상품개발을 신속하게 지원하는 '프로덕트 팩토리', 하드웨어시스템의 최적화를 보장한 가상화 및 ILM, 컴퓨팅산업을 한 단계 이상 진화시킬 쿼드코어 CPU, 소프트웨어 시장의 새로운 패러다임인 SOA(서비스지향아키텍처), 본격적인 시장 확산이 기대되는 전자태그(RFID), IT거버넌스의 열기로 급부상하고 있는 ITAM(IT자산관리) 등도 올해 주목할 10대 IT기술 반열에 올랐다.

디지털 기술 역량과 양손잡이 역량에 대한 연구: 디지털 리더십 역량의 매개효과 중심으로

  • 본 연구는 디지털 트랜스포메이션 맥락에서 기업의 경쟁우위와 생존을 도모하기 위해 양손잡이 역량의 다양한 차원을 구현하고 기업수준의 혁신에 기여하기 위한 목적으로 수행되었다. 디지털 기술의 이니셔티브인 디지털 기술 역량이 조직의 다차원(균형적, 결합된 차원)적 양손잡이 역량에 미치는 관계에서, 변환관리의 핵심 역량인 디지털 리더십 역량의 상세요인들(디지털 비전, 디지털 HR 스킬, 디지털 거버넌스, 협력방식)이 갖는 매개효과를 중심으로 검증하였다. 연구의 진행을 위해 국내 제조업과 ICT & 통신업에 종사하는 250명의 중소기업 관리자를 대상으로 설문조사를 실시한 데이터를 활용하였으며, 연구방법으로는 R을 GUI 방식으로 구현한 오픈소스 통계 툴(Tool)인 Jamovi 2.3.26의 응용프로그램을 사용하여 회귀분석을 실시한다. 본 연구는, 디지털 트랜스포메이션 맥락에서 조직 내 긴장을 관리하고 갈등을 해소하는 다차원 양손잡이 역량에 대한 운영방안과 리더십의 역할에 대한 기존지식의 범위를 확장하며, 조직이 속한 산업 환경과 처한 성황에 따라 적절한 양손잡이 역량과 리더십 역량을 사용할 수 있는 최적화된 방안을 제시한다. 또한 디지털 트랜스포메이션 맥락에서 조직이 양손잡이 역량을 도입하고자 할 때, 기술적 이니셔티브에 대한 투자도 물론 중요하지만, 리더십 역량이 가지는 세부요인 의한 양손잡이 역량을 달성함으로써, 더욱 효과적인 디지털 트랜스포메이션을 달성할 수 있다는 기여를 제공할 예정이다

Implementation Strategy of Global Framework for Climate Service through Global Initiatives in AgroMeteorology for Agriculture and Food Security Sector (선도적 농림기상 국제협력을 통한 농업과 식량안보분야 전지구기후 서비스체계 구축 전략)

  • The Global Framework on Climate Services (GFCS) will guide the development of climate services that link science-based climate information and predictions with climate-risk management and adaptation to climate change. GFCS structure is made up of 5 pillars; Observations/Monitoring (OBS), Research/ Modeling/ Prediction (RES), Climate Services Information System (CSIS) and User Interface Platform (UIP) which are all supplemented with Capacity Development (CD). Corresponding to each GFCS pillar, the Commission for Agricultural Meteorology (CAgM) has been proposing "Global Initiatives in AgroMeteorology" (GIAM) in order to facilitate GFCS implementation scheme from the perspective of AgroMeteorology - Global AgroMeteorological Outlook System (GAMOS) for OBS, Global AgroMeteorological Pilot Projects (GAMPP) for RES, Global Federation of AgroMeteorological Society (GFAMS) for UIP/RES, WAMIS next phase for CSIS/UIP, and Global Centers of Research and Excellence in AgroMeteorology (GCREAM) for CD, through which next generation experts will be brought up as virtuous cycle for human resource procurements. The World AgroMeteorological Information Service (WAMIS) is a dedicated web server in which agrometeorological bulletins and advisories from members are placed. CAgM is about to extend its service into a Grid portal to share computer resources, information and human resources with user communities as a part of GFCS. To facilitate ICT resources sharing, a specialized or dedicated Data Center or Production Center (DCPC) of WMO Information System for WAMIS is under implementation by Korea Meteorological Administration. CAgM will provide land surface information to support LDAS (Land Data Assimilation System) of next generation Earth System as an information provider. The International Society for Agricultural Meteorology (INSAM) is an Internet market place for agrometeorologists. In an effort to strengthen INSAM as UIP for research community in AgroMeteorology, it was proposed by CAgM to establish Global Federation of AgroMeteorological Society (GFAMS). CAgM will try to encourage the next generation agrometeorological experts through Global Center of Excellence in Research and Education in AgroMeteorology (GCREAM) including graduate programmes under the framework of GENRI as a governing hub of Global Initiatives in AgroMeteorology (GIAM of CAgM). It would be coordinated under the framework of GENRI as a governing hub for all global initiatives such as GFAMS, GAMPP, GAPON including WAMIS II, primarily targeting on GFCS implementations.
