And to minimize side effects of informatization is required more. The First, Special Act on ICT has an adaptation in normative standardization to be fit in media convergence beyond convergence of broadcasting and telecommunications. Henceforth, there must be established a legal basis for the achievement of protection of economic evolution and freedom of speech in digital media, information, communication technology and content development. The second, the government action is to accomplish economic development and freedom of information in structural aspect of norm. Therefore minimizing normative problem by reorganization of organization remains clearly unresolved in politics. The third, Special Act on ICT must be basic law covering info-communications field, pay telecommunication and media contents field. The forth, from a technical point of view, net neutrality, conflict of interest for digital content and so on can be fixed easily. Special Act on ICT must not only pursuit of development of industry. Special Act on ICT and pursuit of enhancing quality of life of people and preparing program to promote democratization. From now on, we need to make powerful nation of information& communications technology and in information human rights protection field got to be one step ahead of others with reference to appear all the various aspects must be brought together in the discussion of legislation process of Special Act on ICT.

The government has been planned for the development of ICT technology by announcing '3-year economic innovation'. However the enterprises argued that those planning rather ruined our development. The world's highest technology is in South Korea, but we couldn't make a good result in the national index. Therefore we will find some solutions of several points of view of regulations in our country which we handle in the text.

  • The national economic policy paradigm is constantly changing according to the global business environment. Among them, fostering SMEs is a core policy of many developed countries. The growth of SMEs contributes to the creation of jobs and the development of local communities in the era of employment-free growth. In particular, the growth of SMEs is the foundation for growth into mid-sized and large enterprises. Therefore, the growth of SMEs plays an important role in the national economy. Information and communication technology (ICT) became important much more with the emergence of the 4th industrial revolution. Among them, the growth of ICT SMEs is the nation's future asset. Therefore, this study examines and verifies the main factors affecting the performance of ICT SMEs from the view of their R&D resources. On the basis of 1,999 SMEs dataset, empirical analysis was performed to investigate the influence of R&D resources on their corporate performance. Its results are as follows. First, based on theresource-based theory, ICT SMEs' R&D investment, R&D manpower, and government support policies were found to have a positive effect on securing a company's competitive advantage. Second, it was found that the level of product has a positive effect on the company's performance. Finally, it was found that M&A and technology acquisition method strategies differ according to the growth stage of the company. Therefore, in order to achieve technological innovation and corporate performance of ICT SMEs, the government support policy and investment into internal R&D personnel play as main factors. In addition, it was found that technology acquisition strategies differ depending on the growth stage of the company.

  • The sharing economy, which maximizes the value of resources by sharing, is appearing in various sectors today and is gradually expanding with the development of ICT. This study identified factors affecting the intention to use the services of the sharing economy with a focus on the sharing accommodation platform services. As the intention to use the sharing economy service is divided into the intention to use as a taker(guest) and a provider(host), those influencing factors were analyzed respectively. Results showed that collaborative norm, economic benefit and honorary compensation affected the intention to use as a guest. Openness to experience, economic benefit, and honorary compensation increased the intention to use as a host. Economic benefit made a greater impact on the intention to use as a guest, while honorary compensation enhanced the intention to use as a host.

  • This study examined student- and school-level background and ICT factors that affected PISA 2015 Collaborative Problem Solving (CPS) for Korean students (4863 students from 142 high schools). A two-level hierarchical linear model (HLM) was analyzed from the basic model (model 1) with no predictors to the final model (model 5) with all predictors. Results showed that first, gender, socioeconomic/cultural backgrounds, cooperation level positively predicted CPS scores while perceived unfairness of teacher negatively predicted the outcome. Second, the more frequently ICT was used for out-of-school learning purposes, the less frequently ICT was used for entertainment purposes, and the less frequently ICT was used in schools, the higher CPS scores were. Considering ICT autonomy and social interaction variables measured for the first time in PISA 2015, students who were more interested in ICT and more autonomous in using ICT devices achieved higher CPS scores. On the other hand, the more students considered ICT important as social interaction, the less they gained CPS scores. Third, in terms of school-level characteristics, the smaller the students behavior detrimental to learning, the higher the teachers perceived positive working environment, and the fewer the number of computers available per student, the higher CPS scores were. To facilitate computer-based collaborative problem-solving competence, it is important for students to have interest and autonomy in using ICT. In addition, the guidelines of ICT use and SW curriculum need to be established in order to increase the effectiveness of using ICT device in school.

  • ICT environment to the survey released by the Bureau of Statistics 2012 Household Finance. Korean Welfare survey 24.9% of all households in financial assets, real estate is about three times more than 69.9%, respectively. The problem is that the information is slow and income deciles(deciles 1-4), a relatively high proportion of households with low(78.8 to 69%) of the real estate assets of the expansion of the world economy with low growth and low uncertainty, work from home due to the information changes in the structure of the economy, such as increases in real estate prices remain exposed to the risk of a phenomenon such as Pour House Pour Talent and low-income people is bound to be more serious symptoms. This low correlation is by constructing a composite asset portfolio, the weighted average risk of the individual assets while increasing overall revenue decrease that risk is based on the principle of portfolio by type and different areas in the ICT environment in a portfolio of real estate price index low correlation to financial assets by including the effect of dispersion stable complex asset portfolio and empirical Growth was divided.

  • It is anticipated that the introduction of ICT to street-level welfare administration will smoothen communication processes between frontline officials and recipients by intensifying welfare information sharing and distribution. However, through a case study of ICT-mediated street-level welfare administration in South Korea, this article claims that ICT can deteriorate frontline official-recipient relationship into more distrustful and disempowered directions. This study demonstrates that ICT tends to replace face-to-face rapport building between officials and recipients with mechanical checking and complaining processes. ICT-based welfare administration can also disempower the autonomous interactions of street-level actors by surveiling every working step of frontline officials and the daily lives of recipients. Through an investigation into street-level bureaucracy in an information society, this study criticizes the dehumanization tendency of ICT-mediated human services and raises a question in the roseate vision on social welfare informatization.

  • The purpose of this study is to explore the differences between Korea and Japan in terms of the effects of student- and school-level ICT-related factors on computer-based problem solving ability in PISA 2012 achievement results. PISA 2012's computer-based problem solving assessment included 5,033 students from 156 schools in Korea and 6,351 students from 191 schools in Japan. A 2-level hierarchical linear model (HLM) was employed to analyze data. Both of Korean and Japanese students, students with the earlier use of computer and the Internet, higher socioeconomic background and higher openness to problem reported better problem solving scores than their counterparts. Also, accessibility to ICT equipment provided by home or school was found to be a negative effect on problem solving in both countries. Differences in the effects of purposes and attitudes for ICT use, teacher-student relationship, and creative out-of-school activities on problem solving ability were found between two countries.
