Analyzing the LCC Network at Asian Major Airports (아시아 주요공항의 저비용항공사 네트워크 분석)

  • This study analyzed the network of low cost carriers (LCCs) to investigate the structural characteristics of airport networks. 71 LCCs in Asian major airports from January 2010 to January 2016 were queried from the SRS Analyzer Schedule Database of IATA's Airport Intelligence Service, and analyzed international routes excluding domestic flights. We analyzed the network connection mechanism focusing on Incheon International Airport, Hong Kong, Singapore, Narita, Kansai, Pudong, Kaohsiung, Gimpo and Jeju airports as well as structural changes in the LCC network using four centrality analysis concepts. The outcomes showed that the LCC network is formed in these airports and the density of connectivity to other airports increased. In recent years, LCC has launched LCCs-Alliances and would be considered to operate a hub-and-spoke network.

Unstable Approach Mitigation Based on Flight Data Analysis (비행 데이터 분석 기반의 불안정 접근 경감방안)

  • According to the International Air Transport Association (IATA), 61% of the accidents occurred during the approach and landing phase of the flight, with 16% of the accidents caused by unstable access of the commercial aircraft. It was identified that the pilot's unstable approach and poor manipulation of correction led to accidents by continuing the excessive approach without go-around manuever. The causes of unstable access may vary, including airport approach procedures, pilot error, misplanning, workload, ATC (Air Traffic Contol) congestion, etc. In this study, we use the flight data analysis system to select domestic case airports and aircraft type where unstable approach events occur repeatedly. Through flight data analysis, including main events, airport approach procedures, pilot operations, as well as various environmental factors such as weather and geographical conditions at the airport. It aims to identify and eliminate the tendency of unstable approach events and the causes and risks of them to derive implications for mitigating unstable approach events and for developing navigation safety measures.

  • Analysis of air accident investigation data led experts from ICAO and IATA member countries to agree on the need for further improvements in flight safety and led to a comprehensive review of pilot training. As a result of this review, emphasis was placed on developing pilots' technical as well as non-technical competencies related to CRM. In 2013, ICAO recommended that contracting countries implement EBT to develop and strengthen pilots' competencies to improve flight safety. This study intend to find out how Korean airlines utilize EBT training programs and how they manage threats and errors when encountering abnormal situations to secure and promote safety, which is the original purpose of operations. We sought to derive ways to improve and develop non-technical core competencies.

A Consideration on Improvement of Safe Lithium Battery Air Transportation (리튬 전지의 안전한 항공 운송을 위한 개선 방향 고찰)

  • As PED(Personal Electronic Device) market has been rapidly grown, the demand on Lithium battery, which is most commonly used power source of PED, also has been increased. Dew to this trend, the amount of Lithium battery air transportation is also increasing. However, it should be treated very carefully because Lithium is one of very explosive metal. So ICAO, IATA and civil aviation agencies try to enhance the safety of Lithium battery air transportation by aircraft certification and operating regulations. To enhance in-flight safety, the aircraft for transporting Lithium battery should equip certified fire extinguishing system. But recent studies find that Halon, currently used extinguishing agent, is not effective on extinguishing Lithium battery fire. Besides, there is no certified Halon replacement for air use and no acceptable specific minimum performance standard(MPS) for Lithium battery fire. For this issue, a study on characteristics and establishing MPS of Lithium battery fire is needed for safe air transportation of Lithium battery.

The Study on the CAO Dangerous Goods and the Cargo Compartment Classification (항공운송용 위험물과 화물실 등급에 대한 연구)

  • In this study, we surveyed the CAO Dangerous Goods, the Cargo Compartment Classification, IATA DGR(Dangerous Goods Regulations), ICAO Doc. 9284 and the regulation for the Air Transport of Dangerous Goods by Ministry of land Infrastructure and Transport of Korea. We found that the differences between these regulations. Applied according to the type of dangerous goods cargo compartment Class is determined. These regulations have caused confusion was due to the difference, because of the need for revision and amendment regulations were analyzed.

  • As witnessed in September 11 attacks, air terrorism is often the most effective means to achieve their goals, and thereby requires a sophisticated level of security measures. Moreover, considering the nature of air transportation, the prevention of air terrorism demands a wide range of international cooperation and joint efforts such as timely sharing of information related to air terrorism (such as latest terror techniques and list of terrorists) between nations, International Air Transport Association (IATA) and International Civil Aviation Organization (ICAO) As most air terrorism can be effectively prevented through security and search activities in airports, this study has focused on researching security measures and issues in major airports around the world, along with the potential measures to improve them. To achieve this effect, this paper offers solutions to preventing air terrorism by exploring appropriate responses to various type of air terrorism, deployment of advanced security and search equipment, techniques to identify terrorists, R&D on equipments to physically take down terrorists and systematic improvements on airport security search process.

  • 최근 항공산업은 항공 기술과 운항환경의 발달로 상당히 안전화되었으나, 인적요인(Human Factor)에 의한 사고 및 준 사고는 계속 발생하고 있다. 따라서 조종사의 훈련은 항공안전을 위한 가장 중요한 과제이나 각국의 규정에서 정하는 훈련과 실제 필요한 훈련 사이에 간격이 있어, 이를 향상하기 위해서 역량기반훈련을 기반으로 한 부조종사 자격제도(Multi-Crew Pilot License, MPL), 증거기반훈련(Evidence Based Training, EBT), 향상된 자격프로그램(Advanced Qualification Programme, AQP)이 개발되었다. 항공 선진국의 항공사들은 기존의 법정 요구량 충족위주 훈련과 항목 중심의 획일적인(One size fits all) 훈련의 패러다임을 개선하여 국제민간항공기구(International Civil Aviation Organization, ICAO)와 국제항공운송협회(International Air Transport Association, IATA)에서 제시하는 데로 개인의 역량을 더 향상 시킬 수 있는 효율적인 훈련 프로그램을 실시하여 사고 유발 인적요인을 감소시키고 있다. 역량을 중심으로 하는 조종사 훈련은 변화하는 복잡한 환경에서 예상하지 못한 위협이 발생하였을 때, 조종사들이 적절히 대처 할 수 있는 레질리언트 크루(Resilient Crew)를 양성하는 데 효과적이다.

  • Air logistics is getting growing continuously because customers need to increase rapidity and accuracy, but it isn't enough to study the process about air logistics in South Korea. We analyze the AS-IS process and problems by studying previous documents and researching in this field. We offer how to adopt the ways that are solutions concerning AS-IS process and benchmarking e-freight of IATA. Our suggestion reduces stakehoders' work load by using integrated system. We believe it will contribute to improve air logistics process by making simple the process.

  • Pilot fatigue is a great hazard to aviation safety. In recent years, long-distance fights have been increasing and flight hours have been increasing, which has made fatigue issues important. International organizations in the aviation sectors (ICAO, FAA, IATA etc.) recommend management of fatigue within the SMS (Safety Management System) framework. A scientific and systematic approach to measuring fatigue is required as a prerequisite to preparing safety management measures for pilot's fatigue. Therefore, in this study, I would like to consider recent trends and implications for fatigue measurement. First, I aimed to consider recent the accident cases related to fatigue. Second, I also considered how to measure the pilot's fatigue. Finally, the direction of the countermeasures against fatigue through fatigue measurement was developed and suggested.

A Legal Study on the Electronic Ticketing (전자항공권의 법적 제문제에 대한 고찰)

  • Electronic ticketing ("e-ticketing") through the internet will be the most critical commercial tool in the international airline industry. Actually the International Air Transport Association(IATA) has announced that it's goal is to accomplish 100 percent implementation of e-ticketing worldwide by 2007. Domestically e-ticketing will be put into operation in a full scale from the next year(2007). Thus, we count on, sooner or later, e-ticketing will be accomplished globally. As a legal aspect, this e-ticketing raises many legal issues which are no longer subject to a static set of legal rules driven by judicial precedent because e-ticketing is carried out on the "cyber space" which is a new and developing law area. In this treatise, I studied these legal issues, specially on the time and place(jurisdiction) of the contract which are the most important issues based on the New Montreal Convention signed at Montreal on May 28, 1999, which would seem prove that the airline industry is receptive and capable of change. Upon this opportunity, I hope the more comprehensive legal study on the e-ticketing will be introduced in the near future.
