A Study on the Development of Computer Based Training Simulator for Aids to Navigation Using Virtual Reality Techniques (가상현실 기술을 이용한 항로표지 CBT 시뮬레이터 개발에 관한 연구)

  • This paper describes prototype Aids to Navigation Simulation System (AtoNSiS) that we have recently developed Aids to Navigation (AtoN) training equipment based on the virtual reality technology. To produce an enhanced AtoN simulation experience, three-dimensional (3D) cardinal and lateral buoys are created, and then build up the virtual 3D waterway world according to the guidelines of IALA (International Association of Lighthouse Authorities) in region B. The AtoNSiS have Simulation Module (SM) and Explanatory Module (EM). SM is to learn about the IALA-B system using virtual navigation world varying with environmental factors. EM is to view more detailed marker characteristics using 3D objects. In this work, we present system design concepts, development processes, and simulation experiments of prototype AtoNSiS. Results from tests and evaluations with five subjects provide practical insight on the importance of AtoNSiS.

A Security Architecture of the inter-VTS System for shore side collaboration of e-Navigation (안전한 e-Navigation을 위한 해상교통관제 시스템의 정보교환 보안구조 설계)

  • A concept of the "e-Navigation" was introduced in 2005 and implementation strategies are under way by IMO/IALA in the maritime safety area. Specially VTS is an important maritime traffic monitoring and aids to navigation system which is aims to improve safety, navigation efficiency and protect the marine environment. The demand of the inter-VTS networking has been increased and standardization is underway for realization of shore side collaboration for maritime safety in IALA. But there may be security problems in the inter-VTS networks if they have not proper security mechanism. The hacking of realtime ship position and sensitive maritime surveillance information caused a critical accident of vessel, human life and environment by terrorist. This paper aims to design of a secure inter-VTS network structure and related security protocol for secure sharing of sensitive maritime data.

A Study on the Radar Operational and Technical Performance Requirements for Vessel Traffic Service

  • With the expansion of the shipping and port logistics industry in the 21st century, the traffic density is continuously increased because of the increase in volumes of world sea freight and fleets, as well as the increase in the causes of potential marine accidents, such as ship collisions and stranding. Accordingly, the International Maritime Organization (IMO) has requested that the installation and operation of VTS should be applied in areas with high risk of marine traffic, and the request should be included as one of the Safety of Life at Sea (SOLAS) regulations. In this paper, the fundamental requirements of the radar system for vessel traffic services were analyzed and the analyzing factors were based on the IALA guideline.s This paper also includes results for the requirement and recommendation analysis on detection distance, target separation, and the target position accuracy of X-band radar. Also, to check if it satisfies the requirement of detection distance, range and azimuth separation of small point targets, and target position accuracy from the IALA guidelines, the test was conducted through the radar image acquired at the VTS center, and hence, the validity of the technical performance requirements was confirmed.

  • IMO and IALA have undertaken projects that GMDSS Modernization and E-navigation, which refer to "Future digital communications systems" for a more efficient transmission of voice and data communications in the VHF maritime mobile service. ITU has also resolved in WRC-07 Resolution 357 to study the use of spectrum-efficient technologies in order to provide for the operation of ship and port security and maritime safety systems. IALA and ITU WP5B have coordinated for the technical developments and the spectrum issues. Recommendation ITU-R M.1842-1 has approved by WP5B meeting. This revision provides a wideband data service both 50kHz and 100kHz in the VHF maritime mobile service. This paper has studied E-navigation, its needs for data exchange that includes explanations of the current methods for transmitting data by VHF that based in land mobile radio service. A further technologies trend is estimated for Recommendation ITU-R M.1842-1, that is based on the land mobile radio standards with some tailored to fit the needs of the maritime mobile service.

  • In this paper, the state-of-the-art IVEF Service based on e-Navigation System was represented. The unification of the data exchange format among maritime-related systems is one of vital user-needs of e-Navigation, advantageous in bringing maritime safety and security. This paper propose the method to exchange marine information in IVEF, as recommended by the IALA, between VTS centers and Korea's GICOMS as well as the government-related agencies. To achieve this, a system data flow was designed which it acts as client and server. It enables the sending and receiving of Radar and CCTV images in accordance with the IVEF recommendation document of IALA.

  • e-navigation은 2006년부터 국제해사기구(IMO, International Maritime Organization), 국제항로표지기구(IALA, International Association of Lighthouse Authorities), 국제수로기구(IHO, International Hydrographic Organization) 등의 국제기구를 주축으로 한국, 일본, 영국, 노르웨이 및 독일 등 해운선진국에서 활발하게 개발되고 있다. IMO에서는 2012년까지 e-navigation 전략이행 계획 개발을 완료할 예정이며, 이후에는 전략이행 계획에 따라 e-navigation은 이행될 예정이다. 본 연구에서는 e-navigation개발에 대한 국제동향을 파악하고, 그 개발 내용을 분석하였으며, 육상측 e-navigation시스템으로써 중추적 역할을 하게 될 VTS의 발전 전망에 대하여 연구하였다.

항로표지 분야 정보표준 검증을 위한 S-200 테스트베드 개발 연구

  • 국제항로표지협회(IALA)는 담당 분야(AtoN, AIS, VTS, PNT)의 정보교환 표준개발을 위해 국제수로기구에서 개발한 S-100(범용 수로데이터모델)을 적용하기로 결정하고, S-200 시리즈의 제품 사양서(Product specification)을 개발하고 있다. 개발 중인 S-200 시리즈 제품 사양서로는 S-201 항로표지, S-210 IVEF, S-230 ASM, S-240 DGNSS 기준국 목록 등이 있으며 일부 표준은 개발 완성 단계에 있다. S-200 제품 사양서는 정보 교환을 위한 내용, 구조, 포맷, 심볼 등의 기술사항이 포함되어 있으므로 표준을 검증하거나 현업으로 적용방안을 검토하기 위해서는 테스트 베드를 통한 검증이 요구된다. 본 연구에서는 항로표지 분야 정보교환 표준인 S-200 시리즈 제품 사양서가 개발되고 있는 것과 관련하여 S-200 테스트 베드 설계 및 시범 개발 결과를 소개 한다.

  • 최근 선박의 연안 선박의 안전사고가 증가함에 따라 기존 항만 중심으로 운영되고 있던 해상교통관제센터의 관제 범위가 연안까지 확대되고 있다. 이에 따라 해상교통관제센타(Vessel Traffic Service Center, VTS) 간에 데이터 교환의 필요성도 증가하고 있다. 국제항로표지협회 IALA(International Association of Lighthouse Authorities, IALA)는 이러한 필요성을 인지하고 해상교통관제센터간 데이터 교환 프로토콜인 IVEF(Inter-VTS Exchange Format)를 제정하였다. 그러나 IVEF 프로토콜 특성상 외부 해상교통관제센터간 데이터가 전송됨으로 데이터 변조등의 위험성이 있다. 하지만 IVEF 프로토콜은 보안 관련 요소들이 미미한 실정이다. 본 논문에서는 IVEF 데이터의 무결성을 보장하는 방법을 제안한다.

  • 선박교통관제 기본계획에 따라, 우리나라는 '26년까지 전 연안해역에 관제구역을 설치하여 안전관리를 강화할 예정이다. 본 연구의 목적은 관제구역 사각지대를 없애고 연속적인 관제 실현을 위한 관제구역 간 정보공유 활성화의 필요성을 제안하는 것이다. 이를 위해 우리나라 연안해역을 대상으로 해상교통 및 해양사고조사를 통해 우리나라 연안해역의 해상교통환경을 분석하였다. 그리고 해상교통관제사를 대상으로 설문조사를 실시하여 VTS 센터 간 정보공유 현황을 조사하고 문제점을 도출하였다. IALA에서 권고하고 있는 IVEF 서비스의 현황을 조사하고 정보공유 활성화를 위한 방안을 제시하였다. 본 연구의 결과를 통해 관제구역 간 정보공유의 필요성을 확인하고 나아가 IALA 표준을 개정할 수 있는 기초자료로 활용할 수 있을 것으로 기대한다.
