Evaluation of satellite-based evapotranspiration and soil moisture data applicability in Jeju Island (제주도에서의 위성기반 증발산량 및 토양수분 적용성 평가)

  • In Jeju Island which has peculiarity for its geological features and hydrology system, hydrological factor analysis for the effective water management is necessary. Because in-situ hydro-meteorological data is affected by surrounding environment, the in-situ dataset could not be the spatially representative for the study area. For this reason, remote sensing data may be used to overcome the limit of the in-situ data. In this study, applicability assessment of MOD16 evapotranspiration data, Globas Land Data Assimilation System (GLDAS) based evapotranspiration/soil moisture data, and Advanced SCATterometer (ASCAT) soil moisture product which were evaluated their applicability on other study areas was conducted. In the case of evapotranspiration, comparison with total precipitation and flux-tower based evapotranspiration were conducted. And for soil moisture, 6 in-situ data and ASCAT soil moisture product were compared on each site. As a result, 57% of annual precipitation was calculated as evapotranspiration, and the correlation coefficient between MOD16 evapotranspiration and GLDAS evapotranspiration was 0.759, which was a robust value. The correlation coefficient was 0.434, indicating a relatively low fit. In the case of soil moisture, in the case of the GLDAS data, the RMSE value was less than 0.05 at all sites compared to the in-situ data, and a statistically significant result was obtained as a result of the significance test of the correlation coefficient. However, for satellite data, RMSE over than 0.05 were found at Wolgak and there was no correlation at Sehwa and Handong points. It is judged that the above results are due to insufficient quality control and spatial representation of the evapotranspiration and soil moisture sensors installed in Jeju Island. It is estimated as the error that appears when adjacent to the coast. Through this study, the necessity of improving the existing ground observation data of hydrometeorological factors is emphasized.

Validation of Complementary Relationship Hypothesis for Evapotranspiration in Multipurpose Dam Basins (다목적댐유역에서의 증발산 보완관계가설 검증)

  • The complementary relationship hypothesis for areal evapotranspirations was validated in the regional-scale area of multipurpose dam basins in Korea and the long-term water balances were indirectly identified. Annual actual evapotranspiration ($ET_A$) was assumed the difference between total annual precipitation and total annual inflow and the available moisture was assumed the total precipitation. The seasonally varying pan coefficient (kp) is estimated as the ratio of the $ET_{pan}$ and the evapotranspiration calculated by FAO Penman-Monteith equation ($ET_{PM}$). The complementary relationships using ground observation data of $ET_P$ and $ET_A$ in the multipurpose dam basins follow generally the typical pattern that $ET_P$ and $ET_A$ is complementary and converges to equivalent evapotranspiration ($ET_W$) under the extreme wet environment. However, $ET_A$ of Juam dam was estimated relatively greater than other basins and exceeds even $ET_P$ at certain range with high moisture availability, which can be understood as the results of possible over-estimation of precipitation or under-estimation of dam inflow. It is expected that the use of evapotranspiration complementary relationship for validating hydrological water balances will contribute to controlling uncertainties in estimating dam inflows during flood season in particular.

Estimates of the Water Cycle and River Discharge Change over the Global Land at the End of 21st Century Based on RCP Scenarios of HadGEM2-AO Climate Model (기후모델(HadGEM2-AO)의 대표농도경로(RCP) 시나리오에 따른 21세기 말 육지 물순환 및 대륙별 하천유출량 변화 추정)

  • This study investigates the projections of water cycle, budget and river discharge over land in the world at the end of twenty-first century simulated by atmosphere-ocean climate model of Hadley Centre (HadGEM2-AO) and total runoff integrating pathways (TRIP) based on the RCP scenario. Firstly, to validate the HadGEM2-AO hydrology, the surface water states were evaluated for the present period using precipitation, evaporation, runoff and river discharge. Although this model underestimates the annual precipitation about 0.4 mm $mon^{-1}$, evaporation 3.7 mm $mon^{-1}$, total runoff 1.6 mm $mon^{-1}$ and river discharge 8.6% than observation and reanalysis data, it has good water balance in terms of inflow and outflow at surface. In other words, it indicates the -0.3 mm $mon^{-1}$ of water storage (P-E-R) compared with ERA40 showing -2.4 mm $mon^{-1}$ for the present hydrological climate. At the end of the twenty-first century, annual mean precipitation may decrease in heavy rainfall region, such as northern part of South America, central Africa and eastern of North America, but for increase over the Tropical Western Pacific and East Asian region. Also it can generally increase in high latitudes inland of the Northern Hemisphere. Spatial patterns of annual evaporation and runoff are similar to that of precipitation. And river discharge tends to increase over all continents except for South America including Amazon Basin, due to increased runoff. Overall, HadGEM2-AO prospects that water budget for the future will globally have negative signal (-8.0~-0.3% of change rate) in all RCP scenarios indicating drier phase than the present climate over land.

A Study on the Estimation of Monthly Average River Basin Evaporation (월(月) 평균유역증발산량(平均流域蒸發散量) 추정(推定)에 관(關)한 연구(硏究))

  • The return of water to the atmosphere from water, soil and vegetation surface is one of the most important aspects of hydrological cycle, and the seasonal trend of variation of river basin evaporation is also meaningful in the longterm runoff analysis for the irrigation and water resources planning. This paper has been prepared to show some imformation to estimate the monthly river basin evaporation from pan evaporation, potential evaporation, regional evaporation and temperature through the comparison with river basin evaporation derived from water budget method. The analysis has been carried out with the observation data of Yongdam station in the Geum river basin for five year. The results are summarized as follows and these would be applied to the estimation of river basin evaporation and longterm runoff in ungaged station. 1. The ratio of pan evaporation to river basin evaporation ($E_w/E_{pan}$) shows the most- significant relation at the viewpoint of seasonal trend of variation. River basin evaporation could be estimated from the pan evaporation through either Fig. 9 or Table-7. 2. Local coefficients of cloudness effect and wind function has been determined to apply the Penman's mass and energy transfer equation to the estimation of river basin evaporation. $R_c=R_a(0.13+0.52n/D)$ $E=0.35(e_s-e)(1.8+1.0U)$ 3. It seems that Regional evaporation concept $E_R=(1-a)R_C-E_p$ has kept functional errors due to the inapplicable assumptions. But it is desirable that this kind of function which contains the results of complex physical, chemical and biological processes of river basin evaporation should be developed. 4. Monthly river basin evaporation could be approximately estimated from the monthly average temperature through either the equation of $E_w=1.44{\times}1.08^T$ or Fig. 12 in the stations with poor climatological observation data.

Prediction of future hydrologic variables of Asia using RCP scenario and global hydrology model (RCP 시나리오 및 전지구 수문 모형을 활용한 아시아 미래 수문인자 예측)

  • According to the 4th and 5th assessment of the Intergovernmental Panel on Climate Change (IPCC), global climate has been rapidly changing because of the human activities since Industrial Revolution. The perceived changes were appeared strongly in temperature and concentration of carbon dioxide ($CO_2$). Global average temperature has increased about $0.74^{\circ}C$ over last 100 years (IPCC, 2007) and concentration of $CO_2$ is unprecedented in at least the last 800,000 years (IPCC, 2014). These phenomena influence precipitation, evapotranspiration and soil moisture which have an important role in hydrology, and that is the reason why there is a necessity to study climate change. In this study, Asia region was selected to simulate primary energy index from 1951 to 2100. To predict future climate change effect, Common Land Model (CLM) which is used for various fields across the world was employed. The forcing data was Representative Concentration Pathway (RCP) data which is the newest greenhouse gas emission scenario published in IPCC 5th assessment. Validation of net radiation ($R_n$), sensible heat flux (H), latent heat flux (LE) for historical period was performed with 5 flux tower site-data in the region of AsiaFlux and the monthly trends of simulation results were almost equaled to observation data. The simulation results for 2006-2100 showed almost stable net radiation, slightly decreasing sensible heat flux and quite increasing latent heat flux. Especially the uptrend for RCP 8.5 has been about doubled compared to RCP 4.5 and since late 2060s, variations of net radiation and sensible heat flux would be significantly risen becoming an extreme climate condition. In a follow-up study, a simulation for energy index and hydrological index under the detailed condition will be conducted with various scenario established from this study.

Effect and uncertainty analysis according to input components and their applicable probability distributions of the Modified Surface Water Supply Index (Modified Surface Water Supply Index의 입력인자와 적용 확률분포에 따른 영향과 불확실성 분석)

  • To simulate accurate drought, a drought index is needed to reflect the hydrometeorological phenomenon. Several studies have been conducted in Korea using the Modified Surface Water Supply Index (MSWSI) to simulate hydrological drought. This study analyzed the limitations of MSWSI and quantified the uncertainties of MSWSI. The influence of hydrometeorological components selected as the MSWSI components was analyzed. Although the previous MSWSI dealt with only one observation for each input component such as streamflow, ground water level, precipitation, and dam inflow, this study included dam storage level and dam release as suitable characteristics of the sub-basins, and used the areal-average precipitation obtained from several observations. From the MSWSI simulations of 2001 and 2006 drought events, MSWSI of this study successfully simulated drought because MSWSI of this study followed the trend of observing the hydrometeorological data and then the accuracy of the drought simulation results was affected by the selection of the input component on the MSWSI. The influence of the selection of the probability distributions to input components on the MSWSI was analyzed, including various criteria: the Gumbel and Generalized Extreme Value (GEV) distributions for precipitation data; normal and Gumbel distributions for streamflow data; 2-parameter log-normal and Gumbel distributions for dam inflow, storage level, and release discharge data; and 3-parameter log-normal distribution for groundwater. Then, the maximum 36 MSWSIs were calculated for each sub-basin, and the ranges of MSWSI differed significantly according to the selection of probability distributions. Therefore, it was confirmed that the MSWSI results may differ depending on the probability distribution. The uncertainty occurred due to the selection of MSWSI input components and the probability distributions were quantified using the maximum entropy. The uncertainty thus increased as the number of input components increased and the uncertainty of MSWSI also increased with the application of probability distributions of input components during the flood season.

Application of an empirical method to improve radar rainfall estimation using cross governmental dual-pol. radars (범부처 이중편파레이더의 강우 추정 향상을 위한 경험적 방법의 적용)

  • Three leading agencies under different ministries - Korea Meteorological Administration (KMA) in the ministry of Environment, Han river control office in the Ministry of Land, Infrastructure and Transport (MOLIT) and Weather Group of ROK Air Force in the Ministry of National Defense (MND) - have been operated radars in the purpose of observing weather, hydrology and military operational weather in Korea. Eight S-band dual-pol. radars have been newly installed or replaced by these ministries over different places by 2015. However each ministry has different aims of operating radars, observation strategies, data processing algorithms, etc. Due to the differences, there is a wide level of accuracy on observed radar data as well as the composite images made of the cross governmental radar measurement. Gaining fairly high level of accuracy on radar data obtained by different agencies has been shared as a great concern by the ministries. Thus, "an agreement of harmonizing weather and hydrological radar products" was made by the three ministries in 2010. Particularly, this is very important to produce better rainfall estimation using the cross governmental radar measurement. Weather Radar Center(WRC) in KMA has been developed an empirical method using measurements observed by Yongin testbed radar. This study is aiming to examine the efficiency of the empirical method to improve the accuracies of radar rainfalls estimated from cross governmental dual-pol. radar measurements. As a result, the radar rainfalls of three radars (Baengnyeongdo, Biseulsan, and, Sobaeksan Radar) were shown improvement in accuracy (1-NE) up to 70% using data from May to October in 2015. Also, the range of the accuracies in radar rainfall estimation, which were from 30% to 60% before adjusting polarimetric variables, were decreased from 65% to 70% after adjusting polarimetric variables.

Assessing the Benefits of Incorporating Rainfall Forecasts into Monthly Flow Forecast System of Tampa Bay Water, Florida (하천 유량 예측 시스템 개선을 위한 강우 예측 자료의 적용성 평가: 플로리다 템파 지역 사례를 중심으로)

  • This paper introduced the flow forecast modeling system that a water management agency in west central Florida, Tampa Bay Water has been operated to forecast monthly rainfall and streamflow in the Tampa Bay region, Florida. We evaluated current 1-year monthly rainfall forecasts and flow forecasts and actual observations to investigate the benefits of incorporating rainfall forecasts into monthly flow forecast. Results for rainfall forecasts showed that the observed annual cycle of monthly rainfall was accurately reproduced by the $50^{th}$ percentile of forecasts. While observed monthly rainfall was within the $25^{th}$ and $75^{th}$ percentile of forecasts for most months, several outliers were found during the dry months especially in the dry year of 2007. The flow forecast results for the three streamflow stations (HRD, MB, and BS) indicated that while the 90 % confidence interval mostly covers the observed monthly streamflow, the $50^{th}$ percentile forecast generally overestimated observed streamflow. Especially for HRD station, observed streamflow was reproduced within $5^{th}$ and $25^{th}$ percentile of forecasts while monthly rainfall observations closely followed the $50^{th}$ percentile of rainfall forecasts. This was due to the historical variability at the station was significantly high and it resulted in a wide range of forecasts. Additionally, it was found that the forecasts for each station tend to converge after several months as the influence of the initial condition diminished. The forecast period to converge to simulation bounds was estimated by comparing the forecast results for 2006 and 2007. We found that initial conditions have influence on forecasts during the first 4-6 months, indicating that FMS forecasts should be updated at least every 4-6 months. That is, knowledge of initial condition (i.e., monthly flow observation in the last-recent month) provided no foreknowledge of the flows after 4-6 months of simulation. Based on the experimental flow forecasts using the observed rainfall data, we found that the 90 % confidence interval band for flow predictions was significantly reduced for all stations. This result evidently shows that accurate short-term rainfall forecasts could reduce the range of streamflow forecasts and improve forecast skill compared to employing the stochastic rainfall forecasts. We expect that the framework employed in this study using available observations could be used to investigate the applicability of existing hydrological and water management modeling system for use of stateof-the-art climate forecasts.

Use reservoir stoage data for improvement of hydrological observation (수문관측에서 저수량 자료 활용하다)

  • 수문관측의 핵심은 강우-유출 관계다. 하천유량 생산을 위해 수많은 지점에서 유량측정을 수행한다. 그러나 유량자료의 신뢰도는 높지 않다. 그리고 댐 유입량 산정에 아무 도움이 되지 않고 있다. 더구나 저수지의 경우는 유입량 자료도 없이 운영되고 있다. 저수지, 댐에 물이 고여 있는데 이를 활용하면 유입량을 계산할 수 있고, 그 지점에서 유량이 얼마인지 고품질로 생산할 수 있다. 여기서는 총저수량 260만m3, 유역면적 3.7km2인 감포댐에 적용하여 저수량 자료를 활용하여 유입량의 신뢰도를 얼마나 개선시킬 수 있는지 분석한 결과는 다음과 같다. 여기서 적용 기간은2020.9.1.~9.14., 2022.9.5.~9.6 등 2개 사상이고, ONE 모형에 의해 10분 단위로 유출량을 모의했다. 모의 방법은 총유량을 같게 하는 방법과 저수위 오차를 최소로 하는 방법 등 두 가지로 했다. 첫째, 2020.9.1.~9.14. 사상은 강우량은 10분 최대 19.0mm, 총 127.0mm였다. 총유량을 같게 하는 경우 유입량은 10분 최대 5.4m3/s, 총 40만m3로 모의돼, 유출률 85.5%로 나타났고, 관측은 10분최대 4.7m3/s, 총 40만m3, 유출률 85.3%로 나타났다. 유량 신뢰도는 RMSE 0.491mm, NSE 0.237, R2는 0.455로 나타났다. 이 경우 저수위 모의 신뢰도는 RMSE 0.600m, NSE 0.158, R2는 0.893로나타났다. 저수량 오차를 최소로 한 경우 유입량은 10분 최대 4.0m3/s, 총 28만m3로 모의돼, 유출률 59.4%로 나타났고, 관측은 10분 최대 4.0m3/s, 총 28만m3, 유출률 85.3%로 나타났다. 유량 신뢰도는 RMSE 0.425mm, NSE 0.430, R2는 0.507로 나타났다. 이 경우 저수위 모의 신뢰도는 RMSE 0.110m, NSE 0.972, R2는 0.995로 높았다. 둘째, 2022.9.5.~9.6. 사상은 강우량은 10분 최대 32.3mm, 총 196.0mm였다. 총유량을 같게 하는 경우 유입량은 10분 최대 64.5m3/s, 총 59만m3로 모의돼, 유출률 81.6%로 나타났고, 관측은 10분 최대 80.1m3/s, 총 59만m3, 유출률 81.6%로 나타났다. 유량 신뢰도는 RMSE 1.832mm, NSE 0.960, R2는 0.984로 나타났다. 이 경우 저수위 모의 신뢰도는 RMSE 0.323m, NSE 0.968, R2는 0.999로나타났다. 저수량 오차를 최소로 한 경우 유입량은 10분 최대 80.1m3/s, 총 66만m3로 모의돼, 유출률 91.6%로 나타났고, 관측은 10분 최대 80.1m3/s, 총 59만m3, 유출률 81.8%로 나타났다. 유량 신뢰도는 RMSE 2.120mm, NSE 0.947, R2는 0.949로 나타났다. 이 경우 저수위 모의 신뢰도는 RMSE 0.153m, NSE 0.993, R2는 0.997로 높았다. 종합하면 저수량 오차가 최소가 되도록 하천 유출량을 모의하면 결과적으로 하천유량의 신뢰도를 향상시키는 것이라 말할 수 있다.
