4차 산업혁명시대의 직업능력개발정책 - 이행노동시장 모형을 중심으로 - (Job Competency Development Policy in the Era of the 4th Industrial Revolution)

  • 본 논문은 4차 산업혁명이 직업능력개발에 미치는 영향을 이행노동시장(Transitional Labor Market: TLM) 모형을 중심으로 조명해보고, 이를 토대로 4차 산업혁명시대의 직업능력개발정책의 발전방향을 모색하였다. 4차 산업혁명은 새로운 일자리를 창출하고, 기존의 일자리의 상당부분을 소멸하게 함과 동시에 일자리의 형태와 직무의 내용, 일하는 방식을 근본적으로 변화시킬 것이다. 이러한 새로운 환경 하에서는 노동시장 이행의 각 단계에서 위험이 증대할 가능성이 높다. 이러한 위험을 최소화하기 위해서는 교육훈련제도의 혁신과 생애경력개발 및 평생직업능력개발을 통해 4차 산업혁명을 선도할 인재를 육성하고, 4차 산업혁명이 초래할 변화에 대한 적응력을 높여나가는 것이 중요하다. 이러한 측면에서 기존의 직업능력개발체제를 4차 산업혁명 시대에 적합하도록 패러다임적인 발전을 이루어야 하고, 평생직업능력개발을 위한 생태계를 구축하여야 한다.

Cognitive Competency, Problem-Solving Skills and Decision-Making: A Case Study of Students' Extracurricular Activities in The Distribution Chains Sector

  • Purpose: Despite significant research on decision-making, researchers struggle to comprehend the decision-making process. This paper aims to not only examine the relationship between problem-solving skills, cognitive competency, and decision-making but also develop measurement instruments for cognitive competency and problem-solving skills to better model decision-making. Research Design, Methodology and Approach: A cross-sectional study was conducted by surveying 292 university students in HCM City, Vietnam, via email sent randomly by Google Forms. This study identifies the conceptual framework and tests the hypotheses using a deductive approach. The SPSS program was used to evaluate the scales' reliability, and the SmartPLS program was used to assess the measurement and structural models. Results: The results show that the research model better modelled the relationship between problem-solving skills, cognitive competency, and decision-making. Although thinking ability has no direct impact on decision-making, both creativity and problem-solving skills have a positive impact on decision-making. The mediating role of problem-solving skills is also determined by the positive relationship between cognitive competency and decision-making. Conclusions: This study highlights decision-making efficiency through the cognitive process from low to high levels and provides for policymakers and managers to explain the decision-making process in a variety of sectors, such as distribution chains, marketing, and human resource distribution.

간호관리역량 분류 및 간호관리역량별 행동지표 개발 (A Study on the Classification of Nursing Management Competencies and Development of related Behavioral Indicators in Hospitals)

  • Purpose: The aim of this study was to classify nursing management competencies and develop behavioral indicators for nurse managers in hospitals. Also, levels of importance and performance based on developed criteria were to be identified and compared. Methods: Using expert survey we classified nursing management competencies and behavioral indicators with data from 34 nurse managers and professors. Subsequently, data from a survey of 216 nurse managers in 7 cities was used to analyze the importance-performance comparison of the classified nursing management competencies and behavioral indicators. Results: Forty-two nursing management competencies were identified together with 181 behavioral indicators. The mean score for importance of nursing management competency was higher than the mean score for performance. According to the importance-performance analysis, 5 of the 42 nursing management competencies require further development: vision-building, analysis, change management, human resource development, and self-management competency. Conclusion: The classification of nursing management competencies and behavioral indicators for nurse managers in hospitals provides basic data for the development and evaluation of programs designed to increase the competency of nurse managers in hospitals.

A Case Study: Design and Develop e-Learning Content for Korean Local Government Officials in the Pandemic

  • e-Learning content can be defined as digital content to achieve educational goals. Since it is an educational material that can be distributed in offline, online, and mobile environments, it is important to create content that meets the learner's education environment and educational goals. In particular, if the learner is a public official, the vision, philosophy, and characteristics of each local government must reflect. As non-face-to-face online education expands further due to the COVID-19 pandemic, local governments that have relied on onsite education in the past urgently require developing strong basic competency education and special task competency content that reflect regional characteristics. Such e-learning content, however, hardly exists and the ability to independently develop them is also insufficient. In this circumstance, this case study describes the process of self-production of e-learning content suitable for Busan's characteristics by the Human Resource Development (HRD) Institute of Busan City, a local government. The field of instructional design and instructional technology is always evolving and growing by blending technological innovation into instructional platform design and adapting to the changes in society. Busan HRD Institute (BHI), therefore, tried to implement blended learning by developing content that reflected the recent trend of micro-learning in e-learning through a detailed analysis. For this, an e-learning content developer with certain requirements was selected and contracted, and the process of developing content through a collaboration between the client and developer was described in this study according to the ADDIE model of Instructional Systems Development (ISD).

Structural Dashboard Design for Monitoring Job Performance of Internet Web Security Diagnosis Team: An Empirical Study of an IT Security Service Provider

  • Company A's core competency is IT internet security services. The Web diagnosis team analyzes the vulnerability of customer's internet web servers and provides remedy reports. Traditionally, Company A management has utilized a simple table format report for resource planning. But these reports do not notify the timing of human resource commitment. So, upper management asked its team leader to organize a task team and design a visual dashboard for decision making with the help of outside professional. The Task team selected the web security diagnosis practice process as a pilot and designed a dashboard for performance evaluation. A structural design process was implemented during the heuristic working process. Some KPI (key performance indicators) for checking the productivity of internet web security vulnerability reporting are recommended with the calculation logics. This paper will contribute for security service management to plan and address KPI design policy, target process selection, and KPI calculation logics with actual sample data.

사회복지 분야 NCS기반의 교육요구 분석 (Educational Needs Analysis on NCS Based In the Field of Social Welfare)

  • 본 연구는 2014년 개발된 사회복지분야 국가직무능력표준(NCS)에 대한 교육요구분석을 통해 사회복지분야 직무별 직무능력요소의 상대적 중요도와 시급성을 분석하여 이를 기반으로 교육요구조사 및 교육과정 개발 필요성이 높은 직무능력요소를 도출하는 데 목적이 있다. 본 연구를 위해 공무원 583명, 민간종사자 644명 등 총 1,227명의 데이터를 활용하여 SPSS 18.0과 Microsoft Excel 2013을 활용하여 분석을 실시하였다. 분석결과, 공무원의 경우에는 사회복지개발 직무의 지역사회분석, 욕구조사, 지역사회자원구축, 지역사회 네트워크, 사회문제사정, 주민조직화, 복지계획수립의 6개 능력, 공공복지 직무의 복지특이민원관리, 자원발굴민간협력 2개 능력, 사회복지행정 직무의 사회복지조직재무관리, 복지계획수립 2개 능력 등 총 10개 능력이 능력개발 시급성이 높은 것으로 분석되었다. 본 연구 결과를 토대를 시사점을 제시하였다.

대학생 핵심역량 진단도구 개발 및 타당화 연구 -S대학 사례를 중심으로- (Development and Validation of College Students' Core Competency Assessment: Based on the Case of S University)

  • 본 연구는 S 대학이 추구하는 인재상과 교육 목표에 적합한 핵심역량을 선정하고 이를 측정하는 검사 도구를 개발하려는 취지에서 연구를 진행하였다. 따라서 본 연구는 첫째, S대학의 인재상과 교육목표에 부합하는 핵심역량 요인을 정의하고 둘째, 핵심역량을 측정하기 위한 검사 도구를 개발하여 셋째, 향후 교육정책 및 교육과정 편성의 방향을 제시하고 합리적인 운영을 위한 자료를 확보하는 것을 목적으로 하였다. 핵심역량지표를 바탕으로 문항을 개발하였으며, 문항구성은 7개 역량의 영역, 16개의 소영역(하위능력), 46문항으로 구성하여 응답자의 동의수준을 측정하는 자기보고식 문항형식으로 개발하였다. 예비조사(pilot-test)는 220명의 설문결과를 바탕으로 문항분석을 하였으며, 문항의 내용 타당도를 검증하기 위해 교내 교수 및 교육학 분야 전문 교수를 대상으로 자문을 실시하였다. 전문가 타당도 검증에서는 개발한 문항들이 각 역량의 의미를 잘 반영하고 있는지, 적절히 진술되었는지를 중심으로 의견을 수렴하였으며, 전문가 의견과 문항분석결과, 신뢰도, 타당도 등 통계적 분석결과를 종합하여 문항을 수정, 보완하였다. 이러한 분석결과를 바탕으로 문항을 수정하여 본조사 문항을 개발하였으며, 본조사(Main-test)는 2,486명의 설문결과를 바탕으로 문항 분석을 실시하여 확인적 요인분석과 신뢰도 분석을 실시하여 검사의 타당성을 확보하였다. 개발된 S 대학의 핵심역량 진단도구는 S 대학교에서 진행되는 교육과정과 프로그램의 효과성을 검증하고 재학생들에게 적합한 역량을 향상시키는 핵심역량인증제의 합리적인 운영을 위한 1단계 자료로써 본 연구의 의의가 있다.

학교도서관정책의 추이와 과제: 인력정책을 중심으로 (Progress and Problems in Korean School Library Policies)

  • 이 글의 목적은 한국의 학교도서관정책이 안고 있는 문제의 본질을 밝혀내고 그 원인을 규명하여, 문제의 실효적인 해결을 위한 대안을 제시하는데 있다. 이 글은 특히 교육부가 추진해온 학교도서관 인력정책의 부작용과 폐해에 주목하면서, 인력정책이 파행적으로 추진되어온 배경과 원인을 토착적인 시각에서 밝혀내고, 인력정책의 건강성을 회복시키기 위한 실사구시적인 처방을 강구하는데 논점을 두고 있다. 이를 위해, 이 글은 '학교도서관의 본질적 기능'과 '전담인력의 자격과 역량'에 관한 기존의 주장과 논리에 비판적으로 접근하고 있으며, 인력문제의 합리적인 해결을 위해 한국 고유의 교육문화와 도서관문화 그리고 인력구조를 반영한 전략과 방안을 제시하고 있다.

센스형성과 센스전달의 과정으로서 인적자원관리 실행 (Human Resource Management Implementation as a Process of Sensemaking and Sensegiving)

  • Organization's innovation capability is strongly tied to its intellectual capital or knowledge utilization. Employees play a key role in generation of intellectual capital and utilization of knowledge in a firm. Thus, the importance of human resource management (HRM) system for enhancing competency of employees and facilitating knowledge sharing between employees is getting its significance. In this paper, we highlighted the effect of HRM implementation to explain the reason of performance differences among firms, adopting the same ideal HRM system. The successful implementation of HRM system as well as the contents of HRM system was critical to enhance firm performance through HRM system. To investigate the effect of HRM implementation on firm performance, we proposed the three components of HRM implementation (i.e.; TMT philosophy, HR department capability and communication) in perspective of sense making and sense giving theory. Then, we analyzed the moderating effect of HRM implementation on the high commitment HRM - firm performance relationship. Empirical results showed that each component of HRM implementation positively strengthened the relationship between high commitment HRM and firm performance. In addition, the composite index of HRM implementation calculated by average value of three components revealed more significant moderating effect between the two. Furthermore, We discussed the academical and practical implications, and suggested future research directions.

간호사의 임파워먼트와 직무만족이 간호업무성과에 미치는 영향 (Effects of Empowerment and Job Satisfaction on Nursing Performance of Clinical Nurses)

  • Purpose: This study was conducted to identify factors that affect nursing performance; Those factors are personal characteristics, sub-categories of empowerment and job satisfaction of clinical nurses. Methods: Data were collected from November 24, 2012 to March 11, 2013, and participants were 451 hospital nurses in 6 hospitals. Descriptive statistics, t-test, one-way ANOVA, Pearson correlation coefficient, and stepwise multiple regression were used for data analysis. Results: Nurses who were older, married, highly educated, in the position of charge nurse, and with longer clinical careers showed relatively higher empowerment, higher job satisfaction, and higher nursing performance than others. Also, there were strong correlations between nursing performance and empowerment (r=.576)/job satisfaction (r=.617). Factors predicted nursing performance were relationship with coworkers (${\beta}=.398$), duty (${\beta}=.181$), promotion system (${\beta}=.134$), and turnover intention (${\beta}=-.109$). Factors predicting job satisfaction were competency of empowerment (${\beta}=.249$), and clinical career (${\beta}=.151$). These 6 factors explained 55.2% of the variance in nursing performance (F=93.37, <.001). Conclusion: Regarding human resource management, relationship with co-workers is a changeable factor. Therefore nursing organizations should apply these factors in human resource management to enhance nursing performance and achieve organizational goals.
