간호사의 심리적 계약이 발언행동에 미치는 영향 (The effect of psychological Contract of Nurse on Voice Behavior)

  • 본 연구는 간호사의 심리적 계약이 발언행동에 미치는 영향을 확인하여 조직의 인적자원관리와 효율적 병원 경영을 위한 기초자료를 제공하고자 하였다. 연구 참여에 동의한 간호사를 대상으로 실시한 서술적 조사연구이다. 연구결과 심리적 계약의 조직의무 이행 인식정도에서 거래적 계약과 관계적 계약 모두 낮게 나타났으며 발언행동은 지지적 발언, 건설적 발언, 저항적 발언, 부정적 발언 순으로 나타났다. 심리적 계약과 발언 행동의 하위 영역 관계를 보면 거래적 계약과 건설적 발언은 양의 상관관계가 있었으며(p<.05), 관계적 계약과 부정적 발언은 음의 상관관계가 있었다(p<.05). 따라서 의료기관은 새로운 정책, 조직 변화를 수행하고자 할 때 간호사의 역할 변화에 따른 내적 외적 보상이 이루어질 수 있는 시스템을 구축하는 것이 필요하다. 또한 간호사가 정책이나 조직변화에 적극 참여할 수 있도록 조직문화를 개선시키는 것이 필요하다.

Investigating Keynesian Theory in Reducing Unemployment and Poverty in Indonesia

  • This research aims to investigate the application of Keynes's theory in Indonesia, particularly in solving unemployment and poverty problems through government spending, economic growth, and human resource capacity. The basic concepts of the Keynesian theory were used as a method, through which government spending was harnessed toward economic growth in reducing unemployment and poverty rate. The analytical materials used were panel data for the 2017-2021 period in Central Java, Indonesia. The analytical methodology used was a multiple regression experimental design in selecting the best model according to Keynes's theory, especially for overcoming formidable problems. The main results showed that large Government spending program is ineffective in encouraging pro-growth, pro-job, pro-poor, and pro-equity development policy strategies. The causes of this failure include the violation of Keynes' assumptions about rationality and the low quality of education investment, which do not encourage productive and innovative entrepreneurship, as well as self-employment opportunities. As a result, government spending, including subsidies and direct financial assistance, used to implement the macroeconomic monetary, unstructured, and fiscal policy system is insufficient to significantly reduce the enormous difficulties. The main research results confirm that human capital capacity is the key to mitigating and reducing unemployment and poverty.

한국 우주개발 혁신체제 하위 구성요소의 특성 (Characterization of Components of Space Development Innovation System in Korea)

  • 본 연구는 산업별 혁신체제의 관점에서, 한국의 우주개발에서의 산업부문 혁신체제 모델을 창출하고자 하는 것이다. 주요 내용은, 우주개발 혁신체제의 3가지 하위 구성요소들을 도출하여, 그것들의 특성을 분석하는 것이다. 3가지 하위 구성요소들이란, 개발 체제 (정부출연연구소를 중심으로 한 주체 및 협력관계), 자원 (재원 및 인력) 및 연구 성과의 확산을 말한다. 산업부문의 기술혁신을 낳게 한 요인들을 파악하는 것은 기술혁신정책에서 중요하다. 기술혁신정책이 전 산업수준에서가 아니라 좀 더 구체적인 개별 산업차원에서 형성되어야 한다는 것이다.

Korean Divorced Mothers' Experiences with Child Support from Noncustodial Fathers

  • The purpose of this study was to explore Korean divorced mothers' experiences with child support. The data were collected from 17 Korean divorced mothers who were divorced between the years of 2004 and 2009 and were raising at least one minor child. Data were analyzed based on the inductive data analysis method. Most mothers negotiated to receive child support from noncustodial fathers without experiencing much conflict with the fathers at the time of the divorce, but only five mothers received child support at the time of the interviews. The mothers experienced difficulties in receiving child support from the fathers under the child support policy in Korea that treated child support as a personal issue and provided little systemic support for child support. Regarding required parenting agreements, most of the mothers acknowledged the need to have parenting agreements but they still wanted voluntary payment of the child support from the fathers. The results suggest that it is necessary to expand parenting education for divorced parents to encourage voluntary participation in parenting and to improve the child support policy by introducing child support guidelines and enhancing child support collection systems.

자동차보험 진료비심사 일원화 이후 의료기관 진료행태 변화 (Changes in Providers' Behavior after the Reviewer Unification of Auto Insurance Medical Benefit Claims)

  • Background: This study aims to analyze the behavioral changes of healthcare providers and influencing factors after the reviewer unification of auto insurance medical benefit claims by an independent review agency. Methods: The comparison data were collected from the second half of 2013 and the same period of 2014. The key indicators are the number of admission days, the number of outpatient visits, inpatient ratio, inpatient medical expenses, and outpatient medical expenses. Results: Four indicators (number of admission days, number of outpatient visits, inpatient ratio, and outpatient medical expenses) showed statistically significant drops, while one indicator (inpatient medical expenses) showed no significant change. Conclusion: The reviewer unification of auto insurance medical benefit claims by an independent review agency showed significant reduction in cost and patient days.

공중보건체계의 개념과 발전 과제 (The Concept and Challenges for Public Health Systems)

  • The study of public health systems is an important, but very difficult task. The concept and functions of public health systems are influenced by the views, interests, and influence of the various stakeholders belonging to public health systems and broader social, economic, political, and environmental sectors. To define public health system with conceptual clarification, we must take into account the dynamic and complex aspect of the public health system. This paper reviews health systems and public health systems literature to suggest the concept, goals, and functions of public health systems. In addition, this paper recognizes some challenges, such as leadership and management, resource development, economic support, and service delivery to strengthen public health systems for improving health and well-being of population.

병원조직의 고성과 HRM시스템과 조직유효성의 관계 : 의사직종 HRM을 중심으로 (A Study of relationship between high performance-HRM system of medical doctor and the effectiveness of hospital)

  • This study purposes to examine the relationship between high performance-HRM system of medical doctor and the effectiveness of hospital. The high performance-HRM practices were derived from reviewing the literature of SHRM(Strategic Human Resource Management) and investigating some cases of Korean leading hospitals. The result reveals that the high performance-HRM system of medical doctor is significantly related with subject measurement such as financial performance, employees' turnover, and customer(patient) satisfaction. Moreover, it is positively related to objective performance such as hospital's profit growth, yearly patient growth. Based on the result, the academic and practical implications are suggested and then the limitation and further research directions are discussed.

  • This paper aims to link the basic structure of the revolution to skill needs and further to education, although there are risks of thin discussion in each domain. Many writings describe or analyze the job characteristics related to the $4^{th}$ Industrial Revolution without discussing the interlinkage of the revolution. It attempts to give better understanding the whole features of the revolution and further discuss about challenge for innovative HRD. It overviews the technological competition in the $4^{th}$ IR, the change of work with skills need and the new labor and the change of education focusing on new competence. After that, it brings the challenges for innovative HRD.

Wetland transformation through Water Resource Users Association; The case of Rwamuthambi Sub Catchment area, Kenya

  • Many studies conducted in Kenya regarding water resource governance have focused on the mandate of Water Resource Users Associations (WRUAs) with less attention being accorded to their effectiveness in conservation of wetlands. This study assessed the effectiveness of WRUA committees, and challenges faced in conservation of Rwamuthambi Sub-catchment. The study employed exploratory descriptive research design. Data was collected through questionnaires, semi-structured interviews, observations and review of secondary data. Chi square and descriptive statistics was used to analyze the data. The survey results revealed that only 15% of WRUA committee understood water resources management while 35% were aware of relevant legislations. Factors of wetland degradation showed significant association with existence of WRUA (χ2 (4, N=180) = 20.46, p< .01) where (χ2- chi square (degrees of freedom, N = sample size) = chi-square statistic value, p = p value), although WRUA contributions were perceived differently per agro-ecological zone (χ2 (8, N=147) = 15.51, p>.05). Challenges unearthed were inadequate financial and human resources, lack of understanding, ineffective collaborative governance, poor support from county government and private ownership of riparian land reserve. There is need for WRUAs to embrace collaborative governance for effective conservation of wetlands. Integration of sub catchment management plan with county land use plans and policy review is also required.

A study of the actual conditions and development plan of the 6th industrialization policy: In the view of agricultural management organizations of Chungnam region

  • The $6^{th}$ industrialization of agricultural areas, which is the strategy to combine the 2nd industry and the 3rd industry with the 1st industry, is one of the main policy strategies of the inistry of agriculture, food and rural affairs in Korea. This policy strategy focuses on the promotion of small- and medium-size farmers or business firms including agricultural management organizations. Even though various policy programs have been implemented for the $6^{th}$ industrialization of agricultural areas, many agricultural management organizations still claim problems. The purpose of this paper is to analyze the actual conditions of policy programs for the $6^{th}$ industrialization of agricultural areas and to suggest a development plan for the $6^{th}$ industrialization policy for agricultural producers. Especially, we focus on the point of view of agricultural management organizations in Chungnam region. The results of this study present some findings as follows: first, the $6^{th}$ industrialization policy in the agricultural area needs to aim at improving software systems, including human resource systems. Second, the policy programs should focus on improving resident's welfare through building more public facilities and amenities. Third, a strategy of selection and a focus on long-term programs are required to increase the efficiency of policy programs for the $6^{th}$ industrialization of agricultural areas.
