산림리조트 개발방향에 대한 고찰 -일본 산림도시의 특성과 그의 좌절요인을 중심으로- (A Study on the Direction of Forest Resort Development -Focusing on the Characteristics of Japan Shinrin Toshi and the Causes for its failure-)

  • The management aggravation of forests and the increase in the demand on resorts promote the urban use of forests, and the development of forests-using resorts is becoming an important political issue. Based on this understanding, this paper purports to examine the causes for the failure of the Shinrin Toshi policy (development of living space and resorts) which Japan promoted, and also examined the future direction of the development of forest resorts in Korea. As a result of the study, it was found that the Shinrin Toshi policy of Japan was promoted through the new changes of bubble economy and forest culture theory, and various strategies for the co-existence of human beings and nature were worked out. However, the policy took precedence without concrete plan production, which was found as the direct cause for the failure. The reasons for not having concrete plan production were: the target and the resort lifestyle (who will use it and what life will be developed) were not clear; the subject of the policy was restricted to state forests; and the dependence on civil capital in the promotion of the policy was too big. Therefore, in order to make the Shinrin Toshi policy successful, concrete lifestyle how the forest resort will be used and operated - needs to be set up and resources should be concretized. For this, the concrete demand on the forest resort life and the traditional community property of forest areas will have to be examined.

한국수출(韓國輸出)의 시장점유율(市場占有率) 분석(分析) : 대미(對美)·日(일)·여타(餘他) OECD 수출실적(輸出實績)을 중심으로 (The Changes and the Determinants of Korea's Market Share in U.S., Japanese, and Other DECO Imports)

  • 본고(本稿)에서는 한국의 대미(對美), 대일(對日), 대여지(對餘地) OECD에 대한 공산품 수출의 증가를 각 교역상대국(對餘地)(혹은 지역)의 수입규모(輸入規模)의 증가에 기인하는 것과 한국의 점유율(占有率)의 증가에 기인하는 것으로 분해하고, 한국의 대미수출(對美輸出) 자료(資料)를 사용한 회귀방정식(回歸方程式)의 추정을 통하여 점유율(占有率)의 결정요인들과 시간의 경과에 따른 그 영향의 변화를 살펴보았다. 점유율(占有率) 결정(決定)의 회귀식 추정에 따르면, 물적(物的) 및 인적자본집약도(人的資本集約度)의 영향이 유의한 것으로 나타났는데, 이 집약도(集約度)가 높은 산업일수록 수출의 점유율은 작았으나, 집약도(集約度)가 불리하게 작용하는 정도가 시간의 경과에 따라 점차 줄어들고 있는 것으로 나타났으며, 인적자본집약도(人的資本集約度)가 점유율 결정에 불리하게 작용하는 정도가 물적자본집약도(物的資本集約度)의 경우보다 훨씬 크게 추정되었다. 엔화(貨)의 평가절하(平價切下)는 한국의 점유율을 축소시키는 영향을 미치는데, 그 영향이 1980년대에 점점 커지는 것으로 나타났다. 또한 1970년대와 중화학공업정책의 경공업 수출에 대한 영향이 매우 부정적이었던 것으로 추정되었다. 이를 고려하건대, 수출구조(輸出構造)의 '고도화(高度化)'를 위한 정부의 대규모 시장개업은 현명하지 못한 일이고, 인적(人的) 물적자본(物的資本)의 축적이 원활히 진행되도록 보조하는 정책이 무엇보다 요구되는 정책이라고 하겠다.

위탁급식전문업체 지적자본 측정도구의 운용시험 평가 (Practical Evaluation of Intellectual Capital (IC) Measurement Tool for Contract Foodservice Management Company)

  • The purposes of this study were to a) measure the IC identified of CFMC (contract foodservice management company) ,b) examine IC circumstance of CFMC, c) evaluate practically IC measurement tool of CFMC, and d) present information for selecting an adequate CFMC to clients. The questionnaires of IC measurement were handed out to 108 CFMCs, there composing of main office employees, foodservice managers, customers, and clients of 207 school,38 hospital, and 86 husiness/industry foodservices. The statistical data analysis was completed using SPSS Win (ver 12.0) for descriptive analysis, t-test, Mann-Whitney U test. First, CFMCs had operational experience for an average of 8 years and 8 months, and served an average of 38,540 meals a day. Most of the respondent companies specialized in the school foodservice field and managed an average of 66 clients for the contract period of 2 years and 3 months. Second, the respondent companies had gotten a score of 77.78 points for the total average, 77.7 points in the large enterprise group and 78.1 points in the small and medium-sized enterprise group. Therefore, the minimum number of points for the accrediting license on Qualification is suggested to be over 70 out of a 100 point scale; this study would be serve as reference for the certification license on qualification. On the level of evaluation category, the scores were 14.15 to 20 points on $\ulcorner$finance$\urcorner$, 19.24 to 25 points on $\ulcorner$customer$\urcorner$, 19.33 to 25 points on $\ulcorner$process$\urcorner$, 14.31 to 20 points on $\ulcorner$human resource$\urcorner$, and 8.6 to 10 point on $\ulcorner$renewal and development$\urcorner$ . $\ulcorner$Renewal and development$\urcorner$ and $\ulcorner$customer focus$\urcorner$ received better grades than other evaluation categories. Third, $\ulcorner$Finance$\urcorner$ indicated similar distribution overall. Small and medium-sized companies had lower grades than large companies on 'market ability' of $\ulcorner$customer$\urcorner$ , but, clients of small and medium-sized companies had higher grade for 'client satisfaction' than large companies. Most of the companies supported 'infrastructure support for foodservice operation' of $\ulcorner$process$\urcorner$ by the main office of CFMCs, but, the branch chain offices of CFMCs were not applied efficiently. Large companies made more effort to improve the 'employee ability' of $\ulcorner$human focus$\urcorner$ than small and medium-sized CFMC. The 'research and development cost' of $\ulcorner$renewal and development$\urcorner$ was increased compared to the previous year. In conclusion, if CFMCs were to perform self-evaluation and a routine checkups by utilizing CFMC's IC measuring tool, improvements in CFMC operational capacities as well as foodservice quality can be noted.   • Today, information society is affected by new technologies including Electronic Commerce(EC), Electronic Data Interchange(EDI), Commerce At Light Speed(CALS ), multimedia and teleconferencing. Electronic Commerce is believed to be a field that will bring about a huge revolution of human life in the 21st century and thus its industry will give greatly influential effect on other industries In this paper, we have surveyed and studied through the internet and related materials for the development of framework of Electronic Commerce. It is required that we need the leading role of our government for the earlier activation of Electronic Commerce usage and have to establish the solid background of EC technology creation of our nation's originality and to activate the venture industry oriented for idea and technology rather than the industries in the form of larger enterprises. In conclusion, we have to expand our own ability of research and development to keep the continuous growth of our Electronic Commerce market and industries through the development of new product and prior acquisition of market as well as to expand the path of various technology aquisition by the strategic M&A and capital investment with the leading foreign enterprises.

Long-Term Growth Model in Myanmar Based on the Growth Trajectory of Vietnam

  • The purpose of this study is to identify major drivers of Myanmar's long-term economic growth and draw implications to implement development policies. This study investigated Myanmar, as the country is the most recently opened economy in Southeast Asia. This study conducted simulation analysis based on scenarios by applying World Bank's Long-Term Growth Model, Penn World Table 9.1, and World Development Indicator data. This study makes extensive use of LTGM and the LTGM-TFP extension to improve the validity of models for data calibration. This study confirms the validity of the model with data calibration and specifies scenarios for simulation analyses by setting the growth trajectory of Vietnam due to common geographical, political, and economic conditions. Main findings include that Myanmar's economic growth rate will continue to fall below 3% in 2040 without proper improvement of growth drivers. The results of this study also provide that total factor productivity growth and female labor participation are key factors for Myanmar's long-term economic growth. This study advises policymakers in Myanmar to strengthen human capital, which is crucial for total factor productivity growth in Myanmar's context and directly affects economic growth. Further, labor market policies to promote female labor participation is important to sustain economic growth.

기업 인적자원 관련 변수를 이용한 기업 신용점수 모형 구축에 관한 연구 (A Study for Building Credit Scoring Model using Enterprise Human Resource Factors)

  • 본 논문의 목적은 기업 신용점수에 영향을 미치는 기업 인적자원 요소들을 찾아서 기업 신용점수 모형을 구축하는 것이다. 모형 구축을 위해 사용된 자료는 2005년 한국직업능력개발원의 인적자본 기업패널 (Human Capital Corporate Panel, HCCP) 설문조사 자료와 한국신용평가(주)의 KIS-신용평점모델에서 생성된 기업 신용점수이다. 모형 구축을 위한 독립변수는 McLagan (1989)의 '인적자원 바퀴모델'을 토대로 인적자본 기업패널 설문조사 문항을 선택하여 사용하였으며, 종속변수로는 기업 신용평가점수를 사용하였다. 또한 기업 인적자원 관련 변수를 이용한 기업 신용점수 모형 구축을 위해 로지스틱 회귀모형을 사용하였다. 모형 구축 결과 최종적으로 선택된 변수는 22개였다 영역별로 세분화해서 살펴보면 대분류 기준으로 HRD 영역은 6개, HRM 영역은 15개, 기타 1개이고, 중분류 기준으로 개인개발 2개, 경력개발 2개, 조직개발 2개, 조직직무설계 1개, 인적자원계획 4개, 정보체계 2개, 보상 및 장려 6개, 복지후생 1개, 노사관계 1개, 기업규모 1개가 선택되었다. 구축된 모형을 평가하기 위하여 10등급 교차타당성 분석을 통한 오분류율, G-mean은 각각 30.81, 68.27이었다. 그리고 반응율은 가장 좋은 십분위가 가장 나쁜 십분위보다 약 6.08배가 크고 점차 감소하는 경향을 보이고 있다. 그러므로 구축된 모형은 기업 인적자원 관련 변수를 이용해 기업 신용점수를 측정하는데 적당한 모형이라는 결론을 내릴 수 있다

Re-development of Waterway system in Nihombashi River

  • Nihombashi is located in the central area of Tokyo, Japan. Tokyo has been the capital in Japan since the Edo period, which started approximately 400 years ago, and has accepted a variety of cultures, human resources, businesses for the last 400 years. This has resulted in building up the present prosperity. The Sumida River, one of the symbols of Tokyo and its tributaries including the Kanda River and the Nihombashi River, flows through the Nihombashi district. The river and tributaries used to benefit to the City of Edo. Due to the economic development and the industrial growth in Tokyo, however, they were polluted and lost their functions. In 1960s, approximately 40 years ago, the Sumida River became so dirty that local citizens kept away from it. The Nihombashi River was covered with an expressway, which was obscuring the river view. Since 1970s, local communities have proposed to rehabilitate rivers in Tokyo successively, and have proceeded with measures for river floods, improvement of sewage systems and construction of water purification facilities. Consequently, the quality of the river water was considerably improved in 1990. The stagnant rivers were turned into ones that local citizens were physically able to come close by. Today, restoring of the environment and the appearance of the city in the old days, Nihombashi district has been proposed as a model city of the future, which is alive with history and culture and harmonizing with rivers. The concept is "To Create, To Reserve, To Restore." This paper introduces a case study of the urban development, in which the local communities and public authorities collaborated with and proposed a brand-new style of the urban city harmonizing with the environment.

서비스경제시대 인재상요소 개발에 관한 연구 (A Study on the Development of Human Resource Factors in the Service Economy Era)

  • 4차 산업혁명시대의 도래로 인해 현대 경제가 서비스중심 경제사회로 변화하면서 기업에서도 변화하는 환경에 맞게 조직문화, 가치, 인적자본 등을 재정비 할 필요성이 높아지고 있다. 특히 시대가 변화하여도 모든 일은 사람이 하는 것이므로 사람을 관리하는 일 즉 인적자본은 지속가능한 발전과 기업의 가치를 유지하게 위해 가장 중요한 요소라고 할 수 있다. 이에 본 연구에서는 인재요소에 대한 중요성을 인식하고 변화하는 서비스경제시대에 알맞은 인재상 요소를 검증하기 위하여 최근 서비스경제시대 걸맞은 인재상 요소를 도출한 연구들을 문헌고찰 하여 이를 바탕으로 제시된 항목들이 유용한지에 대한 실증연구를 진행하였다. 이를 위해 사전조사와 본조사로 나누어 타당성분석, 신뢰도분석, 상관관계분석, 확인적 요인분석, 준거타당도 검증을 실시하였으며 그 결과 서비스경제시대 필요 인재상으로 7개요인 30개 항목으로 최종 도출 되었다. 본 연구에서 도출 된 결과는 서비스경제시대 인재에 관한 다양한 분야 연구에서 기초자료로 활용이 가능할 것으로 보이며 향후 이와 관련 깊이 있는 실증연구를 시행할 필요가 있다.

S&T Theories and National Competitive Advantages in South Korea

  • To understand South Korea's economic success several contending paradigms have emerged, ranging from a neo-classical explanation to a statist perspective, and Schumpeterian structuralism. The Korean miracle can be seen as a product of multiple factors involving the strategic choice of export-led growth, timely and active human-capital investment, business activism, and individual innovative ideas. However, South Korea needs more complex and innovative ideas to continue its both economic growth and S&T Development. The ideas of Schumpeterian structuralist needs to be more emphasized. Changing state-society relations and subsequent policy choice are greatly influenced by the industrial life cycle. The industrial life cycle is closely related to the historical sequencing and diffusion of technology. The complex mixture of statist-market-Schumpeterian structuralist perspectives could lead more technologically advanced society in South Korea.

중소기업(中小企業)의 직장훈련(職場訓練)에 관한 연구(硏究) (A Study on the Job Training in Small and Medium Firms)

  • On the job training is useful : a part of on the job training has increased the marginal productivity of future and rate of wage. Investment in a human capital depends on character of investment and market conditions. The innovation role of small and medium firms has recently received increasing attention in newly industrializing countries as they attempt to transform their industries from labor intensive to technology intensive. It also suggests some implications to the small and medium firms' strategies and public policies accelerating research and development. Lack of qualified scientists and engineers often inhibits the small and medium firms' ability to access and assimilate external technical information. Such technical personnel are particularly scarce in NICs. Therefore, how to employ these technical staff should be an important issue for small and medium firms seeking to acquire distinctive competences. Small and medium firms must invest further education and training to its labor.
