한국 청년 임차가구의 주거관 군집에 따른 가구 및 주거 특성 (Household and Housing Characteristics of Young Renters in South Korea in Relation to Housing Value Clusters)

  • The purpose of this study was to explore housing value clusters of young renters in South Korea and their relationships to household and housing characteristics reflected in the 2012 Korea Housing Survey (KHS). The 2012 KHS microdata was used as secondary data. Among the households included in the microdata, 1,196,144 young renter households (between 20 and 34 years of age) in private rental units were analyzed. The main findings are as follows. Ten rating scale items measured housing values. Eight of them were grouped into three value factors: Investment, Affordability and Cost Increase. Using these three value factors and perception of homeownership, households were classified into four clusters: Prospective Home Investor, Settled Renter, Homeowner Wannabe, and Support Needed. The current tenure types, income and expectation for next tenure types of four housing value clusters of young renters reflected Korea's tenure ladder which has home ownership at top followed by Jeon-se rental, monthly rental with deposit and monthly rental without deposit. The households in Prospective Home Investor and Homeowner Wannabe clusters would consider home purchase in the near future. Finally, households in Support Needed Cluster would be the main target to consider in development and implementation of housing welfare policies and programs to resolve housing problems of young renters, including beginning-stage professionals.

미국 지방정부의 저소득층을 위한 부담가능주택 수요분석 및 정책사례 연구 - 미시건주 및 랜싱도시권을 사례로 - (A Regional Study for Low-Income Affordable Housing Plan - With a Focus on Lansing Metropolitan Area in Michigan, USA -)

  • This paper introduced the affordable housing support programs and system of the State of Michigan and Lansing Metropolitan Area and reviewed the affordable housing plan of Lansing area. This paper also examined their challenges and efforts to solve the affordable housing issues with additional analysis. The affordable housing planning process was also presented with a comprehensive analysis and future prediction of demographic characteristics and housing supply and demand for affordable housing. Especially, the trend and future forecast of the elderly and low-income households who have a significant impact on the affordable housing demand are considered. The U.S. and South Korea have different housing characteristics and situations. A part of the plan and suggestions of Lansing are somewhat unfamiliar, and it is difficult to introduce their suggestions into our policies. However, the affordable housing plan of Lansing Metropolitan Area suggested various solutions to solve the issues, and some of them deserve to be considered on our housing policy making.

건강가정지원센터의 브랜드 교육 프로그램 개발에 관한 연구 (A Study on the Development of Representative Education Program for Healthy Family Support Center)

  • The purpose of this study is to develop the education program for a healthy family support center. This will be a representative program which will differ from the education programs of other welfare centers. This study suggests 11 themes based on the elements of a healthy family. These programs aim to prevent and solve family problems. The 11 themes are as follows: family values, family relations 1 and 2 (couple/parent-children), parent coaching 1 and 2, family culture, resource management, multi-cultural families, working families, family volunteerism, and family consulting. This study focuses on creating a frame for this program which is integrated, systematic, and flexible. It also develops both family diagnosis sheets and educational content about various aspects of family life. Thus, this can be a core program which allows networking with other programs.

영국의 노인공동생활주택에 대한 검토 (Review of Communal Housing for the Elderly in the UK)

  • The purpose of this study was 1) to review communal housing in the UK, 2) to consider the policy implications for elderly communal housing in Korea. The research methods used were 1) literature review about communal housing and related policy in the UK 2) field survey in the UK 3) interpretative suggestion for the proper policy implication to develope communal housing for the elderly in Korea. Sheltered housing in the UK had been developed as communal housing for the elderly with special needs since the 1970s. The type of sheltered housing were category 1 and category 2. Very sheltered housing with more facilities and meal services was added in 1980s. Sheltered housing was evaluated as the most humanistic solution for older people in the UK in 1980s. Because of the policy of moving institutional care to community care, sheltered housing became less in demand because of more options for older people including being able to stay in their own home. So new completion of sheltered housing by registered social landlords reduced saliently. Sheltered housing already totalled over half million units in which 5% of all elderly over 65 still lived and a small quantity of private sector for sale schemes emerged in the 1990s. The reason why the residents moved to sheltered housing was for sociable, secure, and manageable living arrangements. In general the residents were satisfied with these characteristics but dissatisfied with the service charge and quality of meals, especially in category 2.5 schemes. The degree of utilisation of communal spaces and facilities depended on the wardens ability and enthusiasm. Evaluation of sheltered housing indicated several problems such as wardens duty as a \"good neighbour\" ; difficult-to-let problems with poor location or individual units of bedsittiing type with shared bathroom ; and the under use of communal spaces and facilities. Some ideas to solve these problems were suggested by researchers through expanding wardens duty as a professional, opening the scheme to the public, improving interior standards, and accepting non-elderly applicants who need support. Some researchers insisted continuing development of sheltered housing, but higher standards must be considered for the minority who want to live in communal living arrangement. Recently, enhanced sheltered housing with greater involvement of relatives and with tied up policy in registration and funding suggested as an alternative for residential care. In conclusion, the rights of choice for older people should be policy support for special needs housing. Elderly communal housing, especially a model similar to sheltered housing category 2 with at least 1 meal a day might be recommended for a Korean Model. For special needs housing development either for rent or for sale, participation of the public sector and long term and low interest financial support for the private sector must be developed in Korea. Providing a system for scheme managers to train and retrain must be encouraged. The professional ability of the scheme manager to plan and to deliver services might be the most important factor for the success of elderly communal housing projects in Korea. In addition the expansion of a public health care service, the development of leisure programs in Senior Citizens Centre, home helper both for the elderly in communal housing and the elderly in mainstream housing of the community as well. Providing of elderly communal housing through the modified general Construction Act rather than the present Elderly Welfare Act might be more helpful to encourage the access of general people in Korea. in Korea.

주거지 재생지역의 기존주택 기능전환에 대한 노인의 반응연구 (Elderly response to alteration of existing house function in housing improvement area)

  • As an aging population has increased vastly and nuclear families have been a dominating family type in modern Korean society, the numbers of the elderly who suffer Empty Nest Syndrome and LID (Loss Isolation Depression) syndrome have been accelerated. These syndromes involve psychological instability, melancholy, and lethargy. To make the elderly get out of this phenomenon and live actively, the scheme of converting their existing house into shared housing was set as a hypothetical solution in this study. This study sets out to find out responses of the elderly to alter their own house's function in housing improvement area. A Small Workshop Panel method was used and the elderly aged 55 years upwards took part and they own a detached house in a housing improvement area that is relatively large for the elderly or the elderly couple to live alone. Through the workshop, problems that the elderly have been experiencing within their houses were looked into and responses of the elderly on altering their house to shared housing by introducing developed schematic plans. Although, the first response was negative, positive responses from the house owners were carried out when a visual support i.e. developed shared housing plan was provided. The positive response was based on the fact that subsidies from the government on house renovation and tenants matching programs are supported as shared housing could provide home owners economical support with rents and help them to feel less lonely. This is a way of relieving the elderly from being neglected and supporting them to live and age actively in their later lives. Furthermore, by providing a visual media to the elder residents in housing improvement area, their greater understandings on the development and addressing their opinions were possible. Therefore, more tools that promote elder residents' participation are needed for future housing improvement projects and an aging society.

건강가정지원센터의 교육프로그램 운영 실태에 관한 조사 (Research about the Education Program of the Healthy Family-Support Center(HFSC))

  • The purpose of this study was to analyze the educational program that is offered on the information menu in the homepage (Familynet) of the Healthy Family-Support Center (HFSC) and suggest developmental directions. For this purpose, first, it deduced that the managerial principles of the education program, from related theories, are included in the family-system, family-structure, family-structure analysis, family life-cycle and ecological system theories. Second, it analyzed the educational programs of 44 local centers that are connected to the homepage (familynet.or.kr) of HFSC. Finally, it suggested developmental directions for managerial improvements of educational programs. As a result, the most popular part in the educational program was parent education, especially the visiting-father education program. The number of couple-related education programs were fewer than those for parent education, because it is difficult for couples to be present at the same time. Family and Self-Cognition programs cover insufficient contents in the parent-education program. Though total program in familylife education is quite large, the number of programs in each separate part is far too small for such a wide subject. So, each part in the program should be made more sufficient. Finally, it suggested the development of an evaluation system and a coaching process as special services for families that are in different development stages and have different family experiences, resources, needs and goals.

건강가정지원센터의 공동육아나눔터에 관한 사례연구: 인천소재 공동육아나눔터의 물리적 실내공간환경을 중심으로 (A Case Study on the Co-Child Care Sharing Space of the Healthy Family Support Center: Focusing on the Physical Environment of Interior Space in Incheon)

  • Recently in South Korea, family-friendly living environment in resident communities have emerged as an important issue in addressing problems created by personalized and fragmented family in urban areas. Since their foundation in 2005, Healthy Family Support Centers provided a variety of community activities for both parents and children through the Co-Child Care Sharing Programs. That being said, it is certain that the Healthy Family Support Centers play a central role in making a family-friendly environment. This study surveyed the physical environment of the co-child care sharing space and suggested further improvement. The content of this survey represents the characteristics of co-child care sharing space in Incheon such as operation status, physical space, prepared facilities, and preference for facilities. This study also explored the field of two co-child sharing spaces (Bupyung-gu and Seo-gu) as an example case. The subject of this study was 14 co-child sharing spaces of nine Healthy Family Support Centers in Incheon investigated from July 2014 to October 2014. This study indicated three results: first, the size of the co-child care spaces, their composition and facilities are very different from each center and require standards and guidelines for the co-child sharing space in regards to physical space, composition, and facilities. Second, co-child sharing space should be provided with individual special programs and diversified activities in addition to playing activities. Third, many healthy family support centers operate over two co-child sharing spaces along with an out-located co-child sharing space that require mutual organizing and operational networking between each co-child sharing space to effectively share programs.

공동주택 세대외부창고의 활성화 방안을 위한 사례 연구 (A Case Study on Active Usage of the Storage Space Outside Housing Unit of Residential Complex)

  • This study aims to analyze the cases of storage space outside housing unit and propose the activation plan. The issue of storage in residential complex has continued to be reported. This is more salient due to the recent preference trend for small houses, the constant increase of living goods and the limitation of the available space inside housing unit. Although more apartment houses are trying to have individual storage in the exterior space to address these issues, there is still a paucity of the related studies and more studies are required. In this study, we conducted on-site investigation and user interview of each case to propose active usage of the storage space outside housing unit. Result of this study shows that the most crucial factor to improve is 'accessibility' in order to activate the storage space. Storage room should be located close to each household or the individual parking space. The second factor is the size and the structure of the storage room. The sufficient space for keeping and taking large objects out are required. The front of the storage room should have a clogged structure to insure privacy. The third is the provision of suitable support programs such as the system that occupants can check remotely what items are in their storage rooms, garage sale, laundry service, auto cleaning system and rental program. Those programs are required for efficient management and activation of space. Another requirement is to improve environmental factors which include maintenance of optimal temperature and humidity, automatic ventilation system, control of individual lights, and security enhancement. Based on the results of the survey, we provide basic data which can be used for practical space planning to activate exterior storage space of the housing unit. Further surveys are required to develop this study by obtaining more data for generalization.

청년의 주거독립에 미치는 영향과 정책적 시사점 (Residential Independence of Youth and Policy Implications)

  • 최근 우리 사회의 전 영역에 걸쳐 청년 세대의 문제가 대두되고 있다. 이들은 생애 주기 과정상 독립, 취업, 혼인 등 다양한 이행기에 있어 다차원적이며 중첩된 문제에 놓여 있으며 특히, 가장 체감할 수 있는 주거분야에서 주거독립의 관점에서 살펴보았다. 사회적 자본이 충분하지 않은 상태에서의 독립은 주거독립 중단의 가능성이 높고 불안정한 독립일 가능성이 높다. 그럼에도 많은 청년들은 자의든 타의든 주거독립으로 인해 어려운 환경에 놓여 있다. 이에 청년가구와 같은 취약계층의 자립 용이성 측면에서 자신에 대한 이해와 지지체계의 중요성을 감안하여 분석을 하였다. 분석 결과, 청년의 일반적 특성에 국한하기보다 내재적 다양성 및 이질성을 고려한 정책이 요구된다. 또한 일시적 주거비 부담 완화와 같은 단편적 정책보다 실질적으로 자립을 이행할 수 있는 장기적 정책이 필요하며 이와 더불어 청년 일자리, 고용 안정 등의 복합적 지원도 필요하다. 청년가구의 주거독립에 미치는 주요 영향요인으로 대중교통 이용과 문화시설 등에 대한 생활 인프라의 요구를 확인할 수 있었다. 한정된 재원인 정책자금의 효율성 및 효과성을 동시에 고려하기 위해서는 입지 선정을 세심하게 고려해야 한다. 또한 주거독립을 위한 다양한 주택유형 및 점유형태를 제공하여 청년의 이행기 및 생애 주기 관점에서의 선택권을 확대할 필요가 있다. 청년의 이행기 지연은 개인의 생애 주기 단절, 만혼, 저출생 등 사회 전체적인 측면에서의 손실로 이어질 수밖에 없다. 이러한 점에 비추어 가장 체감할 수 있는 주거상황에 대해 보다 포괄적인 차원에서 통합적인 노력이 필요하다. 나아가 미래세대의 주요 구성원으로써 자립할 수 있도록 전향적인 사회적 공감대와 지지가 필요하다.

청소년의 여가실태를 고려한 공동주택 커뮤니티시설 요구에 관한 연구 (A Study on the Needs of Community Facilities in Apartment Complex for Leisure Activity of Adolescent)

  • Being able to enjoy leisure time for adolescents is a necessary activity, for it helps them relieve their anxiety and stress and develop their potential. It is necessary to incorporate such spaces in the housing plans in advance and support diverse community activities. The current living spaces do not hold proper spaces and facilities for community activities appropriate for adolescents. Community facilities should be planned so as to reflect the needs of these adolescents, based on a clear survey in advance. The current study has conducted a survey to find out about the level of satisfaction and requests from adolescents on the leisure facilities their current living spaces hold. Based on this prior research, this study looks for solutions that could solve the issue at hand. The current community facilities are not convenient to support a diversity of leisure activities to the adolescents. The community facilities should be able to supplement information on the various activities put in place for the youth and widely supply the programs in demand. Furthermore, the adolescents wanted to form their own community within the facilities to practice their leisurely activities. We can safely assume that the youth's desire for more community amenities will increase for their own development.
