Revitalization of Urban Regeneration through the Happiness Housing Project as Public Housing Policy

  • Urban space structure in South Korea when through drastic changes ever since public housing policies began their full-fledge implementation. That is, public housing policies represent the main cause for formation of the current urban space structure, as the public houses are constructed in accordance with changes of demographic/social structure, considering changes of housing demand, in urban spaces demanded by the end users. After rapid industrialization and urbanization in the 1960's, each government in different periods have implemented housing supply policies through massive urban developments, to resolve the issue of housing shortage and residential instability. Phase 1 New Towns were developed in the 1980's resulting in suburbanization of the Seoul Area, followed by urban sprawl due to construction of small-size New Towns after deregulation in the 1990's, and construction of Phase 2 New Towns for resolution of housing shortage in the early 2000's and the resulting urban problems. In the mid-2000's, construction of Bogeumjari houses in GB areas led to insufficient housing supply in downtown areas, and the period after 2010 witnessed continuous deterioration of existing urban areas and acceleration of the rental housing crisis caused by rental housing shortage in downtown areas. Moreover, the residentially vulnerable classes consisting of young, 1~2-member households is expanding, with the real estate market in recess. Therefore, the government is trying to achieve urban regeneration through public housing policies so as to resolve the urban space problem and the housing problem at the same time, and the Happiness Housing Project has been implemented as a policy to achieve that goal. The Happiness Housing Project for young, residentially vulnerable classes in downtown areas, is going through diversification aimed at conjunction with urban regeneration projects in downtown areas, as exemplified by conversion of rental houses in residential environment improvement project districts and redevelopment/reconstruction project districts into happiness housing, and supply of happiness housing in conjunction with small reorganization projects for deteriorated residential areas in such areas as those excluded from New Town designation. Continuous supply of Happiness Housing in conjunction with urban regeneration requires mixed-use residential development which includes convenience facilities and public facilities, along with improvement of rental conditions (rental period/rent) and diversification of project methods, considering that the project is implemented in downtown areas.

  • In the modernization process of the city, urbanization raised a variety of social issues. Urbanization brought noticeable changes in dwelling patterns, such as drastic changes in the housing lifestyle, that revolved around the metropolitan areas of Seoul and Busan etc. before and after the expansion of economic growth. Especially in 1985, when 23.8% of the country's population was concentrated in Seoul, the imbalance of housing supply and demand caused a vast range of housing shortage. The shortage, that resulted from public sector mishandling of natural housing demand, lead to the occurrence of private sector rental housing. The occurrence of this abnormal rental housing supply, became a major cause of Korea's typical lease system called 'Co-dwelling', where the leaseholder and tenant physically lives in the same residence. The leaseholder and tenant's 'Co-dwelling' started from partial renting of traditional Korean-style housing and transformed with the transition of dwelling form and time. However, after 1985, legalization of multi-family housing, Korean rental housing started to be planned in the beginning of it's housing construction and to be produced as an independent space with separate circulation. Also in terms of facility, it changed from partial renting of a space within the residence to an assembly of small individual spaces. However, the background of this deep-rooted 'Co-dwelling' lease system, in different forms and periods of residence, is still based on the lack of public sector rental housing supply and private sector supply of rental space to utilize extra space, 'Jeonsei' payment.

대도시 단독 주택지내의 주거환경 평가에 관한 연구 -교통환경을 중심으로 - (A Study of Living Environment of Old Single House District in Metropolitan Area - Focus of Transportation Conditions -)

  • The Primary Purpose of this study is to evaluate transportation conditions (including parking space shortage problem) of the old single house district and to derive some policy implications for living environment improvement policy. For these purposes, data were collected from field survey and questionaire survey. The main findings are follows. Residents are discontent about building structure, old house, high risk of traffic accident in the housing district and parking space shortage. The living environment of the old single house district is further degraded by mix of commercial and business functions in the residential area. Based on these findings, we suggest that the introduction of resident-first parking zones, restriction of use of facilities with more detail division of use than current zoning system for improvement of living environment.

A Comparative Housing Policy and Policy Transfer between Countries with Respect to Low-Income Housing in Korea

  • Korea has experienced a remarkable economic achievement since the 1960s. However, behind this facade of growth and progress, a chronic housing shortage in the capital region, declining owner-occupation, rising housing costs, and polarization in housing conditions between the better-off and the worse-off clearly illustrate the impasse and crisis in housing that Korea now faces. In addition, the IMF crisis and the late global financial crisis shocked the Korean housing market. The Korean government has made significant policy changes to improve housing security for less-privileged groups. In order to achieve housing policy development, the Korean government has tried to employ of advanced countries. What are the benefits(merits) and dangers(demerits) of housing policy transfer between countries? This paper emphasizes that we must recognize about 'differences' rather than 'commonalities' between countries with respect to policy transfer. It also maintains that the government should play a main role as an enabler rather as a provider of 'low-cost' housing.

Industrialized Building Systems for the Kingdom of Saudi Arabia

  • Rapidly expanding population in the Kingdom of Saudi Arabia has a massive impact to put pressure on the shortage of housing and existing infrastructure. With average population growth rate of 1,9% yearly, the population in Saudi Arabia is projected to increase from 31 million in 2015 to 37 million in 2025. According to the housing ministry, Saudi Arabia needs to provide 3.3 million units to meet the demand in 2025, which is about 300,000 unit a year. In the past 40 years, using the conventional construction method, the Saudi construction industry was only able to build about 150,000 units per year. To meet the demand gap for the housing shortage, a new approach and innovation in construction methods are needed. Industrialized construction as an approach in construction methods has been studied and implemented in some countries that experienced similar corncerns. Industrialized construction can be defined as the implementation of manufacturing methods to construction-related activities to improve quality, reduce cost and project duration. Compared to the conventional construction method, prefabrication as industrialized construction methods has reduced construction labor on-site by 9.5%, construction project duration by 20%, and construction waste by 56%. It improves the quality, durability and cost saving not only for construction project owners, but also construction contractors. This paper discusses the possibility of 'industrialization' of building system in the Kingdom of Saudi Arabia as a solution for the housing shortage. It is an initial part of a study aims to develop a framework to develop industrialized building system in the Kingdom of Saudi Arabia. The is paper based on extensive literature review and case studies.

  • In order to solve housing shortage, an apartment has been built and supplied in large quantities in Korea. As such a result, the apartment became a typical housing type in Korea. However, the housing became vulnerable to accommodate rapidly changing life-style & life-cycle of koreans and was lost the concept of Korean traditional housing for inheriting and developing Korean traditional culture. Therefore, this paper aims at eliciting of design elements for development on standard model of long-life housing with durability & flexibility based on data derived from housing consumers's questionnaire survey and expert's opinion surveys. We expect that the standard model developed on the basis of open building applying support & infill elements will be used as a standard model for planning future long-life housing with capacity.

주거환경 스트레스가 주거관리행동에 미치는 영향 (The Effect of Residential Stressor on The housing Management.)

  • The resulting rapid urbanization in Korea in several decades caused the problem of housing shortage and the various residential stressors. In spite of the seriousness of the problem. there have been very few studies that analyses systematically the effects of residential stressors on the housing adjustment attitudes and housing management behavior. The purpose of this study is to analyse such effects by identifying, on the basis of a comprehensive theoretical model. For this purpose, 822 housewives were sampled form the household in Seoul and Chonju-City. The main results obtained are as follows. 1) Higher tendency to housing adaptation tan housing adjustment attitudes. The lower level of stress is observed in housing adjustment than housing adaptation. 2) The higher level of housing management behavior is observed in the loser level of residential stress, the smaller level of living space, the higher level of family adaptation ability and social support.

1960년$\sim$2007년 수도권 아파트단지의 공동생활공간 변화 과정 (A Study on the Changing Trends of Community Spaces in Apartment Complexes in the National Capital from 1960s to 2007)

  • The purpose of this study is systematically to examine the changes that have taken place to the community spaces of apartment complexes in the national capital region of Korea. The methodology used in this study entails analyzing existing research and case studies carried out on this subject matter. Prior to these case studies, an existing study had been made of the chronological changes in policy, related laws and regulations in Korea since the 1960s. This case study presents the component ratio and systematized present situation of community spaces in twenty-two apartment complexes. An analysis of the researching process has revealed the following important factors related to the changes that have occurred in community spaces in apartment complexes. (1) Apartment complexes were originally developed in the 1960s to ease the housing shortage. Because the priority was to solve the housing shortage, community spaces were not widely considered or developed. (2) The standard of community spaces was established as mandatory by law in the 1970s, resulting in the emergence of various facilities that provided community spaces. (3) In the 1980s, various design competitions for apartment complexes were conducted as an attempt to improve residential environments. This process resulted in the development of new characteristic of subsidiary facilities. (4) During the period when housing problems were being addressed in the 1990s, the Community Service Center was added to the welfare facilities for residents. (5) Recently, during the 2000s, an improvement in residential environments has evolved due to the expansion of housing supply and economic growth. The quality of community spaces has therefore improved from the 1960s onward. This study revealed that policy and related laws regarding community space in Korea have been developing in a suitable direction and that the addition of various facilities to community spaces has improved the quality of living environments.

  • 콜롬비아는 가속화된 도시화 과정, 주택 부족 및 도시 개발 가능 토지 부족을 통해 대도시 인구 증가를 가져 왔다. 이러한 문제를 해결하기 위해 콜롬비아 중앙 정부는 Macroprojects와 같은 도시 개발 방법 등을 포함한 대규모 주택도시 개발을 위한 국가 정책을 개발해왔다. 그러나 주택 부족 문제는 여전히 해소되지 않고 있고 인구가 집중된 도시내부 지역은 특히 심각한 실정이다. 본 연구의 목적은 콜롬비아와 한국의 도시 개발 시스템을 비교를 위해 i) 두 국가의 수도권 대도시권을 비대칭적 맥락 방법을 통해 비교분석하고, ii) 양국의 대도시권 도시개발제도의 유사점과 차이점을 비교하고. iii) 마지막으로 한국의 신도시 개발 경험이 보고타 대도시 지역의 도시문제를 해결하기 위한 방안을 제시하였다.

주거 Life-cycle상에서 고객만족도에 미치는 영향요인 분석에 관한 연구 (Analysis of factors which affect Customer Satisfaction through Life cycle of Residence)

  • Resent, requirement of residents is socially increasing for apartment. Apartment housing os developed to reduce the housing shortage caused by urbanism after industrialization in Korea. The Purpose of this study is to analyze the casual relationships of housing satisfaction, living Life-Cycle on all residents of apartment housing. This study develops a theoretical model based on the previous studies, and testifies the hypothesis through analyzing to questionnaires form 643 residents of apartment housing. Then, the data were analyzed by SPSS12+ program package in terms of frequency, correlation analysis and multiple regression analysis. The results of this study is summarized as the followings: The perceived quality had positive effects on the factor of living Life-Cycle and housing satisfaction. Finding of this study can provide valuable information for a criterion of decision making to consumer and a marketing strategy of housing construction company.
