다가구매입임대주택과 영구임대주택 거주자의 주거환경 및 지역사회복지서비스 이용 실태 (Housing Environmental Conditions and Usages of Community Welfare Services among Residents in 'Da-Ka-Gu' Rental Housing and Permanent Rental Apartments)

  • The purpose of this study was to gather baseline data to be used for improving housing environments and developing welfare policies for low-income groups by identifying the similarities and differences in housing environmental conditions and in the usages of community welfare services between the dwellers of Da-Ka-Gu rental housing and those of permanent rental apartment. This multifaceted diagnosis currently being undertaken can be utilized through the lowincome housing planning and welfare policies as the basis for future policy formulation. Self-administered questionnaires and interviews were carried out by 212 dwellers in Da-Ka-Gu rental housing (104) and permanent rental apartments (108) in the city of Gwangju from July to October of 2010. The main findings are as follows: 1. The dwellers living in both Da-Ka-Gu rental housing and permanent rental apartments are satisfied with their housing environment. Specifically, a higher satisfaction with transportation and a lower satisfaction with neighbor's inter-relationships were evident. The dwellers of Da-Ka-Gu rental housing appear to be more satisfied with community spaces and housing management than those of the permanent rental apartments, whereas the latter appear to be less satisfied with the noise of the housing complex than the former. 2. Of the community welfare service programs, a higher usage is shown for meals service, free health screenings, home repair, and after-school learning programs among all residents in the two housing types. In particular, for the residents of Da-Ka-Gu rental housing, the children's education and parent education programs are more popular, whereas for those of the permanent rental apartments, the housekeeping services and health services utilization are highest.

연구경향 분석을 통한 노인복지시설 연구방향 설정에 관한 연구 (A Study on the Reserch Trends of elderly Welfare Facilities)

  • The purpose of this study is to analyze the research trends and characteristics in the research subjects related to the housing for the elderly in Korea. The number of 199 studies was selected from the paper of Architectural Institute of Korea. The data of the present condition for welfare facilities are exploited from Korea National Statistical Office. The elderly welfare facilities are divided as 5 kinds of things ; housing facilities, medical facilities, leisure facilities, retired facilities and mixed facilities. And policy and statutes of welfare facilities are included in this study. The data were analysed with contents and chronological order and then the trends of research were studied by facilities. As the results of study, studying about housing facilities is well progressed but, the other parts of studying are little short. Especially, studying for retired facilities is seldom done so we need systematic survey and study.

농어촌 독거노인 공동생활주거 실태조사 연구 - 충남지역 시범사업을 중심으로 - (Research on the Actual Condition of the Group Homes for the Elderly Living Alone In Farming and Fishing Villages - With Focus on Demonstration Projects in the Chungnam Region -)

  • Due to rapid decrease in population of farming and fishing villages and drain of young rural manpower to the cities, aging is being intensified, and the conditions of housing and welfare of elderly households are inadequate. Currently, group home is being discussed as part of specialized housing and welfare support policy for the people in the vulnerable class with poor self-supporting abilities such as the aged living alone in farming and fishing villages, and aged farming and fishing households. So the purpose of this research is to present the basic data for proposing the policy of supplying group home through examining the realities of housing and welfare of the people in the vulnerable class in farming and fishing villages. Survey was conducted on the 4 regions -Cheonan-si, Gongju-si, Yesan-gun, and Seosan-si - whose apartments were all occupied by the residents among the group homes for the elderly living alone in Chungcheongnam-do and the following results were derived from the analysis on the data collected from the survey. First, great effects can be attained at small costs by reorganizing and utilizing the public facilities that are unused or little used and the existing houses that are exposed to risks due to improper maintenance. Second, it can be pointed out that the residential environment of the vulnerable members of society was improved without impairing the existing village landscape. Third, housing welfare was enhanced without investing a large sum of money and the system to promptly cope with negligent accidents and emergency can be built and operated. Fourth, the cases promoted to solve the problems of the poor, unhygienic, and unsafe housing of the elderly and the vulnerable members of society were very positive and well worthy of being presented as planning direction of future group homes in farming and fishing villages. Finally, if they are operated entirely for free, it will cause the lack of the sense of ownership and the problems in securing the budget, so the ways of paying minimum individual housing expenses should be examined. The alternatives of housing welfare for the vulnerable members of farming and fishing villages are needed and the ways of constructive planning and researches should be continuously made. Also, the government's support policy should be actively promoted.

주택 구매의도에 미치는 영향에 관한 연구 (A Study on Factors Affecting the Purchase Intention of Housing)

  • 본 연구는 주택선택 속성과 정부정책이 주택 구매행동에 미치는 영향력을 통해서 주택시장에 대한 이해를 돕고자 한다. 이를 위한 분석의 주요 쟁점은 다양한 유형의 주택선택 속성과 정부정책간에 부동산 투자전망의 조절효과를 고려하는 것이다. 연구결과는 다음과 같다. 첫째, 주택선택 속성 중 편의성, 교육입지, 이웃수준은 주택구매의도에 유의미한 영향을 미치는 것으로 나타났다. 둘째, 정부정책은 주택구매의도에 유의미한 영향력이 없었다. 셋째, 부동산 투자전망의 조절효과는 선택속성 중 이웃수준과 상호작용 변수가 주택구매의도에 정적인 영향을 미치는 것으로 나타났다. 본 연구결과 정부의 금융정책은 주택구매 의사결정에 영향을 미치지 않음으로서, 현실적으로 과도한 규제는 처음 주택 구매자에게 주거복지의 질을 떨어뜨릴 수 있다. 또한 소비자 선호도의 동기에 대한 이해를 통해서 주택시장에서의 실제 수요 변화를 적절히 기술하고 설명 할 수 있다.

Housing and Welfare in Western Europe: Transformations and Challenges for the Social Rented Sector

  • In the post-war period, the mass provision of social rental housing units represented the primary means for resolving housing welfare issues across much of Western Europe. In contrast to North America, large swathes of state subsidized rental housing where built and let-out at submarket rents, both to needy as well as regular working households. By the 1980s social housing accounted for as many as four in ten homes in some contexts. Since then however, these important welfare sectors have been under attack. On the one hand, privatization policies have continued to undermine the basis of social renting with home ownership and private rental sectors advanced by policy as preferable alternatives. On the other hand, social housing providers have been restructured in order to play a more residual role in the housing market and serve more targeted groups of socially vulnerable people. This paper assesses key differences in the development of West European social housing sectors as well as recent transformations in their status that represent a challenge their sustainability. It also looks to what insights this provides for the South Korean housing context where public housing has proliferated and been increasingly diversified in recent years.

노인문제 해결을 위한 노인의 경제적 배제의 극복에 대한 사회복지정책 방안 연구 (A Study on Overcoming the Economic Exclusion of the Elderly to Solve the Elderly Problem)

  • 본 연구는 인생주기 가운데 노인복지의 가장 중요한 항목이라고 할 수 있는 경제적 측면에서 겪고 있는 세 가지 부문, 즉 소득, 노동시장, 주거복지 등으로부터의 배제에 대하여 이를 극복하기 위한 방안을 제시하고자 한다. 연구결과는 다음과 같다. 첫째, 소득보장정책이 종합적으로 수립, 실행되어야 한다. 예를 들어, 국민연금, 기초연금, 국민기초생활보장 등과 같은 국가적으로 시행되는 제도적 보장이 충분하게 이루어져야 한다. 둘째, 주거정책이 합리적으로 개선되어야 한다. 주거는 노인에게 절신한 문제인 만큼 노인의 취향에 맞는 정책이 효율적으로 수립, 집행되어야 한다. 셋째, 국가적·사회적 합의가 필요하다. 노인복지정책은 기본적으로 사회적 합의를 필요로 한다. 결론적으로 노인의 경제적 배제에 대한 극복방안은 장기적이고 다양한 분야에서 포괄적으로 모색되어야 한다. 또한 사회구성원으로부터 명시적으로 합의하여야 한다. 경제적 배제로부터의 극복은 노인의 생존권 차원을 위해서도 사회복지정책의 극복 방안을 강구하여야 한다.

서울시 공공임대주택 주택성능과 주거환경 만족도에 미치는 영향요인 (Analysis on the Satisfaction Factors of Housing Performance and Residential Environment of Public Housing in Seoul)

  • In order to balance with supply policy, public housing management and operation policies have been implemented in terms of housing welfare, but citizens have not yet achieved the results that the citizens are experiencing. The purpose of this study is to analysis the residential satisfaction of the including the housing performance through the characteristics of the public housing residents in Seoul. The data used in this study is based on the survey data of public housing panel survey in Seoul (2016). The study method used ordered logistic regression analysis based on the fact that dependent variables appeared as ordered responses. Major research results are as follows. Firstly, housing performance and residential satisfaction may not match. Even though the satisfaction of housing area, type, and management fee is high, satisfaction with residential environment is low if commuting distance, the number of small libraries, and hospitals are small. Secondly, it showed different characteristics of residential environment factors among types of public housing. Rather than focusing on supply, customized supply is needed considering characteristics of public housing types. Thirdly, the policy for public housing needs to be realized by a fair policy on the residential environment. It is necessary to contribute to better housing stability as a customized policy considering the local residential environment.

단지별 거주자의 요구 및 입지특성에 따른 복지 서비스 유형 적용에 관한 연구 (A Study on the Application of Welfare Service Type on the Basis of the Tenants Needs and Locational Characteristics in Each Housing)

  • 서민의 주거 안정을 위해 1980년대 후반 공급된 영구임대주택단지는 20여년이 흐르면서 새로 공급된 단지 거주자와의 형평성 문제가 야기되고 있으며 기존 거주자를 위한 복지서비스를 개선해야 한다는 요구에 직면해 있다. 이를 반영하여 본 연구는 복지서비스 유형을 살펴보고 단지의 입지특성과 거주자 계층의 인구특성을 기준으로 단지에 적용 가능한 복지서비스 유형들을 검토하고 거주자의 복지요구와 비교하여 향후 단지별 복지정책을 위한 기초자료로 활용하는데 그 의의를 둔다. 이를 위하여 복지서비스, 거주자 계층 그리고 입지특성에 관한 이론을 고찰함으로서 복지서비스의 범위와 유형기준을 마련하였다. 그리고 이를 토대로 거주자 대상에 따라 복지서비스를 강화하기 위한 7가지 유형(자립형, 반자립형, 육아형, 청소년형, 자활형, 사회통합형, 1인가구형)을 설정하였다. 복지서비스 요구분석에서는 관리 전문가와 입주자 대표를 대상으로 설문조사를 통해 단지 별 요구분야를 파악하고 이를 바탕으로 개별 단지를 분류하였다. 그 다음으로 단지별 입지특성과 거주자 계층의 인구특성을 바탕으로 복지서비스 유형을 세분화하여 적용하고 단지 별 요구도와 비교하였다. 전반적으로 영구임대주택의 인구특성은 고령화되었음을 확인할 수 있었으나, 유아비율과 청소년 비율이 높게 나타난 단지의 경우 보육형과 청소년형을 적용할 수 있었다. 분석결과, 영구임대주택의 복지서비스 유형은 서울시와 대도시의 대규모 단지일수록 자립형, 청소년형, 1인가구형의 비율이 높게 나타났으며, 소도시의 소규모 단지일수록 반자립형과 육아형의 적용비율이 높게 나타났다.

주거복지 분배 불평등 지수 연구 (Analysis on the Inequality Indicator of the Housing Condition Distribution)

  • Purpose: Housing is the most essential element for well-being in a society. The government would continuously supply decent housings to make a better living condition for people. As various housing policies have been implemented into practice, the effectiveness of policies need to be assessed and improved to rearrange the financial resources. The indicators, such as quality of life, housing supply amount and etc, could be used to estimate housing policy to provide a guidance for a new policy direction. Though various indicators are utilized to assess the policy effect, most of the items are depend upon a relativeness in aspect to assessment goal, items, time and its weighting. Therefore, it needs an absolute indicator to compare the policy effectiveness regardless of time elapse or items. In this paper, it developed the housing welfare indicator to assess the level of living condition, utilizing the Gini coefficient which is used for explanation on income distribution. Method: To suggest an inequity indicator, this paper used Gini coefficient to explain the level of living condition which is used on economics to provide the level of income distribution. Data are collected through the Korea Housing Survey by Ministry of Land, Infrastructure and Transport between 2006 and 2014. Indicators of living condition focused on the development of the estimation model using the frequency of room use. Result: Gini coefficient between 2004 and 2014 is about 1.5 score except in year 2013, and the trend of score has been decreased slowly which means the inequality gradually improved. In this result, it implies the living condition and distribution level would be improved than before.

노인가구의 자립생활증진을 위한 주택개조방안에 관한 연구 : 서울시 노인가구의 주택개조실태와 요구를 중심으로 (A Study on Residential Remodeling for Improving Independent Living of Elderly Households - Focused on Residential Remodeling Types and Needs of Elderly Households in Seoul -)

  • Aging in place strategies such as residential remodeling have potential to enable older persons to remain in their own homes satisfactorily in terms of quality of life. The purpose of this study is to investigate the types of residential remodeling, needs, and opinions of elderly households living in Seoul and to suggest the housing policy and system for improving independent living of elderly households. Using face to face interview with structured questionnaire, 115 elderly households were interviewed during April $25{\sim}June$ 25, 2005. Most of respondents wanted to stay in their own homes as long as they can and some of them remodeled their houses to adapt their physical and financial conditions and housing needs. Various factors such as financial problem and lack of knowledge about remodeling process, however, restricted their actions to realize their needs. Based on the results, some suggestions to activate 'aging in place' were proposed as future guidelines of housing policy related to residential remodeling for housing welfare of the elderly.
