Analysis of Factors Affecting Economic Feasibility of Long-term Public Rental Housing Reconstruction Project

  • The public rental housing policy aims to provide the housing to the vulnerable class who do not have enough credit to own houses. The Korean government introduced new policies for housing supply to improve the availability of new houses. However, it is difficult to expand the supply because of the accumulated deficit of public rental housing. In this study, the economic feasibility of long-term public rental housing reconstruction projects was examined to ensure the economic and sustainable growth of public rental housing. The research found that the compensation for the accumulated deficit is needed. Also the research analyzed and identified the factors affecting the economic feasibility of reconstruction projects. The significant factors identified in this research are: the supply price of pre-sale/rental housing in the reconstruction project, total cost of the reconstruction project, and total floor area of the reconstruction project. According to the analysis results, it is necessary to increase the rent of existing long-term public rental housing, expand the government subsidy, increase the supply price of pre-sale/rental housing, and reduce the total project cost. However, there are limitations. For example, the fluctuations of construction market, residents' burden of housing costs, and the limit of the budget of the public housing authority. The increasing total Floor Area Ratio(FAR) limitation of the reconstruction project would be the realistic solution to the problem because it gives incentives to the reconstruction project.

  • There are many existing trees are to be damaged by reconstruction of large housing estates. The purpose of this study was to find out sustainable conversion methods of Greenbank system by UR Agency. Greenbank system is divided 3 parts as Preserving, Replanting, Recycling of Existing trees. Literature and institutional review and site survey of 5 reconstruction housing estate were the methods for the following findings. The results are follows. Firstly, Because of feasibility of reconstruction, existing trees are preserving at boundary space of reconstruction housing estates. Secondly, existing trees are preserving at inner space for remember of resettlement as symbolic trees. It is conformed by residents participation with UR Agency and city official. Thirdly, Preserving and replanting trees are recorded signboard in the reconstruction housing estates, and preserving of trees are developed as Green workshop by residents. Fourthly, Besides Preserving and Replanting trees, the other trees are recycling as bench, play equipment, planter, etc. And it is remained symbol of reconstruction housing estates. Fifthly, District planning as a institutional, Guidelines as a noninstitutional method are very efficiently for preserving trees. But a part of this study can be adapt reconstruction housing estates in Korea. The results of this study are expected to serve some clue for dealing with the practice of sustainable conversion in housing estates.

  • In connection with the plan for improving the residential environment gradually by analyzing the present condition of the reconstruction and parcel form of the housing area in a inner area, the main objective of this research is to develop a cooperative urban housing model based on the neighborhood agreement. The parcel form has a structure that is inappropriate for individual reconstruction; thus, the substantial improvement only through the residential environment improvement project has its limitations. As an alternative plan to resolve such limitations, I proposed a system that enables step-by-step reconstruction within the small-scaled blocks through the annexation of the land based on the neighborhood agreement. Nonetheless, I realized that it is difficult to apply such reconstruction system to individual housing. Therefore, I presented a design concept on the cooperative urban housing project as a residential form for the reconstruction inside blocks. A model plan vouches for its effectiveness. To apply substantially the cooperative urban housing plan based on the neighborhood agreement, we need to supplement the sectional plan system.

An Analysis on the Actual Condition and the Influential Factors in Reconstruction Projects for Deteriorated Apartment Housing (노후아파트의 재건축 추진 영향요인 분석 -대구광역시 사례를 중심으로-)

  • In this study, various factors affect on the reconstruction of the deteriorated apartment housing complex in the Taegu-City were analyzed. The conclusions obtained in this research were summarized as follows; 1) In case of 4 to 5 storied apartment buildings, those were main objects for reconstruction. The number of the buildings and households consisting apartment complex and the total building area and the ground area were appeared as major factors. Those factors were highly correlated with the consensus of reconstruction. 2) As a maximun area of reconstruction was limited, higher existing consensus capacity and its ratio affect negatively on reconstruction of deteriorated apartments. 3) The main motivation for reconstruction is disadvantages among the members of reconstruction association were main obstacles to reconstruct the deteriorated apartment buildings. Therefore, a resoanble alternatives for reconstruction plans and administrative managements were needed.

  • In this study, to solve the problem of the Association-led Housing Reconstruction Business (AHRB), as an alternative to the AHRB, the reliability of the Trust company-led Housing Reconstruction Business (THRB) is verified. To this end, the AHRB and the THRB comparison analyses were performed for the project period, income and expenditure, and the calculation of the Reconstruction Charges (RC). The results of the study are as follows: First, the THRB's business period is shorter than the AHRB's. Second, the THRB's business value is likely to be superior to the AHRB's. Third, due to differences in the calculation period of excess profit for housing reconstruction and the cost items related to implementer, the THRB's RC will be less than the AHRB's RC. Thus, the stability of the THRB has been partially verified as an alternative to the AHRB. The THRB is expected to expand further in the future.

  • The purpose of this study is to investigate the reflection degree of residents' opinions and their participation, on the premise that the reconstruction of apartments is a process of the concrete realization of residents' dwelling needs and of the recreation of living spaces. Here are some of results of this research; Although apartment residents who have experienced the process of reconstruction have a great desire to participate and a wide range of participation, the proper procedure of participation is not prepared and the contents of reconstruction is not fully understood. And the residents have the different opinions on 'height and mass of apartment' and 'amount of compensation and payment'. Meanwhile, the residents believe that all of them should take part in the participation process and some government interventions are needed. Accordingly, various ways for resident participation in the process of reconstruction are to be provided and new techniques for encouraging public participation are to be sought.

Minimum Floor Area Ratio Estimation Model for Reconstruction Projects to Compensate for Loss of the Aged Long-term Public Rental Housing (노후 장기공공임대주택 손실보전을 위한 재건축사업의 최소용적률 수리모델)

  • Started in 1989 as Public Permanent Rental Housing scheme, public rental housing lease policy is increasing target residents and supply in each government by introducing new supply types. However, public housing business entities have difficulties in expanding the supply due to cumulated deficit. The research suggested long-term public rental housing reconstruction business as a method to preserve the cumulated deficit from the previous. Minimum floor area ratio mathematical model was suggested by defining the floor area ratio of reconstruction business as minimum, since housing sales profit after reconstruction could preserve aggregated deficit, and mathematically approached by considering the traits of long-term public rental housing reconstruction. The determinant for minimum floor area ratio mathematical model comprise cumulated deficit of the existing long-term public rental housing, land size of reconstructed sale housing, housing sales price per unit area, and business cost per unit area. Minimum floor area ratio mathematical model is expected to be the milestone for supporting decision making regarding the economic part of old long-term public lease housings' reconstruction scale, and expanding housing supply within urban area.

  • As the number of aged-housing has been rapidly increased, many kinds of defects and problems such as degeneration of housing environment, structural performance, and equipment performance have been appeared. The reconstruction as the way to improve the aged-housing has been used mostly because the legal process of the reconstruction is relatively easy. On the other hand, it has caused problems such as the lack of natural aggregate, the environmental damages owing to construction wastes, the loss of national resources, and the lack of the housing for rent nearby the reconstruction area. This problems limit active tying into the reconstruction business at present in the industrial and political perspective. In this context, it is required to revitalize the remodeling rather than the reconstruction. In order to reach this objective, this research aims at identifying the user-oriented performance for the housing industry and developing the new technologies. It is expected that the result of this research can contribute to more revitalize the remodeling as tying researches in terms of design, structure, equipment, and construction.

  • Established redevelopment and reconstruction projects were unified into one law in 2003 when the 'Act of Urban, Residential and Environment Improvement' was enacted. However, the act only focused on the improvement of the physical state of residential environments established by maintenance projects. In order to be effective, the law also needs to improve the nonphysical aspects of the residential environment. While conducting our research and comparing it with past research, we identified the major factors of residential preferences in order to extract and analyze the nonphysical state of residential environments. As a result, we found that social and economic factors are significantly more important to residents than cultural factors. Also, we found that in each district studied the housing preferences were the most important in redevelopment and reconstruction with the exception of Sangdang-Gu (where the community was the most important factor) and Hungduk-Gu (where the social factor was most important). For future purposes, it is necessary to consider the variables according to each location in order to reflect the needs of the residents when building an apartment complex within the redevelopment and reconstruction district.

  • After the late 70's, the apartment housing have been constructed numerously, but the apartment housing has been deteriorated and the maintenance cost has been increasingly upward as time goes by. Because of that, the reconstruction of the apartment housing is widespread in the late 90's. But as the owner, the congregation, is not an expert, there are many problems in the reconstruction projects. Thus, the necessity of the CM in the reconstruction project is getting higher, but the appropriate method for the application of the CM is not established yet. In this study, the CM work scope that is applicable in the reconstruction project is developed through the inquiry and interview to the experts. Especially, The work scope developed in this study is established to be adapted easily in the practical use for each project phase.
