  • After 2008 global financial crisis, Korean housing market has experienced stagnation. So it caused housing market problems like housing price reduction, rising rent cost and so on. For housing market normalization government announced policies but Korean housing market didn't recover from stagnation. So, to understand why Korean housing market couldn't overcome the recession and why the policies didn't be effective, this research analyzed housing market participants (home owner, housing demand) based on the law of supply and demand and the psychological effect on their transaction intention based on behavioral economics(behavioral finance). Based on the analysis this research tested the effectiveness of announced policies using System Dynamics. The result showed that the amount of transaction and mortgage loan was influenced by the length of time to draft policies.

The Effects of Permanent Income and Non-Human Capital Asset on the Housing Tenureship (항상소득과 비인적자산이 주택점유에 미치는 영향)

  • The purpose of this study is to identify which is the better indicator to forcast housing tenureship between permanent income and current income, and study the effects of non-human capital asset on housing tenureship. To forcast permanent income, a statistic regression equation is used with current income as the dependent variable. Multi-nomial logistic model is used to forcast the housing tenureship Using current income as the dependent variable delivered a more accurate result than using permanent income. Current income is used as a dependent variable and sex, age, education and occupation are used as independent variables to forcast permanent income. Non-human capital asset is also used as an independent variable. Also, excluding non-human capital asset variable when forcasting bothe permanent income and housing tenureship proved to be more accurate. Because permanent income, the sum of future income and current asset, is a good indicator of current consumption including housing, the result with permanent income should be more accurate than the forcast using current income. This implies an underdevelopment of a housing mortgage system that enables people to consume now on the basis of their future income. The Korea's unique Chonsei housing rental system has also made it difficult to forcast housing tenureship based on people's permanent income and asset. While, the Key-money of Chonsei housing and the housing asset of homeowners with debt are very similar in their amount, the result is completely different. One is a renter and the other is a homeowner.

Current Status of Housing Development Project Finance and Its Policy Implications (주택개발 프로젝트 금융의 현황과 정책과제)

  • This paper aims at analyzing the current status, characteristics and problems of housing development project finance firstly, and secondly, examining the policy measures in order to enhancing the housing development project finance systems. The main results of this paper are as follows. Project finances are very activated in the housing development projects, especially, apartment development, since 2001. But most of housing development project finance are not virtual project finance, but conditional corporate finance, because most of project finance didn't uses bankruptcy remote. Therefore, the main policy measures in order to activate effective growth of project finance are, first, institutionalizing of project finance, second, enhancing the feasibility study capabilities of finance companies, third, using the real estate funds effectively, and forth, networking housing development project finances with long-term mortgage finances.

The Improvement of Housing Affordability by Transportation Savings in the Suburbs of Seoul Metropolitan (통근비용절감을 통한 서울근교도시 거주자의 주택구입능력 개선효과)

  • This study has analyzed the effect of the housing affordability improvement of the residents in the metropolitan areas, applying Transit Supportive Home Loan (TSHL) which extends the loan amount according to the transportation cost saving based on Location Efficiency Mortgage (LEM) System in the USA. The previous studies focused on introducing LEM system to Korea, whereas this study has analyzed TSHL effect for the first time, taking into account the situation in Korea. For analysis, The Transportation Savings (TS) is calculated and Housing Affordability Index (HAI) is drawn by applying increased TS and DTI (Debt to Income), so the improvements of housing purchasing ability is examined by HAI's improvement. As a result, transit commute 1 (having own car) and transit commute 2 (without having own cars) respectively produce the TS of monthly average 36 thousand won and 110 thousand won in comparison with car using commute. Each additional loan (TSHL) amounts to 16.57 million won and 54.07 million won. As the distance is farther and the house price cheaper, the improvement of HAI is more outstanding. City hall area showed the highest improvements of HAI by 9.3% (transit commute 1) and 21.9% (transit commute 2) increase, in comparison with car using commute.

  • This study attempts to expand the leverage cycle theory using the subprime real estate investors. The leverage cycle theory has demonstrated asset price fluctuations irrelevant to changes in fundamentals through the restructuring of transaction composition centered on optimistic buyers. However, it needs to understand how this theory works in the depressed housing market with low-income residential regions to explain the geographic origins of the financial crisis. In the depressed housing market, the subprime real estate investors focused on low-income residential regions. Through this spatial focus, the low-income residential regions solely have real estate investor-oriented composition of new purchase transactions in the depressed housing market. The discovery of the subprime real estate investors as new actors lays the foundation for applying the leverage cycle theory to the depressed housing market which has been a underserved area for capital investment. This attempt illustrates how the geographical reinterpretation of an economic theory reestablishes spatio-temporal context of economic phenomena.

  • Canada is a democratic country, yet it keeps a social democratic system in which the government is in charge of welfare of its people. And this is one of the most significant features about the country. Her public and private pension system has been effective since the 1920s, securing its people's fundamental income. In particular, the public medical system applies to its every citizen and performs its role. This system is called the National Medical System as well as "MEDICARE" named after its related law. However, there has been a significant change in the national medical and welfare policy due to the budget deficit. In other words, the policy was mainly implemented to welfare facilities in the past, but the policy changed to a welfare policy for the elderly with a concentration on the support for self-reliance of senior citizens since the reform. The purpose of this study is to provide data and implications for Korea through the analysis of the current situation and distinct features of the housing welfare system in Canada. This study has researched the literature on the subject with an analytic focus on three aspects that are the fundamental frame of the system, essential content (support for self-reliance and facility composition), and distinct features of the housing for the elderly. In other words, they are, first, how the fundamental frame of the housing welfare system for the elderly is composed; second, how the service for self-reliance welfare and facility service are composed; and third, what their scale and distinct spatial features of general houses for the elderly with self-reliance are. A comparative study was conducted in detail on courses and characteristics of the housing welfare system for senior citizens in Canada and the USA of North America. In particular, it reveals the scale and distinct spatial features of public houses for the elderly with self-reliance in British Columbia (BC) which is one of the main provinces of Canada.

The Effect of Housing Affordability on Housing Prices Variation in Korea (주택구입능력이 주택가격 변동에 미치는 영향)

  • This study analyzed the effects of macroeconomic variables, including housing affordability, and bank loan-related variables on variation in housing prices using multiple regression models. As a result of the analysis, consumer price growth rate, the total currency growth rate, and the housing affordability growth rate had a significant positive effect on changes in housing prices. As a result of analyzing the period of rising and falling housing prices, consumer price growth rate and the total currency growth rate during the period of rising housing prices had a significant positive effect on housing prices. Unlike the period of rising housing prices, the growth rate of household loans was found to have a significant positive effect on changes in housing prices. On the other hand, unlike the period of rising housing prices, the growth rater of mortgage loans was found to have a significant negative effect on changes in housing prices. The growth rate of housing affordability index did not have a significant positive effect on changes in housing prices during a falling housing prices. The determinants of housing prices showed different patterns during the period of rising housing prices and falling housing prices.

A Study on the Use of Parking Lots and Improvement Methods of Land Supply in Public Development Zones (공공개발지구 내 주차장용지의 이용실태와 토지공급방법 개선방안 연구)

  • Parking lot within housing site contains public interest of relieving parking space shortage problem and subject to public restriction. If auctioned off at higher price by excessive competition in general competitive bid for land bidders, the development of parking lot will be made against its original purpose supply. The core issue is that a bid price is quite often to be blown out of proportion by 150%~ 250% due to extreme competition and, could face serious problem if a winning bidder runs sale business. If it is rental business, although about 30% of the total floor space of the whole building to be used as neighborhood facilities, too high winning bid price cause to lose transparency. In case of sale at aggregate buildings, most business operators would sell 30% of the neighborhood facilities, spare the parking lot and manages thereof separately. According to Aggregate Buildings Act, neighborhood facilities are allowed for individual registration and ownership of parking lot by business operator or designated person by business operator. In this case, the parking lot becomes 70% of the total floor space of the whole building and 70% of the land share which makes the mortgage very valuable and easier for business operator to get financial loan. There used to be many cases such as owners of neighborhood facilities (aggregate buildings partial owners) who run parking lot to repay their loan running parking lot to repay loan, but found that very tough and reached auction and relatively disadvantaged. For parking lot within housing site, it is recommend to exclude the public factors that land has and take into account of public restriction in area (housing site). Business opportunity for operators and protection of property rights for buyers in aggregate buildings, land supply method is recommended to replace from highest bid method into draw or private contract. In terms of price, supply at estimated price (construction price) and restriction on usage (Co-ownership of parking lot) proposals are submitted.

Analysis on the Structural Change of Chonsei and Monthly Rent Market (전월세시장 구조변화 분석에 관한 연구)

  • This paper analyzes characteristics and changing phenomenon of Chonsei & monthly rental real estate market based on a survey of participants. The frequency analysis, mean analysis, and cross-table analysis was utilized for this study, and a survey for 2,000 rental market participants was accomplished. The survey result of tenants and land-owners regarding the Chonsei market stability indicates the expansion of public housing supply is needed together with lowering of mortgage related restrictions. The major conclusions include that the expansion of public housing and rental supports for low-income families are needed, due to the population structural change and an aging society. In addition, survey result suggests the tenants require the expansion of public housing supply for the residence stability.

  • Economic crisis in 2008 has changed South Korean market including furniture related field. Owing to Subprime Mortgage Crisis, new economic order, in other words, New Normal was established. Low growth rate, low interest, high unemployment rate, high risks, regulation strengthening, and all that sort of negative things have became generalized. South Korean economy has developed drastically since the Korean War, however recent economic crisis and Internet and smart phone have leading roles in shaping new consumption market. In a way, furniture market has expanded despite economic recession. Total service for housing is suited to South Korean consumers and shortened Product Life Cycle induces consumers to buy more furniture. In addition, Internet and smart phone allow people to show off their private spaces to unspecified masses. As a result, consumer prefers inexpensive and expendable furniture. It is certain that furniture market makes quantitative growth, but qualitative sides are questionable. Even though the study is focused on the existent circumstances, It will help to find out the proper ways of future furniture market in South Korea.
