An Empirical Analysis on the Presumption of Public Apartment's Construction Cost in Housing Land Development Project (택지개발사업의 공공주택건설공사비 추정의 실증적 분석)

  • Providers haven't recently had a flexible construction cost estimation system to meet various needs of consumers about public housing. So the subject of this study is to estimate construction cost reasonably in early project stage of public housing and then develop reliable means which is able to support construction cost management and establish a adequate funding investment plan as a provider. In this study, Regression analysis was performed by the case on 20 public apartment complex which were designed from the first half of 2007 to the first half of 2008. A total construction cost of construction, civil engineering, machinery, elevator, land scape, electricity and communication work was used as one sample for increasing explanation and representativeness of the case. In addition, The total construction cost which is devided into design, contract and completion cost was variously analysed for increasing relevance of model and actual utilization. The result of estimation model based on a total construction cost set up completion and design cost showed that error rate is within 2%, which is a excellent result. The estimation model of the construction cost developed by this study is expected to estimate approximate construction cost which is adjacent real construction cost in early stage of the project by using some data.

  • Due to the variety of processes that are mainly influenced by the modification of law and regulations, it is difficult to propose a formal procedure of urban renewal projects. In addition, conflicts among various participants and stake-holders have made urban renewal difficult to manage. Needs for new systems to support management of this type of projects have been raised. This system should enable users to manage program aspects as well as projects given that the urban renewal consists of several projects. According to analysis of current context, the requirements of the system are classified as follows: a method to create flexible systems to cope with various process; functions to provide data on cost and schedule; user-friendly visualized tools enhancing understand of non-experts or less-experienced participants. This paper summarizes the background, requirements, concept and model of the system. Currently, prototype systems have been developed. Regarding outputs presented so far, potential benefits of the system are presented as well.

  • The efficient business scheme were suggested with the consideration of the local development condition at Ulaanbaatar. Major findings of the study were presented as follows. First, high level of education and the underground resources are presented as the merits of Mongolia. On the other side, the defects are limited domestic demands of 2.6 millions of population and the insufficiency of the infrastructure. The improvement of the infrastructures like roads, water & sewage, electric power, and heating is urgent while the development pressure of Ulaanbaatar is expected to be high due to the continuous inflow of population. Secondly, the Mongolian land system consists of the right of ownership, lease and use, therefore there are some differences among the right of land. Thirdly, definite business scheme to sell land in lots and to sell buildings in lots are suggested which are actual methods to participate in the development project in Ulaanbaatar. Moreover, enhancing the possibility to sell the lands, fixing the proper sale price to secure the profit, finding the proper buyer for the profitable lands, investing of quota and guaranteeing of granting the principal and interest by the Mongolian government, etc. are presented as consideration when participate in projects.

The Process of Urban Development of Chilgok District in Daegu City (대구시 칠곡지구의 도시발달)

  • Chilgok District is a historical area, which has had a certain amount of development. It has its own regional characteristics originating from its isolation from the existing built up area of Daegu City by the Kumho River This study explores the historical development processes and pending development issues of Chilgok District. In 1640 after the Japanese invasion of Korea in 1592, the district upgraded into Chilgok Dohobu due to its importance as a transportation hub of Youngnamdaero(the main road of Youngnam province in Chosun Dynasty). In its early stages, the government office was located in Kasan fortress, later the of office was moved to Eupnae-Dong. The Chilgok district has experienced a developmental lag resulting from the office's removal to Waegwan, located on the Kyungbu railroad since 1914. Later, due to the increasing influence of nearby Daegu City, urbanization continued gradually. Finally in 1981 Chilgok district was officially incorporated into Daegu Metropolitan City. In the later 1980s, the housing land development project was applied into the district centered on the alluvial plain of Palgeo-Cheon(stream) of the Northern part of Taejun-Bridge. Although the old built up zone was excluded from public sector development projects, private sector development has made the zone a modern town. Now, Chilgok district has transformed into a high-density residential new town in which high-rise apartment complexes mingle with numerous houses. As the district has developed, traffic jams have become a hot issue and it is going to get worse than now as the development continues. To solve this problem, Daegu city needs to swiftly construct the fourth belt way and the third subway line.

Operation Model of On-site Environmental Management Council to Enhance Eco-friendliness in Public Construction Sites (공공 건설현장의 친환경성 제고를 위한 현장환경관리협의회 운영 모델)

  • The trends of Green growth and environmentally-friendliness came to be the key development indicator for sustaining global environment for the future. Korean government reflected these trends in the main flows of the national development index. Korean construction industry is concentrating investment on fields related to these trends such as technologies for carbon dioxide deduction, materials or products for environmentally-friendly building and alternative energy development, as well. However, efforts to follow these trends during the construction process as a step for production phrase are not being considered enough. In this study, we analysed current status and points to be improved of on-site environment management by surveying major project owners and representatives of the environmental affairs in the leading companies of those fields. Also, we suggested organizational structure and operation model as a solution for enhancing environmentally-friendliness for systematic approach to manage on-site environment in public construction sites. In addition to these solutions, further approaches such as shifting paradigm of project owners and contractors, securing workforce and practical budget for efficient management activities, developing environmental management manuals, setting standards for evaluation of activities are needed for the stable settlement of on-site environmental management.

Characteristics of Urban Regeneration Reflected upon SymbioCity Concepts : Focused on Sweden and Germany Examples (SymbioCity관점에서 본 도시재생의 계획적 특성 고찰 : 스웨덴과 독일 사례를 중심으로)

  • The aim of this study was to present the direction of sustainable urban regeneration through the study of planning characteristics of urban regeneration reflected upon 'SymbioCity' concepts. This study was carried out through theoretical review and case study. In the theoretical review, the theory of 'SymbioCity', one of Sweden's representative urban development models linked to the concept of sustainable development, was reviewed and the framework was derived based on this theory. The framework of this study was finally derived from 'energy', 'ecology and environment', and 'historical and cultural resources'. The case study was conducted by selecting three urban regeneration projects($V{\ddot{a}}strahamnen$ BO01, Royal seaport and HafenCity Hamburg) in Sweden and Germany. Based on the results of case analysis, the direction of sustainable urban regeneration is as follows. First, in terms of energy, we should pay attention to synergy between energy and waste and energy production. Second, in terms of ecology and environment, plans should be made to maximize the use of existing resources in order to conserve natural resources and reduce energy consumption and economic costs. Third, in terms of historical and cultural resources, it is necessary to consider ways to preserve and recycle existing buildings with historical and cultural values. Finally, for the successful application of the planning elements, it is necessary to find the most appropriate application method through steady R&D in the country or project unit.

  • In order to supply the residential land for the promotion of public welfare, it must take a land of city suburb. That land have the difference in thinking is large for the determination of land prices to a variety of development pressure and land use regulations. In the process of executing a public project, the difference of these ideas has become a cause of conflict. Therefore, through objective study for the determination of land prices, to reduce the difference of ideas is going to be a clue of conflict resolution. This study selected the case area that is typical public district of many conflict, and then fix a compensation unit price like fair price as dependent variable. The selected variables through previous studies and expert consultation was an independent variable. To analyze the impact factors of land prices in the hedonic price model. The results were analyzed by distinguishing the group on the basis of the zoning and using, whether or not the site of the building in part that there is influence variable, the aspects of accessibility and regulation in part degree of influence variable came out different results for each group. It is analyzed that it reasonable results. Add selected site assimilation of the building that have not been presented in previous studies as a variable and which was applied at a rate to a variable of road have improved in more expliction of the influence of variables.

A Comparative Analysis on Project Scheme of Property-led Regeneration: Focused on Cases of London and Tokyo (해외 부동산 개발형 도시재생사업의 사업구조 분석)

  • This comparative analysis on the project scheme of property-led regeneration of UK and Japan aimed to suggest the implications for economy-based urban regeneration of Korea. Property-led regeneration attract private capital by deregulation and public investment since 1980s' neoliberalism. Its effectiveness for creating job and economic growth is demonstrated through last decades. The cases of property-led urban regeneration of 2000s, such as Stratford, King's Cross, Otemach and Shinonome, show decrease of public direct investment, promoting deregulation. It also proved that property-led urban regeneration has a great ripple effect to local economy. And the partnership among central and local governments, public development corporations, private developers and other local interest groups is emphasized for delivering successful urban regeneration. Especially, human empowerment of local government and responsibility of public organization are also required to deliver urban regeneration.

Construction of Information System for Promoting Overseas Urban Development (해외도시개발 지원 종합정보시스템 구축방안)

  • This research aims to build a total information system that systematizes existing sporadic information, which may lead to revitalization and efficiency of overseas urban development. To achieve this, this study firstly analyses the current information systems for urban development in foreign countries and information from the private sector. The results show that the information system that operates in the domestic agencies, are less likely to involve the contents related to information sharing, social network building and business process. However, that used in agencies ordering the overseas urban development projects, mostly provides the information of professionals, project participants and their business. Second, this research selects the information to be provided by the integrated information system and proposes a data collection plan. The information, required to push forward urban development in abroad, is classified into seven categories. Third, this study establishes a target model of comprehensive information system and makes suggestions for institutional improvement. For doing this, it categorizes overseas urban development information, links to classified information, organizes the system into three stages to services through informational channels, and then suggests a target model. Furthermore, it proposes institutional improvement to achieve efficiency of information systems through a comprehensive review of the similar cases such as administrative system of architecture(Seumter) and land information system.

DEVELOPMENT OF A GIS-BASED GEOTECHNICAL INFORMATION ENTRY SYSTEM USING THE GEOTECHNICAL INVESTIGATION RESULT FORM AND METADATA STANDARDIZATION

  • In March 2007, Korea's Ministry of Construction & Transportation (MOCT) established "Guidelines on the Computerization and Use of Geotechnical Investigation Results," which took effect as official instructions. The 2007 Geotechnical Information DB Construction Project is underway as a model project for a stable geotechnical information distribution system based on the MOCT guidelines, accompanied by user education on the geotechnical data distribution system. This study introduces a geotechnical data entry system characterized by the standardization of the geotechnical investigation form, the standardization of metadata for creating the geotechnical data to be distributed, and the creation of borehole space data based on the world geodetic system according to the changes in the national coordinate system, to define a unified DB structure and the items for the geotechnical data entry system and to computerize the field geotechnical investigation results using the MOCT guidelines. In addition, the present operating status of the geotechnical data entry system and entry data processing statistics are introduced through an analysis of the model project, and the problems of the project are analyzed to suggest improvements. Education on, and the implementation of, the model project for the geotechnical data entry system, which was developed via the standardization of the geotechnical investigation results form and the metadata for institutions showed that most users can use the system easily. There were problems, however, including those related to the complexity of metadata creation, partial errors in moving to the borehole data window, partial recognition errors in the installation program for different computer operating systems, etc. Especially, the individual standard form usage and the specificity of the person who enters the geotechnical information for the Korea National Housing Corporation, among the institutions under MOCT, required partial improvement of the geotechnical data entry system. The problems surfaced from this study will be promptly addressed in the operation and management of the geotechnical data DB center in 2008.
