Recently, Japan's Meteorological Research Institute presented the d4PDF database (Database for Policy Decision-Making for Future Climate Change, d4PDF) through large-scale climate ensemble simulations to overcome uncertainty arising from variability when the general circulation model represents extreme-scale precipitation. In this study, the change of precipitation characteristics between the historical and future climate conditions in the Yongdam-dam basin was analyzed using the d4PDF data. The result shows that annual mean precipitation and seasonal mean precipitation increased by more than 10% in future climate conditions. This study also performed an analysis on the change of the return period rainfall. The annual maximum daily rainfall was extracted for each climatic condition, and the rainfall with each return period was estimated. In this process, we represent the extreme-scale rainfall corresponding to a very long return period without any statistical model and method as the d4PDF provides rainfall data during 3,000 years for historical climate conditions and during 5,400 years for future climate conditions. The rainfall with a 50-year return period under future climate conditions exceeded the rainfall with a 100-year return period under historical climate conditions. Consequently, in future climate conditions, the magnitude of rainfall increased at the same return period and, the return period decreased at the same magnitude of rainfall. In this study, by using the d4PDF data, it was possible to analyze the change in extreme magnitude of rainfall.

the downscaled air temperature data over study region for the projected 2001 - 2099 period were then ensemble averaged, and the ensemble averages of 6 realizations were compared against the corresponding historical downscaled data for the 1961 - 2000 period in order to assess the impact of climate change on air temperature over study region by graphical, spatial and statistical methods. In order to evaluate the seasonal trends under future climate change conditions, the simulated annual, annual DJF (December-January-February), and annual JJA (June-July-August) mean air temperature for 5 watersheds during historical and future periods were evaluated. From the results, it is clear that there is a rising trend in the projected air temperature and future air temperature would be warmer by about 3 degrees Celsius toward the end of 21st century if the ensemble projections of air temperature become true. Spatial comparison of 30-year average annual mean air temperature between historical period (1970 - 1999) and ensemble average of 6-realization shows that air temperature is warmer toward end of 21st century compared to historical period.

This presentation highlights the IAHR book, recently published last April, of which the author is the editor-in-chief, on the historical water projects and traditional water technologies of international interest in the Asian region, addressing information on past water projects (mostly before the 20th century) in the regions that are technically and culturally of interest and educationally valuable. The book explores historical water projects in these regions, presenting technologies used at the time, including calculation and forecasting methods, measurement, material, labor, methodologies, and even water culture. Through this book, it is expected that the old Asian wisdom of "reviewing the old and learning the new" would be realized to a certain extent in modern planning and practice of water projects. The book comprises a lead article that the presenter authored and five Parts representing China, Japan, Korea, South Asia, and Southeast Asia, respectively, followed by an invited one from Uzbekistan. Throughout the book, it is found that historically the Asian monsoon, affecting the Indian subcontinent and Southeast and East Asian regions, induced rice cultivation. It fundamentally needs proper irrigation systems, including reservoirs (dams) and canals, water wheels, and even rain gauges. Flood risks have been more common in Asia than Europe under this climate condition, as recognized in history. To utilize and sometimes overcome these climate conditions, people built and managed many historical and grandiose water projects and invented and used localized but sophisticated water-related technologies in the Asian region.

The intensified droughts under climate change are expected to threaten stable water resource availability. Droughts exceeding the magnitude of historical variability could occur increasingly frequently under future climate conditions. It is crucial to understand how drought will evolve over time because the assumption of hydrological stationarity of the past decades would be inappropriate for future water resources management. However, the timing of the emergence of unprecedented drought conditions under climate change has rarely been examined. Here, using multimodel hydrological simulations, we investigate the changes in the frequency of hydrological drought (defined as abnormally low river discharge) under high and low greenhouse gas concentration scenarios and with existing water resources management and estimate the timing of the first emergence of unprecedented regional drought conditions that persist for over several consecutive years. This new metric enables a new quantification of the urgency of adaptation and mitigation with regard to drought under climate change. The times are detected for several sub-continental-scale regions, and three regions, namely, southwestern South America, Mediterranean Europe, and northern Africa, exhibit particularly robust and earlier critical times under the high-emission scenario. These three regions are expected to confront unprecedented conditions within the next 30 years with a high likelihood, regardless of the emission scenarios. In addition, the results obtained herein demonstrate the benefits of the lower-emission pathway in reducing the likelihood of emergence. The Paris Agreement goals are shown to be effective in reducing the likelihood to the unlikely level in most regions. Nevertheless, appropriate and prior adaptation measures are considered indispensable to when facing unprecedented drought conditions. The results of this study underscore the importance of improving drought preparedness within the considered time horizons.

Understanding and analysing the behaviour and response of historical structures in the face of climate changes and environmental conditions is of utmost significance for their preservation. There are several structural hazards associated with climate and hydrology changes in the region, including the settlement of piers, the rotation of piers, and temperature changes. The present study investigates the experimental and numerical structural behaviour of skewed and non-skewed Persian brick masonry barrel vaults under various conditions. The external loading conditions included pier rotation in five modes, settlement, and temperature variations in four states. Initially, the experiments extracted the mechanical properties of the scaled materials. Then, three semi-circular brick barrel vaults were tested with gravitational loads. The outcomes were used to develop and validate the finite element model. Following the development of the finite element model, numerical and parametric studies were conducted on the effect of the aforementioned structural hazards on the response of brick masonry barrel vaults with various Persian geometries (semi-circular, drop pointed, and four-centred), angles of skew (0, 15, 30, and 45 degrees), and dimensional ratios. According to the findings, the fragility of masonry materials makes historical structures susceptible to failure under different loading. A brick barrel vault fails in the presence of minor rotation and settlement of the piers. The four-centred geometric shape has the lowest performance among the seven Persian geometries; therefore, its health monitoring and retrofitting should be prioritised. In Isfahan, Iran, temperature variations, particularly during the warm seasons, cause critical conditions in such structures.

Bridges are vital components of any road network which demand crucial and timely decision-making for Maintenance, Repair and Rehabilitation (MR&R) activities. Bridge Management Systems (BMSs) as a decision support system (DSS), have been developed since the early 1990's to assist in the management of a large bridge network. Historical condition ratings obtained from biennial bridge inspections are major resources for predicting future bridge deteriorations via BMSs. Available historical condition ratings in most bridge agencies, however, are very limited, and thus posing a major barrier for obtaining reliable future structural performances. To alleviate this problem, the verified Backward Prediction Model (BPM) technique has been developed to help generate missing historical condition ratings. This is achieved through establishing the correlation between known condition ratings and such non-bridge factors as climate and environmental conditions, traffic volumes and population growth. Such correlations can then be used to obtain the bridge condition ratings of the missing years. With the help of these generated datasets, the currently available bridge deterioration model can be utilized to more reliably forecast future bridge conditions. In this paper, the prediction accuracy based on 4 and 9 BPM-generated historical condition ratings as input data are compared, using deterministic and stochastic bridge deterioration models. The comparison outcomes indicate that the prediction error decreases as more historical condition ratings obtained. This implies that the BPM can be utilised to generate unavailable historical data, which is crucial for bridge deterioration models to achieve more accurate prediction results. Nevertheless, there are considerable limitations in the existing bridge deterioration models. Thus, further research is essential to improve the prediction accuracy of bridge deterioration models.

Downscaling is a fundamental procedure in the assessment of the future climate change impact at regional and watershed scales. Hence, it is important to investigate the spatial variability of the climate conditions that are constructed by various downscaling methods in order to assess whether each method can model the climate conditions at various spatial scales properly. This study introduces a fundamental research from Jang and Kavvas(2015) that precipitation variability from a popular statistical downscaling method (BCSD) and a dynamical downscaling method (MM5) that is based on the NCAR/NCEP reanalysis data for a historical period and on the CCSM3 GCM A1B emission scenario simulations for a projection period, is investigated by means of some spatial characteristics: a) the normalized standard deviation (NSD), and b) the precipitation change over Northern California region. From the results of this study it is found that the BCSD method has limitations in projecting future precipitation values since the BCSD-projected precipitation, being based on the interpolated change factors from GCM projected precipitation, does not consider the interactions between GCM outputs and local geomorphological characteristics such as orographic effects and land use/cover patterns. As such, it is not clear whether the popular BCSD method is suitable for the assessment of the impact of future climate change at regional, watershed and local scales as the future climate will evolve in time and space as a nonlinear system with land-atmosphere feedbacks. However, it is noted that in this study only the BCSD procedure for the statistical downscaling method has been investigated, and the results by other statistical downscaling methods might be different.
This study first investigates the changes of the mean and extreme temperatures and precipitation in East Asia (EA) under stabilized 1.5℃ and 2℃ warming conditions above preindustrial levels provided by HAPPI project. Here, five model with 925 members for 10-year historical period (2006~2015) and 1.5/2.0℃ future warming scenarios (2091~2100) have been used and monthly based data have been analyzed. The results show that the spatial distribution fields over EA and domain averaged variables in HAPPI 1.5/2.0℃ hindcast simulations are comparable to observations. It is found that the magnitude of mean temperature warming in EA and Korea is similar to the global mean, but for extreme temperatures local higher warming trend for minimum temperature is significant. In terms of precipitation, most subregion in EA will see more increased precipitation under 1.5/2.0℃ warming compared to the global mean. These attribute for probability density function of analyzed variables to get wider with increasing mean values in 1.5/2.0℃ warming conditions. As the result of vulnerability of 0.5℃ additional warming from 1.5 to 2.0℃, 0.5℃ additional warming contributes to the increases in extreme events and especially the impact over South Korea is slightly larger than EA. Therefore, limiting global warming by 0.5℃ can help avoid the increases in extreme temperature and precipitation events in terms of intensity and frequency.

To interpret the climate projections for the future as well as present, recognition of the consequences of the climate internal variability and quantification its uncertainty play a vital role. The Korean Peninsula belongs to the Far East Asian Monsoon region and its rainfall characteristics are very complex from time and space perspective. Its internal variability is expected to be large, but this variability has not been completely investigated to date especially using models of high temporal resolutions. Due to coarse spatial and temporal resolutions of General Circulation Models (GCM) projections, several studies adopted dynamic and statistical downscaling approaches to infer meterological forcing from climate change projections at local spatial scales and fine temporal resolutions. In this study, stochastic downscaling methodology was adopted to downscale daily GCM resolutions to hourly time scale using an hourly weather generator, the Advanced WEather GENerator (AWE-GEN). After extracting factors of change from the GCM realizations, these were applied to the climatic statistics inferred from historical observations to re-evaluate parameters of the weather generator. The re-parameterized generator yields hourly time series which can be considered to be representative of future climate conditions. Further, 30 ensemble members of hourly precipitation were generated for each selected station to quantify uncertainty. Spatial map was generated to visualize as separated zones formed through K-means cluster algorithm which region is more inconsistent as compared to the climatological norm or in which region the probability of occurrence of the extremes event is high. The results showed that the stations located near the coastal regions are more uncertain as compared to inland regions. Such information will be ultimately helpful for planning future adaptation and mitigation measures against extreme events.
