Purpose: This historical research was done to identify disaster nursing activities during the last 60 years through the most serious disasters during the last 60years(1945-2005) in Korea. Method: Fot the data collection, three of main daily newspaper and The Korean Nurses Association News were reviewed and nurses who were called out to the most serious disaster onsite were interviewed. Results: The nurses were positively involved for setup onsite clinic, mobile medical services, triage, CPR, and psychological support during response and recovery phase, while hardly involved during preparedness phase. Conclusion: The clarification of job description for disaster nursing and developing systematic training program should be followed.
China is one of the few countries where natural disaster strike frequently and cause heavy damage. In this paper, we mathematically develop two models to assess fuzzy risk of natural disaster in China. One is to assess the risk based on database of historical disaster effects by using information diffusion method relevant in fuzzy information analysis. In another model, we give an overview over advanced method to calculate the risk of release, exposure and consequence assessent, where information distribution technique is used to calculate basic fuzzy relationships showing historical experience of natural disasters, and fuzzy approximate inference is employed to study loss risk based on these basic relationships. We also present an examples to show how to use the first model. Result show that the model is effective for natural disaster risk assessment.
본 연구의 목적은 최근 활발하게 연구되고 있는 클라우드 데이터 센터에 대한 최적입지 선정을 위한 요소를 분석하고, 재해로부터 안전한 지역을 분석하기 위한 GIS 기반의 입지선정 모델을 개발하는데 있다. 이를 위해 본 연구에서는 자연재해 및 인적재해 위험지역과 지형조건을 고려하여 최적의 데이터센터 입지선정을 위한 ArcGIS 기반의 공간 모델을 개발하였다. 개발한 모델은 부산시를 연구대상으로 과거 10년간 부산시 풍수해 이력정보를 고려하여 데이터 센터의 최적입지 분석에 적용하였으며, 적용결과 강서구에 위치한 6개동이 1순위의 최적입지로 분석되었다.
This study will build a prompt response system based on accurate information about the internal structure of cultural heritages, including the roof structure, to improve the ability to contain and respond to the fire of wooden structure for safe preservation of cultural heritages with historical and academic values that are very vulnerable to fire, and develop a training simulation program based on virtual reality by applying the concept of Edutainment for systemized and interesting training of trainees with a response manual.
우리는 역사적인 지역 마을을 위한 위험지도 작성 지원 시스템을 개발 중입니다. 우리 시스템은 재해 발생 시 주민이 위험한 장소를 기록함으로써 주민들로부터 받은 고유 한 정보를 수집하고 재해에 대한 의식을 높이는 것을 목적으로 합니다. 본 논문에서는 주민들이 수집 한 지역의 위해 정보를 시스템을 이용하여 조사한다. 의견을 교환하는 동안 거주자는 주변을 걷는 데 수집 된 정보의 유효성과 완전성을 검토합니다. 또한 지역 전체에 통합하고 공유하는 방법을 고려합니다. 우리는 각 지역에 대한 높은 보상 범위 외에도 거주자의 관점에서 지역 위험 정보를 수집 할 수 있음을 발견했습니다. 또한 재검토 회의에서 정보를 공유함으로써 이전에 알지 못했던 다른 지구의 위험 정보를 새로 알 수있었습니다. 이는 각 지역의 각 원인을 조사하면서 주민들이 위험한 정보를 공유하는 유용성을 보여줍니다.
본 연구는 재난정보 표준화를 목표로 다양한 재난 및 사고에서 생성되는 정형, 비정형 문서를 전자화된 문서로 변환하여 환경재난 정보를 생성함으로써 데이터베이스에 저장하고 환경재난 관리에 활용할 수 있는 체계를 개발하였다. 최근 4차 산업 시대를 통해 다양한 지능화 기술들이 발전하고 있다. 이러한 기술들은 환경재난, 재난관리 등의 분야에 다양한 형태로 적용되며, 환경재난 관리 업무와 융합되어 활용되고 있다. 재난정보관리는 단순히 재난업무를 지원하는 것이 아니라 과거의 환경재난 이력정보를 활용하여 인공지능 기술을 적용한 스마트 재난관리를 지원할 수 있도록 한다. 환경재난을 관리하는 중요한 요소는 재난정보이다. 재난정보는 재난의 발생에서 진행, 대응 및 계획까지의 재난 전주기에 대한 정보를 전자화된 정보로 관리하고 처리하는 행위를 의미한다. 그러나, 자연, 사회, 환경재난에 대한 상황, 대응, 대비, 복구의 정보는 주로 보고서의 형태인 핸드아웃이나 비정형 정보로 존재하고 있다. 이러한 비정형 재난안전정보는 관리 부실에 의해 사라지거나 폐기되는 경우가 많다. 이에 따라 비정형 재난안전정보는 재난정보로서의 관리를 위해 인식기술이 필요하다. 본 연구에서는 지능화된 기술을 활용하여 인쇄되거나 스캐너에 의해 이미지 또는 문서로 생성된 재난 보고서를 전자화된 문서로 변환하는 것에 중점을 두었으며, 그 후 변환된 재난정보는 재난정보관리 코드체계에 맞추어 정리하여 재난정보관리 데이터베이스에 저장한다. 정형, 비정형 재난정보를 생성하는 것은 스마트 재난관리의 시작으로 가장 중요한 요소이며, 이렇게 생성된 환경재난 정보는 재난정보 코드체계와 연계하여 표준화된 형식으로 관리한다. 재난코드체계는 재난 별 발생 진행 상황, 피해 규모, 대처사항 등의 정보를 저장할 수 있는 표준을 구축하였으며, 향후 이러한 많은 재난 데이터와 이력정보를 기반으로 한 인공지능 기술을 접목하여 스마트 재난관리 및 의사결정에 활용될 수 있을 것으로 판단된다.
Purpose The purpose of this study is to identify problems of current educational facility data management and recommend a standardized terminology classification system as a solution. In addition, the research aims to present a preemptive and integrated disaster and safety management framework for educational facilities by seeking efficient business processes through secured data quality, systematic data management, and external data linkage and analysis. Design/methodology/approach A terminology classification system has been established through various processes including filtering and analysis of related data including laws, manuals, educational facilities accidents, and historical records. Furthermore, the terminology classification system has been further reviewed through several consultations with experts and practitioners. In addition, the accumulated data was refined according to the established standard terminology and an Excel database was developed. Based on the data, accident patterns occurred in educational facilities over the past 10 years were analyzed. Findings In the study, a template was developed to collect consistent data for the standardized disaster and safety management terminology classification system in educational facilities. In addition, the standardized data utilization methods are presented from the viewpoint of 'education facility disaster safety data management', 'data analysis and insight', 'business management through data', and 'leaping into big data management'.
연구목적: 영향태풍 발생빈도가 증가하고 피해형태가 복잡해짐에 따라 재난대응 업무자가 사전에 태풍 상황을 인지할 수 있도록 지원해주는 정보의 필요성은 커져가고 있다. 이에 본 연구에서는 매년 주기적으로 발생하는 태풍의 재난대응 업무를 수행하는데 있어 업무 단계별 활용되는 정보에 대한 정의와 구축방안을 제안하였다. 연구방법: 2019년 한반도 영향태풍 7개를 대상으로 실제 업무 단계별 활용되었던 정보를 분류하고 상황인지를 위한 필요정보에 대한 분석을 실시하였다. 분석된 정보를 기반으로 중앙 및 지자체 업무담당자의 의견조사를 통해 태풍상황인지정보를 구축하였다. 연구결과: 태풍상황업무는 기상상황 모니터링과 피해상황을 공유하는 업무의 비중이 가장 컸으며 활용되는 정보는 이력정보와 상황정보의 융합을 통해 도출된 정보가 필요한 것으로 분석되었다. 결론: 태풍상황이 진행될수록 대응 부서 간 업무와 정보의 연계성이 증가하는 것으로 분석됨에 따라 향후 실제 태풍상황에 태풍상황인지정보를 적용하여 정보의 고도화 및 관련 체계를 정립하여야 한다.

Many severe earthquakes have occurred along the main fault lines in the world. In recent years, there has been a high incidence of small- and large-scale earthquakes in our country. These occurrences of earthquakes have become increasingly serious, owing to a degrading earth environment. An earthquake, in general, causes far more serious damages like disruptions in electricity or gas facilities, and fire disasters from its annexed effects than by its vibrations or the shock itself. In this paper, we present a countermeasure and its necessity in safeguarding against fire disasters in regional heritage villages such as "Asan Oeam," "Jeonju Hanok," and "Andong Hahoe." A more systematic and effective strategy for prevention systems against severe fire disasters is proposed after performing various related investigations and analyses of existing domestic and international systems. We investigated the existing fire security systems and their historical records with the tendency of earthquake occurrences in these three folk villages. In this proposal, we present a strategic approach for safeguarding against fire damages in our regional heritage villages derived from ICT (information communication technology)-based DPD (disaster prevention design), after examining the laws and regulations of fire-prevention strategies in Japan, America, and Europe.
Purpose - This article aims to explore the characteristics of disaster risk distribution information in China. Also, this research attempts to analyze the findings of risk communication using case study in chronological order in terms of social amplification of risk. To achieve the purpose, the paper reviews the trends and issues of risk communication in China, with an emphasis on examining earthquakes by a chronological approach. In these regards, we hope that some relevant findings from this empirical study with cases will be able to enhance national risk communication and provide implications in Korea as well. Research design, data, and methodology - The conceptual framework of this study is theoretically based on the risk amplification model, which describes signals about risk transmitted and processed by individuals and social groups. The social amplification of risk also reflects the interactions of social groups about disaster-related risk issues, which are potential amplifiers or attenuators of communication signals. The key concept of social amplification implies that the risks pertaining to natural disasters interact with social, psychological, institutional, and cultural processes in ways that can affect public perceptions of risk. SMCRE Model is methodologically employed to examine risk communication history of China with the focus on natural disaster. Four earthquakes are selected to figure out the chronological characteristics of risk communication since 1970s. He bei Tang Shan earthquake is selected as an example disaster before 1990's, while the earthquake in Yun Nan Jiang is explored for the case study of 1990's. The earthquake in Si Chuan Wen Chuan is also examined as a example disaster of 2000's. The recent earthquake in Si Chuan Ya An Lu Shan is selected as a case of 2010s. Results - SMCRE model in this case study is operationally defined as a methodology and applied to the four earthquakes occurred in China. SMCRE model describes the exchange of risk information and is also applied to all forms of communication between stake holders. Each factor of risk communication includes source, message, channel, receiver and effect. It is notable that a big progress has been made on disaster risk communication in China for the past 40 years. We also found that highly developed information technology has enabled Chinese society to better cope with natural disaster, leading to enhanced disaster risk communication. It is mainly found from case study that the disaster risk communication of China has been involved with political situation, which derived from the change of government for the past 40 years. Conclusion - From this historical research, it can be inferred that the policies and politics of Chinese leaders have had a more critical role to play in the process of source of risk communication than those of any other countries. The results of this paper also support that the effective risk communication involves not only the improved reliability of local government as a key factor of disaster risk communication, but also is accompanied by international cooperation for substantial collaboration with stake holders.
