The Korea Expressway Corporation announced that road casualties on expressways in 2016 were 262 deaths, a 24% decrease compared to 343 deaths in 2015, thanks to the expansion of rest areas for sleepy drivers. And the installation of large-sized banners containing strong messages such as "dozing while driving means your death" helped to reduce the casualty caused by driving while drowsy by 35% compared to that in 2015. Accordingly, this study tried to analyze the impact of public advertisements designed to prohibit dozing while driving on expressways upon drivers, and to present a direction for improvement of such public advertisements in the future. Based on case studies and library researches, the study contemplated the effects of public advertisements on expressways at home and abroad. It was confirmed that the accident rate has been higher on straight roads than on curved roads and that the framing of negative messages using provocative images or slogans on traffic accidents has been considerably effective. In conclusion, if the installation of outdoor billboards for public advertisements at rest areas for sleepy drivers is institutionalized and the systematic provision of information by road section inside and outside of vehicles via Variable Message Sign (VMS) services on expressways, outdoor billboards, or navigation services (including smartphones) is available, it would be possible to maximize the effect of the public advertisements.
PURPOSES : The purpose of this study is to analyze the characteristics of the weight values of evaluation items by traffic safety project type. METHODS : In general, a large-scale investment in projects such as the traffic safety project requires economic analyses to be performed in advance. However, there is an argument for considering special characteristics of the traffic safety project. Therefore, this study conducted characteristic analysis of the weight values of evaluation items. The analysis consisted of two steps. The first step was hypothesis verification using analysis of variance (ANOVA). In this process, the authors examined whether the weight of evaluation items is the same regardless of the traffic safety project type. Based on the first step's results, the authors proceeded to the second step. The objective of this step was to analyze how different the weight values are by traffic safety project type using an analytic hierarchy process. RESULTS : According to the ANOVA test results, the benefit to cost ratios have different weight values based on traffic safety project type at the 0.01 significance level. The policy evaluation items, such as the plans connection, resident opinion, and regional equity, also showed the same results except that the result for the related plans connection was statistically significant at the 0.05 level. Based on the first step's result, the AHP analysis in the second step showed that the traffic safety projects for vulnerable users and pedestrians have very low weight values in economic evaluation factors compared with other safety project types. The weight values for vulnerable users and pedestrians were 0.29 and 0.26, respectively, in economic evaluation items. On the other hand, the weight values for other safety project types were around 0.6. Among the policy evaluation items, resident opinion showed a higher weight value than other factors, such as connection and regional equity items. CONCLUSIONS : The social and economic impact of a traffic safety project varies by project type and project characteristics. Although the economic approach is overarching and a reasonable methodology is applied for large-scale projects, it should be noted that the safety issue, especially for transportation of vulnerable uses, requires a non-economical approach. Based on the analysis results, this study suggests that the priority of the projects should be determined by separating them into independent assessment groups depending on their characteristics.
A new mix design procedure for cold in-place recycling using foamed asphalt (CIR-foam) has been developed for Iowa Department of Transportation. Some strengths and weaknesses of the new mix design parameters were considered and modified to improve the laboratory test procedure. Based on the critical mixture parameters identified, a new mix design procedure was developed and validated to establish the properties of the CIR-foam mixtures. As part of the validation effort to evaluate a new CIR-foam mix design procedure, dynamic moduli of CIR-foam mixtures made of seven different reclaimed asphalt pavement (RAP) materials collected throughout the state of Iowa were measured and their master curves were constructed. The main objectives of this study are to provide: 1) standardized testing procedure for measuring the dynamic modulus of CIR-foam mixtures using new simple performance testing (SPT) equipment; 2) analysis procedure for constructing the master curves for a wide range of RAP materials; and 3) impacts of RAP material characteristics on the dynamic modulus. Dynamic moduli were measured at three different temperatures and six different loading frequencies and they were consistent among different RAP sources. Master curves were then constructed for the CIR-foam mixtures using seven different RAP materials. Based upon the observation of the constructed master curves, dynamic moduli of CIR-foam mixtures were less sensitive to the loading frequencies than HMA mixtures. It can be concluded that at the low temperature, the dynamic modulus is affected by the amount of fines in the RAP materials whereas, at the high temperature, the dynamic modulus is influenced by the residual binder characteristics.

High-speed railway raises global interests with the growing concerns on the green development and the green energy. However, since most of the infrastructure investment of Korea was focused on the highway projects for last forty years, the investment on the railway has been limited around 40~50% of that of the highway projects. In addition, due to the world economy crisis and unsatisfactory support of existing policy for the private investment project, the private investment is given a small deal of weight on the social overhead capital investment. Meanwhile, despite the world high-speed railway market is growing rapidly and the Korean contractors have won the international construction contracts over 70 billion USD, past records of railway projects are very rare. Therefore, it is required to develop strategies for encouraging private investment in the domestic market to achieve efficient high-speed railway development and for advancing into foreign high-speed railway market. This study carried out data collection and market analysis for both domestic and foreign market respectively. Through a structured questionnaire survey and expert interviews, contractors' perceptions on the high-speed railway market and needs for the government support are collected. Summary of strategies drawn from this study are as follows: 1) carrying out BTL high-speed railway projects and revising related policies; 2) upwarding incentive level for the private pre-investment projects considering the contractors' credit rating; 3) carrying out Honam-Jeju submarine railway project; 4) establishing a efficient consortium model for foreign market; 5) improving the capacity of the Korea Railway Association that support Korean contractors' foreign advancement; and 6) expand the budget for Global Infra-fund.
Recently, urban and transportation planning for Transit Oriented Development(TOD) has become a major issue. For the effective policy implementation of TOD, it is important to understand the travel behavior of residents in housing areas. In this study, we compared the travel behaviors of residents by housing types based on 'the 2010 Household Travel Survey Data' focusing on metropolitan areas. By building an estimation model for subway trip frequency by housing types, it was identified that the factors influencing subway trips and ultimately suggested implications to increase the use of the subway. The highest share of bus mode was for detached house residents with 22.8%, whereas the share of subway mode was highest by efficiency apartment residents with 17.5%. Walking distance to the subway from efficiency apartment and row house were verified as 661meters and 749meters. As the residents of each housing type have more cars and bicycles, their subway trips were decreased. It was also found that subway trips were increased when the population density of residence was high with good accessibility to subway stations and poor accessibility to bus service. In this study, the statistical findings to differentiate the planning factors of public transportation by housing types were also provided. The results of this study would be used for urban design considering the travel behaviors of residents by housing types and can also be utilized for promoting the patronage of public transportation. Some limitations and a future research agenda have also been discussed.
The urbanization affects significantly on a natural water circulation system by increasing the imperviousness rate. It is also negatively affecting on urban temperature, environmental pollution, water quality, and aqua-ecosystems. The Korea MOE (Ministry of Environment) adapted a new environmental policy in order to reduce the impact of urbanization, which is the Green Stormwater Infrastructure (GSI) program. The GSI can be achieved by protecting conservable green spaces, enlarging more green spaces, and constructing more permeable pavements. The GSI is including many different techniques such as bioretention, rain garden, infiltration trench and so on. Also It is the infrastructures using natural mechanisms of soils, microorganisms, plants and animals on a water circulation system and pollutant reduction. In this research, a multi functional GSI technology with infiltration-filtration mechanisms has been developed and performed lab-scale tests to evaluate the performances about infiltration rate restoration and pollutant reduction. The most of pollutants including metals, organics and particulates were reduced about 50~90% due to water infiltration and storage functions. The clogging was found when the TSS loading rate was reached on $8.3{\sim}9.0kg/m^2$, which value is higher than the values in literatures. It means the new technology can show high performances with low maintenances.
The Construction policy of government ever since 1970s have brought the economical growth, but has been causing environmental problems. Most roads were paved either asphalt concrete or portland cement concrete. These types of pavements has caused to rise temperature by making local heat islands in urban during summer time. Recently the wet-mixing solidified soil pavement, a kind of soil-cement, has developed and has been applied to the environment-oriented pavement. The solidified soil wet-mixed is placed on the subgrade along with asphalt concrete and portland cement concrete. Thermistors are laid in these field test pavements. The temperature gradients of these pavements are automatically measured with time. As the results of this test, the equation estimating surface temperature of pavement is proposed by analyzing measured temperature data. It is shown that the temperature change within the surface layer due to the change of air temperature is the greatest in the asphalt mixture and the least in the solidified soil mixture. Since it is proven that this wet-mixing solidified soil pavement emit less radiant heat than other existed pavements. Therefore this type of pavement can be successfully applied to the roads, such as walks, parkways, and bikeways, which are required to be human-friendly and environment-oriented.
Due to the continuous expansion of the highway, the opening of the high-speed railway(KTX), etc, the demands of domestic air transport decreasing. In the circumstances, airports and local governments are spending themselves in taking a measure to activate local airports. In this aspect, this study seeks the smooth flow of human movement through the activation of Daegu International Airport by analyzing the present condition of Daegu International Airport in relation to the appearance of the high-speed railway, deducing plans for activating airports, and presenting the roadmaps for long-, mid- and short-term roles for the development of Daegu Airport, and Presents substantial fulfilling plans to secure the competitive power of Daegu International Airport by speeding up the flow of air goods of the area for the long run. It is suggested in the study that by setting up an organization exclusively responsible for activating Daegu International Airport in the city of Daegu, supporting local travel agencies to promote consistent demands, supporting aviation companies to employ Daegu International Airport as a major air base, establishing airlines with priority for airports that open newly in local cities of Japan and establishing and expanding airlines in China areas be promoted actively. Ministry of Construction & Transportation makes it a means of main airport Policy to only support Incheon International Airport to be a hub. However not only Incheon International Airport should be an amok representing the country, but also the wide Metropolitan area should supply the demands, and airports based in the West and East Coast areas need to be developed in the future. It is suggested that since air demands of domestic local airports are based on the demands of the of gin destination in neighboring region, multiple bases need to be developed. It is suggested that by developing not 1 in mega hub (Incheon International Airport) but 1 in mega hub. 2 in regional hub (the West and East Coast) and Jeju foy the tourism hub in our developing airports system.
This study evaluated the relative efficiency of mobile emission reduction countermeasures through a Data Envelopment Analysis (DEA) approach and determined the priority of countermeasures based on the efficiency. Ten countermeasures currently applied for reducing greenhouse gases and air pollution materials were selected to make a scenario for evaluation. The reduction volumes of four air pollution materials(CO, HC, NOX, PM) and three greenhouse gases($CO_2$, $CH_4$, $N_2O$) for the year 2027, which is the last target year, were calculated by utilizing both a travel demand forecasting model and variable composite emission factors with respect to future travel patterns. To estimate the relative effectiveness of reduction countermeasures, this study performed a super-efficiency analysis among the Data Envelopment Analysis models. It was found that expanding the participation in self car-free day program was the most superior reduction measurement with 1.879 efficiency points, followed by expansion of exclusive bus lanes and promotion of CNG hybrid bus diffusion. The results of this study do not represent the absolute data for prioritizing reduction countermeasures for mobile greenhouse gases and air pollution materials. However, in terms of presenting the direction for establishing reduction countermeasures, this study may contribute to policy selection for mobile emission reduction measures and the establishment of systematic mid- and long-term reduction measures.

This study suggests a method to construct large scale dynamic O/D reflecting the characteristic that the passengers' travel patterns change according to the land use patterns of the destination. There are limitations in the existing research about dynamic O/D estimation method, such as the difficulty of collecting data, which can be applied only to a small area, or limiting to a specific transportation network such as highway networks or public transportation networks. In this paper, we propose a method to estimate dynamic O/D without limitation of analysis area based on transportation resources that can be easily collected and used according to the big data era. Clustering analysis was used to calculate the departure time trip distribution ratio based on arrival time and departure time trip distribution function was estimated by each cluster. As a result of the comparison test with the survey data, the estimated distribution function was statistically significant.
