Evaluation of Highway Traffic Safety using Reliability Theory (신뢰도를 활용한 도로시설 교통안전성 평가기법)

  • PURPOSES : This paper proposes a reliability index for the safety evaluation of freeway sections. It establishes a reliability index as a safety surrogate on freeways considering speeds and speed dispersions. METHODS : We collated values of design elements including radii, curve lengths, vertical slopes (absolute values), superelevations, and vertical slopes from seven freeway sections in Korea. We also collected data about driving speeds, traffic accidents, and their deviations. We established a reliability index using these variables. RESULTS : The average radii, curve lengths, and superelevations are highly correlated with the incidence of traffic accidents. Deviations in radius and curve lengths show an especially high correlation. The reliability index, derived from speed and speed dispersions of the seven freeway sections, also correlated highly with accidents with a correlation index of 0.63. CONCLUSIONS : Since the reliability index obtained from speed and speed dispersions are highly correlated with traffic accidents, we conclude that a reliability index can be a safety surrogate on freeways considering speeds and speed dispersions together in terms of design and operational levels.

  • Highway traffic safety evaluation of area on the basis of the accident rate has a limitation, thus its result is dependent on the exposure variables. It works an obstacle to decision making for effective budget execution. In this paper, we developed a methodology of taking simultaneously macroscopic exposure indicators into account in evaluating the safety using least squares method. The weight of exposure indicators to make up of highway traffic safety evaluation index is that accident rate per population, accident rate per registration vehicle and accident rate per length of road is 0.29, 0.52 and 0.19 respectively and calculated the highway traffic safety index of total local governments in Korea. The methodology to calculate highway traffic safety evaluation index proposed in this paper can be utilized in executing the traffic safety policies to increase the efficiency of investment about traffic safety budget.

  • It has been well known that traffic accidents occur under combined functional contributions of drivers, vehicles and road facilities, and that evaluation of safety levels for a specific road section or point is generally much complicated. Additionally, most of traffic accidents occur randomly implicating it is necessary to be evaluated in terms of probability theory. Thus, the evaluation model which reflects various characteristics and probabilistic distributions of traffic accidents has been necessary. The present paper provides a reliability based model with variables of probabilistic operating speeds and design speeds together which have been individually explaining associated characteristics in traffic accidents. Consequently, the model made it possible for speed management and road improvement projects to be evaluated in a common index. Application studies were performed in three cases. Through the studies, couples of facts were identified that the model successfully considered the probabilistic operating speeds and design speeds together and that then, the model evaluated road safety alternatives relatively which are complicatedly characterized and differently located.

Development of Evaluation Indicators for the Efficient Operation and Management of Traffic Safety Facilities (교통안전시설의 효율적 운영관리를 위한 평가지표 개발)

  • Purpose: The purpose of this research is to develop an evaluation index for reliable information provision and operation management of traffic safety facilities. Method: As for the analysis method, evaluation indicators were selected by grasping the current state of operation and management of traffic safety facilities, and the importance of each indicator was analyzed through the AHP survey. Result: As a result of the comprehensive importance analysis, it was found that the highest priority was given in the evaluation index for information accuracy and computer system construction. On the other hand, the evaluation index corresponding to the service management was analyzed as having the lowest priority. Conclusion: The results of this study are expected to serve as a yardstick for understanding the management level of each institution for efficient operation and management of traffic safety facilities, and it is expected to establish a foundation for providing accurate information in consideration of the commercialization of autonomous driving in the future.

  • Risk elements of highway safety facilities are affected by complex environments. Thus, risk-based approach for traffic safety facilities is needed. For this, in this study, qualitative and quantitative risk assessment methodology and procedure for highway safety facilities is proposed, which can be used as risk-based approach incorporating VE process. Also, for the quantitative risk assessment, event tree using EPDO(Equivalent Property Damage Only) with respect to frequency and magnitude of risk events is introduced. As a result, risk index of alternative 1(140cm) and 2(127(cm) which can be used as performance factor in VE approach are estimated.

  • A two-lane highway has a high rate of head-on collisions, sideswipe collisions, crashes with an fixed object. This study was to analyze the weakness of a cross section and a horizontal curve in a two-lane highway and find countermeasures to improve the traffic operations and safety. This study evaluated the effectiveness of widening, curve flattening and superelevation, verified it with a case study and assessed the economical efficiency. This study selected the difference between tangent section operating speeds and curve section operating speeds as an evaluation index of horizontal curve section in a two-lane highway. The results indicated that curve flattening is the best way to improve the traffic safety in a two-lane highway. This study has implication that it provides the quantitative effects of curve flattening. Also directions for future study were discussed.

  • Traffic accidents can be defined as a physical collision event of vehicles occurred instantaneously when drivers do not perceive the surrounding vehicles and roadway environments properly. Therefore, detecting the high potential events that cause traffic accidents with monitoring the interactions among the surroundings continuously by driver is the prerequisite for prevention the traffic accidents. For the analysis, basic data were collected to analyze interactions using a test vehicle which is equipped the GPS(Global Positioning System)-IMU(Inertial Measurement Unit), camera, radar and RiDAR. From the collected data, highway geometric information and the surrounding traffic situation were analyzed and then safety evaluation algorithm for driving vehicle was developed. In order to detect a dangerous event of interaction with surrounding vehicles, locations and speed data of surrounding vehicles acquired from the radar sensor were used. Using the collected data, the tangent and curve section were divided and the driving safety evaluation algorithm which is considered the highway geometric characteristic were developed. This study also proposed an algorithm that can assess the possibility of collision against surrounding vehicles considering the characteristics of geometric road structure. The methodology proposed in this study is expected to be utilized in the fields of autonomous vehicles in the future since this methodology can assess the driving safety using collectible data from vehicle's sensors.

A New Cross Section Design Concept for Better Efficiency in Two-Lane Highways (2차로도로 효율성 제고를 위한 횡단면 설계 방안)

  • Currently, cross-section design can not reflect highway function and traffic volume, various construction. This research paper provides analysis of traffic accident type, improvement of traffic operation and safety, assessment for new cross-section standards of two-lane highway. Research show higher accident rate on 6$\sim$8.9m road than 9$\sim$12.9m road width in two-lane highway. Typical improvement is widening on lane and shoulder width. Simulation show large increase on 6$\sim$7m road delay-time in 1,200vph. In contrast 10$\sim$11.5m road shows slight change on delay-time. This research paper provides various cross-section construction by traffic volume in minor arterial and distributor two-lane highway. The new cross-section design provides adopting highway volume, various construction and flexibility.

A Safety Analysis Based on Evaluation Indicators of Mixed Traffic Flow (혼합 교통류의 적정 평가지표 기반 안전성 분석)

  • This study analyzed the characteristics of mixed traffic flows with autonomous vehicles on highway weaving sections and assessed the safety of vehicle-following pairs based on surrogate safety indicators. The intelligent driver model (IDM) was utilized to emulate the driving behavior of autonomous vehicles, and the weaving sections were divided into lengths of 300 and 600 meters for analysis within a micro-traffic simulation (VISSIM). Although significant differences were found in the average speed, density, and headway between the two sections through t-test results, no significant differences were observed when comparing the number of conflicts per indicator and the vehicle-following pair. Four safety indicators were selected for the mixed traffic evaluation based on their ability to represent risk levels similar to those perceived by drivers. The safety analysis, based on the selected four indicators, determined that autonomous vehicles following other autonomous vehicles were the safest pairing. Future research should focus on integrating these indicators into a single comprehensive index for analysis.

  • The aim of this study is to propose economical safety driving speed index which those are geometric road status; examine the levels of which those cost-benefit of driving fuel expenditure; are search road safety design and operational technology for driving simulators. For the objective, we analyzed the current status of driving fuel expenditure and driving scenarios by the road alignments, and reviewed driving and technical specifications by the geometric types of road according to the implementation, and extended completion. Throughout the result of this study, diverse related driving information provision service, efficiently driving system is expected to be implemented in the national highway design system.
