Attitudes to Smoking Cessation Interventions and Importance of Participation in Tobacco Control Policy Among Clinical Nurses (임상 간호사의 금연중재에 대한 태도와 금연정책 참여의 중요성에 대한 인식)

  • Purpose: To describe nurses' attitude to smoking cessation interventions and importance of participation in tobacco control policy. Method: The participants were 841 nurses practicing in hospitals of 400 beds or more and 103 members of a professional nurse's academic society. The hospitals were systematically selected to cover the whole country. The questionnaire was adopted from the 'Oncology Nurses' Tobacco Control Survey' and used after translation, Results: Nurses who were older, married, had higher positions, more education, more experience, and who worked in an OPD setting had higher mean score for attitude to the involvement of nurses in smoking cessation interventions. More than 80% of nurses agreed on the importance of nurses' participation and involvement in tobacco control policy. However, only 65.4% of nurses stated that supporting laws to increase cigarette price was important. Conclusion: Clinical nurses' attitudes to smoking cessation interventions were positive and participants supported the importance of participation in tobacco control policies.

Parenting stress in married dental hygienists (일부 기혼 치과위생사의 양육스트레스 관련 요인)

  • Objectives: The purpose of the this study is to investigate parenting stress of married dental hygienists having preschool and school aged children. Methods: A self-reported questionnaire was completed by 242 married dental hygienists from September to December, 2015 via e-mail and ordinary mail. The questionnaire consisted of demographics, job-related characteristics, family life satisfaction, and parenting stress. The data were analyzed using Stata 13.0 program. Results: As for job-related characteristics, 36.6% of the subjects answered 'not possible' in work hour flexibility. The reasons why family-work balance is difficult were 'parenting and education(58.7%)' and 'burden of family-work balance(32.4%)'. Family life satisfaction was 3.03, and parenting stress was 2.41. Parenting stress gets higher if their children are younger, monthly income is lower, and mother/father's age are lower. And parenting stress becomes higher if their career as dental hygienists is less, they are contract worker, and frequency to change jobs is higher. Concerning the reason why work-family balance is difficult, parenting stress is found to be high when they choose 'parenting and education', 'burdens of work-family balance', and 'relationship in workplace'. Family life satisfaction reduced parenting stress. According to the results of multiple linear regression analysis, frequency to change job influences parenting stress. Conclusions: Parenting stress increases turnover and career interruption of married dental hygienists. It is hard to improve work environment without policy support. It will be necessary to establish policy for employed mothers and create a work atmosphere where the policy can be utilized without difficulty.

A Study of Securing various Financial Resources for the Financial Stability of the Private Colleges (대학의 재정 안정화를 위한 재정확보에 관한 연구)

  • The private college education plays a crucial role both in training and supplying manpower needed for national economic growth and in increasing employability and personal labor earnings of individual workers. In oder for private college education to effectively respond to the rapid changes in industrial and occupational structures, it is necessary to secure appropriate level of investment funds and manage them efficiently. For this, it is required to discuss the structure, magnitude and management mechanism of the current private college education finance, changes in future demand for private college education and resultant changes in budget estimates, and new financial resources and allocation schemes. This study attempted to analyze current status and problems of private college education finance in Korea and, based on this analysis, to suggest future policy directions to improve private college education finance system. In order to make the private college education system in Korea competent and competitive enough to survive in international market, it is prerequisite to provide enough budget for the private college education and to manage the private college education finance in more efficient ways. First, for securing the adequacy and stability of investment budget for the private college education, it is recommended to 1) increase the government budget and put emphasis on the private college education; 2) diversify financial resources and induce financial contribution from private sector such as school juridical persons and enterprises. Second, for higher efficiency of financial management, it is recommended 1) make valid allocation standards and mechanism; 2) introduce competition system; 3) develop and utilize evaluation mechanism for the private college education finance to check adequacy, efficiency, accountability, and effectiveness; 4) apply consumer-oriented financial management scheme. In addition to the above policy measures, it is necessary to 1) make scientific forecasts of industrial and occupational structures periodically and apply these analyses to medium & long-term the private college education planning; and 2) redesign budget accounting system and develop the private college education performance indicators for the evaluation of accountability of the private college education institutions and administration institutes.

Effects of AI-Based Personalized Adaptive Learning System in Higher Education (인공지능 기반으로 맞춤 및 적응형 학습 시스템의 고등 교육에서의 적용효과)

  • The purpose of this study is to investigate the effects of assessment by adopting adaptive learning in higher education that are rarely examined in previous studies. In particular, this study applied research questions: 1) How does technical perception, perceived contents and features, and perceived integration of the AI-based adaptive system with lecture affect overall satisfaction, overall effectiveness, overall usefulness, overall motivation for the study, and intention to use it with other classes? 2) How do overall satisfaction, overall effectiveness, overall usefulness, motivation for the class, and intention to use affect loyalty on the AI-based adaptive system? This study conducted online surveys after the completion of the classes adopted AI-based adaptive learning system, ALEKS. This study applied ANOVA, regression, and factor analyses. The results of this study found that perceived integration of the AI-based adaptive learning system with the lectures on overall satisfaction, effectiveness, motivation, and intention to use for other classes showed significant with higher effect size. The results of this study provides implication that the AI-based learning system help improve learning outcomes in graduate level studies. The results provide policy and managerial implications that the AI-based adaptive learning system should improve better customer relationships in higher education.

  • The United States (CS2013) and Japan (J07-CS) constitute a standard informatics curriculum that reflects a changing society at the level of higher education. This study analyzed the change of standard curriculum in the United States in order to provide implications for the standard composition of higher education curriculum in Korea. The subjects were composed based on the analysis of current status of university curriculum and content knowledge in Korea. As a result of the research, the Informatics curriculum in the United States has evolved into a curriculum reflecting the changing computing environment. The information curriculum of domestic colleges included only 52% of the knowledge area of CS2013. The purpose of this study is to provide an example of the composition of subjects based on the curriculum composition policy of Japan and to provide a basis for the curriculum composition without the standard informatics education course of the college in korea.

  • The main purpose of this study is to analyze the reform of deadministration of universities in China by the Cooper's 4-dimension of education policy theory. Based on the theory, the reform of deadministration was analyzed in four dimensions(normative, structural, constituent, and technical dimension). First, in the normative dimension, the Chinese university deadministration policy is fully guaranteed by law, and mainly aimed at "modernization of education management system and management ability". Second, in the structural dimension, a highly administrative management paradigm of universities has played an important role during the early stages of higher education development, but it now becomes one of the main obstacle to its further development. However, the Chinese university de-administration policy is a policy that has taken almost 60 years. Therefore, this problem must be solved step by step. Third, in the constituent dimension, although there were some differences in the attitudes towards "the administration" and "the de-administration" of Chinese scholars, university presidents and the public(students), most of them agreed on eliminating "the administration of universities." Fourth, in the technical dimension, Chinese central government and many universities have accumulated many achievements of "the deadministration policies" in management and practice, while some criticisms are heard, either. However, I hope that all reform cases, regardless of their success or failure, will become a model for future administrative reforms.

An Analysis of College Tuition and Student Aid Policies in the USA (미국 대학의 등록금 정책과 학자금 정책 분석)

  • The purposes of this study were to examine the college tuition and student aid policies in the USA and to provide implications to Korean higher education. To accomplish these purposes, college tuition policies and student financial aid policies by federal and state governments in the United States were analyzed. Regarding tuition policies, the federal government has tried to minimize the impact of recent tuition increases by using methods like establishing various college affordability acts and government regulations. As a result, the federal government established a new law and was able to publicize a list of higher education institutions charging higher tuition levels and increasing tuition and fees at a higher rate. State governments also have introduced and implemented tuition policies such as tuition caps and linking tuition increase to student financial aid. Regarding student financial aid policies, Obama administration has emphasized grant programs which, unlike loan programs, have no further burden placed upon students. These efforts certainly produced desired results. Related policy implications from this study were provided for tackling tuition issues in Korean higher education.

Globalization of Technological Development and Opportunities for National Innovation Systems of Developing Countries

  • Prior literature expects a lower marginal cash value for weaker governance firms. We test this empirical hypothesis by using the sample of publicly traded Korean firms from 2005 to 2013. To measure the quality of governance structures, we employ the corporate governance scores provided by Korean Corporate Governance Services. The empirical model of Faulkender and Wang (2006) is adopted to estimate the marginal value of cash. Our empirical analysis shows a higher marginal value of cash for the good governance firms in the examination of the total governance score. This finding is consistent to the agency view of cash policy predicting a larger marginal value of cash for the firms with higher governance scores. However, this positive relationship is not robust for a subset of detailed governance scores; a lower marginal cash value is observed for the firms with better qualities of board structure, auditing, dividend policies. Moreover, our empirical analysis verifies a quite low level of marginal cash value for Korean firms, which supports the existence of severe agency conflicts in Korean corporations. Our results verify the significant role of agency conflicts between a manager and shareholders in the determination of marginal cash values in the Korean firms.

Factors Associated with the Health Promotion Activities of the Korean Elderly (노인의 건강증진행위 실천과 관련요인)

  • Objectives: The purpose of this study was to identify the health promotion activities of the elderly Korean aged 65 or older and to examine the related factors associated with the health promotion activities. Methods: Data were obtained from 2008 Social Statistics Survey of Korea National Statistical Office of 6,207 people aged 65 or older. We measured the socio-demographic characteristics, physical health status, social health status, and health promotion activities. Statistical analyses were employed through the $X^2$-test and Odds ratio using Logit Model. Results: In our study, health promotion activity practice rates were varied among the socio-demographic characteristics, physical and social health status. Our findings also support that better socio-demographic and physical health status explain the higher practice rates of health promotion activities. In addition, the higher social health status was associated with better practice rates of health promotion activities. Conclusion: We found that the health promotion activities of the elderly could be encouraged by better socio-demographic status and physical and social health status. To better accomplish the health promotion for the elderly in our community, policy-makers should need careful political deliberation for executing health promotion services considering the distinctions of programme and target groups.

Factors Affecting Quality of Lecturers at Higher Educational Institutions: The Context of Technology 4.0 in Vietnam

  • Improving the quality of teaching staff in universities is an important goal of most universities. Therefore, it is necessary to evaluate the factors affecting the quality improvement of lecturers at universities. There are many factors affecting the improvement of this quality of human resources. This article uses the survey method to assess the factors affecting the improvement of the quality of lecturers in education and training institutions of the Ministry of Transport of Vietnam. Currently, the Ministry of Transport of Vietnam has 4 educational institutions. The research team has assessed the impact factors at these 4 facilities. The research team conducted a survey for faculty members of the Ministry of Transport. The result was 446 votes. The authors have performed factor evaluation by multivariate regression model. The influencing factors include Professional competence, the virtue of teaching staff, scientific research capacity, participating in building a democratic educational environment, Professional support policy, Instructor's income, and Information technology support. Research results show that most of the factors have a positive impact on improving the quality of lecturers. Based on the survey results, the authors also make policy suggestions to further improve the quality of teaching staff of the schools in the coming time.
