Control Policy for the Land Remote Sensing Industry (미국(美國)의 지상원격탐사(地上遠隔探査) 통제제탁(統制制度))

  • Land Remote Sensing' is defined as the science (and to some extent, art) of acquiring information about the Earth's surface without actually being in contact with it. Narrowly speaking, this is done by sensing and recording reflected or emitted energy and processing, analyzing, and applying that information. Remote sensing technology was initially developed with certain purposes in mind ie. military and environmental observation. However, after 1970s, as these high-technologies were taught to private industries, remote sensing began to be more commercialized. Recently, we are witnessing a 0.61-meter high-resolution satellite image on a free market. While privatization of land remote sensing has enabled one to use this information for disaster prevention, map creation, resource exploration and more, it can also create serious threat to a sensed nation's national security, if such high resolution images fall into a hostile group ie. terrorists. The United States, a leading nation for land remote sensing technology, has been preparing and developing legislative control measures against the remote sensing industry, and has successfully created various policies to do so. Through the National Oceanic and Atmospheric Administration's authority under the Land Remote Sensing Policy Act, the US can restrict sensing and recording of resolution of 0.5 meter or better, and prohibit distributing/circulating any images for the first 24 hours. In 1994, Presidential Decision Directive 23 ordered a 'Shutter Control' policy that details heightened level of restriction from sensing to commercializing such sensitive data. The Directive 23 was even more strengthened in 2003 when the Congress passed US Commercial Remote Sensing Policy. These policies allow Secretary of Defense and Secretary of State to set up guidelines in authorizing land remote sensing, and to limit sensing and distributing satellite images in the name of the national security - US government can use the civilian remote sensing systems when needed for the national security purpose. The fact that the world's leading aerospace technology country acknowledged the magnitude of land remote sensing in the context of national security, and it has made and is making much effort to create necessary legislative measures to control the powerful technology gives much suggestions to our divided Korean peninsula. We, too, must continue working on the Korea National Space Development Act and laws to develop the necessary policies to ensure not only the development of space industry, but also to ensure the national security.

Urban Building Change Detection Using nDSM and Road Extraction (nDSM 및 도로망 추출 기법을 적용한 도심지 건물 변화탐지)

  • Recently, as high resolution satellites data have been serviced, frequent DSM (Digital Surface Model) generation over urban areas has been possible. In addition, it is possible to detect changes using a high-resolution DSM at building level such that various methods of building change detection using DSM have been studied. In order to detect building changes using DSM, we need to generate a DSM using a stereo satellite image. The change detection method using D-DSM (Differential DSM) uses the elevation difference between two DSMs of different dates. The D-DSM method has difficulty in applying a precise vertical threshold, because between the two DSMs may have elevation errors. In this study, we focus on the urban structure change detection using D-nDSM (Differential nDSM) based on nDSM (Normalized DSM) that expresses only the height of the structures or buildings without terrain elevation. In addition, we attempted to reduce noise using a morphological filtering. Also, in order to improve the roadside buildings extraction precision, we exploited the urban road network extraction from nDSM. Experiments were conducted for high-resolution stereo satellite images of two periods. The experimental results were compared for D-DSM, D-nDSM, and D-nDSM with road extraction methods. The D-DSM method showed the accuracy of about 30% to 55% depending on the vertical threshold and the D-nDSM approaches achieved 59% and 77.9% without and with the morphological filtering, respectively. Finally, the D-nDSM with the road extraction method showed 87.2% of change detection accuracy.

Fractal Analysis of Tidal Channel using High Resolution Satellite Image (고해상도 위성 영상을 이용한 조류로의 프랙털 분석)

  • Tidal channel development is influenced by sediment type, grain size, composition and tidal current. Tidal channels are usually characterized by channel formation, density and shape. Quantitative analysis of tidal channels using remotely sensed data have rarely been studied. The objective of this study is to quantify tidal channels in terms of fractal dimension and compare different inter-tidal channel patterns and compare with DEM (Digital Elevation Model). For the fractal analysis, we used box counting method which had been successfully applied to streams, coastlines and others linear features. For a study, the southern part of Ganghwado tidal flats was selected which know for high dynamics of tidal currents and vast tidal flats. This area has different widths and lengths of tidal channels. IKONOS was used for extracting tidal channels, and the box counting method was applied to obtain fractal dimensions (D) for each tidal channel. Yeochari area where channels showed less dense development and low DEM had low fractal dimenwion near $1.00{\sim}1.20$. Area (near Donggumdo and Yeongjongdo) of dendritic channel pattern and high DEM resulted in high fractal dimension near $1.20{\sim}1.35$. The difference of fractal dimensions according to channel development in tidal flats is relatively large enough to use as an index for tidal channel classification. Therefore we could conclude that fractal dimension, channel development and DEM in tidal channel has high correlation. Using fractal dimension, channel development and DEM, it would be possible to quantify the tidal channel development in association with surface characteristics.

Validation of Sea Surface Wind Estimated from KOMPSAT-5 Backscattering Coefficient Data (KOMPSAT-5 후방산란계수 자료로 산출된 해상풍 검증)

  • Sea surface wind is one of the most fundamental variables for understanding diverse marine phenomena. Although scatterometers have produced global wind field data since the early 1990's, the data has been used limitedly in oceanic applications due to it slow spatial resolution, especially at coastal regions. Synthetic Aperture Radar (SAR) is capable to produce high resolution wind field data. KOMPSAT-5 is the first Korean satellite equipped with X-band SAR instrument and is able to retrieve the sea surface wind. This study presents the validation results of sea surface wind derived from the KOMPSAT-5 backscattering coefficient data for the first time. We collected 18 KOMPSAT-5 ES mode data to produce a matchup database collocated with buoy stations. In order to calculate the accurate wind speed, we preprocessed the SAR data, including land masking, speckle noise reduction, and ship detection, and converted the in-situ wind to 10-m neutral wind as reference wind data using Liu-Katsaros-Businger (LKB) model. The sea surface winds based on XMOD2 show root-mean-square errors of about $2.41-2.74m\;s^{-1}$ depending on backscattering coefficient conversion equations. In-depth analyses on the wind speed errors derived from KOMPSAT-5 backscattering coefficient data reveal the existence of diverse potential error factors such as image quality related to range ambiguity, discrete and discontinuous distribution of incidence angle, change in marine atmospheric environment, impacts on atmospheric gravity waves, ocean wave spectrum, and internal wave.

Multiresolution 4- 8 Tile Hierarchy Construction for Realtime Visualization of Planetary Scale Geological Information (행성 규모 지리 정보의 실시간 시각화를 위한 다계층 4-8 타일 구조의 구축)

  • Recently, Very large and high resolution geological data from aerial or satellite imagery are available. Many researches and applications require to do realtime visualization of interest geological area or entire planet. Important operation of wide-spreaded terrain realtime visualization technique is the appropriate model resolution selection from pre-processed multi-resolution model hierarchy depend upon participant's view. For embodying such realtime rendering system with large geometric data, Preprocessing multi-resolution hierarchy from large scale geological information of interest area is required. In this research, recent Cubic multiresolution 4-8 tile hierarchy is selected for global planetary applications. Based upon the tile hierarchy, It constructs the selective terminal level tile mesh for original geological information area and starts to sample individual generated tiles for terminal level tiles. It completes the hierarchy by constructing intermediate tiles with low pass filtering in bottom-up direction. This research embodies series of efficient cubic 4-8 tile hierarchy construction mechanism with out-of-core storage. The planetary scale Mars' geographical altitude data and image data were selected for the experiment.

A Methodology of Ship Detection Using High-Resolution Satellite Optical Image (고해상도 광학 인공위성 영상을 활용한 선박탐지 방법)

  • As the international trade increases, vessel traffics around the Korean Peninsula are also increasing. Maritime accidents hence take place more frequently in the southern coast of Korea where many big and small ports are located. Accidents involving ship collision and sinking result in a substantial human and material damage as well as the marine environmental pollution. Therefore, it is necessary to locate the ships quickly when such accidents occur. In this study, we suggest a new ship detection index by comparing and analyzing the reflectivity of each channel of the Korea MultiPurpose SATellite-2 (KOMPSAT-2) images of the area around the Gwangyang Bay. A threshold value of 0.1 is set based on a histogram analysis, and all vessels are detected when compared with RGB composite images. After selecting a relatively large ship as a representative sample, the distribution of spatial reflectivity around the ship is studied. Uniform shadows are detected on the northwest side of the vessel. This indicates that the sun is in the southeast, the azimuth of the actual satellite image is $144.80^{\circ}$, and the azimuth angle of the sun can be estimated using the shadow position. The reflectivity of the shadows is 0.005 lower than the surrounding sea and ship. The shadow height varies with the position of the bow and the stern, perhaps due to the relative heights of the ship deck and the structure. The results of this study can help search technology for missing vessels using optical satellite images in the event of a marine accident around the Korean Peninsula.

Geocoding of Low Altitude UAV Imagery using Affine Transformation Model (부등각사상변환을 이용한 저고도 UAV 영상의 지형보정)

  • There has been a strong demand for low altitude UAV development in rapid mapping not only to acquire high resolution image with much more low cost and weather independent, compared to satellite surveying or traditional aerial surveying, but also to meet many needs of the aerial photogrammetry. Especially, efficient geocoding of UAV imagery is the key issue. Contrary to high UAV potential for civilian applications, the technology development in photogrammetry for example direct georeferencing is in the early stage and it requires further research and additional technical development. In this study, two approaches are supposed for automatic geocoding of UAV still images by simple affine transformation and block adjustment of affine transformation using minimal ground control points and also evaluated the applicability and quality of geometric model compared to geocoded images generated by commercial S/W.

Relationship between Abundances of Kaloula borealis and Meteorological Factors based on Habitat Features (서식지 특성에 따른 맹꽁이 개체수와 기상요인과의 관계 분석)

  • This study aims to assess habitat feature on the large-scale spawning ground of the Boreal Digging Frog Kaloula borealis in Daemyung retarding basin of Daegu, and to analyze the relationships between species abundance and meteorological factors for each habitat. Fifty-seven(57) pitfalls were installed to collect species abundance of 4 survey regions, and high-resolution satellite image, soil sampling equipment, digital topographic map, and GPS were used to develop habitat features such as terrain, soil, vegetation, human disturbance. The analysis shows that the frog is most abundant in sloped region with densely herbaceous cover in southern part of the retarding basin. In the breeding season, lowland regions, where Phragmites communis and P. japonica dominant wetlands and temporary ponds distributed, are heavily concentrated by the species for spawning and foraging. Located in between legally protected Dalsung wetands and lowland regions of the retarding basin, riverine natural levee is ecologically important area as core habitat for Kaloula borealis, and high number of individuals were detected both breeding and non-breeding seasons. Temperate- and pressure-related meteorological elements are selected as statistically significant variables in species abundance of non-breeding season in lowland and highland regions. However, in sloped regions, only a few variables are statistically significant during non-breeding season. Moreover, breeding activities in sloped regions are statistically significant with minimum temperature, grass minimum temperature, dew point temperature, and vapor pressure. Significant meteorological factors with habitat features are effectively applied to establish species conservation strategy of the retarding basin and to construct for avoiding massive road-kills on neighboring roads of the study sites, particularly post-breeding movements from spawning to burrowing areas.

Remote Sensing based Algae Monitoring in Dams using High-resolution Satellite Image and Machine Learning (고해상도 위성영상과 머신러닝을 활용한 녹조 모니터링 기법 연구)

  • 지금까지도 유역에서의 녹조 모니터링은 현장채수를 통한 점 단위 모니터링에 크게 의존하고 있어 기후, 유속, 수온조건 등에 따라 수체에 광범위하게 발생하는 녹조를 효율적으로 모니터링하고 대응하기에는 어려운 점들이 있어왔다. 또한, 그동안 제한된 관측 데이터로 인해 현장 측정된 실측 데이터 보다는 녹조와 관련이 높은 NDVI, FGAI, SEI 등의 파생적인 지수를 산정하여 원격탐사자료와 매핑하는 방식의 분석연구 등이 선행되었다. 본 연구는 녹조의 모니터링시 정확도와 효율성을 향상을 목표로 하여, 우선은 녹조 측정장비를 활용, 7000개 이상의 녹조 관측 데이터를 확보하였으며, 이를 바탕으로 동기간의 고해상도 위성 자료와 실측자료를 매핑하기 위해 다양한Machine Learning기법을 적용함으로써 그 효과성을 검토하고자 하였다. 연구대상지는 낙동강 내성천 상류에 위치한 영주댐 유역으로서 데이터 수집단계에서는 면단위 현장(in-situ) 관측을 위해 2020년 2~9월까지 4회에 걸쳐 7291개의 녹조를 측정하고, 동일 시간 및 공간의 Sentinel-2자료 중 Band 1~12까지 총 13개(Band 8은 8과 8A로 2개)의 분광특성자료를 추출하였다. 다음으로 Machine Learning 분석기법의 적용을 위해 algae_monitoring Python library를 구축하였다. 개발된 library는 1) Training Set과 Test Set의 구분을 위한 Data 준비단계, 2) Random Forest, Gradient Boosting Regression, XGBoosting 알고리즘 중 선택하여 적용할 수 있는 모델적용단계, 3) 모델적용결과를 확인하는 Performance test단계(R2, MSE, MAE, RMSE, NSE, KGE 등), 4) 모델결과의 Visualization단계, 5) 선정된 모델을 활용 위성자료를 녹조값으로 변환하는 적용단계로 구분하여 영주댐뿐만 아니라 다양한 유역에 범용적으로 적용할 수 있도록 구성하였다. 본 연구의 사례에서는 Sentinel-2위성의 12개 밴드, 기상자료(대기온도, 구름비율) 총 14개자료를 활용하여 Machine Learning기법 중 Random Forest를 적용하였을 경우에, 전반적으로 가장 높은 적합도를 나타내었으며, 적용결과 Test Set을 기준으로 NSE(Nash Sutcliffe Efficiency)가 0.96(Training Set의 경우에는 0.99) 수준의 성능을 나타내어, 광역적인 위성자료와 충분히 확보된 현장실측 자료간의 데이터 학습을 통해서 조류 모니터링 분석의 효율성이 획기적으로 증대될 수 있음을 확인하였다.

Classification of Sedimentary Facies Using IKONOS Image in Hwangdo Tidal Flat, Cheonsu Bay (IKONOS 영상을 이용한 천수만 황도 갯벌 표층 퇴적상 분류)

  • To classify the surface sedimentary facies using IKONOS image collected over Hwangdo tidal flat in Cheonsu Bay, the optical reflectance was compared for characterizing various sedimentary environments such as grain size, tidal channel pattern and area ratio of surface remnant water. The intertidal DEM (Digital Elevation Model) was generated by echo-sounder for analyzing the relationship between IKONOS image and sedimentary environments including topography. The boundary of the optical reflectance between mud-mixed facies and sand facies was distinct, and discrimination of the associated sandbar feature was also possible. The mud-mixed facies coupled with intricate tidal channels is confined to the relatively hi호 topography of Hwangdo tidal flat. The boundary between mud and mixed flat was indistinct in IKONOS optical reflectance but it would have a difference in the area ratio of surface remnant water. The dark area in the image represented the well developed sand facies having a lot of surface remnant water due to the relatively low surface topography. The overall accuracy of characterizing the surface sediment facies by maximum likelihood classification method was 86.2 %. These results demonstrate that high spatial resolution satellite imagery such as IKONOS coupled with knowledge of grain size, surface remnant water and tidal channel network can be effectively used to characterize the surface sedimentary facies (mud, mixed and sand) network of the tidal flat environments.
