  • Recently, Fuzzy theory has been applied in evaluation problem. Fuzzy evaluation based on Fuzzy theory can accommodate fuzziness of judgement with people through introducing Fuzzy measure. Representative Fuzzy evaluation is Fuzzy Integral using Fuzzy measure. Definite methodology using Fuzzy Integral HFI(Hierarchical Fuzzy Integrals), HFEA(Hierarchical Fuzzy Evaluation Algorithm), HFP(Hierarchical Fuzzy Process), etc. In this paper, we deal with problem identifying evaluation value using Fuzzy Relation Equation at these Fuzzy evaluation. We verify relation between Input data and Output data through @-operation and apply this to HFP. And that we verify evaluation value which objects of evaluation are able to possess.

  • A Port Authority system has been regarded as one of the efficient ways of port management. The Korean government is thus now planning to set up such a system into the Busan Port. Busan New Port is located in Kadok Island but divided Busan and Kyongnam administrative district, so complicated in the appropriate selection to Busan New Port Administration. The research method which was used in this study accounted for overlapping between attributes, and introduced the HFP( Hierarchical Fuzzy Process) method that can perform an operation.

  • Prior to the service evaluation, many kinds of its attributes must be identified on the basis of rational decision owing to complexity and ambiguity inherent in logistics service. there are so many evaluation methods but they are not applicable to logistics service the have property of non-additivity and overlapped attributes. Therefore, probability measure can not used to evaluate logistics service but Fuzzy Measure is required. And the method should be easy to calculate it Recently Fuzzy theory has been applied in Various evaluation problem. Fuzzy evaluation based on Fuzzy theory can accommodate fuzziness in judgement with people through introducing Fuzzy Measure. In this paper, Hierarchical Fuzzy Process is applied to evaluate level of logistics service in Korail and the biggest six logistics companies in the korea which is called 3PL Company. Also Fuzzy Relation Equation which is problem identifying evaluation value at these fuzzy evaluation is applied to verify relation between Input and Output data through @-operation. Therefore, we apply this Fuzzy Relation Equation to Hierarchical Fuzzy Process and verify evaluation value which objects of evaluation are able to possess.

  • As economic trade between Korea and China has been encouraged with the rapid growth of Chinese economy and port competition in Northeast Asia, Korean government is trying to promote development and consolidation of ports to cope with the lack of facilities. Thus, many projects for port development have been propelled including the enactment the 'Private investment promotion law for social overhead capital 1994.' However, there are still some unsettled issues since considerable part of risk is still allocated to the Government when it has to support the private businesses in these port investments whenever unexpected problems arise. Allocation of risk among the participants - in this case especially - is a very subtle issue, however, it was revealed that not many precedent researches were done on the subject. In my previous research, I classified and analyzed 4 principle risks i.e, construction, management, financial and social risk. This research investigates the reasonable allocation of the risks among the participants using the Hierarchial Fuzzy Process. In the result of analysis, responsibility of private party is the most important and it must put the responsibility before Government' roll concerned. Also, this research displayed and proposed the direction of management method on port development in a view of minimizing risk and maximizing initiative of a private party.

Development of Competitive Port Model Using the Hybrid Mechanism of System Dynamic Method and Hierarchical Fuzzy Process Method (SD법과 HFP법의 융합을 이용한 항만경쟁모델의 개발)

  • If a system such as a port has a large boundary and complexity, and the system's substance is considered as a black box, forecast accuracy will be very low. Futhermore various components in a port exert significant influence on each other. To copy with these problem the form of structure models were introduced by using SD method. The Competitive Ports Model had several sub-systems consisting of each Unit Port models, and each Unit Port model was made by quantitative, qualitative factors and their feedback loops. The fact that all components of one port have influence on the components of the other ports should be taken into account to construct Competitive Port Models. However, with the current approach that is impossible, and in this paper therefore, models were simplified by HFP adapted to integrate level variables of unit port models. Although many studies on modelling of port competitive situation have been conducted, both theoretical frame and methodology are still very weak. In this study, a new algorithm called ESD(Extensional System Dynamics) for the evaluation of port competition was presented, and applied to simulate port systems in northeast asia.

  • The purpose of this study is to identify and evaluate the competitiveness of container ports in ASEAN(Association of Southeast Asian Nations) and Korea, which plays a leading role in basing the hub of international logistics strategies at the onset of the 21st century. Its ultimate purpose is to consider the relevant policy-making by comparing the competitiveness of ASEAN and Korea's container ports. This paper adopted the HFP method, which is an empirical analysis that evaluated the port competitiveness by quantifying it a, a qualitative attribute in the aforementioned area, where both ASEAN and Korea vie with each other for increasing container throughput. The results of this study showed that Singapore ranked the first in the subject of study in view of the competitiveness, followed by Busan(2) and Manila(2) as a leading group of the relevant ports in international logistics strategies. This analytic evaluation contributes to the empirical approach applied to policy-making by the HFP method, which is the newest research technique in social science through the comparative study of port competitiveness between ASEAN and Korea.

On the Evaluation of Physical Distribution Service in Ports (항만물류서비스의 평가에 관하여)

  • It is required to consider pricing and non-pricing factors and external economy in order to achieve the objects of physical distribution system in a port. Recently, among the three factors, much attention has been paid to non-pricing factor in the system. Although physical distribution service in a port(PDSP)has been frequently mentioned in documents and literature related to port and shipping studies, few study on it has not been systematically and scientifically made due to the following problems; $\circ$ there are not proper criteria to evaluate level and quality of PDSP and as a result it is difficult to set up a unified standard for doing so. $\circ$ algorithms to evaluate problems with complex and ambiguous attributes and multiple levels in PDSP are not available. This thesis aims to establish a paradigm to evaluate PDSP and to abvance existing decision making methods to deal with complex and ambiguous problems in PDSP. To tackle the first purpose, extensive and thorough literature survey was carried out on general physical distribution service, which is a corner stone to handle PDSp. In addition, through interviews and questionnaire to the expert, it have extracted 82 factors of physical distribution service in a port. They have been classified into 6 groups by KJ method and each group defined by the expert's advice as follows; a. Potentiality b. Exactness c. safety d. Speediness e. Convenience f. Linkage Prior to the service evaluation, many kinds of its attributes must be identified on the basis of rational decision owing to complexity and ambiguity inherent in PDSP. An analytical hierarchy process (AHP) is a method to evaluate them but it is not applicable to PDSP that have property of non-additivity and overlapped attributes. Therefore, probablility measure can not be used to evaluate PDSP but fuzzy measure is required. Hierarchical fuzzy integral method, which is merged AHP with fuzzy measure, is also not effective method to evaluate attributes because it has vary complicated way to calculate fuzzy measure identification coefficient of attributes. A new evaluation algorithm has been introduced to solve problems with multi-attribute and multi-level hierarchy, which is called hierarchy fuzzy process(HFP).Analysis on ambiguous aspects of PDSP under study which is not easy to be defined is prerequisite to evaluate it. HFP is different from algorithm existed in that it clarified the relationship between fuzzy measure and probability measure adopted in AHP and that it directly calculates the family of fuzzy measure from overlapping coefficient and probability measure to treat and evaluate ambiguous and complex aspects of PDSP. A new evaluation algorithm HFP was applied to evaluate level of physical distribution service in the biggest twenty container port in the world. The ranks of the ports are as follows; 1.   • In order to be a hub-port in Northeast Asia, current China government has intensively invested in port development. Further, this development Project is significantly big scale, compared with those projects which Korea and Japan have. Thus, China is beginning to threaten Korean ports, especially Busan port which try to be a hub port in Northeast Asia. For this reason, recently many studies to evaluate competitiveness between Korean ports, especially Busan and Gwangyang, and Chinese ports have been conducted. In the mean time, implications of those pervious research has mainly been based on evaluation of port competitiveness using evaluation methodologies, such as AHP(Analytical Hierarchy Process) and HFP(Hierarchical Fuzzy Process). However, as previous evaluation algorithms are methodologies that only calculate ranking of ports by competitiveness level, from the results of analysis, critical weak points affected current port competitiveness could not clearly fine out. That is, because there has not been any algorithm that can extract critical points from the evaluation results. The aim of this paper is to present critical points that affect port competitiveness using an algorithm based on IRFE(Inverse Relation of Fuzzy Evaluation), and scenario analysis, from previous results of evaluation of port competitiveness. And The research scope is to covey the subjective ports of Korea and China's 7 major ports (Busan, Gwangyang, Sanghai, Qingdao, Tienjin, Dalian and Kaoshuing). From analysis, it was found that critical weak point of Busan port is the level of hinterland including availability of free trade zone.
