경상지역 농촌협약 특징 - 일반 농산어촌개발사업, 계층구조, 생활권 설정을 중심으로 - (A Study on the Characteristics of Rural Convention in Geongsang Region - Focused on the Rural Development Projects, Hierarchical Structure and Living Area -)

  • The purpose of this paper is to provide basic data to Si and Gun preparing for rural agreements in the future through consideration and case analysis for rural conventions, such things as living standards, hierarchical analysis methods, and general rural development projects. In the 1970s, sporadic and one-off projects focused on individual projects were repeatedly carried out in rural areas, which were undergoing dramatic changes in population movement, land use, landscape, economic growth and living. The keyword of the government's policy has changed to a way that existing rural development projects are planned and promoted by local governments themselves in conjunction with the issue of autonomy and decentralization. In addition, with the introduction of Rural Convention, the central and local governments are striving to achieve common policy goals. However, due to the lack of understanding of the Rural Convention introduced as a pilot project in 2020, the lack of living areas setting-standards, unclear classification of hierarchical structure, and excessive goal consciousness for general agricultural and fishing village development projects remain, fading the original purpose of the Rural Convention. Therefore, this study analyzed the seven reports of the Gyeongsang region selected in the 2021 Rural Convention to identify the characteristics of living area, hierarchical structure analysis, and detailed projects (rural center revitalization project, basic living base development project) and provided them as basic data. As a result of the study, first, according to the results of the hierarchical structure analysis, the first class was derived from 6 out of 7 Si and Gun. This is judged to be the result of the current rural population, social, and economic problems. Second, according to the results of the division of living areas, it was confirmed that except for one local government in seven cities and counties, the remaining six local governments were divided into three single living areas and three two living areas. This is the result obtained through a comprehensive review by overlapping the results of various analyses such as hierarchical analysis and resident surveys and OD data, and shows a different form from the existing upper or related plans. It is judged that this is the result of including qualitative contents such as residents' opinions along with various analyses when determining the living area. Third, the proportion of the budget for rural center revitalization and basic living base development projects to the total project cost subject to the Rural Convention was 59.6%, which was relatively higher than that of other general agricultural and fishing village development projects. It is judged that it is preferred because the unit project cost is relatively high in Si and Gun, and that quantitative results can be visually shown after the project is terminated.

  • 항만공사는 항만을 관리하는데 가장 유용한 형태이다. 우리나라는 이와 같은 항만공사를 곧 부산에 설립하려고 한다. 그러나 가덕도에 위치하는 부산신항은 행정구역으로는 부산과 경상남도에 걸쳐 위치하고 있기 때문에 항만관리체계의 형태가 불투명하다. 연구의 방법론은 속성간 중복도를 고려하여 연산 할 수 있는 계층퍼지분석법(HFP)을 이용하였다.

  • 인터넷 서비스가 대중화되면서부터 네트워크상의 통신 및 시스템을 안전하게 보호하기 위한 네트워크 보안 관리가 시급한 문제로 부상되고 있다. 이에 따라 침입탐지 시스템, 침입차단 시스템, VPN과 같은 보안 장비들이 급속히 사용화 되고 있는 실정이다. 그러나 이들 보안 장비들은 단일환경, 단일 시스템에서 제각기 독립적으로 기능하기 때문에 보안 대상이 매우 제한적이며, 벤더별로 상이한 구조로 인해 강호 유기적인 통합기능을 제공하지 못하고 있는 실정이다. 따라서 이 논문에서는 일관성 있고 체계적인 보안정책을 네트워크를 대상으로 적절하게 적용할 수 있는 계층적 구조의 정책기반 보안관리 모델을 제시하고, 각기 다른 보안 영역에 따라 다르게 정의된 보안 정책들에 대한 관리와 협상을 용이하게 하는 정책 협상 메커니즘과 프로토타입을 제시한다. 이 연구 결과는 다양한 환경의 네트워크에서 보안정책 서버 및 보안 기술의 개발에 지침으로 활용이 가능하며, 또한 네트워크 전체의 보안성을 향상시킬 수 있으며, 각 호스트간의 보안 정책 협상을 효율적으로 지원할 수 있다.

계층적 CNN을 이용한 방송 매체 내의 객체 인식 시스템 성능향상 방안 (Performance Improvement of Object Recognition System in Broadcast Media Using Hierarchical CNN)

  • 본 논문은 계층적 Convolutional Nerual Network(CNN)을 이용한 스마트폰용 객체 인식 시스템이다. 전체적인 구성은 스마트폰과 서버를 연결하여 서버에서 컨볼루셔널 뉴럴 네트워크로 객체 인식을 하고 수집된 데이터를 매칭시켜 스마트폰으로 객체의 상세정보를 전달하는 방법이다. 또한 계층적 컨볼루셔널 뉴럴 네트워크와 단편적 컨볼루셔널 뉴럴 네트워크와 비교하였다. 계층적 컨볼루셔널 뉴럴 네트워크는 88%, 단편적 컨볼루셔널 뉴럴 네트워크는 73%의 정확도를 가지며 15%p의 성능 향상을 보였다. 이를 기반으로 스마트폰과 방송매체와 연동한 T-Commerce 시장 확장의 가능성을 보여준다. 아울러 방송영상을 시청하면서 Information Retrieval, AR/VR 서비스도 제공 가능하다.

신노동당의 연계정부(joined-up government)와 사회서비스 개혁 (New Labour's Joined-Up Government and Social Service Reform)

  • 정책 분야들이 넓어지고 복잡해지면서 정책 조정은 행정의 도전이 되고 있다. 신노동당의 연계정부(joined-up government)는 사회서비스 공급에 있어 정부의 분절화를 개선하기 위한 종합적인 접근법이었다. 신노동당은 총리실과 내각부 등 정부의 핵심기관과 민관협력분야에 연계기관들을 두어 정부부처 간, 그리고 민관 간 연계된 활동을 추진하였다. 그러나 연계정부는 행정체계를 더욱 수직적으로 만들고, 분절화시키며, 책임소재를 불분명하게 하였다는 비판을 받았다. 영국의 연계정부의 경험은 부처 간, 중앙과 지방 간, 그리고 민관 간의 정책 조정의 중요성이 더욱 커지고 있는 한국에 함의를 줄 것이라 기대한다.

  • 클라우드 환경을 구성하는 자원을 능동적으로 사용 하기 위해서는 부하분산 정책이 필요하며 효율적으로 작업을 할당하고 공유할 수 있는 자원 관리 스케줄링이 필요하다. 또한 자원의 경제성을 유념하여 클라우드 서비스 제공자의 이익 창출과 자원 활용도의 개선을 실현해야하고 서비스 사용자의 만족도를 향상시켜야 한다. 본 논문에서는 계층형 부하분산 정책을 이용한 비용이익 기반 자원관리 스케줄링 모델(Cost-benefits Based Resource Management Scheduling Model using Hierarchical Load Balancing Policy)을 제안한다. 제안하는 모델은 계층형 부하분산 정책을 적용하여 자원을 통합, 관리함으로서 개선된 유지보수성을 제공하며, 서비스 제공자의 비용이익을 고려하여 각 자원들마다의 자원협상 메커니즘과 비용이익을 우선으로 하는 가격 결정 알고리즘을 제공하여 합리적인 자원 할당이 가능하다.

외국인 환자 간호에 대한 간호사의 문화역량 영향요인 (Factors Affecting Cultural Competence of Nurses Caring for Foreign Patients)

  • Background: The purpose of this study was to examine the cultural competence of nurses caring for foreign patients in general hospitals. Methods: The subjects are 308 nurses who work in general hospitals in Seoul and Gyeonggi-do. The data, collected using a structured questionnaire on cultural competence, coping strategy, multicultural experience, intercultural uncertainty, and intercultural anxiety, were analyzed using descriptive statistics, t-test, analysis of variance, Pearson's correlation analysis, and hierarchical multiple regression. Results: Cultural competence was significantly associated with marital status, level of education, type of ward, and number of cared foreign patients. In hierarchical multiple regression analysis, the level of cultural competence was significantly associated with married, master degree qualified, high level of coping strategy and multicultural experience, and low level of cultural uncertainty. Conclusion: The findings revealed the need for educational programs which can contribute to lower the intercultural uncertainty and to enhance coping strategies dealing with foreign patients. In addition, individual and organization efforts to provide opportunities to expand nurses' multicultural experience will affect nurses' cultural competence development.

일부 성인의 주관적 구강건조증에 영향을 미치는 요인 (Adults'self-reported of dry mouth and it's associated impact factors)

  • Objectives : The aim of this study is to investigate the possible impact factors on adults' self-reports of dry mouth and to develop strategies to improve oral health education policy. Methods : This study was conducted on a total of 622 self-administered questionnaires adult above 20 and under 65 years of age living in Seoul and Gyeonggi provinces. The final participants consisted of 443 adults without chronic illness, taking medications and wearing dentures. The Hierarchical Multiple Regression model with three stages was used to assess the association for exposure of interest, such as socio-demographics, health-related behavior, mental health and self-reported of dry mouth. Results : The participants reported mean score of dry mouth($6.32{\pm}4.47$), of which 191 were male($6.81{\pm}4.56$) and 252 were female($5.94{\pm}4.37$). Hierarchical Multiple Regression revealed that the score of dry mouth was shown to be significantly higher for the following people: Males, who were employed, unemployed, negative self-perceived general health, perceived stress, and participants who had no experience awareness of distress in two weeks. The explanatory power was 21.9%. The most powerful impact factor regarding to employment was shown to be negatively associated to dry mouth, and self-perceived general health, experiencing awareness of distressful in two weeks was also important factors. Conclusions : Based on these results in order to develop oral health education policy strategies for the prevention and management of dry mouth, there need to be considered for the employee.

의료기관에서 리더십과 조직문화가 조직유효성에 미치는 영향에 관한 연구 -치과의원 중심으로- (The Effect of Leadership and Organizational Culture on Organizational Effectiveness : A Dental Clinics-Based Study)

  • This study aims to explore how the transformational leadership (consisting of three factors"charisma, individualized consideration, and intellectual stimulation) and the organizational culture (typified by developmental, rational, consensual, and hierarchical culture) are related to the organizational effectiveness (consisting of job satisfaction, organizational commitment, and intention to leave a job) of dental clinics. We found the following empirical results through a survey of 378 persons who work in dental clinics. Firstly, the respondents acknowledged charismatic leadership as the typical type of leadership ; as for organizational culture, a culture of consensus is recognized as the representative type. Secondly, transformational leadership has different effects according to the type of organizational culture: a positive influence in developmental and rational cultures, but a negative influence in consensual and hierarchical cultures. Thirdly, developmental culture has proven to be the most suitable for increasing job satisfaction and organizational commitment. The developmental, rational, and consensual cultures have all contributed to reducing intention to leave among clinic staff, whereas in the hierarchical culture, intention has been elevated. Fourthly, transformational leadership has a positive effect on the job satisfaction and organizational commitment; the intent to leave has been lessened under individualized consideration and charismatic leadership, but has been increased under leadership of intellectual stimulation. Fifthly, it is consideration and charisma that help to increase organizational effectiveness. These influences will become more effective through a developmental culture. Based on the above empirical results, we propose practical measures to improve the organizational effectiveness of clinics, in particular dental clinics. In order to build developmental culture, the doctor (manager) should produce an atmosphere in the clinic in which staff members are able to create and jointly own ideas and then promote awareness of staff participation. Additionally, in order to bring leadership of charisma and consideration into full play, the doctor should shape a relationship of mutual trust mainly by recognizing and praising the work of clinic staff. Finally, the doctor needs to acknowledge that organizational effectiveness can be significantly improved by increasing the transparency of the business.
