Evaluating Economic Value of Heat Wave Watch/Warning Information in Seoul and Busan in 2016: Focused on a Cost of Heat Wave Action Plan and Sample of Patients (2016년 서울과 부산지역 폭염특보 정보의 경제적 가치 평가 -폭염대책 비용과 환자 자료를 중심으로-)

  • This study aims to evaluate the economic value of the heat wave watch/warning (HW/W) forecast provided by the KMA (Korea Meteorological Administration) for the public sector. Local govermenments of Korea currently use the HW/W forecasts as a major input variable to determine the preparative requisite level for reducing potential damage by extreme heat events. To assess the value of the HW/W, which is not a marketable commodity, a decision-making model taking into account the cost and loss was established. The 'cost' variable was defined as the heat wave countermeasures budget for Seoul and Busan in 2016, and the 'loss' variable was set as the amount of health insurance claims for those 65 and older obtained from the Health Insurance Review and Assessment Service. Using this model, the value of the HW/W in 2016 was calculated as KRW 4,133M and KRW1,090M for Seoul and Busan, respectively. In addition, if the KMA reduces the False Alarm of the HW/W by a single instance, the value will be increased by KRW 76.6M and KRW 16.8M for the two cities. The results of this study are useful in quantitatively estimation of the value of the HW/W forthe public sector.

  • To verify the accuracy of the numerical experiment of Part I, measurements at the matured rice canopy located around Junam reservoir were performed at August 14, 1995. According to the measured data, the foliage temperature recorded the highest value, and the ground temperature was the lowest around noon, and these results coincided with those of the numerical experiment using the combined model of Part I. From the estimation using measured data, the maximum value of the latent heat flux was 380$Wm^2$, the highest value among energy balance terms, and the energy redistribution ratio of the latent heat flux was averaged as 0.5, the highest values among redistribution ratios. These results are the same as those of the numerical experiment in tendency, but they reveals a little lower in the absolute values than those from the numerical experiment.

  • The purpose of this study is to present rational methods of multi-criteria optimization of the envelope of buildings. The object is to determine the optimum R-value of the envelope of a building, based on the following criteria: minimum building costs (including the cost of materials and construction) and yearly heating costs. Mathematical model described heat losses and gains in a building during the heating season. It takes into consideration heat losses through wall, roof, floor and windows. Particular attention was paid to have a more detailed description of heat gains due to solar radiation. On the assumption that shape of building is rectangle in order to solve the problem, optimum R-value of the envelope of a building is determined by using non-linear programing methods(Kuhn-Tucker Conditions). The results constitute information for designers on the optimum R-value of a building envelope for energy saving buildings.

  • In this study, behavior of deformation and mechanical properties under static tensile load in friction welded dissimilar materials. and necking phenomenon occuring at yeilding point are shown. Behavior of Hv(Micro Vickers Hardness) is observed that the maximum value is occured near by the interface. and the minimum value is arised at the heat affected zone. Fracture occured at the minimu value of Hv of the heat affected zone is observed. The position of fracture surface is subjected to behavior of Hv. Yielding strength subjected to friction welding conditions, specially to upset pressure is shown.

  • Advanced glazing systems with excellent heat transmission values (Ug-Value) have been developed to reduce the energy consumption and the greenhouse gas emission. This study proposes a triple glazing system consisting of gaps with a vacuum and a carbon dioxide gas layer which is one of greenhouse gases. As a fundamental stage, this study is focused on calculating the optimal glazing thickness and the Ug-Value via a computer simulation, Therm & Window package. As the results, it was presented that the optimal thickness of the proposed triple glazing system is 22.2 mm, and the Ug-Value is 0.273 W/㎡·K. If this glazing system is to be applied to buildings, it could not only reduce building energy consumption but could also contribute to the treatment of carbon dioxide gas which is one of greenhouse gases.

  • In this study, cold crack susceptibility of high strength steel (ABS EH32 Steel) welded zone with shielded metal are welding was investigated by tensile restraint cracking test method. Effects of diffusible hydrogen content on root cracking, lower critical stress, crack initiation and fracture mode, hardness value distribution of welded zone and fractograph were mainly investigated. Following conclusions are made: 1. In the view of the lower critical stress level, wet electrode, containing much diffusible hydrogen content shows lower value than dried electrode. 2. Hardness value(Hv 5kg) in Heat Affected Zone of wet electrode is higher than that of dried electrode caused by hydrogen embrittlement. 3. In the case of wet electrode, root crack is initiated and propagated in Heat Affected Zone and then propagated to weld metal, but using of dried electrode, root crack is initiated in Heat Affected Zone and propagated to weld metal without propagating in HAZ. 4. For wet electrode, quasi-cleavage fracture mode is majorly observed on the fracture surface of HAZ and partially of weld metal due to hydrogen embrittlement.

  • In this study, the heat transfer characteristics of a U-shape heat pipes were investigated. Heat is supplied to the U heat pipe through its middle zone(evaporator), and is released to the environment through its both arms(condensers). Both heat transfer coefficients and heat transport limitations were measured and compared with correlations previously developed for straight type heat pipes. Special concerns were focused to the cases, when each of condensers were submitted to a different cooling conditions, relatively. As a result. the heat transfer limitation of a U-shape heat pipe was found out to be 10∼15% less than the value for a straight heat pipe with an equivalent size.

Mean Heat Flux at Gunsan Harbor (군산항의 평균 열속)

  • Based on the monthly weather report of Korea Meteorological Administration (KMA) and daily sea surface temperature (SST) data from National Fisheries Research and Development Institute (NFRDl) (1991-2001), mean heat fluxes were estimated at the Gunsan harbor Net heat flux was transported from the air to the sea surface during March to early September, and it amounts to $125\;Wm^{-2}$ in average daily during May to June. During the middle of September to February, the transfer of net heat flux was conversed from the sea surface to the air with $-125\;Wm^{-2}$ in mininum value in October. Short wave radiation was ranged from 50 to $248\;Wm^{-2}$ showing maxima in April to June. Long wave radiation was ranged from 25 to $92\;Wm^{-2}$ with mininum value in June to July. Sensible heat flux denoting negative values in April to August was ranged from -30 to $72\;Wm^{-2}.$ Latent heat flux was ranged from 15 to $82\;Wm^{-2}$ with maxima in August to September. The phase of heat exchange was changed from cooling to heating in the end of February, and from heating to cooling In the beginning of September. The advective term of heat flux showed minima in April to June and maxima in November. The ratio of temperature variations was 1.37 in the sea surface process and the horizontal process by advection. This indicates that the main factor in variation of temperature at Gunsan harbor is the heat exchange process through the sea surface from the air.

  • The heat transfer problem associated with pulse technique for measuring thermal diffusivity was solved by means of Green function. The obtained general solution was discussed so as to apply for all possible cases; kinds of boundary condition and heat source, irradiation positions of heat pulse, radius of heat pulse, one-and two-dimensional heat flow, finite pulse time effects and radiation heat loss systems. Experimentally, the laser flash lamp was used as heat source for measuring thermal diffusivity of low carbon, aluminium chilled steel plate, which was heavily rolled in order to measure the variation of thermal diffusivity in the temperature range from room temperature through 500.deg. C. The derived results are (1) materials produced from same furnace showed a somewhat different thermal diffusivity values. (2) the thermal diffusivity value of rolled material was smaller than unrolled material and the difference decreased as increasing temperature. (3) the thermal diffusivity value of an annealed and temper rolled material was larger than the value of a cold rolled material, even thought smaller than unrolled material. (4) In case of heavy rolled material, there was no consistent relationships between the thermal diffusivity and the reduction in thickness.

  • Japanese Ocean Flux Data Sets with Use of Remote Sensing Observations (J-OFURO) includes global ocean surface heat flux data derived from satellite data and are used in many studies related to air-sea interaction. Recently latent heat flux data version 2 was constructed in J-OFURO. In version 2 many points are improved compared with version 1. A bulk algorithm used for estimation of latent heat flux is changed from Kondo (1975) to COASRE 3.0(Fairall et al., 2005). In version 1 we used NCEP reanalysis data (Reynolds and Smith, 1994) as SST data. However, the temporal resolution of the data is weekly and considerably low. Recently there are many kinds of global SST data because we can obtain SST data using a microwave radiometer sensor such as TRMM/MI and Aqua/AMSR-E. Therefore, we compared many SST products and determined to use Merged satellite and in situ data Global Daily (MGD) SST provided by Japan Meteorological Agency. Since we use wind speed and specific humidity data derived from one DMSP/SSMI sensor in J-OFURO, we obtain two data at most one day. Therefore, there may be large sampling errors for the daily-mean value. In order to escape this problem, multi-satellite data are used in version 2. As a result we could improve temporal resolution from 3-days mean value in version 1 to daily-mean value in version 2. Also we used an Optimum Interpolation method to estimate wind speed and specific humidity data instead of a simple mean method. Finally the data period is extended to 1989-2004. In this presentation we will introduce latent heat flux data version 2 in J-OFURO and comparison results with other surface latent heat flux data such as GSSTF2 and HOAPS etc. Moreover, we will present validation results by using buoy data.
