유해물질(有害物質) 제한지침(制限指針)(Restriction of Hazardous Substances Directive, RoHS)의 현황(現況) (Brief study on Restriction of Hazardous Substances Directive (RoHS))

  • 유해물질 제한지침(Restriction of Hazardous Substances Directive, RoHS)로 알려진 특정 유해물질 사용에 관한 규제는 2003년 2월 유럽 연합에서 시행되었다. RoHS는 2006년 7월 1일부터 효력을 발휘하며 이를 위해서는 유럽연합 소속국가에서 법령을 제정하여야 한다. 이 지침은 다양한 전기전자기기의 제조에 있어서 6가지 유해물질의 사용을 제한한다. 이것은 대량 발생하고 있는 유해한 전자기기 폐기물 문제를 해결하기 위해 발의된 법안의 일부이며, 전자제품 재활용에 관한 폐전자기기처리지침(Waste Electrical and Electronic Equipment directive, WEEE)과 밀접한 관계가 있다.

GIS 공간 분석기법을 활용한 위험물질별 철도사고 피해규모 자동추출방안에 관한 연구 (A Method to Measure Damage Areas on Railway Accidents by the HAZMATs types using GIS Spatial Analysis)

  • Due to the industrialization and urbanization, the transport of hazardous materials increases, which rises possibilities in occurring prospective accidents in terms of hazardous material transport as well. This study applied the model developed from the previous research to analyze the scale of damage areas from the accidents related to hazardous material accidents, as well as suggested a method to measure automatically the scale of accident including casualties and environmental damage based on the guideline which suggests the quantities of hazardous materials exposed from an accident and was defined in the study of standardization for hazardous material classification. A buffering analysis technique of Geographic Information System (GIS) was applied for that. To apply the model which evaluates the scale of population and exposure to environment on each link, rail network, zones, rail accident data, rail freight trips, and locations of rivers etc were complied as a database for GIS analysis. In conclusion, a method to measure damage areas by the types of hazardous materials was introduced using a Clip and a Special Join technique for overlay analysis.

Nanosecond Gated Raman Spectroscopy for Standoff Detection of Hazardous Materials

  • Laser Raman spectroscopy is one of the most powerful technologies for standoff detection of hazardous materials including explosives. Supported by recent development of laser and sensitive ICCD camera, the technology can identify trace amount of unknown substances in a distance. Using this concept, we built a standoff detection system, in which nanosecond pulse laser and nanosecond gating ICCD technique were delicately devised to avoid the large background noise which suppressed weak Raman signals from the target sample. In standoff detection of explosives which have large kill radius, one of the most important technical issues is the detection distance from the target. Hence, we focused to increase the detection distance up to 54 m by careful optimization of optics and laser settings. The Raman spectra of hazardous materials observed at the distance of 54 m were fully identifiable. We succeeded to detect and identify eleven hazardous materials of liquid or solid particles, which were either explosives or chemical substances used frequently in chemical plants. We also performed experiments to establish the limit of detection (LOD) of HMX at 10 m, which was estimated to be 6 mg.

유성페인트의 화재 위험성평가에 관한 연구 (A Study on the Fire Risk Assesment of Solvent-based Paints)

  • 현재 국내에서 유통되고 있는 위험물질 가운데 인화성액체가 차지하는 비중은 87 wt% 이상이며 그 중 사용량이, 가장 많은 혼합위험물은 페인트 제품인 것으로 나타났다. 따라서 페인트 제품의 제조, 저장 및 운송에 대한 안전성 확보는 가장 시급하고 중요한 문제라고 할 수 있다. 본 연구에서는 국내 위험물안전관리법과 국제 GHS 시험방법 등을 조사 분석하였고 다양한 유성페인트에 대한 위험성 시험을 실시하여, 그 결과들 간의 연관성을 찾아냈으며, 더 나아가 국내 실정에 맞는 위험성 시험방법 및 판정기준을 제시하였다. 페인트는 인화점 시험, 가연성 액체량과 UN-연소지속성 시험 결과의 판정에 따라 위험물 또는 비위험물로 판정한다. 각각의 다른 수지가 사용되는 6종 유성페인트에 대하여 시험결과 그들은 고위험성을 갖는 제 류 위험물 및 제 류 위험물인 것으로 밝혀졌다.

중소규모 산업장 여성근로자들의 작업환경에 대한 인식이 직무만족에 미치는 영향 (The Affecting for Awareness of Exposure at Hazardous Materials on the Working Satisfaction of Female Workers in the Small Scale Industry)

  • 458 female workers working in the small and medium scaled industries in Inchon area were surveyed to study their general characteristics, health behavior, working and environmental conditions, awareness of exposure at hazardous materials, current health status, and degree of working satisfaction. Self-administered questionnaire was distributed to the female workers with the explanation by trained interviewer on the purpose of survey and the method how to answer. The results were as follows : (1) 75.5% of the respondents are living with their families and others are living in domitary or rent house for herself. Age distribution ranges from teenagers to warren in their forties. In marital status 69.0% of workers are single and 31.0% of them have ever married. 69.4% of workers are high school graduate. The size of factory is 48.3% with less than 300 workers, 42.1% with 300~500 workers. (2) Most of the workers(86.7%) are full time workers, 52% of the respondents have working experiences in other factories. More than 65% have fewer than 5 years working experience. (3) The awareness of exposure at noise was 33% of respondents, it was significantly different by skilled status. The awareness of exposure at dust, other hazardous material was each 13.3%, 12.4% of respondents. (4) 26% of them are unsatisfied with their working cognitions and 43.7% of them are unsatisfied with their welfare in occupational system unsatisfactory rate of promotion is higher in the unmarried workers(45.6%), skilled workers(47.2%), full time workers(47.4%), long term workers(50%), and awareness group of exposure hazardous material(51.3%), compared to married women workers, unskilled workers, part-time workers, short term workers and unawareness group of exposure at hazardous materials. (5) The index of working satisfaction is rated on a scale of 1 to 10 with the higher point indicating higher satisfaction. Among the selected variables, marital status, working status, the awareness of exposure at hazardous materials, were statistically significant with the index of working satisfaction. (6) By multiple regression analysis showed that the determinant factors of index of working condition were health index, the awareness of exposure at dust, the awareness of exposure other hazardous materials, marital status and working period. In conclusion, there is a significant relationship between the awareness of exposure at hazardous material the index of working satisfaction. Therefore if the workers are less exposed to the hazardous material and are educated properly they will be more satisfied with their work thus improving their health and productivity. Finally, with the result of this study, there is a great need for the development of a health promotion program and a welfare policy for small-scale factories.

  • 최근 들어 철도차량 안전과 관련하여 국내에서 다양한 연구가 진행되고 있다. 하지만 대부분의 연구는 여객을 수송하는 일반 객차, 전동차, 고속열차 등을 중심으로 행해지고 있으며, 화물 특히 위험물 수송 화물차량에 대한 연구는 전무한 실정이다. 본 연구에서는 위험물질을 수송하는 탱크차의 안전기준을 개발하기 위하여 유류를 중심으로 국내외 관련된 안전기준을 비교 분석하여 국내 위험물 수송 탱크차 안전기준 개발의 기초를 마련하고자 한다.

  • 도로를 주행하는 위험물질 수송차량 사고는 재난형태의 심각한 피해를 야기하므로 해외국가들은 이미 오래전부터 위험물질 수송차량의 안전관리를 위하여 관련 법 제도를 구축하고 체계적인 관리를 수행해오고 있다. 최근 국내에는 인제양양터널, 금정산터널 등 10km이상의 초 장대터널이 고속도로 상에 개통되고 있으며, 화학기술의 발전과 함께 다양한 종류의 위험물질 유통량이 증가하고 있다. 그러나 위험물질 수송차량 안전운행과 관련된 법 제도는 여전히 부재하며, 이들을 관리하기 위한 체계적인 정책방안도 구체화되지 않은 실정이다. 위험물질 수송차량의 사고위험성을 인식하고, 도로관리자를 위한 체계적 관리방안을 구축하여 도로 안전성을 확보하는 것은 중요한 과제이다. 따라서 본 연구는 안전한 고속도로 위험물질 수송차량 운행을 위하여 국내 고속도로 터널통행규제에 대한 타당성을 분석함으로써 도로관리자를 위한 관리 방향을 제시하고자 하였다. 본 연구의 결과는 향후 도로 위험물질 수송차량 관련 법 개정과 위험물질수송차량 최적경로 도출을 위한 기초자료로 활용될 수 있을 것이다.

The effect of ventilation on reducing the concentration of hazardous substances in the indoor air of a Korean living environment

  • Controlling the quality of indoor air is important in order to maintain a healthy life. In this study, we investigated the correlation between the hazardous substance concentration of indoor air and circulation based on different ventilation methods in the apartment, which is one of the representative housing types in Korea. As target substances, we considered the hazardous substances which are generated during the cooking process and radon gas which is originated from building materials. We measured the concentrations of carbon dioxide and fine particles in relation to type of food and ventilation methods in order to determine the change in the concentration levels of hazardous substances which are generated during the cooking process. On the other hand, we measured the concentration of radon gas before and after letting fresh air into a room through windows in order to determine the change in the concentration level of radon gas which is originated from building materials. The results show that turning on the ventilation fan plays a major role in reducing the concentration levels of hazardous substances in the kitchen, and that it is more effective to turn on the ventilation fan during cooking than after cooking to prevent the diffusion of hazardous materials produced by cooking through the indoor air. Also, the results indicate that letting fresh air into a room through windows more than one time a day is necessary to reduce the concentration level of radon gas in the room to safe concentration range.

  • 산업의 발달 및 도시화의 증가로 인해 위험물질을 포함한 물류 수송량은 날로 증가하는 추세이고 위험물질 수송차량들의 사고발생 위험도 따라서 증대되고 있다. 본 연구에서는 위험물 운송이 점차 증가하고 있는 철도수송에 있어 기존 선행 연구의 피해규모 분석모형을 적용하고, 위험물 물류 표준화 연구에서 정의된 물질별 사고노출량을 기준으로 하여 위험물 물질별 인구 및 환경 노출규모를 GIS(Geographic Information System)의 버퍼링 분석 기 법을 통하여 일반적으로 분석이 어려운 피해규모산정을 자동으로 도출하는 방안을 제시하였다. 각 링크별 인구 및 노출규모 산출 모형을 적용하기 위해서는 Network(철도망), Zone(행정구역), 철도사고 Data, 철도화물 통행량, 하천 및 강 등을 GIS Database로 구축하였고, 최종적으로 Buffering 분석과 함께, 중첩분석의 Clip 기법과 Special Join 기법을 함께 사용하여 본연구의 제시한 위험물 물질별 피해규모 자동 추출 방안을 제시해 보았다.

Relative Positioning of Vehicles Carrying Hazardous Materials Using Real-Time Kinematic GPS

  • It is well known that the accident of vehicles carrying hazardous materials incurs huge losses economically and socially. To detect and respond rapidly against the accident of a vehicle carrying hazardous materials, it is essential to estimate the relative navigation information between the forward tractor module and the backward trailer module of the vehicle reliably and accurately. In this paper, a precise relative positioning system based on GPS is designed, implemented, and evaluated as a prerequisite to design an effective relative navigation system for the vehicle carrying hazardous materials. An experiment using field-collected 10 Hz real GPS measurements showed that the designed relative positioning system achieves 22 cm accuracy within 15 epochs by float solutions. Also, it was found that cm-level integer solutions can be generated reliably after the quick convergence of float solutions.
