In the trend of increasing awareness of chemical accidents, hazardous chemical transport vehicle accidents are occurring every year. In this study, we analyzed improvement of accident prevention and countermeasures through statistical analysis of hazardous chemical transport vehicle accidents. A total of 383 chemical accidents between January 2014 and December 2017 were analyzed. During this period, number of transportation accidents was 83 cases, accounting for 21.67% of total chemical accidents. In the current system, despite the direct handling of hazardous chemical, it is out of regulation of damage prediction unlike the workplace. In order to effectively respond to actual accident, information on damage prediction is required and should be shared with related ministry. And it should be developed to real-time monitoring of hazardous chemical transport vehicle through integrated control tower.
The actual condition of safety management and problems for hazardous material facilities in national industrial complex are investigated and analyzed in fields of hazardous material facilities safety, fire fighting equipment safety, building safety, space safety. In most cases, the failure to comply with legal requirements and the maintenance of fire safety have been pointed out. As a result, the total number of problems identified was 466 and problems in the field of hazardous material facilities safety have been pointed out the most. Also, it was analyzed that the number of problems identified in the manufacturing facilities and general handling centers among the hazardous materials facilities was the highest. Therefore, it will contribute to strengthening the safety management capability of the national industrial complex in the future by suggesting the convergence direction of the safety diagnosis system and the systematic introduction of the precise safety diagnosis.

As concerns have been raised about health effects of children's products containing hazardous chemicals on children, the Korea Ministry of Environment announced 135 environmental hazardous substances in children's products (EHSCP) which were subject to risk assessment. Therefore, it is necessary to identify the current status of EHSCP for management due to their various exposure routes and types. In this study, we investigated the exposure assessment of EHSCP as well as relevant policies implemented in domestic and foreign countries. Domestic and foreign cases of detection of EHSCP were reviewed in the literature and websites of related agencies. Due to the lack of reference values for child-specific toxicity of EHSCP, those for adults and regulatory status of EHSCP were also investigated and reviewed with literature. The related agencies of foreign countries provided 13 child-specific reference doses (RfDs), 76 RfDs, and 42 reference concentrations as toxicity reference values of the EHSCP. Among substances investigated in the studies to assess exposure of hazardous substances in children's products by the Korea Ministry of Environment, 23 substances were included in 135 EHSCP. The same studies identified 9 substances which were excluded from the 135 EHSCP. For regulatory status for hazardous substances in children's products, 44 substances (32.6 %) and 84 substances (62.2 %) of 135 EHSCP were under regulation in Korea and foreign countries, respectively. In the present study, we found that a list of 135 EHSCP should be revised to ensure children's safety.
It is known that damages to the subsea cables used for electric power transmission between islands and countries, including renewable energy from offshore wind power, current, tides, etc., cost much to restore, which causes social and economic losses. Various types of fishing rigs and anchors have been reported to be the greatest hazards to subsea cables. It is possible to design and construct a suitable protection facility for a subsea cable by precisely estimating the underwater behavior of such hazardous apparatuses. In this study, numerical simulations of the underwater behaviors of various hazardous apparatuses were carried out using fluid-structure interaction (FSI) analysis as a basic study to simulate the actual behavior phenomena of hazardous apparatuses in relation to a subsea cable. In addition, the underwater drop characteristics according to the types of hazardous apparatuses were compared. In order to verify the accuracy of the FSI analysis method used in this study, we compared the test results for underwater drops of a steel ball bearing. Stock anchors, stockless anchors, and rocket piles, which were actually reported to be the cases of damage to subsea cables along the southwest coast of Korea, were considered as the hazardous apparatuses for the numerical simulations. Each hazardous apparatus was generated by a Lagrangian model and coupled with the fluid domain idealized by the Eulerian equation to construct the three-dimensional FSI analysis model. The accuracy of the numerical simulation results was verified by comparing them with the analytical solutions, and the underwater drop characteristics according to the types of hazard apparatuses were compared.

Objectives: Business operators handling hazardous chemicals regulated under the Chemical Substances Control Act (CSCA) must receive permits to operate their business from the Ministry of Environment. This study analyzed the status of recent legal violation in chemical handling workplaces in Ulsan where a large volume of chemicals is handled for industrial use. Methods: A total of 557 corporations have been granted legal status as business operators in Ulsan. For all business operators, legal violations in regard to the CSCA that were discovered by the environmental office in the last five years (2018~2022) were thoroughly analyzed. Results: A total of 225 violations of the CSCA have been discovered at 165 corporations, with the violation rate accounting for approximately 27% of all business operators. In particular, 22% of the 165 violators (36 corporations) were discovered to have violated twice or more, and some business operators (6%) even violated in consecutive years. Non-compliance of facility inspection was the most frequent violation (45 cases, 20.1%), followed by non-reporting of important changes in the permitted matters (23 cases, 10.3%), non-completion of legal safety education (19 cases, 8.5%), failure to secure permission for modification in the permitted matters (18 cases, 8.0%), and failure to submit chemical transport plans (16 cases, 7.1%). Conclusions: Most of the violations could have been prevented if the field personnel had paid sufficient attention. Thus, it is fundamentally necessary to create an environment for spontaneous safety management for themselves and to strengthen individual capabilities.
This study compares the safety of nail products by reviewing domestic and foreign literature for preparing a safety management plan for reduction of human body exposure to hazardous substances that occur in nail products. We analyzed the cases of exceeding the limit value of hazardous substances. In domestic artificial nail adhesive and nail tip, toluene content was 40.3 times higher than the standard value, chloroform was 22.8 times, and antimony was 15.4 times. In developed countries, it is obligatory to provide material safety data and workplace ventilation equipment through various policy researches. However, there is no safety standard in Korea. Therefore, if the regulations for safety management should be established with each characteristic of nail product, work environment, workers, and consumers, and the awareness of hazardous substance cosmetics should be improved through development and dissemination of various educational programs, it can contribute to disease prevention and health promotion.

To prepare measures for practical policy utilization and the control of heavy metals, hazard control related institutions by country, present states of control by country, and present states of control by heavy metals were examined. Hazard control cases by heavy metals in various countries were compared and analyzed. In certain countries (e.g., the U.S., the U.K., and Japan), hazardous substances found in foods (e.g., arsenic, lead, cadmium, and mercury) are controlled. In addition, the Joint FAO/WHO Expert Committee on Food Additives (JECFA) recommends calculating the provisional tolerable weekly intake (PTWI) of individual heavy metals instead of the acceptable daily intake (ADI) to compare their pollution levels considering their toxicity accumulated in the human body. In Korea, exposure assessments have been conducted, and in other countries, hazardous substances are controlled by various governing bodies. As such, in Korea and other countries, diverse food heavy metal monitoring and human body exposure assessments are conducted, and reducing measures are prepared accordingly. To reduce the danger of hazardous substances, many countries provide leaflets and guidelines, develop hazardous heavy metal intake recommendations, and take necessary actions. Hazard control case analyses can assist in securing consumer safety by establishing systematic and reliable hazard control methods.
In this paper, dispersion scenarios concerning various meteorological conditions and real urban structures were made to estimate the impacts of hazardous substance leakage accidents and to reduce damages. Based on the scenario of the hazardous substance dispersion, the characteristics of the risk in the pedestrian environment were analyzed in Gangnam, Seoul. The scenarios are composed of 48 cases according to the meteorological conditions of wind direction and wind speed. In order to analyze the dispersion characteristics of the hazardous substances, simulations were conducted using a computational fluid dynamic (CFD) model with hydrogen fluoride releases. The validation for the simulated wind was conducted at a specific period, and all the calculated verification indices were within the valid range. As a result of simulated dispersion field at pedestrian level, it was found that the dispersion pattern was influenced by the flow, which was affected by the artificial obstacles. Also, in the case of the weakest wind speed of the inflow, the dispersion of the hazardous substance appeared in the direction of the windward side at the pedestrian level due to the reverse flow occurred at lower layers. Through this study, it can be seen that the artificial structures forming the city have a major impact on the flow formed in urban areas. The proposed approach can be used to simulate the dispersion of the hazardous substances and to assess the risk to pedestrians in the industrial complexes dealing with actual hazardous substances in the future.
Safety management in hazardous areas with potentially explosive gas atmospheres (here in after referred to as hazardous areas) in large scale facilities dealing with combustible or flammable materials at home and abroad is very important (significant) for the coexistence of the company and local society based on business continuity management (BCM) and reliance. For the safety management in hazardous areas, two systems are mainly used: (1) the control system for the prevention of combustible or flammable substances and (2) the explosion proof system for the elimination of ignition sources when flammable gases are leaked to inhibit the transition to fire or explosion accidents. While technology and regulations on explosion proof facilities or devices for electrical ignition sources are well developed and defined, those for thermal ignition sources need to be more developed and established. In this study, the internal combustion engine in hazardous areas was investigated to determine the risk of ignition. For this purpose, document searches were conducted on the relevant international standards and accidents cases and risk analysis reports. In addition, this study assessed the application cases of the diesel engine's safety equipment, such as spark arresters regarding the site of process safety management (PSM) system in central Korea. To practically apply these results to the hydrocarbon industry, the safety management method for explosion prevention in hazardous areas was provided by risk identification for ignition sources of internal combustion engines, such as diesel engines.

It is necessary to establish a marine environment management system in Korea for hazardous noxious substances (HNS) effluent from marine industrial facilities because the Marine Environment Management Act primarily focuses on pollution control from vessels and offshore man-made structures. In this study, we investigated the effluent guidelines of foreign cases focusing on the US Environmental Protection Agency (US EPA), which provides detailed information on the action levels and establishing principles for the industrial wastewater discharge of HNS. Based on the review, we also considered appropriate options for establishing new guidelines for Korea.
