Are dental radiographs dangerous? (치과방사선영상 검사는 위험한 술식인가?)

  • Radiographs can help in the diagnosis and treatment planning, but the exposure to ionizing radiation may elevate the risk of developing cancer in a person's lifetime. The objective of this review is to briefly summarize 1) radiation risk, especially cancer risks associated with diagnostic imaging, 2) linear, non-threshold (LNT) hypothesis, 3) the risks of radiation exposure to a fetus, and 4) the campaign of Image Gently. The individual risk of radiation-related cancer from any single medical imaging procedure is extremely small and it is not likely to be cancer risk at doses lower than 100 mGy, but patients may be harmed by avoiding diagnostic imaging due to fear of radiation hazard. Dentists need to understand the radiation doses delivered by various radiographic techniques and the acceptable exposure thresholds to effectively advise the patient and to reduce the unnecessary radiation

  • Biomedical laboratory is full of risks. Risk could be biological, chemical, radioactive, mechanical, physical, fire and electrical. All possible risks need to be identified, evaluated and controlled. A risk management system must be in place to prevent accident or loss of lives and to improve overall workplace safety and productivity. Safety in laboratory is a combination of appropriate risk management system, engineering controls and technical facilities, administrative controls and safety procedures and practices. Laboratory safety culture must be developed so that exposure to hazards for laboratory personnel, community and environment will be minimized or eliminated. In this review, importance of safety in a biomedical laboratory and risk management will be discussed.

  • This article is concerned with one of the most important prior distributions for Bayesian analysis of survival and event history data, called Beta processes, proposed in Hjort (1990). We review the current state of the art of beta processes and their application to survival analysis. Relevant methodological and practical areas of research that we touch on relate to constructions, posterior distributions, large-sample properties, Bayesian computations, and mixtures of Beta processes.

Exposure Assessment of Biological Agents in Indoor Environments (실내환경에서 생물학적 인자에 대한 노출평가)

  • The Institute of Medicine of the National Academies of Science in the United States concluded in its 2004 report that excessive indoor dampness is a public health hazard and that its prevention should be a public health goal. Water damage in buildings, such as leaks from roofs, walls, or windows, may increase indoor moisture levels. Excessive dampness may promote microbial proliferation in indoor environments, increase occupants' exposure to microbial agents, and eventually produce adverse health effects in building occupants. Epidemiological studies to demonstrate the causal association between exposure to indoor microbial agents and health effects require reliable exposure assessment tools. In this review, I discuss various sampling and analytical methods to assess human exposure to biological agents in indoor environments, their strengths and weaknesses, and recent trends in research and practice in the USA.

  • Catastrophic tsunamis triggered by undersea earthquakes may invade not only neighboring but also distant coastal communities. Many coastal communities and nuclear power plants are located along the Eastern Coast of the Korean Peninsula and they may be very vulnerable to unexpected tsunami attacks. In this companion review, field survey of tsunamis, prevention against tsunamis, furture research topics will be described.

  • 본 논문에서는 오염배출 기업의 도덕적(道德的) 해이(解弛)(moral hazard)를 고려한 규제자의 강제정책(enforcement)에 관하여 분석한다. 또한 환경규제위반의 경우 일반적인 범죄와는 달리 의도적인 위반 이외에도 기술적 한계에 의한 불가항력적인 위반의 가능성이 있으므로 이를 고려하여 기업의 행태를 분석한다. 규제자의 강제 수단은 벌칙의 수준과 벌칙이 주어지는 기간으로 나누어 볼 수 있다. 벌칙의 강도와 벌칙이 주어지는 기간간의 관계는 사회후생을 고려한 경우 독립적이지 않고 서로 trade-off의 관계에 있다. 따라서 규제자는 벌칙의 구조를 결정함에 있어서 이러한 관계를 고려하여야한다. 크게 두가지의 선택이 있을 수 있는데 하나는 높은 수준의 벌칙과 짧은 벌칙 기간이고 다른 하나는 낮은 수준의 벌칙과 긴 벌칙 기간이다. 본 논문에서는 벌칙이 사회에 미치는 왜곡을 고려한 최적 벌칙 구조에 관한 분석을 목적으로 한다.

  • In many chemical plants the change or modification is carried out without proper technical review and hazard analysis, and also without adequate technical staff and procedures for comprehensive monitoring of potential hazards resulting from the change. Such changes sometimes affect to the process safety badly if it is not managed properly. Therefore, in order to prevent major industrial accidents caused by change or modification, and also in order to apply Management of Change procedure easily in the field and minimize economic burden of company caused by plant changes, K-MOC(KOSHA-Management of Change) software has been developed and provided to the chemical industry.

  • Safety Management of Korean railway industry has been rapidly changed into a risk-based approach adopted by developed countries since Railway Safety Act 2004, Rolling Stock Risk Assessment Guidance and its following regulations came into force. The fundamental requirements for the risk-based safety management is to carry out a systematic hazard identification and quantified risk analyses including cost-benefit analyses, but there has been rare a serious discussion over risk acceptance criteria and value of life in order to be able to judge the results of risk analyses and carry out cost-benefit analyses. This study presents the results of a review of risk acceptance criteria and value of life which may be adoped to Korean railway industry through the analyses with comparison of risk accepatnce principles and risk accepatnce criteria which have been already applied to other countries or other railway operators.

  • After Kyeongju earthquake occurred in September 12, 2016, the seismic safety of nuclear power plants became important issue in our country. The seismic safety of nuclear power plant against beyond design basis earthquake became very important to secure the public safety. In this paper, the current status of the seismic safety assessment methodology is reviewed and some aspects for the reliability improvement of the seismic safety assessment results are proposed. Seismic margin analysis and probabilistic seismic safety assessment have been used for the seismic safety evaluation of a nuclear power pant. The basic procedure and the related issues and proposals for the probabilistic seismic safety assessment are investigated.

  • 해양사고를 야기하는 위기(risk) 또는 해저드(hazard)는 세계 경제 및 물류, 기상환경, 금융, 선종개발, 기술개발 등 다양한 요소에 의해서 수시로 변한다. 변한 위기에 대해서 사전에 대응방안을 수립하지 못한 경우 대규모 해양사고로 연계될 가능성이 크다. 그 이유는 대응방안을 사전에 고려하지 못했거나 준비하지 못한 해양사고는 사전대응책이 마련된 사고와 비교하여 대응하는 방법과 대응속도 등이 다르기 때문이다. 본 연구에서는 현재까지 새로 창출된 다양한 위기를 각종 보고서, 논문 등을 통해서 식별하고 분류하여 현재까지 식별하지 못한 위기를 구분하고, 식별하였더라도 새로운 사고를 유발한 위기를 식별하여 사전에 예방책을 강구하는 것이 목적이다. 연구 대상이 방대하기 때문에 본 연구에서는 일단, 알리안츠 보험회사 자료에서 획득한 위기분석 결과를 토대로 위기를 식별하고, 이에 대한 시나리오를 전개하였다. 이를 통해서 추후 연구방법을 검토하고자 한다.
