Review of Hazard Mapping Information Collected for Local Disaster Prevention by Residents in a Historical Local Town (역사적인 지역 주민들의 지역 재해 예방을 위해 수집 된 위험지도 정보의 검토)

  • We are developing a hazard map creation support system for historical local towns. Our system aims at collecting the unique information received from residents and raising resident's consciousness to disasters by recording hazardous locations where residents feel danger in case of disasters. In this paper, we examine the hazard information of the area collected by the residents themselves in using the system. While exchanging opinions, the residents review the validity and completeness of the information gathered by walking around the area. We also consider how to integrate and share it throughout the region. We found that it was possible to gather regional hazard information from the viewpoint of residents in addition to high coverage for each district. Also, by sharing information at the review meeting, the residents were able to newly know the hazard information of other districts that they did not know before. This shows the usefulness of residents to share the dangerous information while examining each cause across the different districts.

How to improve the reliability of MSDS and labels?: A critical review on the U.S. Standard 29 CFR Part 1910 Hazard Communication (물질안전보건자료 및 표시 제도의 개선 방향 제안 - 미국 유해정보소통기준(HCS)의 비판적 고찰에 기초하여)

  • Objectives: The major objectives of this study are to review the U.S. Standard which affected Korean worker's Right-to-Know Standard and to propose the way of improving the reliability of MSDS and labels. Methods: To review the U.S. Standard historically, we used the Federal Register, other criteria documentation and peer-reviewed literatures. Then we analysed major issues in the historical debatement on the worker's Right-to-Know Standard. Results: Korean MSDS Standard benchmarked the U.S. Hazard Communication Standard which finally established by President Reagan in 1983. Reagan's Hazard Communication Standard was aimed to preempt States Right-to-Know Acts for chemical industry and not to improve the awareness of workers on chemical hazards. Too much protection on trade secrets and low reliability of hazard information were key problems of the U.S. Standard. Conclusions: We recommend some ways to improve Korean MSDS and Label Standard. First, A new analysis frame is needed to understand the U.S Standard. Second, hazard identification is the key element of reliable information and chemical name and CAS number should be on the label of the container. Third, trade secrets should be limited to low hazardous substances and be permitted by government before the chemical product is on the market.

Microbial Modeling in Quantitative Risk Assessment for the Hazard Analysis and Critical Control Point (HACCP) System: A Review

  • Quantitative risk assessments are related to implementing hazard analysis and critical control points (HACCP) by its potential involvement in identifying critical control points (CCPs), validating critical limits at a CCP, enabling rational designs of new processes, and products to meet required level of safety, and evaluating processing operations for verification procedures. The quantitative risk assessment is becoming a standard research tool which provides useful predictions and analyses on microbial risks and, thus, a valuable aid in implementing a HACCP system. This paper provides a review of microbial modeling in quantitative risk assessments, which can be applied to HACCP systems.

  • Hazard and operability Review(HAZOP) is widely used as a process safety analysis which systematically identifies potential process deviations and settles the problems. In this paper, we carried out a process hazard analysis using HAZOP in K chemical plant. As a result, we showed that the plant could be operated more safely and be saved a lot of money by eliminating several existing hazardous factors through the change of processes and designs.

  • In this study, a hazard list is developed for accidents/incidents of Korean railway through identification of the risk sources. The risk sources are classified by the progress of the accidents/incidents, which consists of cause, triggering event, and failure of the safety system. The hazard list of railway accidents/incidents of Korea is then developed through extensive review of both domestic and foreign data for railway accidents/incidents risk sources. The list is refined for each of six subsystems of the railway system, which includes safety management system, operation management, human error and qualification management, installations and equipments, external hazard, and railway level crossing.

Study on applying to Hazard Classification Criteria of Chemicals subject to Material Safety Data Sheets (물질안전보건자료 대상물질의 유해성 분류기준 적용 연구)

  • Objectives: Hazard classification is a controversial issue in the new MSDS system in which chemical companies have to prepare and submit MSDS for chemicals that they manufacture or import to the competent authorities according to the amended Occupational Safety and Health Act. The aim of this study is to suggest how to apply and manage harmonized hazard classification criteria and results by investigating current hazard classification systems and trends. Methods: The domestic issues about different hazard classification criteria and results were investigated by reviewing the literature and business outcomes regarding KOSHA. We also checked official and unofficial reports from the UN to understand international discussion about the topic. Chemical hazard classification results from agencies providing chemical information were analyzed to compare a harmonized rate between classifications. Furthermore, a field survey of a few chemical companies was conducted. Results: Under the related competent authorities, an integrated standard proposal was developed to harmonize the domestic hazard classification criteria. Although harmonized chemical information is strongly needed, we recognized the uncertainty and difficulty of harmonized hazard classification from the UN global list project review. In practice the harmonization rate of the classification was generally low between the classification in KOSHA, MoE, and EU CLP. Among hazard classes, health hazards largely led the disharmony. The field survey revealed a change of perception that the main body of chemical information production is manufacturers. Approaches and solutions about hazard classification issues differed depending on business size, types of chemical handling, and other factors. Conclusions: We proposed reasonable ways by time and step to apply hazard classification in the new MSDS system. Chemical manufacturers should make and offer chemical information including responsible hazard classifications. The government should primarily accept these classifications, evaluate them by priority, and support or supervise workplaces in order to communicate reliable chemical information.

  • It has knows that the seismicity of the Korean Peninsula is relatively inactive than those of adjacent northern China and southwestern Japan. Recently the review of long term historical records and recent seismicity. In addition, it is considered that the modern society is more vulnerable to seismic hazard because of high urbanization and industrialization. From this viewpoint, the improvement and modification of the present regulation for aseismic design is strongly proposed. The purpose of the present study is to prepare seismic hazard maps for Korea to be used in improving the present regulation. The present study was performed as a cooperative project of eight Korean seismologists. Each seismologist calculated independently seismic hazard value at the given grid points based on his own judgement about methodology and seismicity. Then the values are unified with equal weight to produce a seismic hazard map. Seven seismic hazard maps for peak acceleration with 10 percentile probability of exceedance in 5, 10, 20, 50, 100, 250, 500 years are presented. This probability of exceedancd in such years corresponds to return period of 48, 95, 190, 475, 950, 2373, 4747 years, respectively. It is recommended to use a hazard map to be selected on the basis of the importance and the design level of structures.
