The Study for Hazardous Material Incidents in Korea

  • Hazardous material (HazMat) is the material or substance that poses an unreasonable risk to human safety and health, and to property when transported in gases, solids, and liquids of all sizes. When HazMats are improperly released, they have potential to harm humans, property, or the environment to be considered hazardous, resulting in human-caused disasters. As the Korean economy has advanced, the use of HazMats has increased. And, the total number and the impacts of HazMat incidents have grown up. It increases the risk of HazMat incidents. When many goods of HazMats are transported from supply points to demand places, it is important to know what the types and characteristics of HazMat incidents are in terms of disaster management. The objectives of this research are: (1) to investigate types and characteristics of HazMats that generate HazMat incidents in Korea, and (2) to analyze time-series trends of HazMat incidents in terms of facilities and/or transportation. Statistical analysis methods including frequency analysis or analysis of category data are applied to examine the significance of difference in HazMat incidents.

A Study on the Toxic Gases and Smoke Hazard of PASCON Trough (파스콘 트로프의 연기유독성에 관한 연구)

  • The aim of the research is to estimate the effect of smoke and combustion gases on humane body indirectly through measuring the toxicity of those. For this purpose, the toxic index of smoke and combustion gases was investigated by smoke hazard test and analysis of smoke which were conducted by KS F 2271 and NES 713 method respectively. It i s proved by KS F 2271 method that PASCON trough is suitable to the testing standard of interior material and construction of building. In addition, it is identified by NES 713 method that combustion gases occurring in PASCON product were only carbon dioxide and carbon monoxide, and the smoke index of those was 0.944. This value means that the hazard effect of smoke gases on humane ! body can possibly happens when exposed to the smoke gases for more than 30 min. In aspect of the domestic situation that have not regulated the hazard estimation and the emissions of smoke when the flame retarding ability of the products have been requested, the toxic indexes of PASCON products are comparatively low.

A Study on Total Hazard Level Algorithm Development for Hazardous Chemical Substances (유해화학물질의 종합위해등급 알고리즘 개발에 관한 연구)

  • In the study, three criteria(toxicity, fire & explosion, environment) and damage prediction method for each case was set up, and all these criteria were applied to the subject substance that was selected as hazardous level by integrating all criteria through Algorithm. Particularly, the environment criterion is a comprehensive concept, environment index modeling by combining USCG(United State Coast Guard) & MSDS(Material Safety Data Sheet) environment criteria classifications and the environment part of MFPA's health hazardousnes(Nh). And for damage prediction method of each criterion were adopted and they were applied to hazardous chemical substances in use or stored by chemical substance related enterprises located in each region that made possible to set up total hazard level of used substances(inflammability, poisonousness and counteraction on a unit substance, and hazard level & display modeling on environment) & damage prediction in case of accident & solidity setup(CPQRA: Chemical Process Quantitative Risk Assessment, IAEA: International Atomic Energy Agency, VZ eq: Vulnerable Zone) risk counter. Thus it is deemed that it can be applied to toxic substance leakage that can happen during any chemical processing & storage, application as a tool for prior safety evaluation through potential dangerousness computation of fire & explosion.

  • This study set the hypothesis to develop the method that was analysis and application of a reliability evaluation method of environmental material for the Computer, Color TV, Monitor, Microwave oven, Electric Refrigerator, Automobile parts, other goods. RoHS management and product reliability ensure method for the conservation of environment. Especially, this study emphasis on regulate export of the EU and North America that it's a environmental material problem. Therefore, this study emphasis on the application of a reliability ensure method of environmental material and the use of other parameter by environmental reliability test data. The result of this study is as follows. 1) There is relationship between regulate material and technical protecting system. 2) Characteristics of hazard material is operating a healthcare damage factor as well as regulate environmental factors.

  • In this paper, the rheological chances in sensitive materials was investigated by using QCA(Quartz Chemical Analyzer). Langmuir-Blodgett method was used to transfer sensitive material to the quartz crystals because of its facility to control that amount, and deposited sensitive material has uniformity to compare with other methods respectively. For the gas sensor using mass loading effect of quartz crystal microbalance, generally the Sauberary equation has been believed to represent the only mass loading effect. But when the organic gas is adsorpted into sensitive material, the rheological changes are occurred with different pattern as to the kinds of gases. Thus, much simpler method to identify the organic or hazard gas will be obtained by the consideration of resonant frequency changes and resonant admittance changes simultaneously.

  • The hazards of chemicals can be classified using classification criteria that are based on physical, chemical and ecotoxicological endpoints. These criteria may be developed be iteratively, based on scientific or regulatory processes. A number of national and international schemes have been developed over the past 50 years, and some, such as the UN Dangerous Goods system or the EC system for hazardous substances, are in widespread use. However, the unnecessarily complicated multiplicity of existing hazard classifications created much unnecessary confusion at the user level, and a recommendation was made at the 1992 Rio Earth summit to develop a globally harmonized chemical hazard classification and compatible labelling system, including material safety data sheets and easily understandable symbols, that could be used for manufacture, transport, use and disposal of chemical substances. This became the globally harmonized system for the Classification and Labelling of Chemicals (GHS). The developmental phase of the GHS is largely complete. Consistent criteria for categorizing chemicals according to their toxic, physical, chemical and ecological hazards are now available. Consistent hazard communication tools such as labelling and material safety data sheets are also close to finalizations. The next phase is implementation of the GHS. The Intergovernmental Forum for Chemical Safety recommends that all countries implement the GHS as soon as possible with a view to have the system fully operational by 2008. When the GHS is in place, the world will finally have one system for classification of chemical hazards.

  • Without a special mineral resources in Korea, such as petrochemical industries, electronics and automotive industries to supply the basic material, but remains a key industry locations. Gongjeongsang dealing with hazardous materials, such as a fire or explosion hazard, and from this site sangjonhae safety regulations to protect human and material disaster prevention activities are focused. However, depending on the actual implementation of standardized safety regulations as necessary if not originally intended, proper objectivity and reliability of safety regulations, as well as impaired resulting in a waste of public and private administrative power and petrochemical industries and the competitiveness of the entire drop factor will. Accordingly, this study petrochemical plant is applied to a representative safety regulations, items for their safety are needed and these regulations as being implemented that was identified, according to a study, some of the need for regulation and implementation both in terms of reliability was low.

Removal of Arsenic from Leachate of Tailing using Laboratory-synthesized Zerovalent Iron

  • Feasibility of laboratory-synthesized zerovalent iron was investigated to remove arsenic from leachates of tailings taken from an Au-Ag abandoned mine. The tailings were seriously contaminated with arsenic, and its potential adverse effect on the ecosystems around the mine seems to be significantly high. Long-term column experiments were conducted for about 3.5 months to evaluate the effectiveness of the synthesized zerovalent iron for removal of arsenic. Over than 95% removal efficiency of As was observed in the zerovalent iron mediated tests. In addition, the XRD data suggest that the corrosion products of ZVI were identified magnetite, maghemite, goethite, and lepidocrocite, all of which support Fe(II) oxidation as an intermediate step in the zerovalent iron corrosion process. The results indicate that arsenic can be removed from the tailing-leachate by the mechanism of coprecipitation and/or adsorption onto those iron oxides formed from ZVI corrosion.

  • There are loss of lives and properties in many areas of the basin of the Nak-Dong river by the unusual weather and the localized heavy rain recently, and many difficulties of levee construction for prevention of disasters by acquisition of material and expensive transportation. In this research, The factors and causes which affect the strength through laboratory tests about the cemented sand that is mixed a few portland cement and sand of Nak-Dong river bed was researched closely. For providing the fundamental data which is needed in design and analysis of levee material, the compaction test and the standard triaxial compression test etc was conducted., analyzed compression strength and characteristic of stress-strain behavior in which the influence of cement content.
