주민참여를 통한 항만형 도시재생사업의 활성화 방안 - 부산 북항재개발사업을 중심으로 - (Activation of Harbor City Renovation Projects based on Residents Participation: Case Study of Busan North Harbor Redevelopment Project)

  • 본 연구는 부산시의 북항재개발사업을 사례로 항만형 도시재생사업에서 주민참여 방안과 효과적인 주민참여를 위한 도시마케팅 방안을 분석하고, 이를 통해 도시재생사업의 활성화 방안을 모색하는 것을 목적으로 한다. 본 연구결과를 요약하면 다음과 같다. 우선, 설문결과를 보면, 북항재개발사업의 주민참여 방안으로는 여론조사, 공론조사, 시민자문위원회의 타당성이 높은 것으로 나타났다. 주민의견수렴이 가장 필요한 단계로는 최종 대안을 선택하는 단계로 나타났다. 사업단계별로 적절한 시민의견 수렴방법으로는 시민의 가치관 판단 단계에서는 여론조사가, 나머지 모든 단계에서 전문가위원회를 가장 적절한 방법으로 나타났다. 둘째로, 주민참여의 활성화를 위한 도시마케팅 방안을 보면, 도시마케팅의 주체는 지방자치단체가, 도시마케팅의 과제로는 도시 공간 질 향상과 같은 인프라 요소가 중요한 것으로 나타났다. 도시마케팅 방안으로는 항만도시로서의 이미지를 부각하고 외국인 관광객 대상으로 홍보하는 것이 적절한 것으로 나타난다. 결론적으로 효과적인 주민참여와 도시마케팅을 통해, 지역의 특성을 살리면서 다른 경쟁지역과의 차별적인 창조적 개발 방안이 도출됨으로 항만형 도시재생사업이 활성화될 것으로 판단된다.

  • Harbor function has been changed into physical distribution position harbor system for providing most suitable physical distribution service with comprehensive rationalization of international physical distribution over simple loading unloading, and change function by far. Thus, to change our country into advanced economy, the factor of growth obstacles was to be eliminated, or it is so important that the physical distribution base establishment enlarges to improve potential productivity. That is, self effort is needed for physical distribution competition system, adjustable arrangement of physical distribution area, the establishment of comprehensive informations system, physical distribution rationalization. Also, to enforce harbor productivity, harbor should be developed systemically to able to function of comprehensive harbor for enlargement of harbor establishment, the device of advanced harbor function height, the linkage between and city program, harbor operation or investment system provement, harbor technique or international cooperation advancement.

  • This study is change of the street space of the port city of Yokohama and the transformation process of the canal. modern port city Yokohama is a region that was responsible for the development of East-West maritime transport routes in Japan in the 17th century and the inland transportation through fishing villages and ports. it has also grown rapidly as a regional port and new port. In particular, through the revitalization of trade between foreign settlements and Japanese residents in the port area, the existing fishing area became a modern port city space. Yokohama went through the following process and grew into a modern port city. The construction of the port harbor and the maintenance of existing logistics functions, the formation of the central horizontal axis through maintenance of the fishing village, the construction of the logistics movement route to the inland area through the construction of the canal, the expansion of the horizon for fire prevention and fire restoration, The formation of a new settlement space according to the movement, the transformation of the existing religious axis by the combination of the elaboration and the introduction of modern transportation, and the spatial connection between the inland cities.

수로의 복원으로 인한 동빈내항에서의 오염확산 양상의 해석 (Analysis of pollutant dispersion mechanism by restored canal at Dongbin harnor)

  • The water quality at the Dongbin Harbor at Pohang city, is getting worse due to the sewage and the wastewater from communities. In this syudy, RMA2 and RMA4, which is two-dimensional depth-averaged finite element numerical model, were employed to simulate the improvement of water quality from inflowing water through an inland canal to be planned connecting Dongbin Harbor and the Hyeongsan River. For the comparative result of the numerical model, both the present condition and the restoration condition (after construction of an inland canal) is simulated. The results of these conditions reasonably simulate a real situation at the Dongbin Harbor. After construction of an inland canal, the water quality at the Dongbin Harbor will be compared to the fresh water quality of the Hyeongsan River at the steady state. Futhermore, The result of simulation will be used to decide the most effective dimension of the canal.

항만도시 도심재생을 위한 수변공간재활성화사업 사례연구 (A Case Study on Waterfront Revitalization Project for the Downtown Regeneration in Harbor City)

  • 항만과 성쇠를 함께 해 온 항만도시의 도심재생에 있어서 수변공간재활성화의 중요성은 세계적인 추세이다. 본 연구는 국내에서도 활발히 진행되고 있는 항만도시 도심재생을 위한 수변공간재활성화사업에 있어서 시사점을 도출하고자, 친수공간의 공공성과 도심과의 연계에서 대표적 성공사례라고 할 수 있는 시드니 '달링하버'와 보스턴 '로즈 케네디 그린웨이'를 대상으로 이론적 고찰과 사례분석을 진행하였다. 사례분석의 결과는 다음과 같다. 첫째, 토지이용에 있어서는 공공성과 다양한 체험을 제공하는 여가 위락을 위한 건축물과 시설을 조성하고 역사문화유산을 적극적으로 활용하였다. 둘째, 친수공간조성에 있어서는 수변보행로와 공원 광장 녹지 등 다양한 규모와 성격의 오픈스페이스와 가로시설물을 조성하였다. 셋째, 도심연계에 있어서는 보행 및 도시경관 차원에서 도심과 수변공간의 적극적인 연계가 이루어졌고, 이를 통한 도심과 수변공간의 상승작용을 유도하였다.

  • 본 논문은 항만 개발에서 일부분의 주민참여가 아닌 대부분의 주민들이 참여가 가능한 ICT(Information Communication Technology)과 소셜 네트워크 기술을 적용하여 동해시의 묵호항 재개발 사업 친수 시설 규모 산정방안에 대한 새로운 방법을 제시한다. 이를 위해 항만 재개발 과정에서 효과적인 주민참여를 위한 방법으로 기존의 단순한 설문조사 방식과 더불어 다양한 SNS(Social Network System)을 적용하여 주민들의 의견 최대화한 도시 마케팅 방안을 분석한다. 또한 이를 위해서 주민 참여에 대한 비율을 최적 선정을 수행하고 최적 건설비 산정과 도시 마케팅 방안을 제시한다.

인천항 주변 silt 이동에 관한 연구 (A Study on Silt Transport of Seabed Around Incheon Harbor)

  • 송도신도시 건설로 인한 인천항 주변 흐름과, 해저 지형변동등의 영향을 알기 위하여 siltation모형을 이용하여 수치모의 하였다. 이를 토대로 하여 이류 확산방정식등을 이용하여 송도신도시 건설후의 해저 silt이동량을 계산하여 제시하였다. 건설전의 상태와 비교 할 경우 유속과 조위는 다소 증가 되었으며, 퇴적부분은 영종도 동쪽 해안에서 주로 나타나고, 세굴은 북항 전면수로에서 호도 방향으로 증가 되었음을 알았다.

Proposing Directions for Urban Design to Improve the Inclusiveness of the Port Hinterland

  • The port space can be considered to be the space in which the characteristics of the port city are best expressed. Also, since it acts as a representative gateway along with the airport, it can have a direct impact on the image of the region and country. However, the harbor hinterland has been a refuge during the war in the past, and it has been concentrating on development related to the port industry; hence, it has a poorer residential environment. Therefore, in this study, in order to ensure equal development in space and equal access to basic urban services, urban design directions were suggested for the harbor hinterland based on the concept of an inclusive city'. To this end, through factor analysis, urban planning elements that can be applied to urban design were derived, and through PLS(Partial Least Square)regression analysis, based on the opinions of residents and experts, urban design directions for the port hinterland were presented. The study site was Gamcheon Port, one of the Busan Ports in Korea, the hinterland of Gamcheon Port was a high slope, and the residential environment was relatively poor due to the dense concentration of older residential areas.

제주시 토양 중 다환방향족탄화수소류(PAHs)의 분포 특성 (Distribution Characteristics of Polycyclic Aromatic Hydrocarbons (PAHs) in Soils in Jeju City of Jeju Island, Korea)

  • Sixteen soil samples around six areas (residental area, traffic area, power plant area, incineration area and factory area) where the stationary and mobile sources of polycyclic aromatic hydrocarbons (PAHs) are estimated to be emitted in Jeju City, were collected during Feburuary to March, 2004, and analyzed for 16 PAHs recommended by US EPA as primary pollutants to investigate their distribution characteristics. The concentrations of total PAHs (t-PAHs) and total carcinogenic PAHs $(t-PAH_{CARC})$ in soils of Jeju City were in the range of $21.7\sim264.2ng/g$ on a dry weight basis with a mean value of 87.2 ng/g and $6.3\sim118.0ng/g$ with a mean value of 33.4 ng/g, respectively. The concentrations of t-PAHs were low in comparison with those in soils of other domestic and foreign countries. The mean concentrations of t-PAHs and $(t-PAH_{CARC})$ with area decreased in the following sequences: traffic area> incineration area > factory area > power generation area > harbor area enli residental area. The correlation between t-PAHs and $(t-PAH_{CARC})$ were very high $(\gamma^2=0.9701)$, indicating that $(t-PAH_{CARC})$ concentration increases in proportion with t-PAHs. Comparing the distribution ratio of ring PAHs with area among 16 PAHs, it decreased in the order of 4-ring > 5-ring > 6-ring > 3-ring > 2-ring in all the areas except for harbor area. whitens for harbor area it was similar among 3-, 4- and 5-ring with high value. Low and no correlations between t-PAHs and soil compositions (organic matter content and particle size distribution) were observed, which is considered to be caused by the complex factors, such as the loading and characteristics of PAHs and diverse soil environment change, etc. From the examination of the three PAH origin indices, such as LMW/HMW (low molecular weight $2\sim3$ ring PAHs over high molecular weight $4\sim6$ ring PAHs), phenanthrene/anthracene ratio and fluoranthene/pyrene ratio, it can be concluded that the soil PAH contaminations were ascribed to strong pyrogenic origin in ail areas except for harbor area and to both pyrogenic and petrogenic origins.

해수교환 방파제 설치에 따른 수질개선효과 (Effect of Water Quality Improvement by Seawater Exchange Breakwater Install)

  • This study was carried out for verification of efficiency of seawater exchange breakwater which was installed in joomoongin harbor for the first time in our country. The joomoongin harbor, where seawater exchange breakwater has been constructed, shows typical for fishery and tourist port city specifics of greatest pollutants discharge volume in spring and summer, when tourist inflow and fishery activity is most vigorous. On the East Sea seawater flux through seawater exchange breakwater for the smallest waves (up to 0.5 m) was found out to be $1,526-3,052m^3/day$. After construction of seawater exchange breakwater, Zone 1 and Zone 2 of stagnant water inside the port were found to be a lot improved. Zone 3, adjacent to outport area, was found to be lower comparing with Zone 1 and Zone 2. The results of statistical analysis show that comparing with water quality improvement effect before and after seawater exchange, water quality after installation of seawater exchange breakwater became much better, primarily because of physical change around the harbour.
