퍼지관계방정식을 이용한 계층퍼지분석법에 관한 연구 (A Study on Hierarchical Fuzzy Process using Fuzzy Relation Equation)

  • Recently, Fuzzy theory has been applied in evaluation problem. Fuzzy evaluation based on Fuzzy theory can accommodate fuzziness of judgement with people through introducing Fuzzy measure. Representative Fuzzy evaluation is Fuzzy Integral using Fuzzy measure. Definite methodology using Fuzzy Integral HFI(Hierarchical Fuzzy Integrals), HFEA(Hierarchical Fuzzy Evaluation Algorithm), HFP(Hierarchical Fuzzy Process), etc. In this paper, we deal with problem identifying evaluation value using Fuzzy Relation Equation at these Fuzzy evaluation. We verify relation between Input data and Output data through @-operation and apply this to HFP. And that we verify evaluation value which objects of evaluation are able to possess.

  • 항만공사는 항만을 관리하는데 가장 유용한 형태이다. 우리나라는 이와 같은 항만공사를 곧 부산에 설립하려고 한다. 그러나 가덕도에 위치하는 부산신항은 행정구역으로는 부산과 경상남도에 걸쳐 위치하고 있기 때문에 항만관리체계의 형태가 불투명하다. 연구의 방법론은 속성간 중복도를 고려하여 연산 할 수 있는 계층퍼지분석법(HFP)을 이용하였다.

  • This study aims at selecting optimum locations for cruise terminal This study uses the HFP(Hierarchical Fuzzy Process) based on the fuzzy theory, which is known to be effective in evaluating a complicated system whose evaluation attribut are vague or overlapping with one another such as the elements in selecting cruise terminal location and in treating both qualitative and quantitative data.

  • Prior to the service evaluation, many kinds of its attributes must be identified on the basis of rational decision owing to complexity and ambiguity inherent in logistics service. there are so many evaluation methods but they are not applicable to logistics service the have property of non-additivity and overlapped attributes. Therefore, probability measure can not used to evaluate logistics service but Fuzzy Measure is required. And the method should be easy to calculate it Recently Fuzzy theory has been applied in Various evaluation problem. Fuzzy evaluation based on Fuzzy theory can accommodate fuzziness in judgement with people through introducing Fuzzy Measure. In this paper, Hierarchical Fuzzy Process is applied to evaluate level of logistics service in Korail and the biggest six logistics companies in the korea which is called 3PL Company. Also Fuzzy Relation Equation which is problem identifying evaluation value at these fuzzy evaluation is applied to verify relation between Input and Output data through @-operation. Therefore, we apply this Fuzzy Relation Equation to Hierarchical Fuzzy Process and verify evaluation value which objects of evaluation are able to possess.

Risk Allocation of Private Port Development with Hierarchical Fuzzy Process

  • As economic trade between Korea and China has been encouraged with the rapid growth of Chinese economy and port competition in Northeast Asia, Korean government is trying to promote development and consolidation of ports to cope with the lack of facilities. Thus, many projects for port development have been propelled including the enactment the 'Private investment promotion law for social overhead capital 1994.' However, there are still some unsettled issues since considerable part of risk is still allocated to the Government when it has to support the private businesses in these port investments whenever unexpected problems arise. Allocation of risk among the participants - in this case especially - is a very subtle issue, however, it was revealed that not many precedent researches were done on the subject. In my previous research, I classified and analyzed 4 principle risks i.e, construction, management, financial and social risk. This research investigates the reasonable allocation of the risks among the participants using the Hierarchial Fuzzy Process. In the result of analysis, responsibility of private party is the most important and it must put the responsibility before Government' roll concerned. Also, this research displayed and proposed the direction of management method on port development in a view of minimizing risk and maximizing initiative of a private party.

SD법과 HFP법의 융합을 이용한 항만경쟁모델의 개발 (Development of Competitive Port Model Using the Hybrid Mechanism of System Dynamic Method and Hierarchical Fuzzy Process Method)

  • If a system such as a port has a large boundary and complexity, and the system's substance is considered as a black box, forecast accuracy will be very low. Futhermore various components in a port exert significant influence on each other. To copy with these problem the form of structure models were introduced by using SD method. The Competitive Ports Model had several sub-systems consisting of each Unit Port models, and each Unit Port model was made by quantitative, qualitative factors and their feedback loops. The fact that all components of one port have influence on the components of the other ports should be taken into account to construct Competitive Port Models. However, with the current approach that is impossible, and in this paper therefore, models were simplified by HFP adapted to integrate level variables of unit port models. Although many studies on modelling of port competitive situation have been conducted, both theoretical frame and methodology are still very weak. In this study, a new algorithm called ESD(Extensional System Dynamics) for the evaluation of port competition was presented, and applied to simulate port systems in northeast asia.

국제물류전략에 있어서 ASEAN과 한국의 컨테이너항만 경쟁력에 관한 연구 (A Study on the Competitiveness of ASEAN and Korea′s Container Ports In International Logistics Strategies)

  • 본 연구의 목적은 21세기 국제물류전략의 근간이 되는 ASEAN과 한국의 주요 컨테이너항만의 경쟁력 파악과 비교ㆍ평가를 통하여 한국항만의 경쟁력 제고를 위한 對 ASEAN에 관한 정책적 시사점을 강구함에 있다. 연구방법론과 범위는 ASEAN과 한국에 있어서 컨테이너항만의 경쟁력이라는 정성적인 속성을 정량화하여 평가하는 계층퍼지 분석(HFP)기법을 도입하여 실증분석을 하였다. 연구의 결과 싱가포르가 1위, 부산과 마닐라항만이 공동 2위의 선두그룹으로 평가되었다. 본 논문의 기여도는 한국과 ASEAN의 항만경쟁력 비교 연구를 통해 사회과학분야의 연구에 적용할 수 있는 HFT방법론을 도입하여 정책수립에 응용한 최신의 실증적인 연구접근에 있다.

항만물류서비스의 평가에 관하여 (On the Evaluation of Physical Distribution Service in Ports)

  • It is required to consider pricing and non-pricing factors and external economy in order to achieve the objects of physical distribution system in a port. Recently, among the three factors, much attention has been paid to non-pricing factor in the system. Although physical distribution service in a port(PDSP)has been frequently mentioned in documents and literature related to port and shipping studies, few study on it has not been systematically and scientifically made due to the following problems; $\circ$ there are not proper criteria to evaluate level and quality of PDSP and as a result it is difficult to set up a unified standard for doing so. $\circ$ algorithms to evaluate problems with complex and ambiguous attributes and multiple levels in PDSP are not available. This thesis aims to establish a paradigm to evaluate PDSP and to abvance existing decision making methods to deal with complex and ambiguous problems in PDSP. To tackle the first purpose, extensive and thorough literature survey was carried out on general physical distribution service, which is a corner stone to handle PDSp. In addition, through interviews and questionnaire to the expert, it have extracted 82 factors of physical distribution service in a port. They have been classified into 6 groups by KJ method and each group defined by the expert's advice as follows; a. Potentiality b. Exactness c. safety d. Speediness e. Convenience f. Linkage Prior to the service evaluation, many kinds of its attributes must be identified on the basis of rational decision owing to complexity and ambiguity inherent in PDSP. An analytical hierarchy process (AHP) is a method to evaluate them but it is not applicable to PDSP that have property of non-additivity and overlapped attributes. Therefore, probablility measure can not be used to evaluate PDSP but fuzzy measure is required. Hierarchical fuzzy integral method, which is merged AHP with fuzzy measure, is also not effective method to evaluate attributes because it has vary complicated way to calculate fuzzy measure identification coefficient of attributes. A new evaluation algorithm has been introduced to solve problems with multi-attribute and multi-level hierarchy, which is called hierarchy fuzzy process(HFP).Analysis on ambiguous aspects of PDSP under study which is not easy to be defined is prerequisite to evaluate it. HFP is different from algorithm existed in that it clarified the relationship between fuzzy measure and probability measure adopted in AHP and that it directly calculates the family of fuzzy measure from overlapping coefficient and probability measure to treat and evaluate ambiguous and complex aspects of PDSP. A new evaluation algorithm HFP was applied to evaluate level of physical distribution service in the biggest twenty container port in the world. The ranks of the ports are as follows; 1. Rotterdam Port, 2. Hamburg Port, 3. Singapore Port, 4. Seattle Port, 5. Yokohama Port, 6. Long beach Port, 7. Oakland Port, 8. Tokyo Port, 9. Hongkong Port, 10. Kobe Port, 11. Los Angeles Port, 12. 퍼지 역평가법과 시나리오 분석을 통한 상하이 및 북중국과 우리나라 컨테이너항만의 경쟁력분석에 관한 연구 (The Analysis of Competitiveness in Container Ports of Shanghai and North China & Korea Using Inverse Relation of Fuzzy Evaluation and Scenario Analysis)

  • 상하이항을 비롯한 북중국 항만이 우리나라 항만을 위협하는 상황으로 전개됨에 따라, 현재 이러한 항만들 사이에서 부산항 및 광향항의 경쟁력을 도모하기 위한 많은 연구들이 수행되고 있다. 그러나, 이러한 연구들은 경쟁력을 도출하고, 그것을 평가하는 데 비중을 두고 있는 반면, 평가된 결과를 토대로 경쟁력 도모를 위한 Critical Point를 명확히 추출한 연구는 전무한 실정이다. 즉, 기존의 분석법이 단순히 평가결과를 도출하는 것에 국한된 나머지, 평가결과로부터 평가에 영향을 끼친 항목이 명확히 무엇인지, 평가우위를 차지하기 위해 어떠한 부분을 개선시켜야 하는 지에 대한 해답을 제시하지는 못했다. 결과적으로, 이와 같은 문제는 평가결과로부터 경쟁력에 영향을 미쳤던 핵심 요인을 추출하는 알고리즘이 마련되어 있지 않은 것에 기인한다. 본 연구는 이러한 점에 주목하고, 우리나라 및 상하이 북중국 주요 항만을 대상으로 기존연구의 항만경쟁력 평가결과로부터 퍼지 역관계법을 이용하여 주요 항만의 경쟁력 상승에 영향을 미치는 핵심요인을 추출하고, 간단한 시나리오 분석을 통해 몇 가지 중요한 시사점을 제안하는 것을 연구의 목적으로 한다. 연구결과 부산항은 현 시점에서 무엇보다 역량을 집중해야 할 항목으로 배후지 여건 즉 항만배후지역의 자유무역지대의 활성화가 가장 큰 관건으로 나타났다. 광양항은 주요화물발생지까지의 거리, 효율적인 배후연계 네트워크 등에 역점을 두어야 하는 것으로 나타났다.
