We propose an algorithm for the robust transmission of video in error prone environment based on multiple description (MD) scheme and simple rate-distortion operators. The redundancy rate-distortion (RRD) criteria is used to split a one-layer compressed video stream into two correlated descriptions. The proposed algorithm can find more candidate points on the RRD curve than the conventional RRD based methods. A new distortion measure is also defined in this paper, which considers more realistic error environments. Since the proposed MD video coder is based on the standard H.263 coder, each description can be decoded independently by the standard H.263 decoder. Also, several descriptions can be decoded into a single stream by additional merge stage and the H.263 decoder. Simulation results show that the proposed MD video coder yields better performance than the conventional MD splitting algorithm at all bitrates both in single and two description cases.

In this paper, we propose the bit-rate control algorithm for the block based image compression like H.263, H.263+ or MPEG-4. The proposed algorithm is designed to identify the quantization parameter set through the Lagrangian optimization technique based on the well-known linear source model. We set the Lagrangian cost function with the rates and distortion calculated from the linear source model. We calculate the quantization parameter set using the Vitervi algorithm to solve the Lagrangian optimization problem considering the Dquant method of H.263 and MPEG-4. The proposed algorithm improves the video quality by up to 1.5 dB compared with the TMN8 scheme, and is more effective in the video sources with dynamic activities than the consistent quality approaches.

Layered video coding schemes allow the video information to be transmitted in multiple video bitstreams to achieve scalability. they are attractive in theory for two reasons. First, they naturally allow for heterogeneity in networks and receivers in terms of client processing capability and network bandwidth. Second, they correspond to optimal utilization of available bandwidth when several video qualify levels are desired. In this paper we propose a scalable video codec architectures with motion estimation, which is suitable for real-time audio and video communication over packet networks. The coding algorithm is compatible with ITU-T recommendation H.263+ and includes various techniques to reduce complexity. Fast motion estimation is Performed at the H.263-compatible base layer and used at higher layers, and perceptual macroblock skipping is performed at all layers before motion estimation. Error propagation from packet loss is avoided by Periodically rebuilding a valid Predictor in Intra mode at each layer.

In this paper, we propose a method for dynamic selection of unrestricted motion vector(UMV) or default prediction mode(DPM) in H.263 bit stream. For this, we use the error of compensated image and the magnitude of motion vector. In the proposed strategy, the UMV mode is dynamically applied in a frame according to average magnitude of motion vector and error of compensated image. This scheme has improved the quality of image compared to the fixed mode UMV or DPM only. Number of searching points are greatly reduced when comparing to UMV The proposed method is more profitable to long video sequences having camera movement locally.
This paper proposes an energy optimization technique for latency and quality constrained video applications. It consists of two key techniques: frame-skipping technique and buffering technique. While buffering increases the slack time utilization at the OS level. frame skipping Increases the slack time itself at the application level, and both enhance the effectiveness of the dynamic voltage scaling technique. We use an H.263 encoder application as a test vehicle to which the proposed technique is applied. Experiments demonstrate that the proposed technique achieves noticeable energy reduction satisfying the given latency and video quality constraints.
This paper presents unequal error protection and error concealment techniques far robust H.263 video transmission over mobile channels. The proposed error protection scheme has three major features. First, it has the capability of preventing the loss of synchronization information in H.263 video stream as much as possible that the H.263 decoder can resynchronize at the next decoding point, if errors are occurred. Secondly, it employs an unequal error protection scheme to support variable coding rates using rate compatible punctured convolutional (RCPC) codes, dividing the encoded stream into two classes. Finally, a macroblock-interleaving scheme is employed in order to minimize the corruption of consecutive macroblocks due to burst errors, which can make a proper condition for error concealment. In addition, to minimize the spatial error propagations due to the variable length codes, a fast resynchronization scheme at the group of block layer is developed for recovering subsequent error-free macroblocks following the damaged macroblock. futhermore, error concealment techniques based on both side match criterion and overlapped block motion compensation (OBMC) are employed at the source decoder so that it can not only recover the lost macroblock more accurately, but also reduce blocking artifacts. Experimental results show that the proposed scheme can be an effective error protection scheme since proper video quality can be maintained under various channel bit error rates.
Number of searching points are greatly reduced when comparing to UMV. The Proposed method is more profitable to long video sequences having camera movement locally.

To compress the moving picture data effectively, it is needed to reduce spatial and temporal redundancy of input image data. While motion estimation! compensation methods is effectively able to reduce temporal redundancy but it is increased computation complexity because of the prediction between frames. So, the study of algorithm for computation reduction and real time processing is needed. This paper is presenting quantizer effectively able to quantize DCT coefficient considering the human visual sensitivity. As quantizer that proposed DCT-based H.263 could make transmit more frame than TMN5 at a same transfer speed, and it could decrease the frame drop effect. And the luminance signal appeared the difference of $-0.3{\sim}+0.65dB$ in the average PSNR for the estimation of objective image quality and the chrominance signal appeared the improvement in about 1.73dB in comparision with TMN5. The proposed method reduces $30{\sim}31%$ compared with NTSS and $20{\sim}21%$ compared to 4SS in comparition of calculation quantity.
To transmit a video bit stream over low bandwith, such as mobile, channels, encoding algorithms for high bit rate like H.263+ are used. In transmitting video bit-streams, packet losses cause severe degradation in image quality. This paper proposes a new algorithm for the recovery of missing or erroneous motion vectors when H.263+ bit-stream is transmitted. Considering that the missing or erroneous motion vectors are closely related with those of neighboring blocks, this paper proposes a temporal-spatial error concealment algorithm. The proposed approach is that missing or erroneous Motion Vectors(MVs) are recovered by clustering the movements of neighboring blocks by their homogeneity. MVs of neighboring blocks we clustered according to ALA(Average Linkage Algorithm) clustering and a representative value for each cluster is determined to obtain the candidate MV set. By computing the distortion of the candidates, a MV with the minimum distortion is selected. Experimental results show that the proposed algorithm exhibits better performance in subjective and objective evaluation than existing methods.
