Analysis of Legislation and Guidelines on Riverfront Assessment and Management System in Korea (하천 친수공간 평가·관리체계 개선을 위한 국내 법제도 분석)

  • Riverfront plays an important role as accessible and inclusive public space for residents, and a riverfront development and management has become a social and environmental issue. The purpose of this study is to analyze Korean legislation and guidelines applied in a riverfront assessment process to identify any legislative problems. To this end, major laws, regulations, national river management plans, and various guidelines related to river management were reviewed. The followings are the suggestions proposed for future improvement. First, clear and consistent definitions on riverfront areas and its spatial range are required across the laws. Also, recreational activities and facilities in riverfront should be categorized and listed for possible development and maintenance. Second, it is necessary to develop an objective and unified riverfront assessment system. Also, guidelines for surveying and evaluating the conditions and potentials of riverfront should be developed. Third, efforts should be made to revise related laws and guidelines to enable comprehensive and systematic approach in design, planning, implementation, maintenance of riverfront. Improving the related legislations and streamlining an riverfront assessment process can help create environmentally-friendly riverfront spaces and mange them efficiently.

A Study on the Development of Guidelines on Visiting Nursing Services for the Management of Hypertension Patients in the Rural Areas of Korea

  • This study aims to develop some guidelines on visiting nursing services for the management of hypertension patients at home in the rural areas of Korea. Firstly, in-depth interviews were given to the eight staff in charge of visiting nursing services in the rural health centers from June 1, 1999 to August 30, 1999. And then, their five patients with hypertension were under participatory observation. At the same time, literature review was conducted. Through those methods, some preliminary items were derived and the initial guidelines were drawn up. They were referred to ten experts, so that their validity was tested with Delphi Technique. Through the verification of their validity, they were complemented into the final ones. The total number of the items in the final guidelines was 22. By areas, they could be categorized as follows; eight items as skilled nursing care, five as general nursing care, three as guidance for diet, two as guidance for exercise, one as hospice care, and one as connection with social welfare services. By methods of activities, 13 items were classified as assessment, two as intervention, two as demonstration, and 17 as explanation. On the basis of the guidelines, nursing services are recommended to be divided and performed; general nursing activities by nurse aids and skilled nursing activities by public health nurses.

  • The purpose of this study is to investigate guidelines and safety and precautionary devices for prevention of needlestick injuries in dental offices. This study conducted comparative analysis on the domestic and overseas guidelines for infection control and surveyed safety and precautionary devices for prevention of needlestick injuries. Based on the result of analysis and survey, this study suggests safety and precautionary guidelines to prevent needlestick injuries. To prevent needlestick injuries, staff in dental offices should be well aware of the guidelines for infection control and how to use safety and precautionary devices.

  • Objective : Thread embedding acupuncture has become popular as a minimally invasive treatment for facial wrinkles and laxity. However, there is little published clinical practice guidelines about disinfection, sterilization and aseptic technique for thread embedding acupuncture. This study is to introducing a specific guidelines about disinfection, sterilization and aseptic technique for thread embedding acupuncture.Method : We reviewed internal regulations and guidelines about hospital infection, and Traditional Korean medicine doctors, nurses, and director of central supply room discussed in depth and established a regulation of disinfection, sterilization and aseptic technique for thread embedding acupuncture.Result : The regulation of disinfection, sterilization and aseptic technique for thread embedding acupuncture consisted of ① management of supplies, ② guidelines of disinfection, sterilization, and reuse, ③ aseptic technique for thread embedding acupuncture.Conclusion : Microbial management is an essential element of medical care and quality. Traditional Korean medicine doctors will care for disinfection, sterilization, and this should not neglect to comply with the procedures and guidelines in the medical field as well as to understand the aseptic techniques.

  • Depression has been causing huge direct and indirect losses to people's health because of its high prevalence, various clinical patterns, drug reaction and diverse courses different among individuals, but its treatment has not been systematic but dependent on individual clinicians' experience and knowledge. To correct this problem, it has been highly necessary to develop clinical guidelines defined as "systematically developed statements to assist practitioners' and patients' decisions about appropriate healthcare for specific clinical circumstances." Currently, countries throughout the world are making efforts to establish evidence-based guidelines among different levels of guidelines and to evaluate and test them. Although such efforts have been unsatisfactory in Korea because of several constraints including lack of high-quality RCT, the Korean Depression Clinical Practice Guideline has started to develop evidence-based guidelines, which are established through strictly designed processes. Thus, the present study purposed to review methods adopted in the development processes and to present the processes of developing the evidence-based guidelines clearly and transparently.

  • The "Information and Communication Technology Education Guidelines" were revised in December, 2005. However, the revised guidelines are not propagated in the elementary school. One of the reasons is that the textbook is not faithful to the revised guidelines. We analyzed the elementary computer textbooks published on and after June 2006. In the result, the contents of many textbooks are not based on the "Information and Communication Technology Education Revised Guidelines". Especially, "Understanding of the Information Processing" and "Comprehensive Activities" areas are not faithful to the revised guidelines. Therefore, the systematization of the textbook screening system, participation of the computer education expert, development of the detailed curriculums, and training of the elementary teachers are essentials for invigorating of the elementary computer education.

Towards guidelines for design of loose-laid roof pavers for wind uplift

  • Hurricanes are among the most costly natural hazards to impact buildings in coastal regions. Building roofs are designed using the wind load provisions of building codes and standards and, in the case of large buildings, wind tunnel tests. Wind permeable roof claddings like roof pavers are not well dealt with in many existing building codes and standards. The objective of this paper is to develop simple guidance in code format for design of loose-laid roof pavers. Large-scale experiments were performed to investigate the wind loading on concrete roof pavers on the flat roof of a low-rise building in Wall of Wind, a large-scale hurricane testing facility at Florida International University. They included wind blow-off tests and pressure measurements on the top and bottom surfaces of pavers. Based on the experimental results simplified guidelines are developed for design of loose-laid roof pavers against wind uplift. The guidelines are formatted so that use can be made of the existing information in codes and standards such as American Society of Civil Engineering (ASCE) 7-10 standard's pressure coefficients for components and cladding. The effects of the pavers' edge-gap to spacer height ratio and parapet height to building height ratio are included in the guidelines as adjustment factors.

Progress of the 2013 Interim Guidelines for Determining Minimum Propulsion Power to Maintain the Manoeuvrability of Ships in Adverse Conditions (황천 시 최소추진출력 관련 IMO 잠정 가이드라인의 진행 현황과 적용 결과 검토)

  • Literature survey was conducted on the 2013 Interim Guidelines for determining the minimum propulsion power to maintain the manoeuvrability of ships in adverse conditions. The International Maritime Organization (IMO) Marine Environment Protection Committee (MEPC) documents related with the Guidelines were reviewed. Compatibility of the present Guidelines can be checked by two different levels: (Level 1) minimum power lines assessment and (Level 2) simplified assessment. The IHS (Information Handling Services) sea-web data on the bulk carriers and the tankers, which were built after 2000, were used to examine the Level 1 assessment. KVLCC2 was used to examine the Level 2 assessment. Regarding the Level 2 assessment, effects of the adverse weather conditions, the added resistance due to waves, the wake fractions and the thrust deduction factors were discussed.

Understanding of the WHO Standard Acupuncture Point Locations in the Western Pacific Region : General Guidelines (WHO/WPRO 표준 경혈 위치의 이해 : 일반기준을 중심으로)

  • Objectives : The aim of the study is to explain the general guidelines of the WHO standard acupuncture point locations (APLs). Understanding the general guidelines will enable experts to make the clear use of the standard APL for education, research and practice. Methods : In the beginning of development of the standard APL, experts made general guidelines to draw mutual agreements of the three nations (Korea, China, and Japan) on the standard APL. The guidelines include point locating methods, syntax of descriptive sentences, landmarks on body surface, reference acupuncture points, usage of anatomical terminology, and proportional bone measurements. Results : We found that there are some considerable problems in practical use of the APLs due to the strict application of anatomical terms, even on accessory phrases such as region of body in the sentence of each description. Conclusions : We hope that the study helps readers expand the understanding of the newly developed standard APLs resulting from increased application of acupuncture points. Also, it would be a reference to revise the WHO standard APLs in the future.

  • The purpose of this research is to understand the basic correlation between CPTED based 'Safe School Guidelines' and the physical properties of Korean elementary schools. Fundamentally, the guidelines are consisted with phrases that contain a detailed explanation of how the spaces within the school campuses should be and which aspects have to be avoided. Furthermore, the guidelines categorized among the several areas in school are grouped by CPTED elements such as 'Natural Surveillance', 'Territorial Integrity' and 'Natural Access'. The mission of the researchers was to check the applicability of these guidelines for each school samples and investigate which of the categories or subcategories have strong correlation with the current school crime rates. With these results, a new outline of CPTED guideline exclusive to Korean elementary schools will be obtained which can be applied on earlier stages for future school projects.
