At the present moment when around 60 years have passed after the introduction of private security, there are security instructor and protection specialist guard as government official recognition qualification. This study discussed problems of secondary performance test system among qualification certification items which have been implement ed as government official recognition qualification since 2013. Current qualification certification for protection specialist guard is composed of primary academic test and secondary performance test. Since it is estimated that it is high time to increase clients' satisfaction and public reliability through strict qualification certification for protection specialist guard. Following improvement plans are intended to suggest. First, it is a plan to divide and diversify difficulties of performance test evaluation events. Second, it is a plan to diversify evaluation criteria of performance test. Third, it is a plan to make criteria for selecting specialized performance test evaluation committee. Fourth, it is a new plan of exclusion system to avoid any relation between performance test evaluation committee and applicants. In this respect, institutional improvement should be followed in order to improve specialty of qualification certification of performance test system for protection specialist guard.
In recent years, the ROK military is promoting Defense Innovation 4.0 with the goal of fostering strong military based on science and technology equipped with artificial intelligence(AI) to prepare for the upcoming population cliff. In particular, at the present time of increased threats of North Korea, the South Korean military is seeking to deal with a decrease in military service resources through the introduction of a Scientific Guard System using advanced technology. TICN which is a core basic communication system to ensure the integrated combat capability of the ROK military is, however, limited to use as a based network for the emerging Scientific Guard System due to the narrow transmission bandwidth with widely spread poor reception area. To deal with this problem, this paper proposes TVWS-based Scientific Guard Systems with TVWS-based wireless network construction technology that has been available for free in Korea since 2017. The TVWS-based Scientific Guard System proposed in this paper, when compared to the existing wired network-based Scientific Guard Systems, has various advantages in terms of minimizing operational gaps, reducing construction costs, and flexibility in installation and operation.

Security Act has been partially revised many times since it was revised to "Security Service Act". Main contents of such revision consist of the addition of security work such as protection or special security, responsibility enforcement of security company or security guard and systematic management of security service based on security work of previous security service act. But, it needs to be checked out that the fundamental matter about the concept of 'security' is directly related as double-edged sword in such flow of legal revision. That is because security service satisfies the multiple needs for security in the modern risky society and is based on the concept of active management whose goal is to forster and develop the function of actual security service comparing that current "Security Service Act" regulates the formal security service whose goal is permission of security service and systematic management based on article 2 as previous facilities and manned security that is guard duty-centered security service in another respect. So, this study pointed out the limit of interpreting security and security service in "Security Services Industry Act" in respect of providing private security service and drew the conclusion that the legislation and efforts are required for 'security for citizen' by reinterpreting the legislation and revision of private security service-related law as the normal regulation of "Security Services Industry Act" and the special law of "Private Security Services Industry Act".
According to the Security Services Industry Act security guards are not just workers but security-related service workers complementing the lack of police force and specializing in protecting of national important facilities, industrial facilities and apartment houses. Nevertheless, confusing or mixing the security service workers in "Security Services Industry Act" with the guards in the "Act on the Protection etc. of Temporary Agency Workers" lead to a constant debate about the scope of work of security guards. In the case of security service workers in "Security Services Industry Act" there is a strict limitations on security service worker's qualification such as strict reasons for disqualification, a need to pass training for new workers and qualification training, a need to report to the competent chief police officer if the security guard has placed or unplaced by the security service company. It distinguishes security service workers in "Security Services Industry Act" from the guards in the "Act on the Protection etc. of Temporary Agency Workers" and acknowledges the occupation of security service worker as a professional service worker. Therefore, security service workers in "Security Services Industry Act" shouldn't be obliged to do any other work than security work. If it is required to do other work than security work contract by the "Security Services Industry Act" doesn't apply but need to use a security guard according to "Act on the Protection etc. of Temporary Agency Workers" or hire a security guard on the employment contract. In this way, when security service workers in "Security Services Industry Act" are recognized as professional security related workers, the entire security industry can ultimately develop.
National interest in nuclear safety continues to increase. One of the policies that the government is pursuing is to change a temporary position to a permanent position for irregular special security guards of Nuclear power plants. At this point in time, it is urgent to discuss the method of their physical fitness test because duties of special security guards such as arrest and self-defense, unarmed defensive tactics, proficiency with semiautomatic rifle, etc, demands a lot of physical fitness. The purpose of this study is to analyze the physical fitness tests of police, firefighters and soldiers in Korea, US and Japan through literature review. After that, a new fitness test method suitable for special security guards of nuclear power plants was derived through expert meetings. This study also suggested a guideline to analyze the fitness test results so that the developed fitness method can be introduced to the field. For this purpose, physical fitness tests were conducted on 74 subjects. Based on the results of the experiment, the expected records of special security guard fitness tests were presented.
This study aims at exploring effects of airport special guard's security service value on customers' satisfaction and customers' loyalty. Users of airport facilities located in Incheon were selected as the population in Jun. 2013 and the sample was extracted using cluster random sampling and 460 people were used for a final analysis. The questionnaire used for the study was composed of total 22 items including 6 items of socio-demographical characteristics, 6 items of security service value, 6 items of customers' satisfaction and 4 items of customers' loyalty etc. and using SPSSWIN 18.0, factor analysis, reliability analysis, multiple regression analysis, path analysis etc. were used. The credibility of the questionnaire was indicated to be over ${\alpha}$=.809. The findings are as follows. First, security service value has an effect on customers' satisfaction. if monetary value is enhanced, satisfaction with service composition is high. second, security service value has an effect on customers' loyalty. If monetary value and time value are enhanced, will of continuous use and will of recommendation of others are high. Third, customers' satisfaction has an effect on customers' loyalty. If satisfaction with service composition and satisfaction with use decision are increased, will of continuous use and will of recommendation of others are high. Fourth, airport special guard's security service value has a direct and indirect effect on customers' satisfaction and customers' loyalty. That is, it means customers' satisfaction is an important variable to mediate security service value and customers' loyalty.

In the early days of the Goryeo Dynasty, the royal guard was comprised of the central regular army in the 2-gun-6-wi system, and Nasungeomgun was in charge of the security inside the palace. However, the military system became disorganized during the period of military rule and the royal guard had to rely on military subjects. The military officials suppressed the civil ministers centering on Jungbang, the guarding organization close to the King to incapacitate the royal authority and control the state affairs. When the rule of the three leaders of the military rule became short-lived and Dae-seung Gyeong is raised to the ruler, he organized a do-or-die squad comprised of a hundred and more people for his personal safety, and this became the first dobang. Dobang was disassembled after Dae-seung Gyeong died of disease, but under the rule of Chung-heon Choe, Dae-seung Gyeong's dobang was revived and reinforced into 'Yukbeon Dobang' to provide the ruler with personal protection and intensify the ruling system, and it was quite a large organization with more refined system. Yukbeon Dobang was expanded and reinforced into Naeoedobang under the rule of Woo Choe, the son of Chung-heon Choe, and it was enhanced even more into Dobang Samsipyukbeon System under the rule of the grandson, Hang Choe. Originally, Yabyeolcho was established under the rule of Woo Choe to prevent crime in the evening, but after Sineuigun was organized with the ones who were captured by Mongolian army but escaped, in other words when Sambyeolcho was organized, the organization displayed much broader influence by covering military and police affairs as well as punishment and imprisonment. The guarding organization during the Period of Military Rule in the Goryeo Dynasty did not have strict distinction between official guard and personal guard. The purpose of this study is to examine the effects of job involvement and organization commitment on job form of security guard. The total 260 subjects are composed of 50 women and 210 men who work at security company for security guards in Seoul and Gyonggi province. First, according to the populational and social character, job involvement was higher in women security guards than men, higher in 'above 41' for age, higher in 'university' for educational level, and higher in '300-400' for incomes. Second, according to the populational and social character, organization commitment was higher in men security guards than women, higher in 'above 41 ' for age, higher in 'graduate school of university' for educational level, and higher in '300-400' for incomes. Third, according to the form of the job, the job involvement was higher in 'under 10' for their career, higher in 'manager' for their responsibilities of work, higher in 'afternoon working' for the time schedules, and higher in 'field service' for the kind of working. Fourth, according to the form of the job, the organization commitment was higher in 'under 10' for their career and higher in 'field service' for the kind of working. However, there was no difference between the responsibilities of work and the time schedules. Fifth, it increases the organization, when the job involvement of the security guards such as work attachment, active performance, and the pursuit of job achievement.
