The Characteristic of Laws on the Kind of Urban Green Spaces and the Legal Requirements for the Green Spaces of Urban Habitat in China (중국의 도시녹지 종류와 도시거주구 녹지의 설치 기준에 관한 법제도의 현황과 특성)

  • This study investigated Chinese Laws on the kind of urban green spaces and the legal requirements for the green spaces of urban habitat and analyzed the specificities of them intending to provide basic data to suggest bringing in or not the relevant Chinese Laws to Korea. This study can be summarized as follows: First, the concept of Chinese urban green spaces(g.s.) classified by 5 kinds(park g.s., production g.s., protection g.s., attachment g.s., the others g.s.) placed the park and green spaces in the same category unlike the Korean urban green spaces that only distinguishes between park and green spaces. The Chinese Urban Park is classified by 4 kinds(composite park, community park, special park, linear park) at the 'Standard for urban green spaces classification' which is below in rank of the legal system. Second, in case of calculation for green spaces ratio of urban green spaces in China, the green rooftop landscaping area should not be included as a green spaces area except the rooftop of a basement or semi basement building to which residents have easy access. The green spaces requirements and compulsory secure ratio by 3 habitat kinds(habitat, small habit, minimum habitat) of when to act as a residential plan is regulated. Third, the green spaces system is obligated to establish at habitat green spaces plan and is specified to conserve and improve existing trees and green spaces. The green spaces ratio on reconstruction for old habitat is relaxed to be lower than for new habitat and a gradient of green spaces is peculiarly clarified. The details and requirements for establishment and the minimum area intending for each classes of the central green spaces(habitat park, children park, minimum habitat's green spaces) are regulated. Especially at a garden style of minimum habitat's green spaces, intervals between the south and north houses and a compulsory security for green spaces area classifying into two groups(closing type green spaces and open type green spaces) by a middle-rise or high-rise building are clarified. System of calculation for green spaces area is presented at a special regulation. Fourth, a general index(area/person) of public green spaces within habitat to achieve by 3 habitat kinds is determined, in this case, the index on reconstruction for a deterioration zone can be relaxed to be lower to the extent of a specified quantity. A location and scale, minimum width and minimum area per place of public green spaces are regulated. A space plot principle including adjacent to a road, greening area ratio against total area, security of open space and the shadow line boundary of sunshine are also regulated to intend for public green spaces. Fifth, the minimum horizontal distance between the underground cables and the surrounding greening trees are regulated as the considerable items for green spaces when setting up the underground cables. The principle to establish green spaces within public service facilities is regulated according to the kind of service contents. It shall be examined in order to import or not the special regulations that only exist in Chinese Laws but not in Korean Laws. The result of this study will contribute to gain the domestic landscape architect's' sympathy of the research related to Chinese urban green spaces laws requiring immediate attention and will be a good chance to advance into the internationalization of Korean Landscape Architectural Laws.

A Study on the Criteria for Demarcating Ecological Types of Urban Areas by the Affection of Ecosystems - Case Study in Gangdong-Gu, Seoul - (시가화지역 생태적 유형구분을 위한 관련지표 특성 연구 - 서울시 강동구를 사례로 -)

  • Studies for demarcation of urban areas by ecological type have been developed, but the demarcation of urban areas by ecological perception is thus far dependent on artificial land use. Therefore, the purpose of this study is to find factors that account for the urban area ecosystems by surveying a variety of ecosystem factors. By land use type, the urban area of Gangdong District, Seoul was defined. Then ecological factors in each polygon were surveyed. Ecological factors are associated with energy use(building coverage ratio, floor area ratio and ground temperature), water circulation(biotope area factors and impermeable pave ratio) and biological diversity(bird appearance index and green area ratio). The correlation between each factor was analyzed. The results indicate that urban ground temperature is divided into three groups(high, middle and low) by the biotope area factor. The bird population is divided into two groups(abundant and scarce) by the green area ratio. Therefore, demarcating the urban areas by ecological type is applicable to the biotope area factor and green area ratio.

Analysis of Temperature Profiles by Land Use and Green Structure on Built-up Area (시가화지역 토지이용 및 녹지구조에 따른 온도변화 연구)

  • This study was conducted selecting 44 places with a block unit subject to urban area in Gangnam-gu, to analyze a temperature change according to land use and green structure. In this study, it was used the broad-wide urban temperature, supported by Landset TM and ETM+ satellite image 6scene(1999${\~}$2002). The result of the research, the land use pattern has slightly influence on a temperature change of urban area. The result from correlation analysis between temperature and the factors affected by land cover type, such as building-to-land ratio(A correlation coefficient is 0.368${\~}$0.709) have positive correlation and green area ratio(a correlation coefficient is -0.551${\~}$-0.860) have negative correlation. The result from correlation analysis between temperature and green capacity of the land, crown projection area ratio, each factor have negative correlation with temperature, as showing that a correlation coefficient of green capacity of the land is -0.577(June 2006)${\~}$-0.882(June 1999) and crown projection area ratio's is -0.549(June 2001)${\~}$-0.817(June 1999). The result of the regression analysis for establishing urban area temperature change prediction model showed that green capacity of the land of the explanation variable was accepted.

Ecosystem Structure and Improvement of Naturalness in Urban Area -In the Case of Kangseo-gu in Seoul- (도시생태계 현황파악 및 자연성 증진 방안 -서울시 강서구를 사례로-)

  • The focus of this study is the promotion of green area volumes and their naturalness, water circulation system, decline of entropy, creation of biological habitats and linkage of separated urban green space. Re-presentative urban biotope survey sites were categorized as urban biotope, semi-natural biotope, and natural forest. In the urban biotope, a residential biotope was constructed near the Han river and in mountain areas. The green-area ratio at the housing complex was about 25%. GVZ(Grunvolumenzahl) was 0.35m$^3$/m$^2$ at the 5∼10-story housing complex, and 1.53m$^3$/m$^2$ over the 11-story. As for the green-area structure of the housing complex, canopy layer, understory layer, and shrub layer were not differentiated and the green-area volume was not high enough. The green-area ratio of school areas as a public area biotope was 5∼20%. GVZ was 1.12m$^3$/m$^2$ at Myungduk High School, and 1.78m$^3$/m$^2$ at Jeonggok Elementary School. In order to convert the urban biotope into an ecological area, green areas around the buildings should be connected to urban buffer green areas, and multi-layer structures should be established with natural plant species. In the semi-natural biotope, neighbor parks were created park in the vicinity of the natural forests. GVZ was 0.28m$^3$/m$^2$, and plantation was established with single layer structure and was definitely insufficient for the area. The urban buffer green areas have been established in strip corridors with the width of 20∼123m. In those areas, GVZ was 0.16∼0.27m$^3$/m$^2$ and had a deficient canopy layer, understory layer, and shrub layer. Soil conditions were not favorable for tree growth. In the natural biotope, GVZ of the plantation was 1.03∼1.5m$^3$/m$^2$ but the high crown closure of this area reduces the chance of species change and succession. GVZ of natural forest was 2.53∼2.57m$^3$/m$^2$. It is desirable to plant diverse plants and the natural forest should be succeeded by broad-leaf deciduous tree species. To improve the value of biotope at Kangseo-Gu, building height needs to be limited to reduce the environmental deterioration in the city. In order to maintain the water circulation system, water-permeable material is recommened when the urban surface areas are paved. The establishment of a water circulation system will improve ground water levels, soil moisture, water quality, and habitats. In order to improve biological diversity, it is desirable to have multi-layer structures in urban green areas with native species.

A Study on Decentralized Rainwater Management by Analysing the Spacial Properties in Urban Housing Complexes (공동주택단지의 공간적 특성 분석을 통한 분산식 빗물관리 방향 설정)

  • Until today, rainwater management was processed without disposing the peak discharge, which was due to rainfall, to provide stability against flood damage. In this process, the natural hydrologic cycle changed quickly, and because of this, some problems that could harm human beings and the environment arose. These problems need to be addressed accordingly. One of the proposals was to carry out decentralized rainwater management through a natural hydrologic cycle on site, including utilization, infiltration, detention, and retention of rainwater. This study aims to set the direction of applicable decentralized rainwater management to housing complex in Korea. Therefore, spacial properties in urban housing complexes were analysed such as the impervious area-to-land ratio, the green area-to-land ratio, artificial land-to-land ratio etc. As the result of this study, when a housing complex was small and developed by reconstruction, the impervious area, artificial land, the green area in the artificial land-to-land ratio were high. So, direction of decentralized rainwater management of these housing complexes is available to utilize and detain rainwater. On the other hand, those of big housing complexes in land development district were low relatively. So, direction of decentralized rainwater management of these housing complexes is available to infiltrate and evaporate rainwater.

Analyzing the Driving Forces for the Change of Urban Green Spaces in Daegu with Logistic Regression and Geographical Detector (로지스틱 회귀분석과 지리 탐색기를 이용한 대구시 녹지 변화의 동인 분석)

  • This study analyzed the forces to drive the change of urban green spaces in Daegu from 1989 to 2009. First, the loss and fragmentation of green spaces in the past 20 years were spatially identified by performing the hot spots analysis for the cell-based spatial metrics quantifying the size and diversity of green spaces. Next, seven drivers such as slope, distance to roads, land price, population density, ratios of residential, commercial, and industrial areas were selected based on the previous studies and the direction of the association between the loss and fragmentation of green spaces and seven drivers was analyzed with the stepwise logistic regression. Finally, the relative importance of the seven drivers and their interactions in the past 20 years were analyzed with the geographical detector. The results show that the loss of green spaces was concentrated on a part of the Anshim housing development district from 1989 to 2009 and green spaces were highly fragmented around the housing development districts such as Seongseo, Anshim, Dalseong-gun and Chilgok. The forces to drive the loss and fragmentation of green spaces in these areas were different at the administrative levels, but the drivers such as slope and ratios of residential and industrial areas were commonly significant. These drivers were positively correlated with largest patch index(LPI) quantifying the loss of green spaces while they were negatively correlated with Shannon's diversity index(SHDI) measuring the fragmentation of green spaces. In other words, the loss and fragmentation of urban green spaces in Daegu appeared around such regions with lower slope and lower ratios of residential and industrial areas. The relative importance of drivers for LPI was listed as ratio of industrial area, land price, and ratio of commercial area in descending order whereas that of drivers for SHDI was listed as ratio of industrial area, land price, and distance to roads in descending order. Also, the interaction between slope and ratio of residential area had a great impact on LPI and SHDI. The ratio of industrial area was a single driver to most significantly explain the loss and fragmentation of urban green spaces in Daegu in the past 20 years. The interaction between slope and ratio of residential area was greater than the independent influence of a single driver. This study will provide the base data to build a sustainable urban green policy for the city of Daegu in the near future.

Study on the Ratio of Greenness in Residential Complex Development in the Process of Prior Environmental Review System (사전환경검토 대상 택지개발사업의 녹지율분석에 관한 연구)

  • This study was conducted based on the 115 development projects of residential areas during 2001-2006 to investigate the current status of park green areas. Prior Environmental Review System (PERS) was categorized into regions, scales, and time of the projects, and regression model was used for a statistical analysis. The ratios of greenness of Seoul and Gyunggi province were greater than those of other regions whereas the ratios of greeness of Cheonnam, Chungbuk, and Jeonbuk provinces showed smaller percentage of green areas. Secondly as the scales of development get bigger areas of greenness become larger indicating a large scale residential development projects are favorable for securing green areas. Thirdly the correlation between planned area and green areas, and that between planned population and the ratio of greenness are relatively low (P>0.05). This implies green areas are not a good indicator but a concrete guideline for green areas. Fourthly the ratio of greenness of small scale project is not reached to 10% so that it is recommended to secure over one million $m^2$ areas for development project.

Analysis on Green Vulnerable Areas Considering the Catchment Area of Urban Parks - Focused on Nam-gu in Daegu - (도시공원 유치거리를 고려한 녹지취약지역 분석 - 대구광역시 남구를 대상으로 -)

  • This study aims to analyze the spatial accessibilities to urban greens considering the catchment areas of urban parks to improve those areas with lower spatial accessibility in the neighborhood units. Nam-gu in Daegu was selected as the study area. In the results of the analysis of 16 existing parks, Daemyung6-dong and Daemyung5-dong had high ratios of green service area to administrative district, with values of 94.4% and 92.3%, respectively. Low ratios of green service area(vulnerable area of green service) were recorded in Icheondong(1.6%) and Daemyung10-dong(24.1%). However, the ratio of Icheondong may increase by 88.6%, when the 12 unexecuted urban parks are established. The ratio of Daemyung10-dong can also increase up to 40.1% by establishing green spaces in public institutions such as government offices and schools. This study suggests possibilities to improve the spatial accessibilities to urban parks and indicates the policies required for enhancing the even distribution of green spaces.

Determining the Effect of Green Spaces on Urban Heat Distribution Using Satellite Imagery

  • Urbanization has led to a reduction in green spaces and thus transformed the spatial pattern of urban land use. An increase in air temperature directly affects forest vegetation, phenology, and biodiversity in urban areas. In this paper, we analyze the changing land use patterns and urban heat distribution (UHD) in Seoul on the basis of a spatial assessment. It is necessary to monitor and assess the functions of green spaces in order to understand the changes in the green space. In addition, we estimated the influence of green space on urban temperature using Landsat 7 Enhanced Thematic Mapper Plus (ETM+) imagery and climatic data. Results of the assessment showed that UHD differences cause differences in temperature variation and the spatial extent of temperature reducing effects due to urban green space. The ratio of urban heat area to green space cooling area increases rapidly with increasing distance from a green space boundary. This shows that urban green space plays an important role for mitigating urban heating in central areas. This study demonstrated the importance of green space by characterizing the spatiotemporal variations in temperature associated with urban green spaces.

Ecological Renewal Plan of Urban Parks for the Revitalization of Urban Green Axis in Gangdong-Gu (강동구 도시 녹지축 기능 활성화를 위한 도시공원의 생태적 리뉴얼 방안 연구)

  • In this study, among the construction-type parks in Gangdong-gu, targeting parks with high environmental and ecological value located on the urban green axis, a plan was prepared for the ecological renewal of urban parks, and a design that applied to them was proposed. The renewal target site was selected by analyzing the general condition of Gangdong-gu and urban parks, the land use and green area ratio, park green area, and the green axis of Gangdong-gu. Gangdong-gu has 54 parks, including 2 neighborhood parks and 52 children's parks. In the first stage of the current status review, 17 parks were extracted through locational value analysis, such as location and adjacency to the natural axis and green axis. In the second stage, eight parks were selected among the first-stage extraction parks based on the ratio of green spaces and open spaces within each park service area. In the third stage, two of the second stage extraction parks were selected based on whether the legal standard of the park area was met, and in the fourth stage, one of the third stage extraction parks was selected through an aging survey of the park. As for the urban ecological status of the renewal target site, the status of land use in the aspect of entropy reduction, the status of soil cover in the aspect of water circulation, and the status of planting structure in the aspect of biodiversity were investigated. As for the status of the three renewal sites, the green area was insufficient at 18.3-45.3%, and the facility area was 54.7%-81.7%, which was judged to have low urban temperature reduction effects. The impervious pavement area accounted for 34.5% to 48.9% of the park area, accounting for most of the facility area, and it was judged that the water circulation function was insufficient. The planting structure consisted of a single layer and a double layer structure, and although the tree layer was good, the lower vegetation was poor, and there was no planting site of edible plants or large hardwood trees, so the biodiversity was low. After the ecological renewal design of Seonrin Children's Park, Dangmal Children's Park, and Saemmul Children's Park, which were selected as the renewal targets in this study, the ecological area ratio of each park increased by 1.4 to 3 times than before the renewal. If the urban parks located on the urban green axis are examined from the perspective of the urban ecosystem and renewed ecologically, it is judged that the expected effect will be high in reducing entropy, improving water circulation, and laying the foundation for biodiversity in terms of the urban ecosystem.
