A Study on the National Trust Approach for the Environmental-friendly Conservation and Management of Greenbelts in Korea (개발제한구역의 친환경적 보전 및 관리를 위한 내셔널트러스트의 도입방안 연구)

  • This article aims to conserve greenbelts by adopting the national trust approach. This article reviews the current issues and problems in managing greenbelts in Korea. And this article redefines the function of greenbelts, and then suggests the new principles of management strategies of greenbelts. Greenbelts is to provide green open space for urban residents and to contain urban sprawl not to reserve lands for the future urban development. This article proposes basic principles for the effective management of green belts. They include (1) preserving environmental value, (2) maximizing public access to open space and environment resources, and (3) enhancing public-participation and collaboration among different groups and organizations for the management of greenbelts. These principles are closely related to those of national trust movement. This article suggests the government to adopt national trust approach (organization, funding, site selection criteria, legislation) to improve the environmental-friendly conservation and management of greenbelts in Korea.

  • Research of ADN-based monopropellant thruster is progressed by developed countries in Europe to replace toxic hydrazine, and ADN-based monopropellant thruster system is the only system that was proved in space environment. In this research, ADN-based propellant and catalyst was fabricated to develop ADN-based monopropellant thruster, and catalytic combustion performance with fabricated propellant and catalyst were evaluated with DSC-TG analysis. Catalytic combustion of propellant and catalyst was determined with firing test using 5 N scale liquid monopropellant thruster.

  • Since the 1960s hydrazine is used as a propellant to power rocket, satellites or deep space missions. Due to hydrazine's high toxicity and operating cost, the request for Green Propellant as energetic ionic liquids(HAN, ADN), nitrous oxide blends is growing. Nitrous Oxide Fuel Blend(NOFB) having advantage of a bipropellant performance as well as the advantage of a mono-propellant in respect to the simple propellant tank and feed system. It is worth replacing traditional hydrazine based propellant system if handled and designed properly.

An Analysis of Architectural Plan and Environment-friendly Elements of Skyscraper (초고층 건물의 건축계획 및 친환경요소 분석)

  • [Purpose] Recently, skyscrapers have sharply increased throughout the world, including South Korea. Although a skyscraper has its own merit such as the landmark of a city, it also has various problems like massive energy consumption. This study is aimed to establish the concept of environment-friendly skyscraper and propose a plan to realize skyscraper after analyzing the architectural, facility and environmental friendly elements of skyscrapers. [Method] This study lists up skyscrapers over 40 floors and 200 meters high. Upon 10 constructed buildings, it analyzes their basic plans and the green building technologies applied to them and suggests effective and environment-friendly architectural plan. [Result] This study examined the distinctions of the layout, shape, facade, and floor plan plane of 10 skyscrapers and found out specific techniques to be used for the use plan of natural energy, plan for saving resources and reducing wastes and a plan for environmental architecture and system.

  • This study aims to improve system for the enlargement of artificial planting spaces through grasp several problems about it and related system in domestic and foreign. In order to improve system for the extension of artificial planting spaces in the urban area following plans have been presented. First, it is necessary to launch various bonus, subsidies and incentives for making planting spaces in the urban area. Second, subdivision of related regulations for using diverse planting methods is needed. Third, government has to take the initiative in pushing on with planting of artificial spaces. Fourth, it is necessary to development of concrete techniques. Finally, it is desirable to plant artificial spaces which animal and plant can live, low effect to environment and material can be circulated although the value of plantation as a meaning of simple green also are admitted. Planting of artificial spaces should be introduced in a positive light for conservation and restoration of urban ecosystem.

  • The many cities are changing in the city form where the person and nature are mixed. Namely, the government invests many expense in tree field of distance space for the change in the green city. In this paper, we design and implement a tree growth management system using PDA built in 13.56MHz RFID reader and CBD(Component Based Development) for ubiquitous computing environments. Our system provides history management to increase business efficiency for location coordinate of tree and history information of tree which using RFID, the RFlD tag is attaching the new tree and that is inputting GPS location information in PDA and provides tree information of tree by location coordinate to history management. Finally, we show from a performance analysis that our system achieves about 85% average tree read rate of RFID under test scenario environments.

Improvement Devices of Urban Center′s Green Function of the Public Open Space Attached Building in Incheon, Korea (인천시 공개공지의 도심 녹지 기능 개선 방안)

  • The purpose of this study is to present improvement devices of urban center's green function in the Public Open Space Attached Building(P.O.S.) in Incheon, Korea. Study sites were the P.O.S. of office building(10 place), transportation facility building(3 places), government office building(2 places) that were made up 1994∼2002 and analyzed establishment, using and planting status. And P.O.S.'s planting area structure of Osaka and Kawasaki in Japan that is operating P.O.S. system similar to Korea was compared with study sites of Incheon. P.O.S. of Incheon is not managing as valuable urban center's green and establishing to satisfy legal requirement. The strengthening devices of P.O.S. function are as follows. First, it is desirable that planting area rate of P.O.S. in order to develop small park in urban center is increasing by 40% that is children's park level. Second, it must be conferred about planting basis, tree selection and planting method etc. of P.O.S. with green and park development department at building authorization. Third, by the 'landscape planting standard of plottage' that is becoming planting standard of P.O.S is heightened and must increase quality and amount of green. Fourth, it is required mandatory establishing of sign so that citizens can search easily and utilize of P.O.S. Fifth, legal regulation should be decided to prevent that P.O.S. is used unlike purpose originally.

A Comparative Study on the Provision of Open Space by Local Government in Metropolitan Region Between Korea and Australia. - in the case of Seoul and Sydney Metropolitan Areas- (한국과 호주의 지방자치단체의 대도시지역에 있어 녹지공급에 관한 비교 연구 -서울과 시드니를 중심으로-)

  • The aim of this study is to compare open space planning between Australia and Korea by Local Governments Areas. Open space planning is carried out at the state and municipal level in Australia, but by metropolitan city government in Korea. This study is structured by reviewing the presemt phenomena of provision of open space in Sydney and Seoul, By measuring disparity in terms of open spaces by L. G. A. s an by comparing planning approaches between two cities, for example policy, government standards, government administration system in open space management. In this paper, the provision of parks in Sydney and Seoul are comparatively examined and geographically mapped, and multiple repression analysis is applied to measure the residuals from the line of equality. The results of this study show that, 1) During the last 1 dacade from '80 and '90. Sydney has increased the quantity of open spaces from ratio of 19.11ha/1000 to 22.33ha/1000 of parks, however Seoul decreased it by the ratio of 12.21$m^2$/person to 1012$m^2$ per person. 2) Sydney has more programs, such as Greenspace program, Metropolitan open space program etc. to increase and to distribute open spaces equally rather than Seoul which has less open spaces. 3) There exists patterned inequality in terms of open space provision in inner city and suburb between Sydney and Seoul. 4) Seoul requires more active polices to increase open spaces like Greenacre Program of New Jerrsey State, Double Open Space Pland of Tokyo or Green Space Program of Sydney.

Case Studies for the Establishment of Korean National Urban Park (사례로 본 한국 국가도시공원 조성 연구)

  • Although the 'Act on Urban Parks and Green Spaces' was revised in 2016 to provide a legal foundation for national urban parks, there was no further discussion or follow-up research for the implementation of national urban parks. This study investigates Korea's park and green space regulations and national urban park cases from across the world. It aims to analyze worldwide cases and set a course for a viable national urban park system in Korea. The importance and characteristics of national urban parks were evident after reviewing the cases of Japan, Sweden, Finland, and Canada, which have national urban park systems, and the United States and Germany, which aid city parks with national budgets. Each country determined the plans and procedures by assessing the scope of government intervention and the government's role. The importance of communication between the state and municipal governments and private sector participation and governance was recognized. A system was also formed in which local governments actively participate in the nomination, establishment, administration, and management of national urban parks. The results of this study are as follows. First, the concept of equitable national development should be implemented to activate the national urban park system. Second, the national urban park should be a land management tool that may be used to balance development and preservation. Third, a specific method of securing, constructing, administering, and operating national urban parks should be supplemented by the current legislative framework amendment. Furthermore, the establishment of a sustainable research institute is needed to comprehensively analyze parks and green space systems and make appropriate decisions.

Methods for Improving the Function of Habitat and Eco-friendly Use In Urban Area Mountain Parks - Ogeum Neighborhood Park, Seoul - (도섬 산지형공원의 생물서식 기능 및 친자연적 이용을 위한 개선방안 연구 - 서울시 송파구 오금공원을 사례로 -)

  • In this study, space allocation with an assessment system for improving the function of the ecological use and function of each space was undertaken to suggest appropriate goals and directions. Ogeum Park, used as the study site, is a stronghold green zone located in the fan-shaped area of the Songpa-gu green zone on a 22ha area site. The assessment system for this study consisted of a total of 3 steps: Step 1 includes the division of the spatial block, Step 2 assesses the proper functioning of each spatial block, while Step 3 includes space allocation and presents improvements for function by space. This study performed a basin analysis with the consideration that Ogeum Park is a forest area and divided the site into a total of 8 areas according to how the sections of land are used. The function of wildlife habitat included an analysis of plant ecology(vegetation type, vegetation layer, potential vegetation), animal ecology(wild birds), and waterways. The function of leisure and use included an analysis of gradients, noise, paths, status of use, and status of facilities. The evaluation of the function of habitat sorted items into native vegetation, vegetation diversification, vegetation potential, animal diversification and potential of animal habitats. The results of grading the evaluation scores by space in the function of habitat showed that the Areas IV and VII, which were 90% of the maximum point, were Grade A, Areas II and V were Grade B at 70% and Area I and VI were Grade C at 50%. Areas III and VIII, which were not found to be beyond the standard of 50%, were excluded. The evaluation of the functions of leisure and use classified items into use potential, use preference, use concentration, use diversification and use convenience. The results of the graded evaluation scores by space in use function, showed areas V and VI as Grade A, or 90% of the maximum score. Grade B, 70% of the maximum score, was given to Areas I and VII. Grade C, 50% of the maximum score, included Areas II, IV and VIII. Area III, graded lower the standard of 50%, was excluded. The study evaluated areas according to a common standard, classified spaces by proper functions into ecological spaces, environmentally-friendly use spaces and use spaces according to the standard of spatial distribution on the basis of the above results through a synthesis of grades of habitat function, leisure function and use. This offers ideas for the improvement of wildlife habitat and environment-friendly use functions by space.
