  • Purpose - This study aims to develop diagnostic indices for managerial performance of agro-food distribution corporations. In particular, weights of diagnostic indices were estimated using the AHP method. Management diagnosis on agro-food distribution corporations is expected to increase their competitiveness in the domestic market as well as in international markets. Research design, data, and methodology - It develops weights or importance of the diagnostic indices based upon the survey of 21 experts in food distribution management. The survey was carried out using e-mail. Management diagnostic indices were developed based upon four BSC(Balanced Scorecard) perspectives of finance, learning/growth/leadership, customer, and internal process/technology. Results - Diagnostic indices on financial perspective consist on profitability, productivity, growth, stability and activity. Learning and leadership perspective indices consist of management will, CEO leadership, level of learning, innovation, and level of management information system. Customer perspective indices are branding, customer and channel management and internal process/technology indices consist of fourteen sub-indices representing technologies, efficiency, and dynamics. It was estimated that the weight of financial perspective index was 0.3, internal process/technology perspective index 0.248, customer category index 0.247, and learning, growth and leadership perspective index 0.205. This study also estimates weights of sub-indices for managerial diagnosis by four different perspectives. Estimated weight of profitability (0.085) is the greatest among financial perspective indices, followed by stability (0.072), growth (0.053), productivity (0.051), and activity (0.038). While estimated weights of leadership, capability, and information indices are 0.100, 0.061, and 0.044 respectively, weights of marketing, customer management, and quality and service indices are 0.104, 0.093, and 0.051, respectively. Among internal process/technology perspective, estimated weights of efficiency, technology, and innovation indices are 0.106, 0.088, and 0.054, respectively. Conclusions - The diagnostic indices for managerial performance of agro-food distribution corporations would be utilized by agro-food distribution corporations themselves, extension service institutions, and consultants. It is also expected that central and local governments use diagnostic indices developed in this study for the purpose of evaluating the effects of governmental support programs for agro-food distribution corporations. Futhermore researchers and consultants would modify diagnostic indices developed in this study, reflecting characteristics and situation of types of agro-food distribution corporations.

  • Recently, industrial locations have faced changing trends under the influence of emerging industries as well as advanced new technologies. So the purpose of this study is to analyze the spatial distribution and locational factors of biotechnology industry formed around the Seoul Metropolitan area and Daejeon city, both of which are centers of Korean biotechnology industry, and is also to identifytheir locational characteristics. Major results of this study can be outlined as follows: First, from the mid 1990' s to 2000, Korean biotechnology industry has rapidly developed owing to central and local governmental support policies and systems as well as changes in domestic economic environment due to Korean financial crisis. Secondly, it was found that spatial distribution of Korean biotechnology industry converged on the Seoul Metropolitan area till 1990, but shifted from there to Daejeon and Chungcheong area from 1990 to 2000. Particularly after 2000, positive local governmental efforts to attract biotechnology players have driven the spatial distribution of biotechnology industry to shift from Seoul Metropolitan area and Daejeon or adjacent area gradually to other profitable locations. In terms of locational factors, it was found that the locations of Korean biotechnology industry converged primarily on university or college campus and biotechnology venture center, particularly on locations adjacent to superhighway or expressway. Locational factors varied depending on region, industrial type and business growth phase. Therefore, it is advisable that our central and local government should make and implement practical and useful policies in favor of biotechnology business depending on region, industrial type, business growth phase, rather than depending on uniform locational policies.

  • Desertification has been expanding with a remarkable speed across the Northeast Asia. Desertification in Northeast Asia significantly influences Korea's economy and environmental health conditions in recent years. For these reasons, a number of non-governmental organizations (NGOs) in Korea have carried out the reforestation projects to combat desertification in China and Mongolia. Several tree plantation projects were implemented in Mongolia and China. The objective of this study was to analyze and evaluate the performance of tree plantation aid projects carried out by Korean NGOs in Mongolia. The performance of tree plantation projects was examined through effectiveness, efficiency, equity and responsiveness of those projects. The performance was analyzed with the survival rate of planted trees and planting cost, the recognitions of Mongolian people. The analysis of the performance showed that the tree plantation cooperation projects carried out by Korean NGOs in Mongolia had comparatively high performance from a larger point of view. Especially, effectiveness and responsiveness of their projects were highly marked in spite of all the difficulties of carrying out the tree plantation. Such a high effectiveness represented the relatively higher survival rates of trees and Mongolian's positive recognition of plantation projects. Furthermore, the responsiveness also turned out to be high with a great satisfaction of the Mongolian people for plantation projects conducted by the Korean NGOs. Survey results indicated that the efficiency and equity of the projects would be increased by promoting the cooperation projects for tree planting throughout Mongolia with reinforcing infrastructures. By comparison between Korean NGOs and Mongolian Government plantation projects, confirmed the importance of sustained financial support and maintenance activities in the plantation sites.

  • In Korea, the Vehicle Dismantler and Recycler industry is supervised by the Ministry of Land, Infrastructure and Transport under the Automobile Management Act. Also, Korean Automotive recycling businesses are supervised by the Minister of Environment under the Resource Recirculation Act. The main concern of the Minister of Environment is how the wastes from Dismantled vehicles will be environmentally removed, stored, treated, recycled or disposed. In 2000, the European Union (EU) adopted the End-of-Life Vehicles Directive (2000/53/EC) which required Members to ensure the collection, treatment and recovery of end-of-life vehicles (ELVs). The Directive, the most tightly regulated and precautionary legal systems, required that the last owner of a vehicle could drop off the ELV at an authorized treatment facility and that the producers of the ELV should pay the cost of the program. The adoption of the ELVs directive has led the development of Automotive Dismantler and Recycler networks to reuse, refurbish, remanufacture, recycle and recover parts and materials embedded in ELVs. Also, the ELVs directive which has had an insignificant impact on Korean manufacturers has strong presence in the European market and has been successfully externalized on them. The Korean manufacturers not only achieve the 85% recycling target set by the ELVs directive but also meet the Extended Producer Responsibility (EPR) which requires manufacturers to contribute dismantling process. In order to improve the Korean vehicle dismantling and recycling system, the Automobile Management Act and the Resource Recirculation Act should be harmonized. Particularly the roles of the Ministry of Land, Infrastructure and Transport and the Minister of Environment should be sharply divided. Like Japan, the ELV management needs to be highly centralized, regulated, and controlled by the ministry specialized in Vehicle, namely the Ministry of Land, Infrastructure and Transport and the sub organizations. Like EU Members, recovery, reuse, and recycling must be distinguished. Recovery is defined as the final productive use of the parts and materials embedded in ELVs, which includes reuse and remanufacture of parts and recycling of the other materials. Dismantling process and reuse and remanufacture of parts must be governed by the Ministry of Land, Infrastructure and Transport. For environmental recycling or disposal of waste materials, such as CFCs, glass and plastic material, and toxic substances, governmental financial support system should be in place.

  • A survey was conducted to investigate the attitudes of public officials related to food hygiene toward food safety. The official groups were divided into four sub-groups based on their area, agency, gender and age. Response of each group to the survey was statistically analysed. The survey's results showed that most of them (87.0%) were satisfied with a domestic level of food hygiene. But, some of then (29.8%) considered unsatisfactoryly on safety of the food they eat. Their response to food safety did not statistically significant between each group of area, agency and age but, in case of gender, female group showed stastically more negative attitude to food safety than male one (P<0.05). All groups chose residues of chemical substances such as pesticides and food additives as the most potential food risk factor followed by foodborne pathogens, heavy metals and animal drug residues. The results are not consistent with the scientific judgement. Therefore, more education and information were needed fro these groups. They pointed out food manufacturer as a responsible group for poor food hygiene (48.7%). In addition, food manufacture and processing were selected as main business types with the lowest level in the food hygiene but official, working in the area of the central government and Seoul metropolitan city, pointed out food services establishments as the poorest hygiene one (P<0.01). This results suggested that education and information to let mind of responded groups change, working in this part, and governmental financial support are needed to improve hygiene level of food manufacture and processing (70.3%). They also chose HACCP as the most effective way for improving the level of food hygiene followed by Recall, PL (Product Liability), monitoring, labeling and increasing of number of company with good manufacture and processing (GMP).

  • A pendulum of industrial education begins to shift from one based on industrialized society to one on information-based age. To produce an effective result in this situation, It is necessary that an accurate estimate of a change in the circumstances of industrial high schools of Gyeonggi-do. This study researched the province's characteristics and countermeasures on industrial education adjusting the change of industrial environments by regional groups and suggested the solutions as follows. First, This study classified Gyeonggi-do into 9 regions considering the region's respective industrial structure and suggested the structure adjustment plan. Second, This study suggested '3-type curriculum management plan' based on the structure adjustment plan of industrial high schools. It includes employment-centered curriculum which provides the human resources required by industrial community, foundation-centered curriculum which revitalizes starting up a enterprises and clears up the manpower problems, college preparation-centered curriculum which meets the need of the students who are much interested in going to the next stage of education. Third, this study suggested a solution to a problem of surplus industry teacher. It includes 3 methods: Increasing practical training from 2 ours to 3 hours, assigning teachers for a task of academic-industrial collaboration and career counseling, qualifying industrial teachers for another course by minor. An amicable settlement on these matters requires a systematic administrative and financial support based on closely connected governmental-academic-industrial collaboration.

  • This paper examines university patenting activities as a commercialization of academic research. It shows how a number of university patents increase exponentially and how that can be, especially in terms of role of the state. In the late 1990, the Korean government supports the new vision of 'technological innovation' in establishing a science and technological policy and begins to perceive the importance of university R&D to overcome the economic crisis. Thus, an administrative, financial, and legal systems which support the university R&D are organized and the governmental grants for R&D increase exponentially, especially in promising new technologies(6T). Also, an institution for managing intellectual property rights is established in university. Universities assess professor's performance in terms of patent and license to encourage patenting activities. Thus the number of patents and its productivity increase exponentially. But the increase in patents takes place only to a dozen of universities, this means that a Matthew effect does work.
