농촌 경관주택의 방향 설정을 위한 거주자 요구 조사 (The Residents' Needs for Establishing Direction Korean Rural Viewscape Houses)

  • The purpose of this study was to find out the residents' needs fur rural houses and to suggest the policy directions for developing Korean rural viewscape houses. The subjects were 386 houses and residents. They were selected according to accessibility, area characteristics, administrative district, and village types. The data were collected by using the interview and observation method based on the questionnaire. By analyzing the residents' needs for rural houses, the following conclusions were derived: 1) In order to preserve the rural characteristic, the government should lead to establish the yard space and the exterior design factors such as wall material and color, and the shape, material, and color of roof. 2) At the same time, the government should provide the residents with the subsidy for house improvement, so that they can build the desirabe size of house and the aged remodel their houses. 3) The contemporary design model of rural Han-ok should be developed and built. 4) The new rural house model improving roof design should be developed, because present houses with slab roofs and skirt roofs spoil the harmony with the rural natural environment. 5) The direction of rural houses for viewscape was defined as to satisfy residents' needs for convenient housing lift and to harmony visual and physical factors - building form, material and color - involving Korean rural housing culture.

융합보안 설비구축 원인에 대한 근거이론적 접근 (Security-equipment building cause based on 「grounded theory」 approaches)

  • 기술유출 방지를 위해 정부에서는 2007년도에 산업기술방지법을 제정하고 융합보안장비 구축을 권장하고 있다. 이에 기업에서 융합보안장비를 구축하는 원인을 파악하고자 하였다. 이를 위해 기존의 조사방식인 양적연구(quantitative research)와 달리 심층면담을 통해 원인을 찾아가는 질적연구(qualitative research) 중 바니 글래이저(Barney G. Glaser)와 안젤름 스트라우스(Anselm L. Strauss)가 사회과학의 질적방법론의 한 종류로 사용한 근거이론(grounded theory)을 사용하였다. 이에 정부로부터 융합보안장비 구축비를 지원받은 기업을 대상으로 조사한 결과 정부지원금이 높을수록, 대표자나 고객사의 요청이 있을 경우, 기술유출방지를 통해 업무효율성이 높을수록, 매출증대가 높을수록 융합보안장비를 구축하는 것으로 조사되었다.

Determinants of Corporate R&D Investment: An Empirical Study Comparing Korea's IT Industry with Its Non-IT Industry

  • In our study, we extracted the market, finance, and government factors determining R&D investment of individual firms in the IT industry in Korea. We collected the financial data of 515 individual firms belonging to IT and non-IT industries between 1980 and 1999 from the Korea Investors Service's database and investigated the empirical relationship between the factors using an ordinary regression model, a fixed effects model, and a random effects model. The main findings of our study are as follows: i) The Herfindahl Index variable representing the degree of market concentration is statistically insignificant in explaining R&D expenditures in the IT manufacturing industry. ii) Assets, which is used as a proxy variable for firm size, have a positive and statistically significant coefficient. These two results suggest that the Schumpeterian Hypothesis may be only partially applied to the IT manufacturing industry in Korea. iii) The dividend variable has a negative value and is statistically significant, indicating that a tendency of high dividends can restrict the internal cash flow for R&D investment. iv) The sales variable representing growth potential shows a positive coefficient. v) The subsidy as a proxy variable for governmental R&D promotion policies is positively correlated with R&D expenditure. This suggests that government policy has played a significant role in promoting R&D activities of IT firms in Korea since 1980. vi) Using a dummy variable, we verified that firms reduced their R&D investments to secure sufficient liquidity under the restructuring pressure during Korea's 1998 and 1999 economic crisis.

THE COST OF SEMEN PRODUCTION AND THE RATE OF CONCEPTION FOR ARTIFICIAL INSEMINATION IN CATTLE

  • This study was conducted to determine the cost of production of semen and the rate of conception for artificial insemination in eight randomly selected districts of Bangladesh. A sample of 640 adopting farms were investigated. Results indicate that the cost of liquid semen per dose on full-cost and cash cast basis were Tk. 16.17 and Tk. 14.48, while the cost of locally produced exotic semen and imported semen were Tk. 31.25 and Tk. 110.00 respectively. The cost of liquid semen per insemination, per conception and per progeny on full-cost were Tk. 26.65, Tk. 50.64, and Tk. 56.27 respectively and on cash cost were Tk. 23.88, Tk. 45.37 and Tk. 50.41 respectively. The average cost of semen paid by the farmers was Tk. 14.00 and it was higher in urban areas than in rural areas. Out of the cost of A.I. centres, government had subsidized 92.16 percent and the rest 7.84 percent accrued as returns. About 40 percent of the produced semen was lost in the system which could not be used at all. The conception rate on first insemination was 53.6 percent. The rate increased to 73.2 percent upto the last insemination. The difference in conception rate between liquid semen (69.97%) and frozen semen (70.48%) was not statistically significant.

위탁영농회사의 사업실태 및 경영성과 분석 (An Analysis of Business Management in the Farming Service Company)

  • This study was carried out to find out the possibility of continuity of the Farming Service Company (FSC), which has been founding since 1991 by the public administration to obtain the scale economy in the rice production, through the only financial analysis of the FSC. The results obtained were as follows. 1. The FSC's business is forward to the off-farm business rather than farm business. Based on the profit ratio, the profit ratio of off-farm business is more than that of farm business. It may cause the difficulty of policy to obtain the scale economy in the farming through the FSC. 2. Without subsidies the average net profit of the FSC was negative, which may provide the motives to the FSC to seek out the way to survive through the off-farm business, unless the FSC's could break up. 3. After all, the possibility of continuity of the FSC through the only financial analysis seems to be very little. Therefore the public administration should reconsider the present policy which is to found the more FSC continuously. If government wants to support the FSC continuously, government should focus on the conglomeration of farm land to increase the productivity of farming and on the subsidy of off-farm business to increase the profit ratio of the FSC.

간척지 경량형 온실의 농가 수용성 분석 (An Analysis of Farmers' Acceptability for Light-Weight Greenhouse Constructed on Reclaimed Land)

  • The total area of domestic reclaimed lands is 54,379 ha, and among these, 30,394 ha can be agriculturally available. To increase an agricultural availability of reclaimed land, controlled horticultural products that can be highly profitable have come to the fore. However, as being characteristically concerning, when original glasshouse is intactly applied in reclaimed land, it is unsafe on account of ground subsidence and, even if ground were reinforced, it has a problem by high cost. So a new greenhouse model would be necessary taking into account not only cost-efficiency but also safety with relatively light-weight one. Before this, this paper estimated acceptance rate of controlled horticultural complexes in reclaimed land and new greenhouse model for 414 farmers. The annual rental fee is 129,712,500 won/ha, considering the interest rate (2.5 %) of the investment, the depreciation cost of the facilities (straight line depreciation method, 20 years of service life estimated), and government subsidy rate (50 %) which resulted in a sufficient number of intended tenants with the acceptance rate of 0.33. The results of this paper may contribute to the government's policies for reclaimed land.

스타트업 대상 정부 R&D 지원금의 벤처 투자 유도 효과 (The Signaling Effect of Government R&D Subsidies on Inducing Venture Capital Funding)

  • 본 논문에서는 시그널링 이론을 기반으로 스타트업이 정부 R&D 지원금을 받았을 때 벤처 투자를 유치하게될 가능성이 높아지는지 살펴보았다. 먼저 벤처캐피털 투자자들의 투자 의사결정 과정과 투자 결정에 영향을 미치는 조건들을 선행연구를 통해 이해하였다. 정부 지원금의 시그널 효과와 정부 R&D 지원금의 민간자금 투자 유도 효과에 대한 선행연구를 토대로 정부 R&D 지원이 스타트업의 벤처투자를 유도하는 메커니즘을 밝혔다. 그리고 정부 R&D 지원이 실제 벤처투자를 유도하는 효과가 있는지 검증하기 위해 2021년 벤처기업으로 인증받은 업력 7년 이하의 스타트업 데이터를 바탕으로 실증분석을 수행하였다. 정부 R&D 지원과 벤처투자에 모두 영향을 미칠 수 있는 요인들을 제거하고 정부 R&D 지원이 벤처투자 유도에 미치는 순효과를 분석하기 위해 성향점수매칭법과 이중차분법을 순차적으로 적용하는 분석방법을 활용하였다. 실증분석 결과 창업 후 정부 R&D 지원금을 많이 받은 기업일수록 벤처 투자를 유치할 확률이 높아지며, 최초 정부 R&D 과제를 수행한 뒤 2년이 지난 시점부터 정부 R&D 지원의 벤처투자 유도 효과가 발생해 최초 과제수행 후 3년이 지난 시점까지 지속되는 것을 알 수 있었다. 본 논문의 결과는 정부 R&D 사업이 벤처투자 생태계에도 영향을 줄 수 있다는 것을 입증해 스타트업을 대상으로하는 정부 R&D 사업 기획에 정책적인 시사점을 줄 수 있을 것이다. 또한 신규 자금 조달이 필요한 스타트업에도 전략적 시사점을 줄 수 있을 것으로 기대된다.

Towards a Dialogic Approach: Crisis Communications and Public Reactions in the World's Most Densely Populated City to Tackle COVID-19

  • Macao, a special administrative region of China, has been able to maintain the records of zero deaths and keep confirmed cases under 50 since the outbreak of COVID-19 for more than half a year as of July 2020, despite being the world's most densely populated city. The current paper utilizes the dialogic public relations theory to analyze the situation using both literature review on how the various government actions and strategies during the pandemic were corresponding to the theory, and a quantitative random digital dialing (RDD) telephone survey, with a sample of 502 Macao residents aged 18 or above, to study the public reactions towards the government pandemic prevention actions. Survey results show a high level of public satisfaction towards epidemic prevention performance, as well as some forms of collaborative information redissemination behavior in social media platforms. Literature review and analysis from dialogic theory found that spirit of mutual equality, collaboration with local community, immediacy of presence in crisis time, engagements with stakeholders through maximum media channels and networks, supportiveness to public with both useful information and practical social support like subsidy program, as well as commitment to transparent and genuine communication, are all the dialogic communications strategies that describe what the Macao government has done in the crisis of COVID-19. The dialogic strategies that could be learned from the Macao government may be used as a reference for similar urbanized and densely populated cities in other territories.

우리나라 사회보험 정책수단의 유형에 관한 연구 (A Study on the Typology of Social Insurance Policy Instruments in Korea)

  • 본 연구는 우리나라 사회보험정책의 집행에 활용된 정책수단의 유형을 규명하기 위한 논문이다. 본 연구를 위해 지금까지 학자들에 의해서 연구된 정책수단의 개념 및 유형에 대해 살펴보았다. 이를 근거로 해서 우리나라 사회보험정책의 집행에 활용된 정책수단들의 유형을 강요적 혼합적 자발적 정책수단으로 분류하여 탐색해 보았다. 연구결과 밝혀진 사실은 다음과 같다. 첫째, 강요적 정책수단의 경우 정부보험, 공기업, 규제라는 정책수단이 모든 사회보험정책 집행과정에서 활용되었다. 둘째, 혼합된 정책수단의 경우는 강요적 정책수단의 경우와는 다른 특성을 보여주고 있다. 먼저 5대 사회보험정책 모두 사용자 부담금이라는 정책수단이 활용되고 있으나, 보조금의 경우에는 건강보험, 연금보험, 고용보험, 노인장기요양보험에서 사용되고 있다. 이러한 정책수단 외에 정보와 훈계라는 정책수단은 고용보험정책에서, 파트너십은 노인장기요양보험정책에서 활용되고 있다. 셋째, 자발적 정책수단으로는 가족과 공동체라는 정책수단이 대부분의 사회보험정책에서 활용되고 있다. 다만 산재보험정책은 공동체라는 수단만이 중요한 정책수단으로 활용되고 있는 특성을 보이고 있다.

농업기반정비사업의 재정정책변화에 따른 지방자치단체의 사업추진 전망 및 실태 분석 (An Analysis on the Prospects and Realities of Local Governments' Project Promotions according to the Changes in Financial Policy of Agricultural Infrastructure Improvement Projects)

  • This study attempted to investigate the changes in the perception of local government officials about agricultural infrastructure improvement projects due to the financial policy changes. A total of 141 local government officials were surveyed on the priority, the current status of the agricultural infrastructure improvement projects. Irrigation facilities renovation project and Small drainage improvement project had generally high priority, while Support project of cultivation basis for upland crops in paddy, Large scale land readjustment project, and Upland infrastructure improvement project had low priorities. After the introduction of the block grant system, agricultural infrastructure improvement projects had often been conducted by collecting opinions from local residents. The officials in charge of local governments recognized that the agricultural infrastructure improvement projects were reduced due to lack of financial resources and project potential sites. In response to the changes in the agricultural infrastructure improvement projects, most of the surveys showed that the influence of cities and provinces was strengthened. In addition, respondents most needed to improve the subsidy rate and there were a large number of cases requiring differential support to meet the characteristics of the local government. Therefore, it will be necessary to present a new perspective on the agricultural infrastructure improvement projects and to suggest differentiated projects for each regions.
