The study presupposes that, ever since its modernization, the Korean local government buildings have undergone an evolutionary process of their spatial organizations and the process can be analyzed in terms of increased publicness of architectural space. For the purpose, fifteen examples of local government buildings in Korea are selected and analyzed in terms of their plans converted into spatial diagrams measuring accessibility depth. Within these analytical diagrams, some quantitative measures such as permeability and visual connection, and the number of decision making points that visitors face on the way to their targets. The study analyzes these analytic measures of selected samples which are categorized into three chronological groups in order to search any evolutionary tendency of spatial transformation. The analysis shows that the accessibility of public functions and presumably the publicness of the spatial organization of local government buildings has been increased. The results of the study implies that, to acquire architectural publicness in government buildings, not only the insertion of public programs but also the organization of open spatial structure is significant.

This study aims to test the influence of employee competency and career management on career commitment in Indonesia. The study uses the cross-sectional data of regional government employees collected from February to April 2020. Regression and structural equation modeling are employed. The results base on the effect of employee competency and career management on career commitment in Indonesia are in line with the existing theory (i.e., Bandura's Career Theory). Employee competency has a significant positive influence on career management and career commitment, which shows that regional government employees with high competency generate effective career management, and in turn career commitment increased. Regional governments with their career management program should formulate human resources management practice policy (e.g., career support, training, career development program, and orientation programs) in order to increase their competency. The positive effect of employee competency on career management is because of the effective training and career development program. The positive influence of career management on career commitment is due to the regional government providing an attractive career program, thus, employees' career commitment improved. The positive influence of employee competency on career commitment via career management is implemented by regional government support to improve the career management program.

To meet the needs of the information age, the Korean government has placed a high priority in building the IT -capable workforce. Though a sizable financial resource was committed in implementing the policy, its effectiveness was not examined yet. The policy for the workforce development should be assessed continuously so that any misdirections are detected and redressed. The present study addresses four potential problems that would not allow the government to switch from a quantity-based policy to a quality-based policy. These are ① Korean universities' labor supply chain. ② moral hazard problems. ③ financial capacity of students, ④ horizontal policy orientation. The paper also proposes solutions to the mentioned problems. The government should foster an environment in which provide the concerned parties(universities. private institutions. students. etc,) with incentives to participate actively and promote the market principle of labor supply and demand. Such an ex-ante approach is believed to improve the system's efficiency compared to the extant approach based on ex-post KPI figures. If the four issues are not redressed. the market failure is likely to occur. The government should not make direct involvement in developing manpower, but rather be a linchpin to pull all concerned parties together. By doing so. the government should be able to fill the gap among parties in the system. One government role would be like defining workforce categories and promoting their career paths. Such role will also trigger universities and private institutions to pursue differential strategies along the supply chain of a particular workforce type.
This study examines the employment experience of beauty shop owners with respect to immigrant women. A quantitative analysis was conducted through a survey of beauty shop employers. Total 400 beauty shop owners were given a questionnaire and 380 responses were obtained. IBM SPSS 21.0 was used for frequency analysis, chi-square test, t-test using obtained data. Most of the respondents reported rare immigrant women employment. In addition, they were not likely to have experienced benefits from government support system and had little knowledge of such systems. According to an the employment analysis, there were differences in business areas, locations, regions, business type, and the number of employees according to characteristics of beauty shops. Immigrant women were more likely to be employed in Gyeonggi than in Seoul and Chungcheong Province and in skincareshops than in hairshops, nailshops and make-up shops. Shops with fewer than six employees were more likely to employ immigrant women. Those shop owners has employed immigrant women were more likely to hire immigrant women. Employment intentions of employers included mitigation services for auxiliary and sharing purposes, government benefits, and solutions for employment difficulties. Government support had a positive effect on employment intentions of beauty shop employers. Employers with knowledge of government support programs were more likely to hire immigrant women. The results suggest that the government should make more efforts to promote relevant policies. Future research should identify the reasons why few immigrant women are employed.
Purpose: This study attempted to identify determinants affecting research collaboration and R&D distribution activities, especially regarding facility and equipment leasing of small and medium enterprises (SMEs) in South Korea. The objective of this study was to find the most significant firm characteristics that affect firms participating in an R&D collaboration and distribution program and investing in R&D in terms of leasing payment for equipment. Research design, data, and methodology: This study analyzes which SMEs' characteristics influence external research cooperation activities by examining the SMEs that received government support for equipment leasing using multiple regression analysis and residual plots. The survey combined two databases: 1) a fact-finding survey of participating firms by the Ministry of SMEs and Startups, and 2) leasing information by the Korea Association of University, Research Institute and Industry. Results: The study found that firm size positively impacts R&D investment, R&D collaboration and distribution. Conclusions: The study provided evidence to policymakers and government officials that firms with more employees will more likely participate in government support programs. The study results also prove that government officials believe firm location does not impact R&D investment, R&D collaboration and distribution.

The purpose of this study is to propose some strategic directions which can promote the government libraries to provide the most effective and efficient information services. The study analyzes user opinion and demand in terms of the Web-based Information Services. For the analysis, the questionnaires were distributed to the 300 users in 18 government libraries. In the results, the study finds that the government libraries with homepage need to advertise homepage service. to provide the training programs, and to improve the system utility for better valuable homepage services. The government libraries without homepage, first of all, must construct their own homepage reflected in the users demand requiring the powerful retrieval ability, the diversity of contents, the high properness of information services.

Social enterprise is defined as a sort of companies that pursue both publicity and profitability. It is usual that their business activities and viability are dependent upon localized resources in terms of a labor market, raw material procurement and sales market. Also, the characteristics and viability of social enterprises based on local resources within the framework of social economy policy. The social economic policy in Korea is generally treated as means of local developments. This paper aims to examine the localness and socio-economic foundation of social enterprises which are located in the west of Gyeongnam province in Korea and to provide policy recommendations for promoting local resource-based social enterprises. The selection of the case study firms was chosen by considering various factors such as the viability of the firm, location of a company and the types of organization. The research result shows that most of local social enterprises had a viability and profitability to effectively utilize local resources. But it is claimed that the government policy for promoting local social enterprises reveals some limitations to promoting effectively local social enterprises. First, it is necessary to limit the qualification of applying to the government support program. Second, financial support should be changed from hardware-centered programs to software-centered programs such as training and education for human resource development and the business consulting. Finally, it is necessary for the government policy to focus on follow-up programs for firms which are no more capable of receiving the government financial support. For these firms, the government policy needs to focus on facilitating activities of cooperation between local universities and local social enterprise.
This study aims to analyze the factors that influence the technological performance of national R&D programs, and to compare these factors with those that affect R&D in the machinery and chemical industry. This study also seeks to explore policy implications for the national R&D programs to meet the characteristics of each industrial technology. The results of this study are as follows: First, big enterprises create more Korean patents than small- and medium-sized enterprises (SME) in the machinery R&D. Moreover, government-funded research institutes produce more SCI articles than enterprises in the chemical technology R&D. Second, there is no significant difference in the number of institutions that participate in the machinery technology R&D. Third, the production of Korean patents and Science Citation Index (SCI) articles on all samples in the machinery industry are influenced by government grants. For instance, in the samples, which consist of enterprises, the creation of overseas patents is influenced by the amount of government grants. Fourth, there is no significant difference in the magnitude of private investment, regardless of the sample and industry. In conclusion, different factors influence the technological performances of the national R&D programs in the chemical and machinery technology R&D. This shows that it is necessary to consider the characteristics of industry-specific technology when making science and technology policies for the national R&D programs.

This study analyzes the types of linkages between major projects used by firms that attracted venture capital among firms that received government support in the field of SME startups. It identifies the types of linkages between support programs related to attracting venture investment and verifies the usefulness of integrated and cooperative support. The main findings of this study are as follows. First, Startup Success Packages, Startup Foundation Funds*, Youth Entrepreneurship Centers, and Training are the main programs used by startups and venture firms, and support-implementing agencies use these programs to provide support for each stage of growth. Second, the majority of startups and venture firms receiving policy support for job creation and manpower enhancement projects. Third, export-type growth companies receive continuous support from MSS, MOTIE, MSIT, and KIPO. Fourth, job creation programs drive the employment performance and creation of companies. Fifth, local government support projects tend to rely heavily on central government support programs. Sixth, growth companies in the startup and venture sector have a clear link to credit guarantee scheme by KIBO. These findings provide empirical evidence on the necessity and feasibility of integrated and collaborative support, and are expected to contribute to the direction of better support policies.

Purpose: The purpose of this study was to evaluate demonstration health promotion programs offered by 18 health centers in a structural aspect of the health centers. Methods: The Evaluation Committee was organized with professors from collaboration universities and researchers of this study. Using structure evaluation frame. reports from 18 health centers were reviewed by the committee. Evaluation categories included organizational change, manpower construction, budget, and manpower training and education. Results: Only 5 health centers out of 18 have independent health promotion department. Nurses played a major role for health promotion programs. Other health personnel participated in the health promotion programs included dental hygienists, nutritionists, and exercise specialists. Related to program budgets. local government support rates were varied by the region. Various kind of manpower training was offered to health personnel for the health promotion programs including smoking control. exercise, alcohol, nutrition, and so forth. Conclusion: The study results indicated that establishment of independent health promotion department, maintenance of same manpower construction, provision of diversity manpower training were the factors that foster effective health promotion programs.
