The Influence of Open Data Policies on Public Innovation (공공데이터 개방 정책이 공공 혁신에 미치는 영향에 관한 연구)

  • Nowadays, the policy of open data disclosure has become one of the globally used tools for public innovation. For this reason, this study investigates whether the policy has eventually created the achievement of public innovation in Korea. To this end, this study evaluates qualities of the fourteen thousand open data in Korea that is disclosed to the public and compares it with indexes such as the usage of data, transparency index, and Government 3.0 Excellency Index, which are regarded as the outcome of the disclosure. Based on the result, this study aims to suggest future orientation for the policy.

  • Having taken actions for 2 years, Net Neutrality User Forum has realized Net Neutrality as a international issue of future Internet. Although the Internet design principle (layering, module, IP protocol) has enabled the end users to communicate each other without any additional permission or interference, in the reality, the end users have been tracked by both companies and governments, and the communications could be blocked, or restricted by surveillance devices, such as DPI, which could change the whole Internet design principle. Given that the Internet is a large community of the equal end-users based on end-to-end principle, it's essentially the issues of the whole Internet users, rather than of one nation, and we should focus on developing the transparent and participatory ways in Internet governance. The current Internet governance discussion have taken placed in ICANN, IGF, etc., in bottom-up processes of multistakeholderism to reflect the views of end-users. However there have been the controversial issues in Internet Governance, such as the position of government as a stakeholder, global north-south problem, transparency, so we have faced the debate on the new or evolving frame of Internet governance.

  • The construction liability type CM has been introduced in the form of a pilot project through public institutions since 2017 since it was introduced in the term of construction responsibility type construction project management in the Basic Law of Construction Industry in 2011 with the aim of improving the constitution of the Korean construction industry and strengthening global competitiveness. Through the introduction of construction-responsible CM, the government intends to change the paradigm of the overall construction industry, including design and construction, construction costs, disputes between stakeholders, and transparency of business. In this regard, the study aims to compare and analyze the evaluation methods on the bidding guide that public institutions (LH) are currently using to select companies in order to lay the foundations for successful construction of construction-responsible CM ordering methods.

Recent Status of International Norms Under Discussion for Outer Space Activities and Its Roles (논의 중인 우주활동 국제규범의 최근 현황과 역할)

  • Currently outer space become more and more congested and contested, according to the increase of satellites, nations and government consortia that operate satellites, and commercial and academic satellite operators. Therefore, international community, including the United Nations has been making a greater effort to adopt non-legally binding international documents capable of regulating space activities for the purpose of the security, safety and long-term sustainability of space activities. These are a draft International Code of Conduct for Outer Space Activities(ICoC) and UN Group of Governmental Experts on Transparency and Confidence-Building Measures in Outer Space Activities(UNGGE).

  • According to the TRQ system created by WTO agreement on agriculture, Korea notified the WTO of the application of tariff rate quotas for 67 agricultural commodities(now, 63 commodities). Among these government administrate state-operated trade for 17 commodities. However, WTO/DDA negotiation will bring about lowering tariffs and increasing quantities of tariff quota. This study suggest the development programs corresponding WTO/DDA agriculture negotiation. First, from the viewpoint of the protection of domestic agriculture & improving transparency of agricultural import administration, the administration system of the state-operated trade will be necessary to be transformed for market oriented methods. Second, the administration system of the state-operated trade will be necessary to be rendered unified organization also. The current system of the state-operated trade shows the phenomena og many divergency. And third, The quantities of market access of FTA between Korea and Chile will be desirable to be administrate by state-operated trade. Because, according to diffusion of FTA treaties, the amount of market access quantities of FTA increase rapidly henceforth.

  • This study deals sith some problems of foreign direct investment and seeks for the ways of activating foreign direct investment (hereafter F.D.I.) by analyzing the Korean economic structure that is faced with the neo-protectivism and nationalism of the advanced or foreign countries currently. During a transformational process in the transitional period of world trade environment, it is necessary for Korea not only to learn the higher technology for advanced countries, but also to apply techonology to their economic structure in order to enter into competition with the advanced countries. Based on the experiences and accomplishments from their investments, Korean enterprises should turn their business into F.D.I. and act appropriately in order to keep the balance between indoor and outdoor investment. Looking through the ways to activate F.D.I., we may make conclusions as follows: 1. Government policy transparency 2. Prudential Macro Economic policy 3. International policy coorperation system 4. A Study on the Development Plan of Smart City in Korea

  • Purpose: This study analyzes advanced cases of overseas smart cities and examines policy implications related to the creation of smart cities in Korea. Research design, data, and methodology: Analysis standards were established through the analysis of best practices. Analysis criteria include Technology, Privacy, Security, and Governance. Results: In terms of technology, U-City construction experience and communication infrastructure are strengths. Korea's ICT technology is inferior to major countries. On the other hand, mobile communication, IoT, Internet, and public data are at the highest level. The privacy section created six principles: legality, purpose limitation, transparency, safety, control, and accountability. Security issues enable urban crime, disaster and catastrophe prediction and security through the establishment of an integrated platform. Governance issues are handled by the Smart Special Committee, which serves as policy advisory to the central government for legal system, standardization, and external cooperation in the district. Conclusions: Private technology improvement and participation are necessary for privacy and urban security. Citizens should participate in smart city governance.

A Study on the Moderating Effects of the R&D Fund Management System between National R&D Fund and Research Performance (정부지원 연구비와 연구성과간의 관계에서 연구비관리시스템의 조절효과)

  • In order to enhance the performance of National R&D program, it is required not only the R&D funds and human resources, but also the composition of the research environment in which the researchers could fully concentrate on study. Particularly in Korea, executive burdens that arise in the course of the administration of research fund are frequently causing difficulties in concentrating on study. To remove this burden on financial management and maximize the efficiency of research funding, the government has implemented the central management system of the R&D fund. This study analyzed the moderating effects of the centralized management system of the R&D fund on the relationship between government fund and performance of the university research. Based on the analyzed result, this study concluded that the higher level of centralized management system of the R&D fund is implemented, the more influence on research outcomes grow. This study is significant to extend previous research point of view, as well as analyze the practical effect of government policies.

  • The world is paying attention to the South Korean government's aggressive COVID-19 response, key of which is transparency and openness in sharing information. Opening up government information is essential to enhancing its social and economic value through increased awareness and accessibility. The purpose of this study is to investigate the current status of SNS operated by national open data portals in which government-collected and -disclosed data is available and to suggest improvements for the use of open data portals. To do this, the study compared 3 national open data portals, each from India, U.S.A, and Korea, by performing quantitative analysis, user feedback analysis, time-series analysis, and information type analysis. Based on the identified information types and user needs, the study suggests concrete ways to facilitate the use of open data portals.

  • With the development of ICT, the use of software has become essential for organizations to exchange information or manage operations. However, security and software management issues that have increased with the development of ICT are issues that need to be continuously addressed. In 2021, the U.S. government has standardized and established SBOM as one of the countermeasures for software security. This research was initiated as a study to lay the groundwork for the introduction of SBOM in Korea. Based on the effects of SBOM characteristics on adoption intention, we tested management support and institutional support as moderating variables. As a result, security management was found to be a significant moderating variable for management support, and transparency was found to be a significant moderating variable for government institutional support. This study verified that SBOM adoption requires both corporate and government efforts, and the variables that are important from each perspective are different. We hope that this study will contribute to the development and adoption of SBOM.
