  • This paper is based on the research in the field of geospatial data that Seoul Government has initially promoted with private companies. In order to introduce the knowhow which has obtained through the cooperation between Seoul government and Private companies, several useful and practical materials will be offered in this paper. As for the cooperation on geospatial data, government and private companies should form a consultative group to find the way of improvement and the legal and regulatory details should be summited to related institutions. This paper will offer a proposal about how to improve and invigorate the present system, also, it will help to look for an effective proposal about budget reductions on the geospatial data which Seoul government propelled with private companies through continuous cooperation. Useful guide about how to solve the difficulties due to the imcomplete of legislations and closed institutions provided by Seoul Government will also be mentioned in this paper.

  • In order to reduce the spread of infection due to COVID-19, South Korea has established a four-step social distancing standard and implemented it by changing the steps based on the rate of confirmed cases. The implementation of social distancing brought about a change in the amount of activity of citizens by limiting social contact such as movement and gathering of people. One of the data that can intuitively confirm this is Night Time Light (NTL). NTL is a variable that can measure the size of the national economy measured using lights captured by satellites, and can be used to understand people's social activities during the night. The NTL visible data is obtained via the Visible Infrared Imaging Radiometer Suite (VIIRS) Day-Night Band (DNB) onboard the Suomi National Polar-orbiting Partnership (S-NPP) satellite. 1023 of Suomi data from 1 January 2019 until 26 October 2021 were collected to generate time series of NTL radiance change over Seoul to analyze the correlation with social distancing policy. The results show that implementing the level of social distancing generally decreased the NTL radiance both in spatial disparities and temporal patterns. The higher level of policy, limiting human activities combined with the low number of people who have been vaccinated and the closure of various facilities. Because of social distancing, the differences in human activities affected the nighttime light during the COVID-19 pandemic, especially in Seoul, South Korea. Therefore, this study can be used as a reference for the government in evaluating and improving policies related to efforts reducing the transmission of COVID-19.

National Interest and the News Media -Understanding U.S. Elite Media's Relationship with Foreign Economic Policies- (국가이익과 언론 -미국 엘리트 언론의 국제통화체제 위기 보도를 중심으로-)

  • There emerges a growing concern about South Korea's intellectual dependence on U.S. financial news media. However, those media's inherent relationship with national economic and financial interests has been poorly addressed. This paper thus attempts to identify such a strategic partnership between media and the government by analysing news coverages over four critical arena interwoven with U.S. dollar based financial system. For this purpose, total 152 news articles about Asia crisis, Asian Monetary Fund, Malaysia currency crisis and the new international financial architecture have been examined in terms of frame, attitude, cue-givers and discursive strategies. Research results indicate that not only have the media actively deferred to government leadership bur they have also acted as public diplomats in way of not hampering journalistic credibility. Hence, it is claimed that Korean society needs to formulate a model of media's strategic partnership with government at least in foreign policy arena, as well as to launch discursive strategies against nation-bound global news media.

  • CEPA (Comprehensive Economic Partnership Agreement) between India and Korea may vitalize Korean economy more and more. Currently most of Korean firms have entered into manufacturing industries like electronics and automobiles. But only a few Korean companies are trying to penetrate into Indian green industry so this paper suggest how to enter into Indian green industry, especially renewable energy sectors. First, Exporting main shaft, tower-flange and polysilicon products can be considered, as a first step of entry mode. Second, entry mode based on contract like technology licensing, strategic alliance and joint venture establishment can be also one of options. For example, Korean solar energy industry which show more competitiveness than that of Indians should try to make technological licensing on PV modules. In addition to this, they should also try to make joint ventures with right Indian partners and build up 'Solar City' nearby regions like Gurgaon in India where many Korean firms are located. Korean shipbuilding firms like Hyundai Engineering which keep on developing wind turbo engines can also try to make strategic alliance with Indian firms like Suzlon which has strong competitiveness. After that, they should explore Korean and Indian wind sector markets together. Third, brownfield investment can be last and final option as a entry mode as we consider the peculiar characteristics of renewable energy industry. Lastly, Korean government which are rush to indulge into green business should formulate more proper and realistic policies to give big incentives the concerned firms which are trying to open international green market so government should make Korean green firms not to lose good market opportunities related to green industry like renewable energy sectors. Renewable energy sectors are basically regarded as infrastructures so close contact to Indian central government as well as state government will be also required.

  • Government is not only the biggest owner in public sector, but also the leader responsible for improving and fostering construction industry. Delivery systems and award methods are enacted as laws via government's strong will for construction innovation. In addition to establishing relationships between government and contractor, delivery systems and award methods affect every aspect of industry. Therefore, the government should keep trying to remove inefficiency and achieve Best Value. This paper analyzes the delivery systems and award methods of advanced countries to extract lessons for Korean industry focusing on leading parties, direction, and change in owner's awareness of their respective innovative movements for construction. The prerequisites for improvement in delivery systems and award methods are suggested as partnership between public and private sectors, consistent innovation, enhancement in efficiency, and reinforcement of owner's capability.

A Study on the Typology of Social Insurance Policy Instruments in Korea (우리나라 사회보험 정책수단의 유형에 관한 연구)

  • This study tries to find the policy instruments that have used in the process of social insurance policy implementation. The results can be summarized as follows: First, in case of compulsory policy instrument, the government uses the regulation, public enterprise and government insurance in the process of implementing of all the social insurance policy. Second, in the case of mixed policy instrument, the government use the user' contribution in the process of implementing of all the social insurance policy but the subsidy was used in the process of implementing of the medical, pension, unemployment and long-term care insurance for the aged policy. Also, the information and discipline was used in the process of implementing of unemployment insurance policy and the partnership was used in the process of implementing of long-term care insurance for the aged policy. Third, in case of voluntary policy instrument, the government uses the family and community in the process of implementing of almost the whole social insurance policy.

Government as a Platform Revitalization Strategy Derived from Webtoon Platform Success Factors (웹툰플랫폼 성공요인에서 도출한 플랫폼 정부 활성화 방안)

  • This study postulates that Government as a Platform(GaaP) could be a next generation government model, drawing activation strategy from success factors of webtoon platform by NAVER. It suggests success factors of Naver webtoon case based on three main components of platform strategy. First, in the aspect of platform infrastructure, Naver webtoon was established based on powerful portal site by parent company Naver and improved platform accessibility through using webtoon without login. Second, in the aspect of stakeholder engagement, Naver webtoon has offed webtoon at no cost and it has taken an intermediary role for supporting the stakeholders with PPS. Third, in the aspect of outputs production, Naver webtoon offered real time feedback from webtoon users that could affect webtoon production and established incubating system that allow users to create their webtoon. And due to PPS, it makes possible to various create second outputs based on webtoon, which can contribute to activating webtoon ecosystem.

A Linkage between NGOs and Government in Resettlement Assistance for Defecting North Korean Residents (NGO와 정부의 연결관계의 모색: 탈북자 정착지원의 경우)

  • This study analyzes the relationship between NGOs and government assisting defecting North Korean residents and seeks a desirable model of a linkage between the two sectors. The factors used in this study for an analysis of the relationship between NGOs and government are frequency and direction of interaction between NGOs and government, government's acceptance or resistance of institutional pluralism. the degree of formality of the relationship, and the relative power balance in the relationship. Also, Coston's typology(l998) of NGO-government relationships is applied for the analysis. Results of the analysis indicates that, in resettlement assistance for defecting North Korean residents, Korean NGOs and government have a cooperative relationship at minimal level, which means that there is a low linkage, informal relationship, and asymmetrical power-relationship between the two sectors. Also, government's acceptance of institutional pluralism seems to be superficial and a tendency of one-way direction of interaction is identified. Based on the findings, this study suggests a more collaborative relationship or partnership between NGOs and the government to arrange more effective assistance programs and activities. Discussion of some controversial issues related to achieving the collaboration and suggestion of a possible model of linking government to the NGOs are followed in conclusion.

A Study of Successful IT Outsourcing model for SMB

  • Most of the small and medium industries rather focus on immediate problems and how to properly maintain organizational matters and existing system than the strategic and operational use of Information Technology when they deal with applications and operation of Information System. This study found out that there were few studies on IT outsourcing for small and medium companies in Korea compared to large enterprises' IT outsourcing. Most preceding studies researched the problems of partnership and technical, managerial, and economical success factors for big companies. Small and medium companies have the problems of financial difficulty, organizational scale (40.3%), shortage of manpower for system operation (24.1%), and lack of practical use of managers (8.9%). SMB firms have required support of government for their Informationalization but, we found out amount of companies (41%) not be informed or don't account on government's supporting IT of SMB programs. In addition, Range and Contents of outsourcing, Reputation of Outsourcing vendor, Reliability of maintaining were selected as CSFs of SMB IT outsourcing. While large corporation staff more considered CEO's willing and inner facts of their companies.

Long-Term Biodiversity Research Programme for Mindanao, Philippines

  • The Long-Term Biodiversity Research Programme (LTBRP) for Mindanao is envisioned to be a collaborative programme of the Philippines. It will be a programmatic research on biodiversity - its status, threats. and conservation and management. The chosen research site is Mt. Malindang in Misamis Occidental of Mindanao. The BRP will support a set of research projects that will generate knowledge on biological and ecological, socio-economic. cultural and policy aspects of biodiversity conservation. It will also enable researchers to develop and try new methods for research on these aspects, separately or crossing boundaries of academic disciplines. Moreover. the BRP will implement support programmes which will provide the linkages of research activities to development issues and needs in the research site. The support programmes will also draw from the research projects, the knowledge that can be lent or immediately available to policy and programme formulation. The support programmes will comprise: human resource development or capability-building; information, education and communication; database; networking; community organizing: and development action. The BRP will be undertaken by a group of academie and research institutions from the Philippines, in partnership with their respective government entities and local government units in Mindanao. The Biodiversity Research Programme (BRP) will comprise a set of research projects to be undertaken by small research teams in the site. Researchable areas have been identified initially through the National Biodiversity Research Agenda. and later enriched in the Participatory Rural Appraisal (PRA) Analysis workshops by the Mindanao researchers and Philippine resource persons. Results of the PRA are presented in the paper.
